Foreword from the
Chief Constable and
the Chairman of
Dorset Police Authority
Foreword
Dorset Police and Dorset Police Authority
retain their two non-negotiable strategic
objectives – To Make Dorset Safer and
To Make Dorset Feel Safer.
While the financial challenges we face are
unprecedented, our Force has continually
sought to improve its operational and
Chief Constable Martin Baker
& Dorset Police Authority
Chairman Michael Taylor
financial capability. All aspects of Force business are being reviewed
to ensure we are able to meet the needs of our communities and
the organisation.
During recent years, we have proved to be one of the best performing
forces nationally, despite being the second lowest funded force in
England and Wales (per resident). Nationally we are the fourth lowest
spending force on “back office” services (per resident), yet we have the
highest proportion of our budget spent on frontline Police Officers.
The Force continues to achieve significant reductions in overall crime,
violence and vehicle crime. We have also responded to the concerns
you have raised with a number of successful operations to disrupt the
supply of drugs and reduce anti-social behaviour.
The ‘No Excuse’ campaign seeks to make Dorset’s roads safer by
improving driver behaviour through the enforcement of offences likely
to increase the risk of collision or result in more serious injuries or
death. Nearly 7,000 traffic related offences were detected after the
first four months of operations.
We thank members of the public and our partner organisations for
their continued support in helping to make Dorset even Safer.
Annual Policing Plan 2010/11
In 2009/10 the Force made significant progress in making Dorset
even safer. Total crime has been reduced by a further five per cent,
to an 11 year low, and the year saw the achievement of substantial
reductions in serious violent crime and robbery. Overall, violence
has been reduced for the fourth successive year and there have
been notable reductions in criminal damage as well as vehicle crime
(now at a 14 year low).
What we aim to do this year
It is our aim to continue to Make Dorset Safer and Make Dorset
Feel Safer in 2010/11. Our priorities this year are to:
Reduce serious violent crime
Deal effectively with the crime and anti-social behaviour
most affecting local communities
Protect vulnerable people and communities
Tackle serious and organised criminals
Counter terrorism and domestic extremism
Reduce road casualties
Bring offenders to justice
Secure the trust and confidence of people in Dorset in
their police force and its crime reduction and criminal
justice partners
Measuring how we do
Targets for policing are set to reflect local and national needs and
expectations. They enable us to assess and communicate how well
we are meeting those expectations. This year our targets include:
To reduce the number of most serious violent crimes by
3% and increase the detection rate to 50%
To reduce the number of serious acquisitive crimes
(involving burglary, robbery and car crime) by 1% and
increase the detection rate by 2%
To increase the detection of hate crime to 47%
To reduce the number of people killed or seriously
injured on our roads by 3% and the number of children
killed or seriously injured by 10%
4
www.dorset.police.uk
To increase the percentage of people who think the police
are doing a good job to 67% and those who think that the
police and local authorities are dealing with the crime
and anti-social behaviour issues that matter in their
area to 57%
To increase the percentage of people satisfied with
the service provided by the police to 88% and with the
progress updates that the police make to 73%
To maintain the percentage of 999 emergency calls
answered within 10 seconds at 90%
Improving the organisation and service
We continually review how we operate so that we are as effective
and efficient as possible. To improve our capability to deliver our
objectives in 2010/11 and beyond we have adopted a programme of
continuous improvement known as the “One Team” programme.
Our Policing Plan and a summary of the plan, as well as other
information relating to our services such as Safer Neighbourhood
Team details, are available on our website at www.dorset.police.uk
Dorset Police Authority
Dorset Police Authority has a legal duty
to ensure that your local police force is
efficient and effective.
Our responsibilites include setting the
budget, agreeing policing priorities and
monitoring the Force’s performance.
What’s New
Dorset Police opened its new police station in Poole in December 2009.
Located in the Joint Emergency Services Building at Wimborne Road, the
new facility provides Poole with a modern
and more accessible police station.
It also provides improved custody facilities,
including an increased cell capacity from
14 to 24.
This is one of two major projects agreed by the Dorset Police Authority to
improve the existing police estate in Dorset, with a new custody suite in
Bournemouth expected to open in late 2010. Both projects demonstrate
the continuing commitment of the Police Authority to ensure that the
Force has facilities that are fit for purpose for the future policing of Dorset.
Have Your Say
The views you give about crime and policing in your area help us to find
out what people want from their local police and how best to address
your concerns and priorities. The feedback we get also helps us set our
priorities and objectives and to plan the shape of future police services
and how best to use resources.
You can meet Members of the Police Authority at various town centre
‘road shows’ and public events, as well as Safer Neighbourhood and
other meetings and details of our programme of events can be found
on our website.
Ensuring Value For Money
We are committed to making the most efficient and effective use of
our resources.
To set out clearly how this is achieved, the Police Authority now
publishes a Value for Money (VFM) Statement setting out how the
Force will do more with its money.
Published in the annual Policing Plan, the VFM statement sets how
savings and improvements will be achieved in areas such as the
deployment of officers and staff, reductions in overtime spending,
reductions in bureaucracy and improved business processes. It
also includes the use of national frameworks for procurement and
convergence of IT systems and improvements delivered through
collaborative work.
The Authority will regularly monitor progress in achieving the value for
money improvements set out in the VFM statement.
The full VFM Statement is available on our website: www.dpa.police.uk
South West Regional Collaboration Programme
The South West police forces have a long history of working
successfully together which has provided a sound platform for
developing a formal regional policing collaboration programme.
Recent successful initiatives include, cash savings on vehicles,
telecommunications and recruitment advertising and operational
improvements in areas such as serious organised crime,
counter-terrorism and automatic number plate recognition.
In order to provide oversight for the Regional Collaboration
Programme, a statutory Joint Committee was formed in January
2010 comprising members from the five Police Authorities in South
West England. A key focus of the Programme will be to simplify,
standardise and harmonise the way that forces undertake a whole
range of policing and support functions in order to improve the
effectiveness and value for money we provide to the public.
Investigating crime
Investigating Crime
The Criminal Investigation Department
is made up of a range of specialist units
providing investigative support to the
Force and vital protective services to the
people of Dorset.
Our teams are made up of highly experienced and trained police
officers and police staff, who provide expertise in major and serious
and organised crime, specialist financial investigation, covert
policing, forensic investigation and public protection services. These
and other resources of the Force are directed in the most effective
way by our specialist intelligence resources, who assist in identifying
potential problems or individuals within the local communities.
We play a crucial role in policing ports and airports in the county,
working with colleagues in HM Revenue and Customs and the UK
Border Agency to protect borders and minimise the potential threat
from terrorism and domestic extremism.
CID also plays an important role in investigating and preventing
serious crimes, particularly where children and vulnerable adults
are concerned, by working closely with Probation, Social Services
and other support services to identify those people most at risk. We
also monitor very closely the activity of those individuals who are
assessed as dangerous and likely to offend in the community.
During the last year:
13 Organised Crime Groups were dismantled or disrupted
resulting in:
Higher level Class A drug dealers have been imprisoned for
substantial sentences and significant financial assets seized
Over 80 lower level street dealers have been convicted in
targeted operations in Dorset
A paedophile ring was sentenced to long sentences of
imprisonment reducing significant harm to a number of
vulnerable victims
We have successfully convicted two rape offenders from over
twenty years ago and they received lengthy terms of imprisonment
Dorset’s Criminal Justice System
Dorset’s Criminal Justice System is committed to bringing offenders
to justice and making Dorset safer.
The people, who work in your Criminal Justice System, work together to
tackle crime from the moment an offence is committed, through to the
investigation, prosecution, punishment and rehabilitation of the offender.
Organisations that make up Dorset’s Criminal Justice System include:
Her Majesty’s Prison Service
Youth Offending Team (Dorset, Bournemouth & Poole)
Dorset Police
Crown Prosecution Service
Her Majesty’s Courts Service
Victims are at the heart of everything
we do, with support available for
victims and witnesses at every stage
of the criminal justice process.
We would not be able to bring
offenders to justice without victims
coming forward to report crimes and
victims and witnesses having the
confidence to give evidence in court.
During the fiscal year 2009 / 2010
around 12,000 offences were brought to justice in Dorset and over
£1 million was seized from criminals of which over £50000 was
given to community based organisations to invest in making Dorset
even safer. Local good causes benefited from over 80,500 hours of
supervised Community Payback last year, which equates to nearly
£470,000 (at minimum wage) worth of labour, all delivered
by offenders who had committed crimes in Dorset.
Operations Division
Operations Division Commander:
Chief Superintendent Colin Searle
E: operations@dorset.pnn.police.uk
From sending firearms officers to incidents,
providing driver education, using the helicopter
to track offenders, answering emergency calls, or
sending canine crime fighters to sniff out drugs, the
Operations Division is involved in a variety of policing right across
Dorset. We bring together a number of specialist police functions
that help to make Dorset safer every day and the work we undertake
is split into three areas:
Contact Management
We answer all the emergency calls that come into Dorset Police,
that’s nearly 100,000 calls a year. Together with Station Desk
Officers, who work at police stations around Dorset, we also answer
all the non-emergency calls that come into Dorset Police – on
average that’s between 650 and 1,250 non-emergency calls every
day of the year!
We aim to answer calls as quickly as
possible and provide the very best
service to you on the other end of the
phone – and remember, if you have an
enquiry for Dorset Police call 01202 or
01305 22 22 22. Only dial 999 if life is
in danger or a crime is in progress.
Specialist Operations
The Operations Division is also responsible for much of the
specialist police work delivered in Dorset.
This includes traffic policing on the roads, marine policing on the
water, the firearms department, police dogs and their handlers,
public order police officers and the police helicopter.
Operations Division
Safety Education and Enforcement Services (SEES)
We work very hard with partners to reduce the number of people
killed and seriously injured on the roads of Dorset. In January
2010 a year-long enforcement and media campaign called ‘no
excuse’ was launched. It involves all the key agencies and partners
working together through ‘Dorset Road Safe’. The aim is to detect
those offences that contribute to collisions. Primarily, these are
distractions (such as mobile phones),
excessive speed, not wearing seat belts,
drink driving and careless driving.
We also provide a wealth of driver education to Dorset motorists,
through initiatives like the Driver Awareness Scheme, the National
Driver Improvement Scheme, young driver education and business
driver education courses.
As well as the focus on road safety, the department also hosts
expert education for firearms licence holders, processes new
firearms licences and manages the use of Automatic Number Plate
Recognition (ANPR) in the Force, which enables the police to catch
offenders using data linked to a vehicle’s registration plate.
There are currently five IAGs in
Dorset and our work and the
important part in increasing
trust and confidence in
important that we continue to hear from you about what affects you
where you live – look out for opportunities to do this through PACT
(Partners and Communities Together).”
In the years to come the challenge for your police in Dorset is to cut
crime even further against a background of significant funding cuts.
Chief Superintendent Hart continued: “It is well understood that police
forces across England and Wales must save money and Dorset
Police is no different. The challenge for the Force will be maintaining
and improving on this level of performance against a background of
significantly reduced resources.
“The Force is currently the second lowest funded and the fourth
lowest spending in the country. A major review is being undertaken
to prioritise the budget in readiness of the further cuts in government
support expected to be announced later this year.
“Whatever the extent of these cuts, the public can have absolute
confidence in the commitment of Dorset Police to making Dorset
safer and feel safer.”
“In collaboration with partners, we have
worked hard over the last year to prevent
rural crime and reduce anti-social
behaviour (ASB). The strong ties that we
have with West Dorset District Council
in reducing levels of ASB, and we hope
that the launch of Community Justice
Panels will further reduce the cause and
impact of ASB and low level crime.”
Anti-social behaviour
The West Bay Working Group has formed consisting of members of
police, West Dorset District Council, Highways Agency, district councillors
and local residents. The group meets on a regular basis to discuss how to
tackle anti-social behaviour – particularly anti-social driving - in West Bay.
A positive outcome has been the revival of the West Bay enhancement
scheme, proposing traffic management and environmental
improvements based on plans put forward for public consultation back
in 2005. These include:
A new entrance to West Bay
Pedestrian crossings
New widened pavement and cycle paths
A performance stage, seating areas and bus shelter
Bus turning circle
New paved areas and resurfaced parking areas
In addition a mock crash has been staged to show young drivers the
dangers of speed and inappropriate driving.
Those in attendance witnessed the aftermath of a collision in a drive
to cut accidents among new drivers. Firefighters cut willing victims
from a car and the police and ambulance service assisted as they
would in a real collision.
Police and local councils making Bridport safer
Bridport Police, Bridport Town Council, Magna Housing, West Dorset
District Council and the Dorset Mediation Service are working
together to introduce Community Justice Panels to the Bridport area.
The agencies have formed a steering group which is aiming
to introduce the panels in the autumn of 2010.
Community Justice Panels will enable trained community volunteers
to volunteers to run a process that will bring an offender together with
their victim in a meeting, to see the harm that they have caused and
to recognise the consequences of their behaviour. Both victim and
offender then agree a course of action to allow the offender to make
amends for their behaviour. The panels will initially deal with anti-social
behaviour and low level criminal cases.
Police and local councils working together
A number of community events and projects have been supported in
the area using funding from the Small Grants Scheme, set up in order
to support projects and initiatives in Christchurch.
Over the past year the scheme has been used to fund a domestic
burglary reduction initiative; a drugs project to educate young people;
a Shop Watch crime prevention initiative to counter incidents of purse
thefts in the town centre; signs to raise awareness of burglary and
vehicle theft; a windsurfing project to reward improvements in behaviour
and performance of young people; a Highway Code for mobility
scooters, used to improve the driving skills of users; and the Sarah
Sands Fun Day, which is to be held in an anti-social behaviour hotspot,
bringing families and the community together to learn new skills.
By funding projects in Christchurch, the scheme plays a role in not only
directly improving community safety but reducing the fear and anxiety
which some crimes may have on local neighbourhoods.
No Excuse for anti-social driving
A mock crash scene was held earlier this year in order to show drivers
the dangers of driving in an
anti-social manner. A large
crowd gathered to witness
what happens in a collision and
the way in which it is dealt with
by the emergency services.
Vehicle crime advice and road
safety advice was given out
to those that attended and
the event provided members
of the local community with
the chance to speak to
representatives from partner
agencies, including the police,
local councils, fire and housing.
The emergency services tackle a
crumpled car in order to show members
of the public how they deal with a road
traffic collision and the aftermath.
Working together to wipe out graffiti in Sherborne
Police and partners have clamped down on graffiti in Sherborne,
taking a tough stance on suspected vandals caught carrying spray
cans or marker pens.
Complaints over graffiti in the town prompted a combined effort from
Magna Housing Association, Dorset Police and West Dorset District
Council to remove offensive tags and slogans and tackle vandalism
by cleaning up run-down areas in the town.
Sherborne PACT (Partners and Communities Together) began the
purge by clearing a block of garages in McCreery Road, which
had become a magnet for gathering youths and a problem area for
vandalism, graffiti, fly-tipping and anti-social behaviour.
Tackling anti-social behaviour in Dorchester
Dorchester Police and partners have been working with retailers
in the town centre in a bid to stop the sale of alcohol to underage
customers and address anti-social behaviour in the town.
Representatives from all major alcohol retailers have accompanied
the Safer Neighbourhood Teams on patrols so that retailers could
witness the effect of sale of alcohol to those under the legal age.
Officers have also been stepping up patrols and seizing alcohol
from those drinking illegally.
Magna Housing Association led a clean-up
of a block of garages in Sherborne to
discourage untidiness and associated
vandalism and anti-social behaviour.
In addition, a six month
order, under section
30 of the Anti-Social
Behaviour Act was held
to allow police powers to
disperse groups of people
causing a nuisance in
Dorchester town centre.
Those in groups of two
or more who refused to
move on when asked by
a uniformed constable or
PCSO could be arrested.
out Home Office security information packs. More than 200 UV
property marking pens were also distributed to residents.
More than 200 householders also took up the opportunity to visit
the Police Community Support Vehicle, which was parked nearby
and staffed by a volunteer from the Barrington Community Office.
Reducing anti-social behaviour
Following complaints, officers have carried out an operation to reduce
anti-social behaviour and underage drinking in Ferndown by carrying
out a series of patrols at hotspots in the town.
The Safer Neighbourhood Team, in partnership with East Dorset
District Council and Trading Standards, have proactively targeted
anti-social behaviour and underage drinking in identified problem
areas over the summer months.
Under Operation Tolerance, where young people were found with
alcohol, the alcohol was seized and parents were contacted.
PCSOs carried out follow-up visits to parents at their home addresses
and explained why their children’s behaviour is not tolerated and the
dangers and risks associated
with underage drinking.
Parents were also given safety
packs which included leaflets
and material from ShADOWS
(Shire Alcohol and Drug
Outreach Service), YISP
(Youth Inclusion and
Support Panel), East Dorset
District Council and contact
Working together to tackle anti-social behaviour
Police in Blandford have been working in partnership with North Dorset
District Council to eliminate anti-social behaviour from the town and
reduce underage drinking.
Anti-social behaviour and underage drinking has been raised as an
issue at a number of PACT (Partners and Communities Together)
meetings in the town.
In response Blandford Police, North Dorset District Council and
ShADOWS (Shire Alcohol and Drug Outreach Workers Service) have
tried to reduce these numbers
through education in schools,
police enforcement and a separate
educational event aimed at parents.
Police and ShADOWS
representatives have targeted
anti-social behaviour and
underage drinking in Blandford.
In addition, Safer Neighbourhood
Teams have distributed a series
of hard-hitting posters, featuring
seizures of alcohol and information
on the law in relation to the effects of
alcohol on the local community and
held a series of alcohol safety talks
during assemblies at local schools.
North Dorset
A removal man from Shaftesbury has been sent to prison for two
years after being found in possession of a prohibited air pistol and
an electric stun gun in February 2009.
The 43-year-old was given a two-year prison term for possessing
the air pistol – after he had been given a previous lifetime
prohibition – contrary to the Firearms Act 1968.
The man was also given a two-year jail sentence for being in
possession of an electric stun gun, again contrary to the Firearms Act
1968; to run concurrently with the air pistol jail term.
The 43-year-old was also sentenced to eight months in prison – to
run concurrently with the other two jail terms – for handling stolen
goods; namely a mobile phone, a wallet and some cash.
A ground breaking partnership scheme, which sees sixth form
students carrying out safety checks at elderly people’s homes, has
been launched in Purbeck this year.
Thanks to a grant from Purbeck Community Partnership and
the Dorset Community Safety Partnership, Purbeck Partnership
Advisors on Living Safely (PPALS) was formed, and includes
representatives from Dorset Police, Dorset Fire and Rescue
Service, Purbeck District Council and Purbeck School.
The purpose of the scheme is to reduce the generation gap,
while providing a useful service to potentially vulnerable members
of the community.
Students have been trained to ensure that homes they visit pass a
number of safety checks such as checking that smoke detectors are
installed and working; electrical appliances are in the correct place;
wires are safe and that window and door locks are working. They
also ensure that residents have a planned exit routeww if there was
a fire, are aware of security lighting, points of entry and belong to a
home watch scheme.
Anti-social behaviour
A unique multi-agency road safety event for young people, designed
to highlight the dangers of anti-social driving, has been held at
Purbeck School in Wareham.
It is believed that ‘Consequences’– a multi-agency event is the first
time a school in Dorset has dedicated an
entire day’s curriculum to road safety.
The event in spring 2010 was organised
to help reduce the number of road traffic
collisions involving new drivers and riders.
Partner agencies from across Dorset were
involved in the event including Dorset
Tackling anti-social behaviour
A number of youths residing in Weymouth and Portland have
been issued with ASBOs (anti-social behaviour orders) which are
improving the lives of residents in their local areas.
A number of ASBO applications have been successful throughout
the year thanks to partnership work between Dorset Police and
Weymouth and Portland Borough Council.
A concerted effort has been made by all members of the Safer
Neighbourhood Teams and council workers in the area.
Dorset Police operate a system of ‘Mystery Shopping’ asking members
of the public to contact the Force by phone or visit and then fill out a
short form detailing the experience they had. This is an important way
for the Force to understand and improve the service provided to the
public. If you are willing to spend a little time helping us with this, please
contact the Community Engagement Department on 01305/01202
Working with you to safeguard
young people on line:
Online grooming- by befriending and influencing a child over the internet with
the intent of sexually abusing them, particularly through social networking sites
such as Facebook -is a continuing area of concern to our communities.
Facebook now enables users to download a button – ClickCEOP – which
they can click to report abuse. The button allows children to access help and
advice about online safety and to report inappropriate content or contact
CEOP (Child Exploitation and Online Protection), helping to make Facebook a
safer environment.
Encourage Facebook users you know to download the button by visiting
How to protect the people you care about
from Distraction Burglary and Rogue Traders
Rogue traders and distraction burglars are known to target areas with a high
proportion of elderly or vulnerable people, so help those you care about to
protect themselves and their home.
Preventative measures
● Reduce the visual risks by maintaining the garden and house
● Ensure the locks are strong (not just Yale but safety approved Mortise)
● There is a chain on the front door which is used
● There are locks on all the windows
● Cash is kept in the bank, post office or building society
● There is a sign on the door saying no admittance
without prior appointment
Safety tips
● Always remember to put the chain on the door before opening
it and use the spy hole if you have one
● Lock front and back doors, even when at home
● Ensure back door is locked when opening the front door
● Do not phone any telephone number provided by the caller – it could be bogus.
Always check the caller’s identity by phoning the number in the telephone book.
● Shut the door and get them to wait outside while you check.
A genuine caller will be happy to wait
● Never agree to any work offered on the doorstep. Always get three quotes for
work and, if possible, get recommendations from friends and family
● Bank it don’t lose it. Never keep large amounts of cash in the house
● If you, or someone you know, has been a victim of distraction burglary or rogue
trading and you have not contacted the Police or Trading Standards, do it
today and prevent someone else becoming a victim
How to get help
● If you are scared or threatened by a caller at your door call 999. We would rather
attend a false alarm and know who is out and about than not be called at all
● If you have been a victim of these crimes call the Police on 10202/01305
22 22 22 or Consumer Direct on 08454 04 05 06
or you can call Crimestoppers anonymously on 0800 555 111
● If you are deaf, hard of hearing or speech impaired, text on 809999
