One-time Funds<br />
The budget provides $2.5 billion in one-time K–12 education funds as shown in Table 3.<br />
The one-time funds are primarily due to state revenue collected above the level<br />
anticipated in 2005 and the first six months of 2006. This additional revenue helped<br />
prompt the Governor to settle the dispute over the Proposition 98 funding guarantee<br />
due to K-12 education. The allocations shown in Table 3 include:<br />
• $927 million for unfunded prior years’ mandate claims from 1995-96 through <br />
2005-06. <br />
• $534 million for a discretionary block grant. School sites, including adult education<br />
programs and regional occupational centers and programs, will be allocated 75<br />
percent of the funds. These funds may be used for instructional materials,<br />
classroom and laboratory supplies and materials, library materials, educational<br />
technology, deferred maintenance, professional development, and one-time<br />
expenditures designed to close the achievement gap. The remaining 25 percent will<br />
be allocated to school districts for the same expenditures, as well as home-toschool<br />
transportation and one-time fiscal obligations of the district.<br />
• $500 million for arts, music, and physical education equipment grants. Funds must<br />
be spent on supplies, equipment, and professional development.<br />
• $137 million for school facility emergency repairs in accordance with the Williams<br />
lawsuit settlement in 2004.<br />
• $100 million for instructional materials, school and classroom library materials, and<br />
one-time educational technology costs.<br />
