Bond value limitations <strong>and</strong> the bond deduction mechanism based on CIF value,<br />

coupled with a 10 day release after acquittal, makes transhipping in Maputo onerous<br />

<strong>and</strong> costly.<br />

It is recommended that an area in the port is designated for vessel to vessel<br />

transhipments that do not leave the port precinct. This area is to be considered a<br />

customs designated zone whereby physical bonds are not required given the low risk<br />

of cargo entering the local market for consumption.<br />

<strong>Transit</strong> Transhipments on vessels between Mozambican ports<br />

<br />

Cargo in transit between Mozambican ports is required to be bonded. Since the cargo is<br />

on a vessel <strong>and</strong> transiting between ports, there should be no bonds required.<br />

<br />

Transhipment goods ought to be acquitted at the last port of destination with no<br />

additional bond requirement.<br />

Current <strong>and</strong> potential transit import cargo was identified <strong>and</strong> categorized into low,<br />

medium <strong>and</strong> high risk goods.<br />

Introduction of risk management based upon the approved economic operator‘s<br />

compliance.<br />

Commodities that do not pose a risk to the Mozambique economy should be<br />

allowed to transit exempt from bonds per below table:<br />
