SUBJECT:
Wellness - Health Insurance Plan Renewal 2013-2014
BRIEF SUMMARY:
The County revamped the health insurance plan for Cabarrus County
employees in FY 2013. As a result, the County switched from a Health
Maintenance Organization (HMO)/Preferred Provider Organization (PPO)
to an Open Access Plan (OAP)/Health Savings Account (HSA) in order to
realize greater savings for the County. Both of the new plans offered allow
the employee to share in the cost of insurance and participate in the
consumerism of health care costs.
As presented, Option 1 recognizes the OAP plan needs to be modified as
FY 2014 approaches, which includes an additional cost of $345, 590 to
the County. Also presented in Option 2, which switches all employees
over to an HSA plan with no additional cost to the County. The County will
be adding another level of incentives to employees through a biometric
program similar to the non-smoking incentive.
Mark Browder, Mark III, will be at the work session to present to the board
regarding these options along with Lundee Covington and Johanna Ray.
REQUESTED ACTION:
Motion to approve either Option 1 or Option 2 for the FY 2013-2014
Health Insurance Plan Renewal.
