The assessment considered two aspects, the proposal’s:<br />

Greenhouse gas emission contribution<br />

Response to climate change adaptation through the concept design.<br />

The assessment:<br />

Reviewed the Australian and NSW Government’s policies towards greenhouse<br />

gas emissions and climate change<br />

Confirmed Australia’s current greenhouse gas contribution<br />

Assessed the proposal’s contribution to greenhouse gas emissions<br />

Determined how the proposal should be designed to respond to climate change<br />

Determined any impacts that would occur as a result <strong>of</strong> the proposal.<br />

Greenhouse gas policy<br />

The NSW Greenhouse Gas Plan recognises the 15 per cent contribution<br />

transportation makes to the State’s emissions <strong>of</strong> which, 47 per cent is due to cars,<br />

25 per cent is due to commercial vehicles, 18 per cent is due to aviation, four per<br />

cent due to rail, four per cent is due to shipping, and two per cent is due to other road<br />

transport modes (NSW Government, 2005). The consequential policy response is to:<br />

Adopt urban design principles to reduce reliance on the car (as taken forward in<br />

section 3.2.4)<br />

Improve and promote public transport<br />

Facilitate cycling and walking<br />

Integrate public transport.<br />

Climate change policy<br />

The NSW Climate Change Policy (NSW 2021) focusses on building resilience to<br />

extreme climatic events and hazards by ‘helping understand and minimise the<br />

impacts <strong>of</strong> climate change’. The policy contains climate change targets focussing on<br />

increasing renewable energy use, reducing energy consumption, increasing public<br />

transport use, promoting walking and cycling and encouraging the development <strong>of</strong><br />

sustainable communities.<br />

Separately, Roads and Maritime has committed itself to minimising climate change<br />

through:<br />

Reducing its carbon footprint<br />

Helping reduce the carbon footprint <strong>of</strong> transport in NSW<br />

Adapting the State’s roads against the impacts <strong>of</strong> climate change.<br />
