1. <strong>MEETING</strong> CALL TO ORDER – Shey Clarke<br />

Shey formally introduced Kathi Bonner as our new board member from Brookfield/Queens Quay<br />

Terminal.<br />

Shey called the meeting to order and asked any members at the meeting if they wished to<br />

declare a conflict of interest. Nancy Gavin declared a conflict of interest with respect to the<br />

discussion on the Redpath Toronto <strong>Waterfront</strong> Festival and the proposed new logo.<br />

2. APPROVAL <strong>OF</strong> THE MINUTES <strong>OF</strong> December 8 electronically distributed to the Board.<br />

3. FINANCIALS to the year-end December 31, 2011 (unaudited) – Dermot McKeown<br />

• Statement of Revenue and Expenses…we are in the black…on budget…on target. No<br />

significant variances. Good budgeting and good management along with $90,000<br />

allocated for our reserve.<br />

• Dermot expressed a well done to Carol and the W<strong>BIA</strong> staff.<br />

Shey asked if there were any updates as to W<strong>BIA</strong> receipt of first payment of 2012 levy. Carol<br />

said anticipated date was February but even in view of a City strike or lockout we had $33,000 in<br />

cash at the end of 2011. If our levy is held up, we could access our Reserve – for emergency<br />

purposes only. Carol advised that the City’s <strong>BIA</strong> office could be down to one manager for all 72<br />

<strong>BIA</strong>s.<br />

4. EXECUTIVE COMMITTEE UPDATE – Kevin Currie<br />

Queens Quay Revitalization - Carol and Kevin met with the Economic Development at the City<br />

which included several representatives of other key departments as well as <strong>Waterfront</strong> Toronto<br />

in connection with our “ask” for getting the message out at Tourism Toronto/Toronto<br />

Hydro/311/TTC customer service with up to date information on how to get to us. Gardiner<br />

signage could be a possibility as a pre-cursor as to what is needed for the Pan Am Games.<br />

<strong>Waterfront</strong> Toronto will have a link set up with construction updates. Mapping – Tourist<br />

Services at the City. Unfortunately TTC did not attend the meeting. Economic impact<br />

information from businesses in May/June is important for Mike Williams. Suggestion that our e-<br />

newsletter, The Ripple may be used for Queens Quay construction updates.<br />

RTWF Logo Change – suggested logo submitted by WEFE distributed electronically to the<br />

Board. Shey asked that a motion to approve the logo as presented on behalf of WEFE. WEFE<br />

have advised that they do not plan to franchise the festival and the use of Toronto will be<br />

included in all messaging including advertising, promotion and publicity.<br />

WEFE Board Membership – As per our Sponsorship Agreement with WEFE the following<br />

motion was proposed:<br />

KEVIN CURRIE ASKED FOR A MOTION TO APPROVE Carol Jolly’s appointment to the<br />

WEFE Board during the term of the W<strong>BIA</strong> sponsorship of the Redpath Toronto <strong>Waterfront</strong><br />

Festival in 2012.<br />

5. EVENTS UPDATE – Shey Clark/Carol Jolly<br />

Shey advised that Carol will do the updates as she is most current with information.<br />

Carol expressed thanks to Redpath for their generous sponsorship in 2011 of our 4 significant<br />

events creating a sponsor value of $200,000.<br />

Due to this success, we were able to secure sponsorship of 3 of our signature events in 2012<br />

through Brookfield Properties/Queens Quay Terminal. Thanks were extended to Kathi Bonner<br />

and Brookfield.<br />

Winterfest – very successful event. The Santa Cruise patron count went up by 80%. Great<br />

feedback by media; 2010 was 38 million impressions and 2011 was 137 million impressions.<br />

Inside front cover of The Toronto Sun and CP24 coverage. Peter Ashworth, our publicist, has<br />

been a great addition to the W<strong>BIA</strong> team. Cindi reported on behalf of Mariposa stating it was<br />

successful and a learning curve on popular days and time. Queens Quay Terminal were a little<br />

disappointed in terminal traffic. The puppet shows didn’t quite have the impact that QQT<br />

anticipate and scheduling didn’t sync with cruise traffic. QQT planning a ‘pep talk’ with tenants<br />

with a view to the marketing and try to get them motivated to participate in future events.<br />

Family Day in 2012 – fully programmed by the partners, Harbourfront Centre, Queens Quay<br />

Terminal, PawsWay and Westin/Radisson who are cross promoting: Westin with HFC and<br />

Radisson with the Museum of Inuit Art. During Winterfest, Westin had included our information<br />

in their advertising in the Montreal Gazette giving us a broader reach to the Montreal/Ottawa<br />

readers.<br />

TTC Posters – TA<strong>BIA</strong> has now reached a new agreement with Pattison Outdoor who have the<br />

contract at TTC taking over from CBS Outdoor. Pricing has increased from $1,500 to approx.<br />

$3,000 per event which is still a good deal on a $10,000 buy.<br />

Victoria Day – in the past a pirate/treasure hunt theme on 1 day during the Victoria Day<br />

weekend. Although we were unable to obtain cash sponsorship, we were able to secure contra<br />

for partners’ participation which allowed us to use same for the Photo Contest throughout the<br />

summer.<br />

Doors Open will replace the Victoria Day event – weekend of May <strong>26</strong> & 27, hours 10 am to 5<br />

pm, featuring local ‘ships of character’, Tall Ships, all of the Mariposa fleet who are celebrating<br />

their 25 th anniversary and other W<strong>BIA</strong> members. Overall attendance usually exceeds 250,000.<br />

Ships will be in regular service during the event so disclaimer information important as to ship<br />

availability as well as having the ships located within close walking distance so another who may<br />

be in the harbour would be available for a tour. Coordinating with Harbourfront Centre as to<br />

positioning along the dock wall. Craig Weekes and Karen Hardinge have met to discuss.<br />

<strong>Waterfront</strong> Bus Shuttle<br />

Meeting being held week of <strong>January</strong> 30 to discuss graphic design for <strong>Waterfront</strong> Bus Shuttle<br />

2012 with current partners, Ontario Place, Radisson Admiral, The Westin Harbour Castle,<br />

Queens Quay Terminal and St. Lawrence Market <strong>BIA</strong>. Potential soft launch weekends at Doors<br />

Open and full launch 7 days/week at the Redpath <strong>Waterfront</strong> Festival Toronto on June 21.<br />

6. AMBASSADOR PROGRAM – Carol Jolly<br />

The Plan/Job Description had been sent electronically to the Board. Carol reviewed the plan to<br />

hire four ambassadors who will also be semi-professional singers and will perform a cappella<br />

songs of the Beach Boys on a regular basis and as needed for special events & member<br />

launches. Downtown Yonge program uses university students who conduct walking tours but<br />

otherwise remain static at a specially constructed “hut” and distribute material. Both the<br />

Sheridan College Musical-Theatre Department and an established entertainment agency were<br />

consulted. A casting director & musical arranger will be hired. Working in groups of 2 or 4, our<br />

ambassadors’ primary responsibility will be to greet and advise the public. They will work days,<br />

Thursday through Monday to capture the weekend traffic. Discussion as to training, uniforms,<br />

launch of program and communications (iPads were suggested but expense prohibitive).<br />

Discussion also as to partners such as Tourism Toronto and <strong>Waterfront</strong> Toronto to expand the<br />

program.<br />

7. AREA PLANNING COMMITTEE – Kevin Currie<br />

Area Planning met with <strong>Waterfront</strong> Toronto on <strong>January</strong> 24 to review latest matrix and plan from<br />

Eastern Construction based on our previous meeting request re adjustments in construction to<br />

reflect peak season at the <strong>Waterfront</strong>. <strong>Waterfront</strong> Toronto is hopeful that City strike or lockout<br />

will not take place and construction will move ahead as planned. Discussion on access lane on<br />

Southbound side as well as fencing and work sequencing. Hydro has been refining priorities in<br />

connection with their budget issues. <strong>Waterfront</strong> Toronto has been in talks regarding keep<br />

Queens Quay at the top of mind. Hydro must go first in work due to connections with are<br />

affected by sewer work. Much of this discussed at the subsequent Economic Development<br />

meeting with Mike Williams and other City officials. Michelle Noble of <strong>Waterfront</strong> Toronto<br />

indicated that there will be a major news conference & public meeting held around March 1.<br />

The Construction Liaison Committee is meeting on February 1 that will include Queens Quay<br />

stakeholders. Carol Jolly will sit on the committee on behalf of the W<strong>BIA</strong>.<br />

Discussion as to letter to Province (Chan) and Federal (Chow) as to what may be available in<br />

support from them. Would JCP funding be helpful for staffing. Letter to be drafted by Carol and<br />

Kevin.<br />

8. EXPANSION UPDATE - Carol Jolly/Kevin Currie<br />

In our outreach to Expansion Committee Members, we received a communication from Corus<br />

who do not see themselves as a tourist attraction and although supportive of <strong>BIA</strong>s in general did<br />

not see the benefits for them in supporting our expansion at this time. Their levy is substantial<br />

(the largest in the <strong>Waterfront</strong>). Their strategy is to wait form a <strong>BIA</strong> in the East Bayfront<br />

committed to a partnership with the <strong>Waterfront</strong> <strong>BIA</strong>.<br />

Following a discussion as to the support we can expect from existing expansion committee and<br />

our outreach capabilities in the proposed expansion area as well as what resources we can<br />

commit over a short period of time to ensure the success of an this expansion along with<br />

counsel from the City <strong>BIA</strong> Office, the following motion was proposed:<br />

9. CHARITY VILLAGE ONLINE LEARNING – Carol Jolly<br />

Carol reviewed the program available online from Charity Village for Boards That Work from an<br />

interest point of view. While board members did express interest in signing up for the online<br />

course, it was decided to table for a future meeting.<br />
