Curriculum Commission<br />

The Curriculum Development and Supplemental Materials Commission (Curriculum<br />

Commission) was established in 1927 as an advisory body to the California State Board<br />

of Education (SBE). The Curriculum Commission is responsible for advising the SBE on<br />

matters related to curriculum and instruction. California Education Code (EC) Section<br />

60204 provides that the Curriculum Commission shall recommend curriculum<br />

frameworks to the SBE; develop criteria for evaluating instructional materials submitted<br />

for adoption; study and evaluate instructional materials submitted for adoption;<br />

recommend to the SBE instructional materials that it approves for adoption; and<br />

“recommend to the State Board of Education policies and activities to assist the<br />

department and school districts in the use of curriculum frameworks and other available<br />

model curriculum materials for the purpose of guiding and strengthening the quality of<br />

instruction in the public schools.”<br />

The Curriculum Commission is composed of 18 members: 13 members appointed by<br />

the SBE; one member appointed by the Governor; one member appointed by the<br />

Speaker of the Assembly; one member appointed by the Senate Rules Committee; one<br />

State Senator; and one State Assembly member. With the exception of legislative<br />

members, commissioners serve a four-year term.<br />

Curriculum Frameworks Adoption Process<br />

The California State Board of Education (SBE) adopts curriculum frameworks for<br />

kindergarten through grade twelve (K–12) in accordance with California Education Code<br />

(EC) Section 51002, which calls for the development of “broad minimum standards and<br />

guidelines for educational programs.” Curriculum frameworks in the core curriculum<br />

areas of reading/language arts, mathematics, history-social science, and science are<br />

aligned to the SBE-adopted academic content standards. In addition, the SBE has<br />

adopted content standards in visual and performing arts and physical education and<br />

content standards in health and foreign language are under development. The SBE<br />

adopts curriculum frameworks on a six-year or eight-year cycle. The SBE approved the<br />

current history–social science framework in 2000; the foreign language framework in<br />

2001; the health framework in 2002; the science and visual and performing arts<br />

frameworks in 2004; the mathematics framework in 2005; and the reading/language arts<br />

framework in 2006. The development of a new physical education framework began in<br />

2006.<br />
