gerekmektedir.
The bids shall be presented to Hv.Loj. K.Lığı Kay.Ynt.Kont.D.Bşk.lığı-Etimesgut ANKARA till the
closing date and hour of bidding stated in the tender announcement. In case the Tenderer makes
an application in the main gate and the procedures are delayed due to the default of the
Contracting Entity, the Tenderer shall inform the duty officer of the main gate thereabout and the
duty officer shall document it by a report, a sample of which is provided in APPENDIX-6.
22.2.3. Nizamiye Nöbetçi Subayınca, isteklinin en kısa sürede Kay.Ynt.Kont.D.Bşk.lığı İhale
Değ.Şb.Md.lüğüne teklifi tutanakla birlikte sunması sağlanacaktır. Bu durumda isteklinin teklif
zarfını vermek üzere müracaat ettiği ve tutanağa yazılan “müracaat tarih ve saati ”, teklifin verildiği
tarih ve saat olarak esas alınacaktır.
The duty officer shall ensure that the Tenderer could submit his bidding letter promptly with the
report thereabout to Kay.Ynt.Kont.D.Bşk.lığı İhale Değ.Şb.Md.lüğü. In this case, “the application
date and hour” that the Tenderer applied to present his bidding letter and written in the report shall
be deemed to be the date and hour of the bidding.
22.2.3.1. Tutanakta yer alan müracaat tarih ve saati, ilanda belirtilen Son teklif verme tarih ve
saatinden önce ise, teklif işleme alınacaktır. Nizamiye Nöbetçi Subayınca/Astsubayınca, isteklinin
en kısa sürede bu şartnamede belirtilen İdarenin teslim yerine teklif/tekliflerini tutanakla birlikte
sunması sağlanacaktır.
If the application date and hour stated in the report is before the closing date and hour for bidding
stated in the announcement, the bid shall be accepted. The duty officer/NCO shall ensure that the
Tenderer could submit his bid/s promptly with the report to the delivery place of the Contracting
Entity stated in this Specifications.
22.2.3.2. Tutanakta yer alan müracaat tarih ve saati, ilanda belirtilen Son teklif verme tarih ve
saatinden sonra ise, teklif işleme alınmayacaktır.
If the application date and hour stated in the report is later than the closing date and hour for
bidding stated in the announcement, the bid shall not be accepted.
22.2.4. İsteklinin teklifini vermeden ihale saatinden sonra nizamiyeden ayrılması veya tutanak
tutturmasına rağmen teklifini teslim etmemesi halinde teklif zamanında verilmemiş kabul edilir ve
işleme alınmaz.
In case the Tenderer leaves the main gate before the time of tender or fails to present the bidding
letter after getting the report to be designed, his bidding letter shall be deemed as having not ben
presented on time and not be accepted.
22.3. Verilen teklifler, zeyilname düzenlenmesi hali ve/veya düzeltme ilanı sonucu gerek duyulan
haller hariç, herhangi bir sebeple geri alınamaz ve değiştirilemez.
The bids submitted shall not be taken back and amended for any reason except for issuing an
addendum/correction announcement.
23. TEKLİF MEKTUBUNUN ŞEKLİ VE İÇERİĞİ:
CONTENT AND FORMAT OF PROFORMA İNVOİCE
23.1. Teklif mektubu; birim ve toplam konvertibl yabancı bir para cinsinden (rakam ve yazı ile) teklif
fiyatını içeren Proforma Fatura’dır.
Bidding letter means the Proforma Invoice consisting the bidding price with unit and total
convertible foreign currency (in figures and in writing).
23.2. Teklif fiyatlarını içeren proforma faturalar yazılı ve imzalı olarak LAHİKA-2’deki örneğe
uygun olarak sunulur. Teklif fiyatlarını içeren proforma faturalar İdari Şartname ekinde belirtilen
formata uygun olarak verilir ve proforma faturada ihale dokümanının tamamen okunup kabul
edildiğinin belirtilmiş olması gerekir. Teklif edilen bedelin rakam ve yazı ile birbirine uygun olarak
açıkça yazılması, üzerinde kazıntı, silinti, düzeltme bulunmaması ve teklif fiyatını içeren proforma
faturada isteklilerin adı, soyadı veya istekli/isteklilerin ticaret unvanı yazılmak suretiyle yetkili
kişilerce imzalanmış olması zorunludur. Alternatif teklifler de aynı şekilde hazırlanarak sunulur. İş
ortaklığı olarak teklif veren isteklilerin teklif mektuplarının, ortakların tamamı tarafından veya teklif
vermeye yetki verdikleri kişiler tarafından imzalanması gerekir.
