6.6 Landscape character and visual impact<br />

This section identifies and assesses the proposal’s impact on landscape and<br />

streetscape character and sensitive visual receivers. Supplementary information is<br />

provided in Appendix I.<br />

6.6.1 Method<br />

Study area<br />

The assessment considered the predicted changes in landscape character and visual<br />

impacts throughout the five precincts shown on Figure 1-1. Regional landscape<br />

characteristics were also used to describe the existing environment.<br />

Method and assessment criteria<br />

The landscape character and visual impact assessment was undertaken in<br />

accordance with:<br />

The Guidelines for Landscape Character and Visual Impact Assessment (EIA-<br />

N04) (Roads and Maritime, 2013)<br />

Australian Standard (AS) 4282-1997 Control <strong>of</strong> the Obtrusive Effects <strong>of</strong><br />

Outdoor Lighting (Australian Standards, 1997).<br />

The assessment:<br />

Characterised the existing regional and local landscape and streetscape<br />

character<br />

Determined regional visual characteristics and the study area’s local visual<br />

context and setting<br />

Defined the visual envelope, which represents the theoretical limit from where<br />

the proposal would be visible<br />

Determined the sensitivity <strong>of</strong> landscape character and visual environment to the<br />

changes that would occur as a result <strong>of</strong> constructing and introducing<br />

the proposal into the study area<br />
