Foreword<br />

The <strong>Port</strong> <strong>of</strong> <strong>Rotterdam</strong> Authority is highly<br />

pleased to announce to you a new worldclass<br />

business opportunity in Europe’s No.1<br />

Fuel Hub. Strategically situated directly at<br />

the entrance <strong>of</strong> the <strong>Rotterdam</strong> port, we can<br />

<strong>of</strong>fer the global liquid bulk sector a plot <strong>of</strong><br />

approximately 36 hectares for the greenfield<br />

development <strong>of</strong> a world-scale tank <strong>terminal</strong>.<br />

The plot is the only large-scale site with direct<br />

deep-water access still available in the existing port<br />

and industrial complex. Consequently, even greater<br />

care than usual was taken in determining its most<br />

appropriate function.The market for the handling<br />

and storage <strong>of</strong> and trade in oil products has been<br />

steadily growing and is expected to continue doing so.<br />

Based on this long term view and plot characteristics<br />

we decided that tank storage for oil products is<br />

strategically the most appropriate port activity for<br />

this plot.<br />

It is our strong ambition to turn the new tank <strong>terminal</strong><br />

into an important addition to the existing activities in our<br />

port. <strong>Rotterdam</strong> is a global leading oil and chemical<br />

hub. Thanks to the activities <strong>of</strong> fi ve refi neries and the<br />

synergy between more than 45 (petro-) chemical<br />

companies, <strong>Rotterdam</strong> boasts an unrivalled industrial<br />

cluster in which the storage and handling <strong>of</strong> all kinds<br />

<strong>of</strong> liquid bulk is indispensable. In that respect, we expect<br />

trade to play an increasingly prominent role in<br />

the future. Via the new world-scale tank <strong>terminal</strong> it is<br />

our aim to create optimum added value, both for the<br />

customer and strengthening <strong>of</strong> the port as a fuel hub.<br />

The <strong>Port</strong> <strong>of</strong> <strong>Rotterdam</strong> Authority will select the candidate<br />

via an open assessment procedure, in which<br />

every company has an equal chance to qualify.<br />

What matters to us as <strong>Port</strong> Authority is fi nding the best<br />

possible usage <strong>of</strong> the available plot. The start <strong>of</strong> this<br />

procedure is the execution <strong>of</strong> an international market<br />

consultation in which we exchange views with all<br />

interested candidates.<br />

The procedure is outlined in this document.<br />

Introducing<br />

The <strong>Port</strong> <strong>of</strong> <strong>Rotterdam</strong><br />

<strong>Rotterdam</strong> is the largest logistics and industrial<br />

cluster in Europe. The port is ideally<br />

situated directly on the North Sea and various<br />

large rivers <strong>of</strong>fering easy access deep into<br />

the European market. Sea-going vessels with<br />

a draught <strong>of</strong> up to 24 metres can enter the<br />

port 24/7 without locks or other restrictions.<br />

The port is home to a highly comprehensive<br />

range <strong>of</strong> companies specialised in cargo<br />

handling, storage, warehousing and distribution,<br />

industrial processing and various<br />

auxiliary services.<br />

Currently, the port is being extended in the North<br />

Sea via the Maasvlakte 2, a new port and industrial<br />

area <strong>of</strong> 2,000 hectares, 1,000 hectares <strong>of</strong> which<br />

are earmarked for company sites. Maasvlakte 2 will<br />

come on stream in 2014 and aspires to be the most<br />

sustainable port and industrial complex in the world.<br />

<strong>Rotterdam</strong> can boast optimum access to Europe via<br />

fi ve different modes <strong>of</strong> transportation: inland shipping,<br />

road, short sea/feeder, rail, and pipeline. Especially<br />

the latter is <strong>of</strong> vital importance to the liquid bulk sector.<br />

<strong>Rotterdam</strong>’s industrial cluster is interconnected<br />

and linked by means <strong>of</strong> a 1,500-kilometre-long pipeline<br />

network. Furthermore, there are multiple pipeline<br />

connections to the hinterland.<br />

The <strong>Port</strong> <strong>of</strong> <strong>Rotterdam</strong> Authority is a public<br />

limited company with two shareholders: the<br />

Municipality <strong>of</strong> <strong>Rotterdam</strong> and the Dutch State.<br />

Our statutory objectives are:<br />

• The development, construction, management<br />

and operation <strong>of</strong> the port and industrial area;<br />

• Ensuring smooth, safe, sustainable and<br />

secure shipping traffic in the port and the<br />

<strong>of</strong>fshore approaches.<br />

The ambition <strong>of</strong> the <strong>Port</strong> <strong>of</strong> <strong>Rotterdam</strong> Authority is to<br />

boost the port’s competitive position as a logistics hub<br />

and world-class industrial complex in terms <strong>of</strong> both<br />

size and quality. We endeavour to provide companies<br />

with optimal conditions whilst also paying attention<br />

to the socio-economic and environmental needs <strong>of</strong> the<br />

areas surrounding the port. To this extent, we invest<br />

in the further development <strong>of</strong> the existing port area<br />

as well as in new port sites (Maasvlakte 2), public<br />

infrastructure and the effi cient handling <strong>of</strong> shipping<br />

traffi c. In conjunction with our partners, we aim to<br />

create a versatile, sustainable, safe and attractive<br />

port that meets both the requirements <strong>of</strong> the business<br />

sector and society in general. In our vision, the only<br />

port with a future is a sustainable port.<br />

Our role as the <strong>Port</strong> <strong>of</strong> <strong>Rotterdam</strong> Authority is primarily<br />

facilitating and acting as a landlord. Via long-term<br />

lease contracts, we lease out sites to companies,<br />

e.g. (petro) chemical industry, energy producers,<br />

cargo and bulk <strong>terminal</strong>s and warehousing<br />

companies. All these private companies are<br />

responsible for their own commercial and opera-tional<br />

management. Our main sources <strong>of</strong> income are<br />

harbour dues and lease fees.<br />

Liquid Bulk in<br />

the <strong>Port</strong> <strong>of</strong> <strong>Rotterdam</strong><br />

<strong>Rotterdam</strong> is Europe’s No. 1 Fuel Hub, with<br />

crude oil being the largest cargo flow and<br />

mineral oil products being the fastest growing<br />

market segment. On average, the throughput<br />

<strong>of</strong> the latter has increased by an impressive<br />

12.5% per annum over the last decade:<br />

from 24.8 million tonnes in 2000 to 72.2 million<br />

tonnes in 2009. In this respect, trade has got<br />

a prominent role in the port. Both producers<br />

and traders want more control over their<br />

cargo flows, which results in more demand<br />

for tank storage.<br />

PRESENT REFINERIES<br />

Crude oil accounts for almost 24% <strong>of</strong> the total<br />

through-put in <strong>Rotterdam</strong>. The steady amount <strong>of</strong><br />

100 million tonnes is imported every year, <strong>of</strong> which<br />

50 million tonnes is transported to the hinterland by<br />

pipeline. The crude oil partially serves as the feedstock<br />

for fi ve major refi neries which are located<br />

in the port and industrial area.<br />

SPECIALISED TANK TERMINALS<br />

<strong>Rotterdam</strong> <strong>of</strong>fers nearly 30 million m 3 <strong>of</strong> tank storage<br />

capacity for all types <strong>of</strong> liquid bulk: crude oil, gasoline,<br />

diesel, kerosene and naphtha, all types <strong>of</strong> liquid bulk<br />

chemicals, bi<strong>of</strong>uels, edible oils and fats. The capacity<br />

for oil products has seen an increase over the last<br />

years. Both excisting companies and newcomers have<br />

built new tankage. Together with them, we have<br />

also invested in the nautical infrastructure needed for<br />

these expansions.<br />

SHIP-TO-SHIP TRANSFERS<br />

The port <strong>of</strong> <strong>Rotterdam</strong> provides multi-user berths<br />

for the ship-to-ship transfer <strong>of</strong> all types <strong>of</strong> bulk cargo.<br />

Unhindered by tides or locks, tankers <strong>of</strong> up to<br />

380 metres have 24/7 access to the ship-to-ship berths<br />

at the dolphins in the Calandkanaal, where the maximum<br />

water depth is almost 24 metres. The dolphins<br />

make an attractive addition to the possibilities at<br />

the <strong>terminal</strong>s in the port.<br />

EXTENSIVE PIPELINE NETWORK<br />

In <strong>Rotterdam</strong> exists a pipeline network <strong>of</strong> 1,500 km to<br />

transport liquid bulk quickly, safely and in an environmental<br />

friendly way within the port. Companies are<br />

connected to this pipeline network on a specifi c pointto-point<br />

basis or in some cases via shared common<br />

carriers which provide access for third parties. Outside<br />

<strong>of</strong> the company locations, pipelines and cables run<br />

through a network <strong>of</strong> pipeline corridors in the port.<br />

Furthermore, <strong>Rotterdam</strong> is connected to the hinterland<br />

through pipelines for crude oil, oil products, chemicals<br />

and industrial gasses.<br />

MARKET OUTLOOK: OIL PRODUCTS<br />

The <strong>Port</strong> <strong>of</strong> <strong>Rotterdam</strong> Authority foresees a further<br />

growth in throughput, especially in regard to oil<br />

products. This outlook is based on various trends<br />

and developments:<br />

• A growing imbalance worldwide between production<br />

and demand regions, for which international transport<br />

and hub ports are needed. This has already<br />

become manifest in ‘normal’ market situations but<br />

is particularly prevalent in situations with unplanned<br />

refi nery outages.<br />

• Cargo owners like major oil companies and traders<br />

want more control over their supply chain. As a result,<br />

they aim to negotiate long-term contracts (5-10 years)<br />

with tank <strong>terminal</strong> operators. Some companies who<br />

are looking for even greater control, have ventured<br />

into the fi eld <strong>of</strong> tank storage themselves.<br />

• Cargo sizes in the transport <strong>of</strong> oil products are growing.<br />

For several years, Asia-bound VLCCs with fuel oil<br />

have already been a common occurrence in <strong>Rotterdam</strong>.<br />

As regard to middle distillates, we also see<br />

bigger cargo sizes <strong>of</strong> 90,000 or even 140,000 tonnes<br />

in addition to the usual cargo size <strong>of</strong> 40,000 tonnes.<br />

Based on this market outlook and the plot characteristics<br />

we are convinced that tank storage is, on the long<br />

term, strategically the most appropriate port activity<br />

for this unique plot in the <strong>Rotterdam</strong> <strong>Europoort</strong> area.<br />

Business opportunity Tank<br />

<strong>terminal</strong> <strong>Europoort</strong> West (TEW)<br />

The port <strong>of</strong> <strong>Rotterdam</strong> <strong>of</strong>fers the global liquid<br />

bulk sector a unique opportunity to develop<br />

a world-scale tank <strong>terminal</strong> in Europe’s No. 1<br />

Fuel Hub. The <strong>Europoort</strong> West plot comprises<br />

a greenfield location, strategically situated at<br />

the entrance <strong>of</strong> the port with deepwater access<br />

for ships with a draught <strong>of</strong> up to approximately<br />

20 metres.<br />

PLOT SIZE<br />

The <strong>Europoort</strong> West plot measures approx. 36 hectares<br />

in total, subdivided into two sections <strong>of</strong> approximately<br />

25 and 11 hectares. The two sections are separated<br />

from one another by the company site <strong>of</strong> Indorama<br />

(chemical plant). A pipeline corridor <strong>of</strong> approximately<br />

750 metres in length however guarantees a seamless<br />

interconnection. The business opportunity presented<br />

here comprises the total site <strong>of</strong> 36 hectares. It is not<br />

possible to apply for just one section <strong>of</strong> the site.<br />

INFRASTRUCTURE<br />

The plot is connected to a pipeline corridor with ample<br />

space. The industrial cluster in the port is currently<br />

already interconnected and linked to the rest <strong>of</strong> Europe<br />

by means <strong>of</strong> a 1500-kilometre-long pipeline network.<br />

The immediate location <strong>of</strong> the site on the water means<br />

inland shipping is also an attractive option for European<br />

hinterland transport. Rail access to and from the site is<br />

an optionality that needs to be reviewed in more detail.<br />

PERMIT PROCEDURES<br />

For the development <strong>of</strong> the <strong>Europoort</strong> West site into<br />

a tank <strong>terminal</strong>, the ultimate concessionaire will need<br />

to acquire all permits necessary for development <strong>of</strong><br />

the site. The <strong>Port</strong> <strong>of</strong> <strong>Rotterdam</strong> Authority expects the<br />

timeline considered for this permitting procedure will<br />

be about a year and a half, without taking into account<br />

any objection procedures. The start <strong>of</strong> the procedure<br />

is based on the tentative design <strong>of</strong> the tank <strong>terminal</strong>.<br />

CONTRACT MODEL AND DURATION<br />

The <strong>Port</strong> <strong>of</strong> <strong>Rotterdam</strong> Authority will issue the site in a<br />

long-term lease for a period <strong>of</strong> 25 years with an option<br />

for renewal for another 25 years.<br />

GREENFIELD AREA<br />

TANK TERMINAL EUROPOORT WEST (TEW)<br />

A: The TEW plot measures approx. 36 hectares<br />

in total, subdivided into two sections <strong>of</strong> approximately<br />

25 and 11 hectares. Area A is the location<br />

that measures approximately 25 hectares and<br />

is directly located to the 20+ meters draught <strong>of</strong><br />

the Calandkanaal in which for instance VLCC’s<br />

can load and unload their products. Area A is<br />

located near the EECV <strong>terminal</strong> in which, iron ore<br />

and coal are transhipped.<br />

Elbehaven<br />

B: Area B <strong>of</strong> the TEW plot is the other section and<br />

measures approximately 11 hectares. The two<br />

sections are separated from one another by<br />

the company site <strong>of</strong> Indorama. A pipeline corridor<br />

<strong>of</strong> approximately 750 metres in length however<br />

guarantees a seamless interconnection.<br />

C: On Area C a feasibility study is conducted to<br />

accommodate a power plant (coal gasifi cation<br />

with CCS).<br />

D: Area D is an area that needs to be excavated to<br />

enhance the manoeuvrability <strong>of</strong> the ever growing<br />

I: Nautical infrastructure: at present there is no<br />

jetty structure in place. The design <strong>of</strong> the nautical<br />

infrastructure depends on the type <strong>of</strong> Tank<br />

<strong>terminal</strong> which is being proposed by potential<br />

candidates. The waterside location means<br />

that inland shipping is also an attractive option<br />

for European hinterland transport.<br />

II: Pipeline corridor: in <strong>Rotterdam</strong> there is a pipeline<br />

network <strong>of</strong> 1,500 km to transport liquid bulk<br />

quickly, safely and in an environmental friendly<br />

way within the port. In this pipeline corridor<br />

there is ample space available for new pipeline<br />

connections.<br />
