Construction (OPSC) in the Department of General Services functions as staff to the<br />
SAB. Information regarding the allocation of Proposition 1D for K–12 schools can be<br />
accessed on the OPSC Web site at http://www.opsc.dgs.ca.gov.<br />
The higher education funds are administered by the California Community College,<br />
California State University, and University of California systems.<br />
Local School Bonds<br />
Prior to the enactment of Proposition 39 on November 7, 1999, local school bonds had<br />
to be approved by two-thirds of a district’s voters. Proposition 39 added the ability of<br />
districts to also seek local voter approval of 55 percent of the district’s voters. Since the<br />
enactment of Proposition 39, the voters in school districts have approved over $15.62<br />
billion in local school bonds. Of <strong>this</strong> amount, $10.18 billion was approved under the 55<br />
percent vote requirements.<br />
