akreditasyon kuruluşlarınca akredite edilmiş kuruluş tarafından verilen ISO 9001 veya ISO 9002
veya ISO 9001:2008 Kalite Sistem Belgesi/Sertifikaları.
ISO 9001 or ISO 9002 or ISO 9001:2008 Quality System Certificates given by organizations
accredited by Turkish Accreditation Association (TÜRKAK) or organizations accredited by National
Accreditation Associations listed in the International Accreditation Forum (IAF) Mutual Recognition
Agreement.
6.1.12.2. İstekli tarafından verilecek ISO 9001 veya ISO 9002 veya ISO 9001:2008 Kalite Sistem
Belgesi sertifikalarının IAF karşılıklı tanınma anlaşmasında yer alan akreditasyon kurumlarınca
akredite edilmiş kuruluşlar tarafından verilen belge olduğu ve geçerliliğini sürdürdüğü, Türk
Akreditasyon Kurumundan alınacak bir yazı ile teyit edilecek ve kalite sistem belgesi bu yazı ile
birlikte ihale komisyonuna verilecektir. Bu teyit yazısı ihale veya son başvuru tarihinde geçerli
olması koşuluyla düzenlendiği tarihten itibaren bir yıl süreyle geçerlidir. Ancak Türk Akreditasyon
Kurumu tarafından akredite edilen belgelendirme kuruluşları tarafından düzenlenen ve TÜRKAK
Akreditasyon Markası taşıyan belge ve sertifikalar için Türk Akreditasyon Kurumundan teyit
alınması zorunlu değildir. AQAP verilmesi durumunda TÜRKAK teyidi aranmaz.
The Tenderer shall submit the ISO 9001 or ISO 9002 or ISO 9001:2008 Quality System
Certificates with a written approval taken from TÜRKAK that confirms the qualification document
submitted by the Tenderer are the certificates provided from the organizations accredited by
accreditation associations listed in the IAF Mutual Recognition Agreement and it is still valid. This
written approval is valid for one year provided that this period includes tender or last application
date. Furthermore, this confirmation is not requested for the TÜRKAK accreditaion marked
documents and certificates. Also TÜRKAK confirmation is not requested for AQAP documents.
6.1.12.3. Uluslararası Akreditasyon Forumu Karşılıklı Tanınma Anlaşması’nda yer alan, ulusal
akreditasyon kuruluşlarınca akredite edilmiş kuruluşların verdiği belgeler ve tercümeleri, bu
kuruluşların akredite edildiğinin Türk Akreditasyon Kurumundan alınacak yazı ile teyit edilmesi
halinde, belgelerin verildiği ülkedeki Türkiye Cumhuriyeti Konsolosluğu veya Türkiye’de Dışişleri
Bakanlığı onayı veya Apostil Kaşesi işleminden muaftır.
Documents and their translations given by the organizations accredited by National Accreditation
Associations listed in the International Accreditation Forum (IAF) Mutual Recognition Agreement
are exempt from Apostil cachet process or The Turkish Consulate or Ministry of Foreign Affairs
ratification if that these organizations are accredited is confirmed by a written approval issued by
Turkish Accreditation Association.
6.1.12.4. İstekli, proforma faturasında belirtiği malzemeyi temin edeceği imalatçıya ait Kalite
Güvence Sistemi belgesini sunması halinde ayrıca aynı üreticiden kalite belgelerini kullanmaya
yetkili olduğuna dair yazı veya anlaşmayı da teklifi ile birlikte sunacaktır.
In case the tenderer submitss the quality assurance certificate of the the manufacturer of the item
submitted in his proforma invoice, authorization to use the quality assurance certificates of the
same manufacturer will be submitted.
6.1.13. Türkiye’deki Serbest Bölgelerde faaliyet gösteren istekliler ilgili makamlardan (Dış Ticaret
Müsteşarlığından) alacakları, teklifi veren isteklinin hangi serbest bölgede ve hangi konuda
faaliyette bulunduğunu gösteren ve teklif tarihinde geçerli olan serbest bölge faaliyet belgesinin
aslını veya aslına uygunluğu noter tarafından tasdik edilmiş suretini teklife ekleyecektir.
The tenderers located in Free Zones in Turkey shall submit the original or the notarized certificate
of authorization for working in free zones indicating in which free zones and on which subject the
tenderers works, obtained from the competent authorities (Republic of Turkey-Undersecretaries for
Foreign Trade), which is valid in the bidding date.
6.1.14. İstekliler tekliflerini doğrudan gönderebilecekleri gibi yurt dışındaki isteklilerin teklif vermesi
halinde Türkiye’deki temsilcilik/mümessillikleri aracılığı ile de gönderebilirler. Bu durumda
temsilcinin/ mümessilin istekliyi temsile yetkili olduğunu gösteren belge (Apostille kaşeli veya ilgili
ülkenin Türk Konsolosluğunca veya Türk Dışişleri Bakanlığınca onaylı olarak) teklife eklenecektir.
The above-mentioned companies could directly send their bids or the foreign firms could send their
bids by their representative in Turkey. In this case, a statement authorizing that representative to
bid (with Apostille cachet or confirmed by Consulate of the Republic of Turkey in the related
country or Turkish Ministry of Foreign Affairs ) shall be given.
