RESOLUTION NR. 06-2010<br />

INCLUSION OF THE PHILIPPINE COAST GUARD (PCG) AS A MEMBER OF THE<br />

NALECC SUB-COMMITTEE ON INTERNATIONAL LAW ENFORCEMENT<br />

COOPERATION (SCILEC)<br />

WHEREAS, the Sub-Committee on International Law En<strong>for</strong>cement Cooperation<br />

is one of the functional sub-committees of the National Law En<strong>for</strong>cement Coordinating<br />

Committee (NALECC) created pursuant to Presidential Memorandum Circular Nr. 92<br />

dated 15 February 1993 to monitor INTERPOL Manila’s activities and to resolve any<br />

conflict that may arise with any government agency in providing international police<br />

cooperation services through the INTERPOL Organization;<br />

WHEREAS, the Sub-Committee on International Law En<strong>for</strong>cement Cooperation<br />

(SCILEC) presently consists of the following agencies:<br />

1. Anti-Money Laundering Council;<br />

2. Bangko Sentral ng Pilipinas;<br />

3. Bureau of Customs;<br />

4. Bureau of Immigration;<br />

5. Bureau of Internal Revenue;<br />

6. Dangerous Drugs Board;<br />

7. Department of Finance;<br />

8. Department of Foreign Affairs;<br />

9. Department of Tourism;<br />

10. Department of Justice – Office of the Chief State Counsel;<br />

11. National Bureau of Investigation;<br />

12. Office <strong>for</strong> Transportation Security, DOTC;<br />

13. Optical Media Board;<br />

14. Philippine Center on Transnational Crime;<br />

15. Philippine Drugs En<strong>for</strong>cement Agency;<br />

16. Philippine National Police – <strong>Directorate</strong> <strong>for</strong> Plans;<br />

17. Philippine Overseas Employment Administration;<br />

18. Philippine Ports Authority;<br />

19. Philippine Postal Corporation;<br />

20. Presidential Anti-Organized Crime Commission; and<br />

21. Securities and Exchange Commission.<br />

WHEREAS, on May 26, 2010 during the Sub-Committee regular meeting hosted<br />

by the Bureau of Customs at the PCTC Conference Room in Camp Crame, Quezon<br />

City, the representative of the Department of Finance (DOF) recommended the<br />

inclusion of the Philippine Coast Guard as member of the Sub-Committee on<br />

International Law En<strong>for</strong>cement Cooperation (SCILEC);<br />

WHEREAS, the Republic Act Nr. 9993, otherwise known as the Philippine Coast<br />

Guard Law of 2009 (An Act Establishing The Philippine Coast Guard as an Armed and<br />

Uni<strong>for</strong>med Service attached to the Department of Transportation and Communications,<br />

thereby repealing Republic Act Nr. 5173, as amended, and <strong>for</strong> other purposes)<br />

empowers the PCG to promote safety of life and property at sea; safeguard the marine<br />

environment and resources; and en<strong>for</strong>ce all applicable maritime laws;<br />

WHEREAS, according to the DOF representative, the Philippine Coast Guard’s<br />

inclusion in the Sub-Committee is highly necessary considering that the PCG’s mandate<br />

to protect the country’s archipelagic borders complements the very essence of the<br />

SCILEC’s goal to support the government’s campaign against transnational organized<br />

syndicates operating within Philippine territorial waters;<br />

WHEREAS, the Department of Finance representative stressed that the inclusion<br />

of the Philippine Coast Guard in the SCILEC will greatly help in the inter-operability of<br />

the INTERPOL’s projects which are aimed at addressing maritime-related concerns;<br />

WHEREAS, the recommendation to include the Philippine Coast Guard as<br />

member of the Sub-Committee was unanimously approved on May 26, 2010 at the<br />

PCTC Conference Room in Camp Crame, Quezon City by the SCILEC memberagencies;<br />

WHEREAS, the Sub-Committee resolved to recommend to the National Law<br />

En<strong>for</strong>cement Coordinating Committee its <strong>Resolution</strong> Nr. 01-2010, “Inclusion of the<br />

Philippine Coast Guard (PCG) as member of the Sub-Committee on International Law<br />

En<strong>for</strong>cement Cooperation”;<br />

WHEREAS, during the 139 th Regular Meeting held at the <strong>PNP</strong> Main Conference<br />

Room, 3 rd Floor National Headquarters Building, Camp Rafael T Crame, Quezon City<br />

on October 19, 2010, the NALECC SCILEC <strong>Resolution</strong> Nr. 01-2010, “Inclusion of the<br />

Philippine Coast Guard (PCG) as member of the Sub-Committee on International Law<br />

En<strong>for</strong>cement Cooperation” was unanimously approved by the NALECC member<br />

agencies;<br />

BE IT RESOLVED, as it is hereby resolved that the Philippine Coast Guard be<br />

included as a regular member of the Sub-Committee on International Law En<strong>for</strong>cement<br />

Cooperation; and<br />

RESOLVED FURTHER that the Philippine Coast Guard (PCG) and the Sub-<br />

Committee on International Law En<strong>for</strong>cement Cooperation (SCILEC) be furnished<br />

copies of this approved <strong>Resolution</strong> Nr. 06-2010.<br />

APPROVED UNANIMOUSLY by this body on 19 th day of October 2010, during<br />

the 139 th NALECC Regular Meeting held at the <strong>PNP</strong> Main Conference Room, 3 rd Floor<br />

National Headquarters Building, Camp Rafael T Crame, Quezon City.<br />
