The Chief Deputy Superintendent is responsible for managing and coordinating the<br />

functions of all of the Department’s branches. The Chief Deputy Superintendent<br />

provides direction for the development and implementation of a statewide educational<br />

strategy for CDE and oversees specific program and policy operations. The Chief<br />

Deputy Superintendent represents the State Superintendent of Public Instruction in<br />

working with the U.S. Department of Education, the State Board of Education, the<br />

California Legislature, other state boards and commissions, county offices of education,<br />

and local school districts.<br />

The Assessment and Accountability Branch is responsible for programs designed to<br />

promote district and school accountability for improving student achievement.<br />

The Standards and Assessment Division develops and administers state testing<br />

programs, such as the Standardized Testing and Reporting (STAR) program, the<br />

California High School Exit Examination (CAHSEE), and the California English<br />

Language Development Test (CELDT). In addition, the division coordinates other K–12<br />

tests, such as the General Educational Development (GED) test and the National<br />

Assessment for Educational Progress (NAEP). The Policy and Evaluation Division<br />

supports research and evaluation activities and reports both state and federal<br />

accountability results under the heading of “Accountability Progress Reporting” (APR).<br />

The APR includes the state Academic Performance Index (API) that is used to measure<br />

the academic success of a school on the basis of how much it improves annually and<br />

the federal Adequate Yearly Progress (AYP) and Program Improvement (PI) reports<br />

required by the federal No Child Left Behind (NCLB) Act. In addition to producing the<br />

School Accountability Report Card, the division also administers state and federal<br />

programs that give awards to teachers and schools.<br />

The School and District Accountability Division oversees the state Categorical Program<br />

Monitoring (CPM) process. This division also provides technical assistance to meet the<br />

educational needs of English learners and exercises policy and program responsibilities<br />

for NCLB Title I.<br />

The Data Management Division collects, analyzes, and disseminates data about<br />

California’s public schools and school districts; promotes the effective use of technology<br />

in California’s schools; and works to develop and coordinate both the California<br />

Longitudinal Pupil Achievement Data System and the California School Information<br />

Services (CSIS). The division also administers the Consolidated Application.<br />
