A.GENERAL<br />

1. Scope <strong>of</strong> Bid<br />

1.1 The Employer (named <strong>in</strong> Appendix to ITB) <strong>in</strong>vites bids for <strong>the</strong> construction <strong>of</strong> works (as def<strong>in</strong>ed <strong>in</strong> <strong>the</strong>se<br />

documents and referred to as “<strong>the</strong> works”) detailed <strong>in</strong> <strong>the</strong> table given <strong>in</strong> IFB. The bidders may submit bids for<br />

any or all <strong>of</strong> <strong>the</strong> works detailed <strong>in</strong> <strong>the</strong> table given <strong>in</strong> IFB.<br />

1.2 The successful bidder will be expected to complete <strong>the</strong> works by <strong>the</strong> <strong>in</strong>tended completion date specified <strong>in</strong> <strong>the</strong><br />

Contract data.<br />

1.3 Throughout <strong>the</strong>se bidd<strong>in</strong>g documents, <strong>the</strong> terms “bid” and “tender” and <strong>the</strong>ir derivatives (bidder/tenderer,<br />

bid/tender, bidd<strong>in</strong>g/tender<strong>in</strong>g, etc.) are synonymous.<br />

2. Source <strong>of</strong> Funds<br />

2.1 The expenditure on this <strong>project</strong> will be met from <strong>the</strong> budget <strong>of</strong> Govt. <strong>of</strong> India.<br />

3. Eligible Bidders<br />

3.1 This <strong>in</strong>vitation for Bids is open to all bidders.<br />

3.2 All bidders shall provide <strong>in</strong> Section 2, Forms <strong>of</strong> Bid and Qualification Information, a statement that <strong>the</strong> Bidder<br />

is nei<strong>the</strong>r associated, nor has been associated, directly or <strong>in</strong>directly, with <strong>the</strong> Consultant or any o<strong>the</strong>r entity<br />

that has prepared <strong>the</strong> design, specifications, and o<strong>the</strong>r documents for <strong>the</strong> Project or be<strong>in</strong>g proposed as Project<br />

Manager for <strong>the</strong> Contract. A firm that has been engaged by <strong>the</strong> Employer to provide consult<strong>in</strong>g services for<br />

<strong>the</strong> preparation <strong>of</strong> supervision <strong>of</strong> <strong>the</strong> works, and any <strong>of</strong> its affiliates shall not be eligible to bid.<br />

4. Qualification <strong>of</strong> <strong>the</strong> Bidder<br />

4.1 All bidders shall provide <strong>in</strong> Section 2, Forms <strong>of</strong> Bid and Qualification Information, a prelim<strong>in</strong>ary description<br />

<strong>of</strong> <strong>the</strong> proposed work method and schedule, <strong>in</strong>clud<strong>in</strong>g draw<strong>in</strong>gs and charts, as necessary. The proposed<br />

methodology should <strong>in</strong>clude programme <strong>of</strong> construction backed with equipment plann<strong>in</strong>g and deployment<br />

duly supported with broad calculations and quality assurance procedures proposed to be adopted justify<strong>in</strong>g<br />

<strong>the</strong>ir capability <strong>of</strong> execution and completion <strong>of</strong> work as per tech<strong>nic</strong>al specifications, with<strong>in</strong> stipulated period<br />

<strong>of</strong> completion.<br />

4.2 In <strong>the</strong> event that Pre-qualification <strong>of</strong> potential bidders has been undertaken, only bids from pre-qualified<br />

bidders will be considered for award <strong>of</strong> Contract. These qualified bidders should submit with <strong>the</strong>ir bids any<br />

<strong>in</strong>formation updat<strong>in</strong>g <strong>the</strong>ir orig<strong>in</strong>al pre-qualification applications or, alternatively, confirm <strong>in</strong> <strong>the</strong>ir bids that<br />

<strong>the</strong> orig<strong>in</strong>ally submitted pre-qualification <strong>in</strong>formation rema<strong>in</strong>s essentially correct as <strong>of</strong> date <strong>of</strong> bid submission.<br />

The update or confirmation should be provided <strong>in</strong> Section 2. A copy <strong>of</strong> <strong>the</strong> orig<strong>in</strong>al pre-qualification<br />

application and <strong>the</strong> letter <strong>of</strong> pre-qualification should be furnished.<br />

With <strong>the</strong> updated <strong>in</strong>formation, <strong>the</strong> bidder must cont<strong>in</strong>ue to be qualified <strong>in</strong> accordance with <strong>the</strong> criteria laid<br />

down <strong>in</strong> <strong>the</strong> pre-qualification document. All bidders shall also furnish <strong>the</strong> follow<strong>in</strong>g <strong>in</strong>formation <strong>in</strong> Section 2.<br />

(i) Evidence <strong>of</strong> access to or availability <strong>of</strong> credit facilities (m<strong>in</strong>imum 10% <strong>of</strong> notified contract value)<br />

certified by <strong>the</strong> bankers.<br />

(ii) Undertak<strong>in</strong>g that bidder would be able to <strong>in</strong>vest a m<strong>in</strong>imum <strong>of</strong> cost upto 25% <strong>of</strong> <strong>the</strong> contract value <strong>of</strong><br />

work, dur<strong>in</strong>g implementation <strong>of</strong> contract.<br />

Proposals, if any, for sub-contract<strong>in</strong>g <strong>of</strong> elements <strong>of</strong> work, cost<strong>in</strong>g more than 10% <strong>of</strong> <strong>the</strong> bid amount.<br />

Latest <strong>in</strong>come tax-clearance certificate from concerned department.
