THE ENGLAND AND WALES CRICKET BOARD ANTI-DOPING<br />
RULES <strong>2013</strong><br />
INTRODUCTION<br />
The <strong>Engl<strong>and</strong></strong> <strong>and</strong> <strong>Wales</strong> <strong>Cricket</strong> Board (the “National <strong>Cricket</strong> Federation”) has adopted these<br />
anti-doping rules (the “<strong>Rules</strong>”) to impose clear prohibitions <strong>and</strong> controls in the sport of cricket in<br />
accordance with the m<strong>and</strong>atory provisions of the World <strong>Anti</strong>-<strong>Doping</strong> Code, as part of the National<br />
<strong>Cricket</strong> Federation’s continuing efforts to: (a) maintain the integrity of the sport of cricket; (b) protect<br />
the rights <strong>and</strong> health of all participants in the sport of cricket; <strong>and</strong> (c) keep the sport of cricket free<br />
from doping.<br />
Unless otherwise indicated, references to Articles <strong>and</strong> Appendices are to articles <strong>and</strong> appendices of<br />
the <strong>Rules</strong>. Words in italicised text in the <strong>Rules</strong> are defined terms. Their definitions are set out in<br />
Appendix 1.<br />
ARTICLE 1<br />
SCOPE AND APPLICATION<br />
1.1 The <strong>Rules</strong> shall apply to:<br />
1.1.1. all <strong>Cricket</strong>ers <strong>and</strong> <strong>Cricket</strong>er Support Personnel who are members: (a) of the<br />
National <strong>Cricket</strong> Federation <strong>and</strong>/or (b) of organisations that are members or<br />
affiliates or licensees of the National <strong>Cricket</strong> Federation (including any<br />
clubs, teams, associations or leagues who are members, affiliates or<br />
licensees of the National <strong>Cricket</strong> Federation);<br />
1.1.2. all <strong>Cricket</strong>ers <strong>and</strong> <strong>Cricket</strong>er Support Personnel participating in Matches <strong>and</strong><br />
other activities organised, convened or authorised by the National <strong>Cricket</strong><br />
Federation or by any of its members or affiliates or licensees (including any<br />
clubs, teams, associations or leagues), wherever held; <strong>and</strong><br />
1.1.3. any other <strong>Cricket</strong>er or <strong>Cricket</strong>er Support Personnel who, by virtue of a<br />
contractual arrangement or otherwise, is subject to the jurisdiction of the<br />
National <strong>Cricket</strong> Federation for purposes of anti-doping;<br />
whether or not such <strong>Cricket</strong>er or <strong>Cricket</strong>er Support Personnel is a citizen of or<br />
resident in <strong>Engl<strong>and</strong></strong> <strong>and</strong> <strong>Wales</strong>.<br />
1.2 To be a member of the National <strong>Cricket</strong> Federation <strong>and</strong>/or of an organisation that is a<br />
member or affiliate or licensee of the National <strong>Cricket</strong> Federation, or to be otherwise<br />
eligible to participate (in the case of a <strong>Cricket</strong>er) or assist any participating <strong>Cricket</strong>er<br />
(in the case of <strong>Cricket</strong>er Support Personnel) in any Match or other activity organised,<br />
convened or authorised by the National <strong>Cricket</strong> Federation or any of its members or<br />
affiliates or licensees, a <strong>Cricket</strong>er or <strong>Cricket</strong>er Support Personnel must agree to be<br />
bound by <strong>and</strong> to comply with the <strong>Rules</strong>. Accordingly, by becoming such a member or<br />
by so participating or assisting, a <strong>Cricket</strong>er <strong>and</strong>/or <strong>Cricket</strong>er Support Personnel (as<br />
applicable) shall be deemed to have agreed:<br />
1.2.1 to be bound by <strong>and</strong> to comply strictly with the <strong>Rules</strong> (without prejudice to<br />
any other anti-doping rules applicable to him/her), including making<br />
him/herself available upon request for Testing at all times, whether In-<br />
Competition or Out-of-Competition;<br />
1.2.2 to submit to the authority of the National <strong>Cricket</strong> Federation <strong>and</strong>/or of the<br />
NADO (as the National <strong>Cricket</strong> Federation <strong>and</strong> the NADO may agree<br />
between themselves) to apply, police <strong>and</strong> enforce the <strong>Rules</strong>;<br />
1.2.3 to provide all requested assistance to the National <strong>Cricket</strong> Federation <strong>and</strong>/or<br />
the NADO (as applicable) in the application, policing <strong>and</strong> enforcement of the<br />
<strong>Rules</strong>, including (without limitation) cooperating fully with any investigation,<br />
