The Contractor shall accomplish codification process together with necessary information and
documents related with the material in accordance with provisions of this article and provisions of
current National Codification Services Directive, by establishing contact with the Codification
Authorities in his own country pursuant to NATO STANAG 4177 and National Codification Office
within the structure of the Ministry of Defense, Department of Technical Service.
59.2. Yüklenici, İdareye herhangi bir ilâve malî yük getirmeksizin, TSK’ya temin etmeyi taahhüt
ettiği malların kodlandırılması için gerekli bilgi ve belgeyi (başvuru dilekçesi, malzeme tanımlama
bilgileri, imalâtçı Sözleşme’si ve teknik veriler, çizimler gibi) Millî Kodlandırma Bürosuna (MSB
Tek.Hiz.D.Bşk.lığı) vermek ve kodlandırma işlemleri tamamlanıncaya kadar, kodlandırma ile ilgili
her türlü bilgi ve belgeyi Millî Kodlandırma Bürosuna vermekle yükümlüdür.
Without being any extra financial burden for the Contracting Entity, The Contractor shall be under
the obligation to submit necessary information and document (applicant’s petition, item
identification information, manufacturer’s contract and technical data, drawings etc.) for codification
of the goods to be supplied for Turkish Armed Forces to the National Codification Office (Ministry
of Defense, Department of Technical Service) and all kinds of information and document regarding
the codification to the National Codification Office till the codification process is accomplished.
59.3. Bu maksatla Yüklenici, Millî Kodlandırma Bürosunun kodlandırma için talep edeceği formları
ve diğer bilgileri kâğıt, disket, e-mail gibi vasıtalarla ve Millî Kodlandırma Bürosunun kodlandırma
uzmanlarınca belirtilen özelliklere göre, tam ve eksiksiz olarak hazırlayacak ve Millî Kodlandırma
Bürosuna teslim edecektir. Yüklenici, Türk Millî Kodlandırma Bürosunun isteği hâlinde, malzeme
tanımlama bilgilerini derlemek üzere, Millî Kodlandırma Bürosuna uzman personel
görevlendirmekle yükümlüdür.
For this purpose, the Contractor shall prepare completely the forms and other information
requested by the National Codification Office for the codification via paper, floppy disk and e-mail
in accordance with the characteristics stated by the experts of National Codification Office and
deliver them to the National Codification Code. The Contractor shall have the obligation to provide
expert for National Codification Office to collect item identification information, if needed by Turkish
National Codification Office.
59.4. Yüklenicinin Kabul muayenesine çağrı tarihine kadar kodlandırılması mümkün olmayan
malzeme için (acil durumlarda, çok parçalı sistemlerde veya kodlandırılması diğer NATO
ülkelerince yapılacak malzemede), Türk Millî Kodlandırma Bürosunca onaylanan kodlandırma
protokolü ve malzeme listesinin tedarik makamına ibraz edilmesi hâlinde, Yüklenici kodlandırma ile
ilgili yükümlülüğünü geçici olarak yerine getirmiş kabul edilecek ve kabul ile ilgili işlemlere
başlanacaktır. Yüklenici, kodlandırma ile ilgili yükümlülüğünü malzemenin garanti süresi sonuna
kadar tamamlayacaktır.
For the material not available for codification (in emergency cases, in multi-part systems or in the
material of which codification will be made by other NATO countries) until the date when the
Contractor will be invited for the Acceptance Inspection, in the event that the codification protocol
approved by Turkish National Codification Office and the material list are submitted to the
procurement authority, it shall be deemed the Contractor has temporarily performed his obligations
regarding codification and then acceptance procedures shall apply. The Contractor shall
accomplish his obligation regarding the codification until the end of warranty period.
Söz konusu malzeme Millî Kodlandırma Bürosunca kodlandırma sırasına alınacak ve
kodlandırma işleminin tamamlanmasını müteakip sonuçlar Yükleniciye, Tedarik Dairesi
Başkanlıklarına ve ihtiyaç sahibi Kuvvet Komutanlığının Kodlandırma Bürosuna bildirilecektir.
The said material shall be listed for codification by the National Codification Office and following
the accomplishment of codification process the results shall be notified to the Contractor,
Departments of Procurement Agency and Codification Office of requiring Military Department.
59.5. Yurt dışı kaynaklı malzeme durumunda, NATO Standardizasyon Anlaşması (STANAG) 4177
gereğince, Yüklenici kendi ülkesinin kodlandırma makamları ile temasa geçmek ve kodlandırma
veya kullanıcı kaydı işlemlerini gerçekleştirmek için gerekli bilgi ve belgeyi sağlayarak, işlemin
sonuçlandırılmasını sağlamaktan sorumludur.
