Accountability <br />
The primary goal of California’s accountability system is to measure and report on the<br />
academic achievement of California’s 6.3 million public school students enrolled in<br />
nearly 10,000 schools in more than 1,000 local educational agencies (LEAs). (An LEA is<br />
a school district or a county office of education for purposes of accountability reporting.)<br />
The system is based both on state requirements, established by the Public Schools<br />
Accountability Act (PSAA) of 1999, and on federal requirements, established by the No<br />
Child Left Behind (NCLB) Act of 2001. State, school, and LEA results are released<br />
annually as part of the Accountability Progress Reporting system.<br />
Accountability Progress Reporting<br />
The California Department of Education (CDE) reports both state and federal<br />
accountability results under the general heading of the “Accountability Progress<br />
Reporting” (APR) system. The APR includes the state Academic Performance Index<br />
(API) Base and Growth Reports, the federal Adequate Yearly Progress (AYP) Report,<br />
and the federal Program Improvement (PI) Report, as listed below.<br />

State Requirements: Public Schools Accountability Act of 1999<br />
State accountability results focus on how much schools are improving in year-to-year<br />
academic growth. The API is the cornerstone of the state’s academic accountability<br />
requirements. Its purpose is to measure the academic performance and growth of<br />
schools.<br />
Academic Performance Index<br />
The API is a numeric index (or scale) that ranges from a low of 200 to a high of 1,000. A<br />
school’s score or placement on the API is an indicator of a school’s performance level.<br />
The statewide API performance target for all schools is 800. A school’s growth is<br />
measured by how well the school is moving toward or past that goal.<br />
