47. ÖDEME YERİ VE ŞARTLARI/PAYMENT OFFICE AND TERMS:
47.1. İhalenin Yabancı ve Serbest Bölgeden teklif veren İstekliler Lehine Sonuçlanması
Halinde;
In case the Contract is awarded to foreign Tenderers and to Tenderers located in Free Zone;
47.1.1. Ödemeler İDARE tarafından YÜKLENİCİ adına transfer edilecek gayri kabili rücu teyitsiz
akreditif ile yapılacaktır.
Payments shall be transferred by the Contracting Entity to the name of the Contractor and made
by irrevocable letter of credit without confirmation.
47.1.2. YÜKLENİCİ sevk ettiği malzemeye ait aşağıdaki belgeleri muhabir bankaya vererek
akreditifin %10’unu çözecektir.
The Contractor shall dissolve 10% of the letter of credit upon the presentation of the following
documents to the correspondent bank.
47.1.2.1. 1 asıl, 3 kopya fatura (üzerinde IBAN bulunacaktır),
1 original, 3 copies of invoice (IBAN shall be underlined in the invoice),
47.1.2. 2. 1 asıl, 3 kopya paket listesi,
1 original, 3 copies packing list
47.1.2. 3. 1 asıl, 3 kopya konşimento (yüklenmiştir kayıtlı)/serbest bölge işlem formu
(YÜKLENİCİ’nin Serbest Bölgede yerleşik olması durumunda), (Sevkıyatların idarenin anlaşmalı
olduğu ABD’de yerleşik Freight Forwarder firması ile gerçekleştirilmesi durumunda konşimento
aranmayacak olup, F/F firmasından alınacak olan F/F Warehouse Belgesi sunulacaktır.)
1 original, 3 copies of bill of loading (clean on board) /free zone transaction form (in
case the Contractor works in a free zone). (In case the delivery is made through Freight Forwarder
Company which has a contractual agreement with the Contracting Entity in USA, F/F Warehouse
document belonging to the F/F Company instead of the bill of loading shall be submitted.)
47.1.2.4. 1 asıl, 2 kopya C.O.C. belgesi veya 1 kopya FAA belgesi,
1 original, 2 copies C.O.C. or 1 copy FAA certificate.
47.1.2.5. 1 asıl, 2 kopya (....) ay/yıl süreli garanti belgesi,
1 original, 2 copies of (..) month /year warranty certificate,
47.1.3. Akreditifin bakiye % 90’ı ise kesin kabul muayenesinin olumlu sonuçlanmasını
müteakip İDARE tarafından muhabir bankaya verilecek talimat üzerine YÜKLENİCİ'ye
ödenecektir.
Following the positive finalization of the inspection, 90% of the letter of credit shall be paid to the
Contractor upon the instruction given by the Contracting Entity to the correspondent bank.
47.1.4. Sözleşme bedelinin tamamının ödenmesi Maliye Bakanlığınca belirlenen esas ve
usuller çerçevesinde yapılır.
The payment of total contract price shall be made within the framework of the terms and conditions
stipulated by the Ministry of Finance.
47.2. İhalenin Yerli İstekliler Lehine Sonuçlanması Halinde;
In case the tender is finalized in favor of Domestic Tenderers;
47.2.1. İDARE’ye teslim edilen malzeme bedeline ilişkin Fatura (üzerinde IBAN bulunacaktır),
Muayene Raporu ve Taşınır Mal İşlem Fişine istinaden ilgili saymanlıkça YÜKLENİCİ’nin İdare’ye
bildireceği banka hesabına ödenir.
The payment shall be made by the authorized accountantship to the bank account of the
Contractor upon the presentation of Invoice (IBAN shall be underlined in the invoice), Inspection
Report and Portable Item Procedure Receipt to the Contracting Entity.
47.2.2. Ödemeler, Muayene Kabul Belgesinin karar tarihindeki Resmi Gazetede (Resmi Gazetenin
yayımlanmadığı veya yayımlandığı halde döviz kuru bulunmayan tarihler için bu tarihten önceki en
son döviz kuru olan Resmi Gazetede) yayımlanan Türkiye Cumhuriyeti Merkez Bankası döviz alış
kuru esas olmak üzere Türk Lirası cinsinden yapılacaktır.
