The description of the question and the detailed answers of the Contracting Entity shall be included
in the statement for clarification .The tenderer is not identified.
13. İHALE DOKÜMANINDA DEĞİŞİKLİK YAPILMASI/
AMENDMENTS TO THE TENDER DOCUMENTS:
13.1. İlan yapıldıktan sonra ihale dokümanında (idari şartname ve eklerinde) değişiklik
yapılmaması esastır. Değişiklik yapılması zorunlu olursa, ihale yetkilisinden onay alınarak, önceki
ilanlar geçersiz sayılır ve iş yeniden aynı şekilde ilan olunur.
In principle, no amendments should be made in the tender documents (in administrative
specification and its annexes) after the advertisement of the procurement notices. If an amendment
deemed necessary, the previous notices shall be deemed invalid by getting the approval of the
procurement authority and the procurement notice is advertised again, on the same principles.
13.2. Zeyilname: İlan yapıldıktan sonra, tekliflerin hazırlanmasını veya işin gerçekleştirilmesini
etkileyebilecek maddi veya teknik hatalar veya eksikliklerin idarece tespit edilmesi veya isteklilerce
yazılı olarak bildirilmesi halinde; ihale dokümanında ve ihale ilanında değişiklikler/düzeltmeler
yapılabilir. Yapılan bu değişikliklere/düzeltmelere ilişkin ihale dokümanının bağlayıcı bir parçası
olan zeyilname, son teklif verme gününden en az 5 (beş) gün öncesinde, ihale dokümanı alan ve
ihale dokümanını aldığı gün tebligat adresini ve belgegeçer numarasını idareye bildiren
istekliler/istekli olabileceklerin tamamına belgegeçer ile bildirilir ve teyit alınır. Teyit alınamadığı
durumlarda posta ile bildirilir veya imza karşılığı elden verilir. Ayrıca, İdarenin internet adresinde de
yayımlanır.
Addendum: After the announcement has been made, in the event that the material or technical
errors or failures which may affect the preparation of the bids or the performance of the work are
determined by the Contracting Entity or notified in writing by the tenderers; the
amendments/corrections in the tender document and tender announcement may be made. The
addendum, constituting a binding part of the tender document related to this
amendments/corrections is notified to all tenderers/potential tenderers by fax who purchased
tender document and informed the Contracting Entity of its correspondance address and fax
number minimum 5 (five) days prior to the deadline for bidding and the addendum is confirmed.
Otherwise, it shall be notified by mail or by hand in return for signature. In addition, it is announced
on web site of the Contracting Entity.
13.3. Zeyilname ile yapılan değişiklikler nedeniyle tekliflerin hazırlanabilmesi için ek süreye
ihtiyaç duyulması halinde, İhale son teklif verme tarihinden önce, ihale tarihi zeyilname ile İdarece
gerekli görülen kadar süre ertelenebilir. Zeyilname düzenlenmesi halinde, teklifini bu
düzenlemeden önce vermiş olan isteklilere, tekliflerini geri çekerek, yeniden teklif verme imkânı
sağlanır.
In the event that any time extension is required for preparing the bids due to the amendments
made by the addendum to the Specification, before the deadline for bidding, the tender date could
be postponed with an addendum for the period as much as the Contracting Entity required. In the
event that any addendum is issued, the Tenderers who submitted their bids before issuing of this
addendum shall be entitled to withdraw their bids and resubmit bids.
13.4. Ancak aşağıdaki durumlarda son teklif verme tarihi ileri bir tarihe ertelenebilir.
The deadline for bidding may be postponed only in the following conditions.
13.4.1. Zeyilname ile verilen ilave sürenin istekli/istekliler tarafından yeterli olmadığının ve ek
süreye ihtiyaç duyulduğunun son teklif verme gününden en az 5 (beş) gün önce idareye bildirilmesi
durumunda,
In the event that it is notified to the Contracting Entity at least 5 (five) days before the
deadline for bidding that the extended time given with the addendum is not enough for the
tenderer/s and an additional time is required,
13.4.2. Zeyilnameye gerek duyulmayan ihalelerde ise, son teklif verme gününden en az 5 (beş)
gün önce istekli/istekliler tarafından süre uzatımı talebinde bulunulması ve bu taleplerin uygun
görülmesi kaydıyla,
