The N4 National Road extends westward beyond Gauteng linking up to the Trans-<br />
Kalahari Corridor which cuts through l<strong>and</strong>locked Botswana <strong>and</strong> ends in Walvis Bay,<br />
Namibia. The MDC therefore forms part of larger east-west link across the southern tip<br />
of the continent. The other key infrastructural elements of Maputo Corridor include the<br />
rail line extending from Gauteng to the Port of Maputo, <strong>and</strong> various branch lines in South<br />
Africa <strong>and</strong> leading to Swazil<strong>and</strong>, as well as the Port of Maputo itself.<br />

2.3 Background to the Maputo Corridor Logistics Initiative<br />
The organisation known as the MAPUTO CORRIDOR LOGISTICS INITIATIVE (<strong>MCLI</strong>) is<br />
a voluntary association not for gain, with legal personality <strong>and</strong> perpetual succession.<br />
<strong>MCLI</strong> is the formation of a grouping of infrastructure investors, service providers <strong>and</strong><br />
users focused on the promotion <strong>and</strong> further development of the Maputo Corridor, as a<br />
contribution to the aims <strong>and</strong> objectives of the Maputo Development Corridor, namely:<br />
• To rehabilitate, in partnership with the private sector, the primary infrastructure<br />
network along the Corridor, including road <strong>and</strong> rail links between South Africa <strong>and</strong><br />
Maputo, the border post between the two neighbours, <strong>and</strong> the Port of Maputo.<br />
• To maximise investment in the potential of the Corridor area <strong>and</strong> in added<br />
opportunities that infrastructure rehabilitation would create.<br />
• To maximise social development <strong>and</strong> employment opportunities, <strong>and</strong> increase<br />
participation of historically disadvantaged communities.<br />
