While raw mix substitutes are similar to rocks, corrective raw materials have the<br />

characteristics <strong>of</strong> ores. This is why they are treated separately <strong>in</strong> the positive list. Depend<strong>in</strong>g<br />

on the corrections required, wastes with high proportions <strong>of</strong> calcium, silica, iron and<br />

alum<strong>in</strong>ium may be suitable as corrective raw materials. Such “ores” typically conta<strong>in</strong> m<strong>in</strong>or<br />

constituents. Should these m<strong>in</strong>or constituents not comply with the criteria <strong>of</strong> Table 1, column<br />

B, <strong>of</strong> the Guidel<strong>in</strong>es, the waste can only be used as corrective raw material under the<br />

follow<strong>in</strong>g three conditions:<br />

• its quality must be comparable with corrective raw materials commonly used for the<br />

production <strong>of</strong> Portland cement;<br />

• the recovery <strong>in</strong> a cement plant must be ecologically more advantageous than any other<br />

form <strong>of</strong> disposal;<br />

• this form <strong>of</strong> recovery must not be <strong>in</strong> competition with an alternative that allows a more<br />

ecological use <strong>of</strong> resources.<br />

S<strong>in</strong>ce only small amounts are generally <strong>in</strong>volved, the different wastes are not mentioned<br />

<strong>in</strong>dividually <strong>in</strong> the positive list. The plant concerned must cooperate with the supplier and the<br />

competent authority <strong>in</strong> <strong>in</strong>vestigat<strong>in</strong>g to what extent the conditions <strong>of</strong> the positive list are<br />

satisfied. Follow<strong>in</strong>g the pr<strong>in</strong>ciples <strong>of</strong> these Guidel<strong>in</strong>es, the plant commits itself to limit the<br />

throughput <strong>in</strong> order to assure that the requirements for the quality <strong>of</strong> cl<strong>in</strong>ker, cement and flue<br />

gas as per chapter 4 <strong>of</strong> the Guidel<strong>in</strong>es are fulfilled. The expert group will be <strong>in</strong>formed <strong>of</strong> the<br />

decisions that have been taken.<br />
