When submitting their Bid Proposal, Bidders must return all pages of these specifications as part of the Bid<br />

Proposal as it may become a part of the contract between the Bidder and the Purchaser. Caution should be<br />

taken by the Bidder that all questions are answered in the spaces provided and that all information requested<br />

is provided.<br />

It is the Bidder's responsibility to be familiar with all federal, state, and local laws, ordinances, codes, and<br />

regulations concerning the submission of this bid and the work it effects. Ignorance of said enactments shall<br />

not relieve the Bidder of the responsibility to comply or complete the bid work.<br />

In the event a clarification is requested on the contents of this specification, the question shall be addressed in<br />

writing or e-mail to : bsteele@elmorecounty.org .<br />

If a Bidder requests clarification, a copy of the request and the Purchaser's reply will be forwarded to all<br />

Bidders.<br />

The vehicle(s) shall, at the time of delivery, conform to the minimum requirements of the latest standards<br />

covering vehicles of this type. This shall include federal, state and local requirements.<br />

The vehicle(s) and equipment shall be delivered to the Purchaser. Prices shall be quoted on a delivered and<br />

accepted vehicle-by-vehicle basis. Vehicles manufactured and/or assembled outside of the United States will<br />

not be considered. Bidder must state the physical address of their manufacturing or assembly location.<br />

All bid prices shall be quoted F.O.B. destination basis, at the Purchaser's specified location. Bid prices shall be<br />

complete and include all warranties and equipment specified. After bid allowances will not be made for<br />

incorrect or incomplete bids proposals.<br />

All prices, terms and conditions must be specified on the Bid Proposal Form.<br />

Bid prices shall be valid for at least sixty (60) days from the date of the Bid Opening, or as otherwise specified<br />

on the Bid Proposal Form.<br />

Bidder agrees that other governmental agencies may purchase similar equipment under the pricing structure<br />

and terms of this awarded bid.<br />

The Purchaser seeks the highest level of quality assurance and liability protection. To insure that these<br />

standards are met, Bidders must submit documentation that they are a current member of the Ford QVM<br />

(Qualified Vehicle Modifier) program and the Ambulance Manufacturers Division of the National Truck<br />

Equipment Association. The QVM certification applies even in cases where the chassis bid is not a Ford Motor<br />

Company product. Bidder shall also provide proof of ambulance specification KKK1822F certification from an<br />

“outside” source, as well as welding certification. Bids not meeting this requirement cannot be considered.<br />

To insure that this contract is awarded to a vehicle manufacturer who has the resources to meet the<br />

performance and warranty criteria specified herein, the Purchaser may procure credit reports to verify<br />

compliance. Bids not meeting this requirement cannot be considered.<br />
