THE COUNTY OF CABARRUS, NORTH CAROLINA<br />

The Board of Commissioners for the <strong>County</strong> of <strong>Cabarrus</strong>, North Carolina, met in regular<br />

session in the Commissioners’ Meeting Room in the <strong>Cabarrus</strong> <strong>County</strong> Governmental Center in<br />

Concord, North Carolina, the regular place of meeting, at 6:30 p.m., on <strong>March</strong> 18, <strong>2013</strong>, with<br />

Elizabeth F. Poole, Chairman, presiding. The following Commissioners were:<br />

and Megan I.E. Smit, Clerk to the Board<br />

The Chairman introduced the following resolution, a summary of which had been<br />

provided to each Commissioner, a copy of which was available with the Clerk to the Board and<br />

which was read by title:<br />

RESOLUTION PROVIDING FOR THE ISSUANCE OF $62,390,000 GENERAL<br />

OBLIGATION REFUNDING BONDS, SERIES <strong>2013</strong>, SUBJECT TO ADUSTMENT AS<br />

PROVIDED HERIEN<br />

BE IT RESOLVED by the Board of Commissioners (the “Board”) of the <strong>County</strong> of<br />

<strong>Cabarrus</strong>, North Carolina (the “<strong>County</strong>”):<br />

Section 1. The Board has determined and does hereby find, declare and represent:<br />

(a)<br />

That an order (the “<strong>2013</strong> Order”) authorizing $95,580,000 Refunding Bonds was<br />

adopted by the Board on <strong>March</strong> 18, <strong>2013</strong>, which order has taken effect.<br />

(b)<br />

That none of the refunding bonds authorized to be issued by the <strong>2013</strong> Order have<br />

been issued, that no notes have been issued in anticipation of the receipt of the proceeds of the<br />

sale of any refunding bonds and that it is necessary at this time to issue all or a portion of said<br />
