In case it is documented that the tenderer is operating for a period of less than 1 (one) year,
the tenderer, in order to present the economical condition of the company, may submit qualification
documents (bank reference letter) issued by banks. Bank reference letter may be obtained from
the domestic or foreign banks. Bank reference letter should be issued after the first announcement
or invitation date.
The qualification criteria for bank reference letter are as follows;
a) The unused cash facility or unused guarantee facility or unrestrainted facility should not
be less than 10 % of the bid price. These criteria might be satisfied by adding facilty and guarantee
amounts or submitting other bank reference letters.
b) In case the tenderer is a joint venture, these criteria might be satisfied by any or all of the
partners. In case the tenderer is consortium, each of the partners must meet the criteria for their
rate of share.
c) Where necessary, these documents shall be confirmed from the general directorate and
branch office of the related bank by the contracting entity. The confirmations via fax have to bear
the signatures of at least two officials.
6.2. Yerli İstekli/İsteklilerin İhaleye Katılabilmeleri İçin Aşağıda Sayılan Bilgi/Belgeleri
Teklifleri Kapsamında Sunmaları Gerekir
The domestic tenderer/s shall present the following documents:
6.2.1. Tebligat için adres beyanı ve ayrıca irtibat için telefon ve varsa belgegeçer numarası ile
elektronik posta adresi. Tebligat usulü, istekli tarafından LAHİKA-12’deki beyannameye uygun
olarak teklif mektubu ile birlikte sunulacaktır. Ayrıca yerli isteklinin;
6.2.1.1. Gerçek kişi olması halinde; kayıtlı olduğu ticaret /esnaf odası ile ticaret/esnaf Sicil
Numarasını ve Türkiye Cumhuriyeti Kimlik Numarasını,
6.2.1.2. Tüzel kişi olması halinde ise; kayıtlı olduğu ticaret/esnaf odası ile ticaret/esnaf Sicil
Numarasını, Vergi Kimlik/Mükellefiyet Numarasını belirtecektir.
If the tenderer is an artificial personality; Chamber of Commerce/Association of Tradesmen
registered thereto and commerce/trade registration no., tax identification no. shall be stated.
6.2.2. Kayıtlı olduğu Ticaret ve/veya Sanayi Odası veya Meslek Odası belgesi;
A registration certificate issued by the Chamber of Commerce and/or /Industry or Vocation to
where the tenderer is registered,
6.2.2.1. İsteklinin, gerçek kişi olması halinde, ilk ilan veya ihale tarihinin içerisinde bulunduğu yılda
alınmış, Ticaret ve/veya Sanayi Odasından ya da Esnaf ve Sanatkârlar Odasından, odaya kayıtlı
olduğunu gösterir belgenin aslı veya noter tasdikli sureti verilecektir.
In case the Tenderer is a real personality, an original or notarized copy of the certificate received
from the competent Chamber of Commerce/Industry or Association of Tradesmen and Craftsmen
in the year either the tender or the announcement is made and proving that he is registered thereto
shall be submitted,
6.2.2.2. İsteklinin tüzel kişi olması halinde, tüzel kişiliğin kayıtlı bulunduğu Ticaret ve/veya Sanayi
Odasından ilk ilan veya ihale tarihinin içinde bulunduğu yılda alınmış, tüzel kişiliğin odaya kayıtlı
olduğunu gösterir belgenin aslı veya noter tasdikli sureti verilecektir.
In case the Tenderer is an artificial person, an original or notarized copy of the certificate received
from the Chamber of Commerce/Industry in the year of the first announcement or tender date shall
be submitted.
6.2.3. Teklif vermeye yetkili olduğunu gösteren imza beyannamesi veya imza sirküleri,
A certificate of signature or authorized signatory list indicating that he is authorized to bid,
6.2.3.1. İsteklinin gerçek kişi olması halinde; noter tasdikli İmza Beyannamesi verilecektir.
In case the Tenderer is a real personality, notarized Certificate of signature shall be submitted.
6.2.3.2. İsteklinin, tüzel kişi olması halinde;ilgisine göre tüzel kişiliğin ortakları, üyeleri veya
kurucuları ile tüzel kişiliğin yönetimindeki görevlileri belirten son durumu gösterir Ticaret Sicil
Gazetesi, bu bilgilerin tamamının bir Ticaret Sicil Gazetesinde bulunmaması halinde, bu bilgilerin
tümünü göstermek üzere ilgili Ticaret Sicil Gazeteleri veya bu hususları gösteren belgeler ile tüzel
kişiliğin noter tasdikli imza sirkülerini verecektir.
