Future land uses and development precincts<br />

The proposal would be constructed at the same time as Barangaroo, Wynyard Walk<br />

(precinct 1: north west), Circular Quay (precinct 1: north west and precinct 2: retail),<br />

Darling Harbour (precinct 2: retail). CSELR early works (precinct 1: north west,<br />

precinct 2: retail) and the APDG development (precinct 2: retail), the impacts <strong>of</strong> which<br />

are considered further in section 6-15.<br />

The proposal would not inhibit, conflict with, or affect land use development within<br />

these precincts. Its only impact would be indirect, relating to the potential for shortterm<br />

minor traffic delays through each work site during construction (refer to<br />

section 6.1.3). The work would be staged and programmed to reduce travel delays<br />

during times <strong>of</strong> heaviest traffic demand, which would include any required access to<br />

these development precincts (eg during critical delivery times).<br />

Property impacts during construction<br />

Property acquisition<br />

No property acquisition, adjustments or leasing would be required as part <strong>of</strong> the<br />

proposal (refer to section 3.6). This includes the likely construction<br />

compounds/laydown areas which are already established (refer to section 3.4.2).<br />

Roadside property<br />

Adjacent roadside property would not be affected during construction. This includes<br />

any direct awning impacts (eg removal or partial removal). However, amenity values<br />

and access would be affected in a number <strong>of</strong> locations as described in section 6.1.3<br />

and section 6.4.3 respectively.<br />

Road reserve property<br />

Access to existing road reserve property would be restricted by the temporarily<br />

removing or restricting access to certain sections <strong>of</strong> road and footpath. This would<br />

result in the temporary loss <strong>of</strong>:<br />

- Utilities<br />

- Advertising boards<br />

- Street lighting<br />

- Awnings and awning signage<br />

- Advertisement signs<br />

- Bollards and barriers<br />

- Trees<br />

- Benches and seating<br />

- Telephone box<br />

- Bus shelters/stops<br />

- Rubbish bins<br />

- Bicycle racks<br />

- Mail boxes.<br />

The locations where utilities would be adjusted are described in Table 3-14. Roads<br />

and Maritime would work with utility suppliers, businesses and City <strong>of</strong> Sydney to<br />

identify any conflicts in maintenance or upgrade schedules (refer section 6.5.4).<br />

Emergency access for maintaining these assets would be managed in accordance<br />

with the provisions set out in section 6.14.4. Furthermore, all service providers would<br />

be contacted before construction to determine their emergency access requirements,<br />

with provisions included in the CEMP (refer section 6.5.4). Consequently, the<br />

associated impact is assessed as negligible.<br />

The temporary kerbside and footpath restrictions would also affect up 15 bus stops<br />

as described in section 6.1.3 with the associated socioeconomic impacts discussed<br />

in section 6.4.3.<br />
