The Company included in proved reserves those reserves which the Company intends to extract after
the expiry of the current licences. The licences for the development and production of hydrocarbons
currently held by the Company generally expire between 2009 and 2044, and the licences for the most
important deposits expire between 2013 and 2044. In accordance with the effective version of the law
of the Russian Federation, On Subsurface Resources (the "Law"), licences are currently granted for a
production period determined on the basis of technological and economic criteria applied to the
development of a mineral deposit which guarantee rational use of subsurface resources and necessary
environmental protection. In accordance with the Law and upon gradual expiration of old licences
issued under the previous version of the Law, the Company extends its hydrocarbon production
licences for the whole productive life of the fields. Extension of the licences depends on both current
and future compliance with the terms set forth in the licence agreements. As of the date of these
financial statements, the Company's operations are generally in compliance with all the terms of the
licence agreements and are intended to maintain compliance therewith in the future (see Note 11).
