school, or who are homeless.<br />
A minimum day program for county community schools is 240 minutes. Students are<br />
provided with learning opportunities in academic skills, independent life skills, positive<br />
self-concepts, and effective relationships with others. Although many students graduate<br />
from county community schools, the programs are designed to help students transition<br />
to an appropriate educational, training, or employment setting upon the completion of<br />
their attendance in the county community school.<br />
High-Risk Youth Education and Public Safety Program<br />
The High-Risk Youth Education and Public Safety Program provides after-school<br />
programming for students who have been incarcerated or are first-time offenders, The<br />
Transitioning High-Risk Youth Program serves youths who have had a commitment to a<br />
youth facility for six months or more and have served at least 90 days of incarceration.<br />
The First-Time Offender Program serves youths fifteen years of age or younger who<br />
have been placed on probation for their first offense. The use of the funds for <strong>this</strong><br />
program is now at the discretion of the administration in each county office of education<br />
and school district that receives funds for the Pupil Retention Block Grant.<br />
Home and Hospital Instruction<br />
Home and Hospital Instruction helps students maintain continuity of instruction during a<br />
period of temporary disability. Any student with a temporary disability that makes<br />
attendance in the student’s regular classes or other education program impossible or<br />
inadvisable must receive individual instruction provided by the student’s school district.<br />
“Temporary disability” means a physical, mental, or emotional disability incurred while a<br />
student is enrolled, after which a student can reasonably be expected to return to<br />
regular day classes or an educational options program without special interventions.<br />
“Individual instruction” means instruction provided to a student in a hospital or other<br />
residential health facility, excluding instruction in state hospitals, in the student’s home,<br />
or under other circumstances prescribed by the State Board of Education.<br />
Independent Study<br />
Independent study was used by more than 107,650 full-time kindergarten through grade<br />
twelve students in 2005-06. It is an alternative instructional strategy that responds to<br />
individual student needs and learning styles. Students are required to follow the districtadopted<br />
curriculum, and work is governed by a written agreement signed by the<br />
student, teacher, parent, and relevant others. Independent study is a voluntary option<br />
authorized under California Education Code sections 51745—51749.3 and other<br />
sections, including 46300(e).<br />
Independent study is available to students from kindergarten through high school as<br />
well as to students in adult school who are taking courses to meet the requirements for<br />
