Secretary shall develop a minimum per<br />
year caseload threshold, with respect to eligible<br />
pr<strong>of</strong>essionals, and the previous sentence<br />
shall not apply to eligible pr<strong>of</strong>essionals<br />
with a caseload for a year below<br />
such threshold for such year.’’.<br />
(C) EDUCATION ON UPDATE INCENTIVE<br />
PROGRAM.—Section 1889 <strong>of</strong> the Social Security<br />
Act (42 U.S.C. 1395zz) is amended by adding<br />
at the end the following new subsection:<br />
‘‘(h) UPDATE INCENTIVE PROGRAM.—Under this<br />
section, information shall be disseminated to educate and<br />
assist eligible pr<strong>of</strong>essionals (as defined in section<br />
1848(k)(3)) about the update incentive program under<br />
section 1848(q) and quality measures under section<br />
1848(k)(9) through multiple approaches, including a national<br />
dissemination strategy and outreach by medicare<br />
contractors.’’.<br />
(4) CONFORMING AMENDMENTS.—<br />
(A) TREATMENT OF SATISFACTORILY RE-<br />
PORTING PQRS MEASURES THROUGH PARTICI-<br />
PATION IN A QUALIFIED CLINICAL DATA REG-<br />
ISTRY.—Section 1848(m)(3)(D) <strong>of</strong> the Social<br />
Security Act (42 U.S.C. 1395w–4(m)(3)(D)) is<br />
amended by striking ‘‘For 2014 and subsequent<br />
