Determ<strong>in</strong>ation <strong>of</strong> the pollutant immissions <strong>in</strong>to the cl<strong>in</strong>ker and emissions <strong>in</strong> the flue gas must<br />
be ensured based on appropriate sampl<strong>in</strong>g and analysis.<br />
Recovery <strong>in</strong>dependent <strong>of</strong> compliance with guidance values <strong>in</strong> Table 1, column A. Throughput<br />
is dependent, among other th<strong>in</strong>gs, on preservation <strong>of</strong> l<strong>in</strong>ker and cement quality (as per Table 2<br />
<strong>of</strong> the Guidel<strong>in</strong>es) and flue gas (as per chapter 4 <strong>of</strong> the Guidel<strong>in</strong>es). Suitable technical<br />
measures shall <strong>in</strong> particular be taken to limit mercury emissions. The prohibition <strong>of</strong> topp<strong>in</strong>g<br />
up (i.e. no significant <strong>in</strong>crease) for the pollutants listed <strong>in</strong> Table 2 must be observed.<br />
