Foreword
The Port of Rotterdam Authority is highly
pleased to announce to you a new worldclass
business opportunity in Europe’s No.1
Fuel Hub. Strategically situated directly at
the entrance of the Rotterdam port, we can
offer the global liquid bulk sector a plot of
approximately 36 hectares for the greenfield
development of a world-scale tank terminal.
The plot is the only large-scale site with direct
deep-water access still available in the existing port
and industrial complex. Consequently, even greater
care than usual was taken in determining its most
appropriate function. The market for the handling
and storage of and trade in oil products has been
steadily growing and is expected to continue doing so.
Based on this long term view and plot characteristics
we decided that tank storage for oil products is
strategically the most appropriate port activity for
this plot.
It is our strong ambition to turn the new tank terminal
into an important addition to the existing activities in our
port. Rotterdam is a global leading oil and chemical
hub. Thanks to the activities of fi ve refi neries and the
synergy between more than 45 (petro-) chemical
companies, Rotterdam boasts an unrivalled industrial
cluster in which the storage and handling of all kinds
of liquid bulk is indispensable. In that respect, we expect
trade to play an increasingly prominent role in
the future. Via the new world-scale tank terminal it is
our aim to create optimum added value, both for the
customer and strengthening of the port as a fuel hub.
The Port of Rotterdam Authority will select the candidate
via an open assessment procedure, in which
every company has an equal chance to qualify.
What matters to us as Port Authority is fi nding the best
possible usage of the available plot. The start of this
procedure is the execution of an international market
consultation in which we exchange views with all
interested candidates.
The procedure is outlined in this document.
The Port of Rotterdam Authority would however like
to emphasise that we are explicitly looking for an
optimum and sustainable utilisation of the plot with
tank storage. Therefore, the Port of Rotterdam
Authority is open to any and all ideas as to how this
can best be achieved. We would like to invite every
interested party to contact our commercial division,
so we will be able to welcome and accommodate the
best partner in our world-class port.
Introducing
The Port of Rotterdam
Rotterdam is the largest logistics and industrial
cluster in Europe. The port is ideally
situated directly on the North Sea and various
large rivers offering easy access deep into
the European market. Sea-going vessels with
a draught of up to 24 metres can enter the
port 24/7 without locks or other restrictions.
The port is home to a highly comprehensive
range of companies specialised in cargo
handling, storage, warehousing and distribution,
industrial processing and various
auxiliary services.
Currently, the port is being extended in the North
Sea via the Maasvlakte 2, a new port and industrial
area of 2,000 hectares, 1,000 hectares of which
are earmarked for company sites. Maasvlakte 2 will
come on stream in 2014 and aspires to be the most
sustainable port and industrial complex in the world.
Rotterdam can boast optimum access to Europe via
fi ve different modes of transportation: inland shipping,
road, short sea/feeder, rail, and pipeline. Especially
the latter is of vital importance to the liquid bulk sector.
Rotterdam’s industrial cluster is interconnected
and linked by means of a 1,500-kilometre-long pipeline
network. Furthermore, there are multiple pipeline
connections to the hinterland.
Port of
Rotterdam Authority
The Port of Rotterdam Authority is a public
limited company with two shareholders: the
Municipality of Rotterdam and the Dutch State.
Our statutory objectives are:
• The development, construction, management
and operation of the port and industrial area;
• Ensuring smooth, safe, sustainable and
secure shipping traffic in the port and the
offshore approaches.
The ambition of the Port of Rotterdam Authority is to
boost the port’s competitive position as a logistics hub
and world-class industrial complex in terms of both
size and quality. We endeavour to provide companies
with optimal conditions whilst also paying attention
to the socio-economic and environmental needs of the
areas surrounding the port. To this extent, we invest
in the further development of the existing port area
as well as in new port sites (Maasvlakte 2), public
infrastructure and the effi cient handling of shipping
create a versatile, sustainable, safe and attractive
port that meets both the requirements of the business
sector and society in general. In our vision, the only
port with a future is a sustainable port.
Our role as the Port of Rotterdam Authority is primarily
facilitating and acting as a landlord. Via long-term
lease contracts, we lease out sites to companies,
e.g. (petro) chemical industry, energy producers,
cargo and bulk terminals and warehousing
companies. All these private companies are
responsible for their own commercial and opera-tional
management. Our main sources of income are
harbour dues and lease fees.
Liquid Bulk in
the Port of Rotterdam
Rotterdam is Europe’s No. 1 Fuel Hub, with
crude oil being the largest cargo flow and
mineral oil products being the fastest growing
market segment. On average, the throughput
of the latter has increased by an impressive
12.5% per annum over the last decade:
from 24.8 million tonnes in 2000 to 72.2 million
tonnes in 2009. In this respect, trade has got
a prominent role in the port. Both producers
and traders want more control over their
cargo flows, which results in more demand
for tank storage.
PRESENT REFINERIES
Crude oil accounts for almost 24% of the total
through-put in Rotterdam. The steady amount of
100 million tonnes is imported every year, of which
50 million tonnes is transported to the hinterland by
pipeline. The crude oil partially serves as the feedstock
for fi ve major refi neries which are located
in the port and industrial area.
SPECIALISED TANK TERMINALS
Rotterdam offers nearly 30 million m 3 of tank storage
capacity for all types of liquid bulk: crude oil, gasoline,
diesel, kerosene and naphtha, all types of liquid bulk
chemicals, biofuels, edible oils and fats. The capacity
for oil products has seen an increase over the last
years. Both excisting companies and newcomers have
built new tankage. Together with them, we have
also invested in the nautical infrastructure needed for
these expansions.
SHIP-TO-SHIP TRANSFERS
The port of Rotterdam provides multi-user berths
for the ship-to-ship transfer of all types of bulk cargo.
Unhindered by tides or locks, tankers of up to
380 metres have 24/7 access to the ship-to-ship berths
at the dolphins in the Calandkanaal, where the maximum
water depth is almost 24 metres. The dolphins
make an attractive addition to the possibilities at
the terminals in the port.
EXTENSIVE PIPELINE NETWORK
In Rotterdam exists a pipeline network of 1,500 km to
transport liquid bulk quickly, safely and in an environmental
friendly way within the port. Companies are
connected to this pipeline network on a specifi c pointto-point
basis or in some cases via shared common
carriers which provide access for third parties. Outside
of the company locations, pipelines and cables run
through a network of pipeline corridors in the port.
PPS: Petrochemical Pipeline Services
MARKET OUTLOOK: OIL PRODUCTS
The Port of Rotterdam Authority foresees a further
growth in throughput, especially in regard to oil
products. This outlook is based on various trends
and developments:
• A growing imbalance worldwide between production
and demand regions, for which international transport
and hub ports are needed. This has already
become manifest in ‘normal’ market situations but
is particularly prevalent in situations with unplanned
refi nery outages.
• Cargo owners like major oil companies and traders
want more control over their supply chain. As a result,
they aim to negotiate long-term contracts (5-10 years)
with tank terminal operators. Some companies who
are looking for even greater control, have ventured
into the fi eld of tank storage themselves.
• Cargo sizes in the transport of oil products are growing.
For several years, Asia-bound VLCCs with fuel oil
have already been a common occurrence in Rotterdam.
As regard to middle distillates, we also see
bigger cargo sizes of 90,000 or even 140,000 tonnes
in addition to the usual cargo size of 40,000 tonnes.
Based on this market outlook and the plot characteristics
we are convinced that tank storage is, on the long
term, strategically the most appropriate port activity
for this unique plot in the Rotterdam Europoort area.
Business opportunity Tank
terminal Europoort West (TEW)
The port of Rotterdam offers the global liquid
bulk sector a unique opportunity to develop
a world-scale tank terminal in Europe’s No. 1
Fuel Hub. The Europoort West plot comprises
a greenfield location, strategically situated at
the entrance of the port with deepwater access
for ships with a draught of up to approximately
20 metres.
PLOT SIZE
The Europoort West plot measures approx. 36 hectares
in total, subdivided into two sections of approximately
25 and 11 hectares. The two sections are separated
from one another by the company site of Indorama
(chemical plant). A pipeline corridor of approximately
750 metres in length however guarantees a seamless
interconnection. The business opportunity presented
here comprises the total site of 36 hectares. It is not
possible to apply for just one section of the site.
INFRASTRUCTURE
The plot is connected to a pipeline corridor with ample
space. The industrial cluster in the port is currently
already interconnected and linked to the rest of Europe
by means of a 1500-kilometre-long pipeline network.
The immediate location of the site on the water means
inland shipping is also an attractive option for European
hinterland transport. Rail access to and from the site is
an optionality that needs to be reviewed in more detail.
PERMIT PROCEDURES
For the development of the Europoort West site into
a tank terminal, the ultimate concessionaire will need
to acquire all permits necessary for development of
the site. The Port of Rotterdam Authority expects the
timeline considered for this permitting procedure will
be about a year and a half, without taking into account
any objection procedures. The start of the procedure
is based on the tentative design of the tank terminal.
CONTRACT MODEL AND DURATION
The Port of Rotterdam Authority will issue the site in a
long-term lease for a period of 25 years with an option
for renewal for another 25 years.
TANK TERMINAL EUROPOORT WEST (TEW)
A: The TEW plot measures approx. 36 hectares
in total, subdivided into two sections of approximately
25 and 11 hectares. Area A is the location
that measures approximately 25 hectares and
is directly located to the 20+ meters draught of
the Calandkanaal in which for instance VLCC’s
can load and unload their products. Area A is
located near the EECV terminal in which, iron ore
and coal are transhipped.
Elbehaven
B: Area B of the TEW plot is the other section and
measures approximately 11 hectares. The two
sections are separated from one another by
the company site of Indorama. A pipeline corridor
of approximately 750 metres in length however
guarantees a seamless interconnection.
C: On Area C a feasibility study is conducted to
accommodate a power plant (coal gasifi cation
with CCS).
D: Area D is an area that needs to be excavated to
enhance the manoeuvrability of the ever growing
ship size and ship movements to and from the
Maasvlakte area. This foreseen excavation will
not have an impact on the Tank terminal on
areas A and B.
I: Nautical infrastructure: at present there is no
jetty structure in place. The design of the nautical
infrastructure depends on the type of Tank
terminal which is being proposed by potential
candidates. The waterside location means
that inland shipping is also an attractive option
for European hinterland transport.
II: Pipeline corridor: in Rotterdam there is a pipeline
network of 1,500 km to transport liquid bulk
quickly, safely and in an environmental friendly
way within the port. In this pipeline corridor
there is ample space available for new pipeline
connections.
