History of the U.S. <strong>Naval</strong> <strong>War</strong> <strong>College</strong><br />

Founded in Newport, Rhode Island on October 6, 1884, the <strong>Naval</strong> <strong>War</strong><br />

<strong>College</strong> is the oldest war college in the nation, and the first military<br />

service institution in the world to be designated a war college.<br />

Commodore Stephen B. Luce was the first president and organized the<br />

<strong>War</strong> <strong>College</strong> as "a place of original research on all questions relating to<br />

war and the statesmanship connected with war, or the prevention of war."<br />

These foundations were built upon by Captain Alfred Thayer Mahan,<br />

second president of the <strong>College</strong>, who had originally been selected by Luce<br />

to initiate the course in <strong>Naval</strong> History. Of all the men who were to<br />

influence the institution in its early years, none was to have a more<br />

profound impact. Mahan's views deeply affected such leaders as Henry<br />

Cabot Lodge and Theodore Roosevelt and through them and others helped<br />

shape the United States' destiny at the tum of the century. Mahan's<br />

writings, published as The Influence of Seapower Upon History,<br />

1660-1783, gained him worldwide acclaim and established the <strong>Naval</strong> <strong>War</strong><br />

<strong>College</strong> as an internationally respected institution.<br />

Functioning continuously since 1884, except for brief periods during<br />

the Spanish-American <strong>War</strong> and World <strong>War</strong> I, the <strong>War</strong> <strong>College</strong> numbers<br />

among its graduates such distinguished naval officers as Admirals Sims,<br />

Spruance, King, Nimitz, and Halsey, in addition to many others who today<br />

are holding prominent military positions.<br />

The work begun more than one hundred years ago by Luce and Mahan<br />

continues today. As graduates well know, the curriculum is both demanding<br />

and rewarding. For the military professional, the unique education<br />

provided by the <strong>Naval</strong> <strong>War</strong> <strong>College</strong> is unrivaled. In recognition of the<br />

academic rigor and educational excellence of its program, the <strong>Naval</strong> <strong>War</strong><br />

<strong>College</strong> was accredited in 1991 by the New England Association of<br />

Schools and <strong>College</strong>s to award a Master of Arts Degree in National<br />

Security and Strategic Studies.


THE ACADEMIC PROCESSION AND REGALIA<br />

For centuries, institutions of higher learning have dignified their<br />

ceremonies with an academic procession, a custom descending from the<br />

clerical procession. The procession is led by a marshal, followed by the<br />

student body and the academicians or faculty, attired in the robes<br />

prescribed for their respective degrees. Distinguished visitors and<br />

delegates follow the faculty, and last in the procession comes the president<br />

of the institution.<br />

Each member of an academic procession ordinarily wears a cap, gown,<br />

and hood. In the procession today military faculty will not wear academic<br />

gowns. The earliest illustration of gowns worn at Oxford University<br />

somewhat resembles cassocks worn by English teachers who found good<br />

use for the hood, or cowl, as protection against the weather. A uniform<br />

American system of academic heraldry displays the level of degree, the<br />

field of study in which it was earned, and the institution by which it was<br />

granted.<br />

It is the hood which provides academic regalia its color and offers the<br />

most information about its wearer. The silk lining of the hood bears the color,<br />

or colors, of the degree-granting college or university; its velvet facing reveals<br />

the color assigned to each area of study. The Bachelor's gown is relatively<br />

simple, falling in straight lines from an elaborate yoke and having pointed<br />

sleeves. The Master's gown is slightly more elaborate and fastens about the<br />

wrist The Doctor's gown is marked by velvet panels down the front and<br />

around the neck, as well as by three bars of the same material on the<br />

well-shaped sleeves. It is cut more fully and may be ornamented. The hood<br />

worn is three feet in length for Bachelors, three and one-half feet for Masters,<br />

and four feet for Doctorates, with velvet trimming of two, three, and five<br />

inches in width respectively.<br />

The edging, or facing, velvet of academic hoods indicates the area of<br />

study. The principal scholarly fields seen in the procession today include:<br />

The American mortarboard, derived from the soft: Oxford cap, is black.<br />

Its tassel, for holders of the bachelor's and master's degree, is usually<br />

black, while gold tassels are worn by holders of doctoral degrees and<br />

heads of institutions. The tassel is worn on the right side of the cap by undergraduates,<br />

on the left: by holders of bachelor's and higher degrees.

The Honorable George Bush<br />

The FOrly-first President of the United States<br />

George Bush was elected President of the United States on November 8, 1988,<br />

sworn in on January 20, 1989, and served until January 20, 1993. During his term in<br />

office, the Cold <strong>War</strong> ended; the threat of nuclear war was drastically reduced; the<br />

Soviet Union ceased to exist, replaced by a democratic Russia; the Berlin Wall fell<br />

and Germany was reunified; Eastern Europe and the Baltic States all became free; and<br />

President Bush put together an unprecedented coalition of 32 nations to liberate<br />

Kuwait from Saddam Hussein's brutal aggression, thus paving the way for Israel and<br />

her Arab neighbors at the Madrid Peace Conference to begin anew their quest for<br />

peace in the Middle East.<br />

Mr. Bush was only the second American President to serve a full term without<br />

Party control in either chamber of Congress. Nevertheless, President Bush signed into<br />

law, among other things, the Americans with Disabilities Act and the Clean Air Act<br />

- landmark civil rights and environmental legislation. He also successfully fought<br />

for and negotiated the North American Free Trade Agreement (NAFTA) which was<br />

later signed into law.<br />

Since leaving office, President Bush has written two books - A World<br />

Transformed, co-authored with General Brent Scowcroft, on foreign policy during his<br />

administration, and All The Best, a collection ofletters written throughout his life. He<br />

has visited 56 foreign countries, most of the 50 states and has helped to raise millions<br />

of dollars for a variety of charitable organizations. President Bush serves on the Board<br />

of Visitors of M.D. Anderson Cancer Center in Houston, Texas and is honorary<br />

chairman of the Points of Light Foundation.<br />

President Bush's career in politics and public service began in 1963, when he was<br />

elected Chairman of the Harris County (fX) Republican Party. He was elected in<br />

1966 to the U.S. House of Representatives from Texas' 7th District and served two<br />

terms. Mr. Bush accepted a series of senior level appointments following an<br />

unsuccessful try for the Senate in 1970: U.S. Ambassador to the United Nations<br />

(1971); Chairman of the Republican National Committee (1973); Chief of the U.S.<br />

Liaison Office in China (1974); and Director of Central Intelligence (1976). In 1980,<br />

Mr. Bush accepted a spot on the national ticket and served as Vice President from<br />

1981 to 1989.<br />

Born on <strong>June</strong> 12, 1924, in Milton, Massachusetts, George Bush became a<br />

decorated naval pilot who flew torpedo bombers during World <strong>War</strong> II. He then<br />

graduated Phi Beta Kappa from Yale University in 1948 with a degree in economics<br />

and moved to Texas where he began making his way in the oil business.<br />

President and Mrs. Bush have five children and 14 grandchildren. They have been<br />

married 56 years and reside in Houston, Texas and Kennebunkport, Maine.

President, <strong>Naval</strong> <strong>War</strong> <strong>College</strong><br />

Vice Admiral Cebrowski, a native of Hasbrouck Heights, New Jersey became<br />

the 47th President, <strong>Naval</strong> <strong>War</strong> <strong>College</strong> in July 1998. He previously served as<br />

Director, Navy Space, Information <strong>War</strong>fare, Command and Control (N6).<br />

Vice Admiral Cebrowski has commanded Fighter Squadron 41 and Carrier<br />

Air Wing EIGHT, both embarked in <strong>US</strong>S NIMITZ (CVN 68). He later<br />

commanded the assault ship <strong>US</strong>S GUAM (LPH 9). During Operation Desert<br />

Storm, he commanded the aircraft carrier <strong>US</strong>S MIDWAY (CV 41). Following<br />

promotion to flag rank, he became Commander, Carrier Group SIX and<br />

Commander, AMERlCA Battle Group.<br />

In addition to combat deployments to Vietnam and the Persian Gulf, he has<br />

deployed in support of United Nations operations in Iraq, Somalia and Bosnia. He<br />

has flown multiple aircraft, principally fighters, from several aircraft carriers and<br />

deployed to all ocean areas.<br />

His tours of duty have included service with the <strong>US</strong> Air Force; the staff of<br />

Commander-in-Chief, Atlantic Fleet; the staff ofthe Chief of <strong>Naval</strong> Operations<br />

on four occasions; and with the Joint Staff as the J6.<br />

Vice Admiral Cebrowski holds a Bachelor of Science degree in Mathematics<br />

from Villanova University and a Master of Science degree in Computer Systems<br />

Management from the <strong>Naval</strong> Postgraduate School, Monterey, California. He has<br />

been a member of the CNO's Strategic Studies Group and a Federal Executive<br />

Fellow at the Council on Foreign Relations.<br />

His personal decorations include the Defense Distinguished Service Medal,<br />

the Distinguished Service Medal, five awards of the Legion of Merit, Bronze<br />

Star, two Meritorious Service Medals, ten Air Medals, and two Navy<br />

Commendation Medals with Combat "V." He is also the 1991 winner of the John<br />

Paul Jones Award for Inspirational Leadership.<br />

He and his wife Kathryn reside in Newport, Rhode Island. They have two<br />

daughters, Marie and Julie Anne.


Rear Admiral Barbara E. McGann, U.S. Navy<br />

Provost, <strong>Naval</strong> <strong>War</strong> <strong>College</strong><br />

Rear Admiral Barbara E. McGann, a native of Newport, Rhode Island, received her<br />

commission from the Officer Candidate School, Newport, Rhode Island in March 1970.<br />

Rear Admiral McGann has commanded the Navy Recruiting Command; <strong>Naval</strong><br />

Support Activity, Holy Loch, Scotland, as a Joint Specialty Officer; and Navy<br />

Recruiting Area Eight, San Francisco, CaHfomia. Admiral McGann also served as<br />

Assistant Chief of <strong>Naval</strong> Personnel for Total Force Programming and Manpower;<br />

Head of Middle East, Africa, and South Asia Plans and Policy for the Chief of <strong>Naval</strong><br />

Operations; and Teaching Fellow of Strategic Studies at the <strong>Naval</strong> <strong>War</strong> <strong>College</strong> in<br />

Newport, Rhode Island.<br />

Rear Admiral McGann's previous duty assignments include: <strong>Naval</strong> Air Station,<br />

Meridian, Mississippi as Public Affairs Officer; Navy Recruiting District, Los<br />

Angeles, California as an Officer Recruiter; Headquarters, Navy Recruiting<br />

Command, Washington D. C., as Assistant Director in the Plans and Policy Division;<br />

and the Bureau of <strong>Naval</strong> Personnel as assignment officer for junior Surface <strong>War</strong>fare<br />

Officers. In April 1978, Rear Admiral McGann served with the Joint Chiefs of Staff in<br />

the Personnel Policy Division. She served as executive officer of Navy Recruiting<br />

District, Iselin, New Jersey; special assistant to the Secretary of the Navy for<br />

Manpower and Reserve Affairs; Assignment Officer at Navy Personnel Command;<br />

and Executive Assistant to the Commander, Navy Recruiting Command.<br />

In <strong>June</strong> 1994, Rear Admiral McGann assumed the rank of Rear Admiral (Lower<br />

Half). In July 1997, she was promoted to Rear Admiral (Upper Half). She assumed<br />

duties as Provost, <strong>Naval</strong> <strong>War</strong> <strong>College</strong> in September 2000.<br />

Rear Admiral McGann holds a Bachelor of Arts Degree in English from the<br />

<strong>College</strong> of Our Lady of the Elms, a Master of Science Degree in Business<br />

Administration from Salve Regina University, and a Master of Arts Degree in Foreign<br />

Affairs from Georgetown University.<br />

Her personal Decorations include two Legion of Merit Medals, Defense<br />

Meritorious Service Medal, four Meritorious Service Medals, two Navy and Marine<br />

Corps Commendation Medals and the Navy and Marine Corps Achievement Medal.<br />

Rear Admiral McGann is the daughter of Mr. John H. McGann and Rose McGann,<br />

both veterans of World <strong>War</strong> II naval service. Rear Admiral McGann is married to<br />

Kerry B. Long, a New York native who is a partner in the Washington office of the<br />

Houston-based law frrm of Fulbright and Jaworski, LLP.


Rear Admiral Robert G. Sprigg, U.S. Navy<br />

Commander, Navy <strong>War</strong>fare Development Command<br />

Rear Admiral Sprigg was born in San Francisco, CA, and graduated from the u.s.<br />

<strong>Naval</strong> Academy in 1969. Following graduation, he attended flight training in Pensacola, FL;<br />

Meridian, MS; and Beeville, TX, earning his wings in 1971.<br />

Rear Admiral Sprigg's initial assignment was to VT-7 as a flight instructor. In 1973 he<br />

joined Attack Squadron 94, serving aboard <strong>US</strong>S CORAL SEA (CV 43). Following his flISt<br />

fleet assignment, Rear Admiral Sprigg attended the <strong>Naval</strong> Postgraduate School in<br />

Monterey, CA, where he earned a master's degree in aeronautical engineering. Following<br />

graduation, he reported to Air Test and Evaluation Squadron 5, where he was assigned as<br />

FI A-18 Project Director until returning for his department head tour with the 'Royal Maces'<br />

of Attack Squadron 27, embarked in <strong>US</strong>S CORAL SEA (CV 43).<br />

The admiral was selected for test-pilot training at the U.S. <strong>Naval</strong> Test Pilot School,<br />

Patuxent River, MD, graduating in <strong>June</strong> 1983. He was subsequently selected for command<br />

and reported aboard Strike Fighter Squadron 113 as the executive officer in February 1984,<br />

before assuming command in September 1985.<br />

He attended <strong>Naval</strong> Nuclear Power School in 1987, and in 1988, reported on board <strong>US</strong>S<br />

CARL VINSON (CVN 70) where he served as the executive officer from November 1988<br />

until November 1990.<br />

In April 1991, the admiral assumed command of <strong>US</strong>S CAMDEN (AOE 2) while<br />

deployed to the Arabian Gulf in support of Operation Desert StormlProvide Comfort. In<br />

addition to the normal duties in support of the Nimitz Battle Group, Camden provided<br />

logistical support to eight ships offoreign navies who were part of the multinational force<br />

deployed in the Arabian Gulf.<br />

Rear Admiral Sprigg assumed command of <strong>US</strong>S GEORGE WASHINGTON (CVN<br />

73) in 1993. Highlights of his tour included the ship's maiden deployment, 11<br />

departmental excellence awards and the awarding of the Carrier Battle Efficiency "E."<br />

Following his tour as the commanding officer, he reported to the Headquarters of the<br />

Supreme Allied Commander, Atlantic in May 1995 as Assistant Chief of Staff for Plans<br />

and Policy. On 2 December 1997, be assumed command ofCamer Group TWO.<br />

The Admiral's awards include the Defense Superior Service Medal, Legion of Merit<br />

(with gold star), Defense Meritorious Service Medal, Meritorious Service Medal (with<br />

gold star), and Humanitarian Service Medal in addition to numerous campaign and unit<br />

awards. His flying experience includes more than 3,500 flight hours in tactical jet aircraft<br />

and over 500 arrested landings in more than 20 different aircraft.

The walY white and blue bars at the bottom<br />

of the shield represent water. The trident rising from<br />

it symbolizes mastery of naval activities. The three<br />

tines of the trident allude to an understanding of naval<br />

warfare at sea, in the air, and on land. The pilot wheel<br />

alludes to the mission of the <strong>Naval</strong> <strong>War</strong> <strong>College</strong>, education in<br />

naval warfare. The eight spokes refer to honor, duty,<br />

leadership, command, strategy, tactics, logistics, and weapons.<br />

The laurel wreath isfor achievement of the mission. The<br />

motto is "Victory Through Sea Power."
