2. A targeted proportion of its students performing at or above the proficient level on<br />

the statewide assessments (English-language arts and mathematics) overall and<br />

for each numerically significant subgroup. The target proportion performing at or<br />

above the proficient level increases each year until it reaches 100 percent in<br />

2013-14.<br />

3. A minimum Academic Performance Index (API) growth score or at least one point<br />

of growth over the prior year.<br />

4. A minimum graduation rate or an increase of one-tenth of one percent over one<br />

year or an increase of two-tenths of one percent over two years (for high schools<br />

and for districts with high school students).<br />

Program Improvement<br />

A Title I school that does not make AYP for two consecutive years in specific areas is<br />

identified for Program Improvement (PI). Each newly identified PI school must offer<br />

parents a school choice (i.e., parents of students in PI schools have the option of<br />

sending their students to schools in the district that are not in PI) and meet other<br />

specific NCLB requirements.<br />

NCLB also specifies that LEAs receiving Title I funds be identified for PI if the LEA does<br />

not make AYP for two consecutive years in specific areas.<br />

Accountability Report Cards<br />

NCLB requires each state to produce an annual report card that summarizes<br />

assessment results of students statewide and disaggregated by student subgroup. The<br />

report must also include information on high school graduation rates, teacher<br />

qualifications, other indicators used in each state's definition AYP, and the AYP status<br />

of all schools and districts in the state. California’s report card is available on the State<br />

Accountability Report Card Web site at http://www.cde.ca.gov/ta/ac/sc/index.asp.<br />

NCLB also requires LEAs to prepare annual accountability reports containing<br />

information at the district and school levels, similar to what is required in the state report<br />

card. For more information about LEA accountability reporting under NCLB, please refer<br />

to the Accountability Reporting section of <strong>this</strong> Fact Book.<br />
