The visual impacts experienced during construction can be generally grouped as<br />

follows:<br />

High-moderate adverse temporary impacts would occur in locations where the<br />

streets are generally narrower and contained, framed by more sensitive<br />

buildings, including heritage-listed buildings, and the works would be large<br />

scale taking place for typically longer than one month<br />

Moderate and moderate-to-low adverse temporary impacts would occur in<br />

locations where the streets are still narrow and contained however the adjacent<br />

receivers are less sensitive to change.<br />

Night time works and light spill impacts during construction<br />

The proposal to work ‘out <strong>of</strong> hours’ (refer to section 3.3.3) would mean that certain<br />

activities would be undertaken at night. This would require the use <strong>of</strong> additional highpowered<br />

construction lighting. The specific lighting requirements would depend on<br />

the extent <strong>of</strong> night works, the type <strong>of</strong> activity being undertaken and the construction<br />

staging; all <strong>factors</strong> that would be determined by the construction contractor.<br />

Whilst ambient light levels in the <strong>city</strong> <strong>centre</strong> are higher than many other locations in<br />

NSW, and potentially exceed the two lux limit set in Table 6-38, the introduction <strong>of</strong><br />

high-intensity white light would potentially create additive light-spill impacts to local<br />

receivers or impact on a greater number <strong>of</strong> receivers. Again, the impact would<br />

depend on the receiver-type with residences potentially more sensitive to such<br />

impacts than public buildings, public spaces, heritage items and key businesses. This<br />

<strong>of</strong> course would depend on whether other receiver types are occupied or lit at night.<br />
