Fluidmesh Announces Single
Radio Indoor Unit and New
Firmware
The Fluidmesh 2100 is a single radio version of the
Fluidmesh 2200 Endo. Like the 2200 Endo, the 2100
is designed to be embedded in custom-made,
outdoor enclosures for special applications such
as public-safety or industrial monitoring in
classified areas. It’s designed and manufactured
specifically for security, video-surveillance, and
mission-critical condition monitoring applications.
The Fluidmesh 2100 Endo supports the patentpending
FluidMAX technology and can be used to
create Point-to-Point, Point-to-Multipoint, and Mesh
architectures. It also includes the EasyMesh
platform and the FMQuadro Web interface which
allows the user to configure, monitor, and
troubleshoot the wireless network in real time
without the need for additional software.
Another unique feature of the Fluidmesh 2100 is
the innovative FluidThrottle technology which
allows the user to limit the total cost of ownership
of the wireless network by paying only for the
amount of bandwidth required. Additional
throughput can be easily achieved by upgrading
the system with software plug-ins in the event that
bandwidth requirements increase over time. This

RAYTEC Extend Lighting
Amnesty Globally
There has been a widespread positive response to
the ground-breaking ‘scrap and save’ Lighting
Amnesty scheme launched by Raytec this winter.
Raytec have extended the Lighting Amnesty in the
UK until the 31st of March 2010 and are now opening
it up to international customers via participating
distributors.
The new scrap-and-save scheme offers installers
cash back to make the switch from wasteful CCTV
lighting to new energy saving LED technology and
helps end users to significantly reduce power
consumption, CO2 emissions and running costs.
During the ‘Lighting Amnesty’ Raytec are offering
free site surveys and energy reports detailing the
annual CO2 and cost savings made by switching to
low energy LED illuminators from Raytec.
Ashwin Lal, MD of Visual Security Systems comments
on the success of the Lighting Amnesty, “The
Lighting Amnesty has proven to be a win:win
situation, allowing us to approach new and existing
customers saving them energy and money”.

Vicon introduce new H.264-
ready recorders
Vicon has launched a new, more powerful generation
of its popular Kollector recording platforms.
With comprehensive network connectivity, huge
storage capabilities and realistic pricing, Vicon
believes its new Kollector models can become the
recorders of choice for the UK security industry.
The new models, Kollector Force and Kollector Strike,
offer real-time 25 frames per second recording per
channel across all sixteen local camera inputs and
eight IP camera inputs.
In addition to delivering all the popular features of
Vicon's ViconNet video management software, the
Kollector Force and Kollector Strike are supplied with a
host of other advanced features and functions.
As well as full integration with Vicon’s new range of
megapixel cameras, the Kollector Force and Strike are
designed for complete compatibility with the ViconNet
open platform and are therefore able to also support
third party IP and megapixel cameras.
The Kollector Strike is available with up to 6TB of
internal storage whilst the Kollector Force can be
supplied with up to 10TB of internal storage, which
may if required, be configured in RAID 5 format whilst
both models can be supplied with external RAID arrays
whenever required.

Intellio Adds 3D Maps to Its
Monitoring Software
2010 has barely lifted off the ground, and something
new is already rolling out from Intellio’s labs. A
brand new 3D Map Component is about to be
integrated in the company’s Advanced, Enhanced,
Essential, and Superior System Software. The new
feature is introducing a compelling visual interface
to help better monitor both small and large scale
installations.
Security professionals can now keep an eye on their
sites more easily by using maps of a city or even an
entire country. There are no restrictions to the
number of buildings and storeys displayed on the
maps. Zooming in on storeys the Monitoring
Software will show the field of view of installed
cameras, their viewing angles, and supply pre-view
images.
The available features of the 3D Map Component are
continuously expanding. Soon to be released is an

capable of showing movement and categorize the
objects detected into groups such as “human”,
“animal”, and “vehicle”. When the Tracker Info
service is enabled on the Map Component motion
tracking information will be displayed in real-time
for the different categories.

Pelco and CNL form
Technology Partnership
Pelco have announced it has formed a technology
partnership with CNL as they join the Pelco Partner
First Program.
CNL recently integrated several key Pelco video
products into its PSIM platform, IPSecurityCenter. This
strategic partnership will see CNL integrating with
other leading products from Pelco. It will allow
further sharing of SDKs, DDKs and APIs, creating
greater integration possibilities between them.
The two companies have a shared view of distributed
intelligence for physical security, a move away from
proprietary technology, which has long been a
limiting factor in truly collaborative physical security
operations. As part of its Open Systems Provider
vision, Pelco launched the Partner First Program, to
build technology relationships with key security
vendors, opening up its eco system and allowing its
users to build integrated best-of-breed security
solutions.

Recycle, Reuse, Reinvent
Codestuff helps CCTV industry to go green
December 2009 saw the publication by the
Scottish Government of a report on the
efficiency and effectiveness of Public Space
CCTV in Scotland. This wide ranging report
makes essential reading for all bodies involved
in CCTV and is already generating much
discussion. Codestuff suggests some IP-based
solutions to the problems highlighted in the
Report.
Alternative to replacement – reuse and extend
existing analogue CCTV infrastructure
Creating evidential quality images without
increasing the number of cameras requires the
use of high resolution devices. Megapixel IP
cameras offer a cost-effective option, but are
incompatible with existing analogue only
systems that use spot monitors, video switcher
matrices, tape storage and digital video
recorders (DVR).
The answer is to build a hybrid analogue and
digital IP CCTV system. Such a system can be
created by using IP video-to-analogue
converters, IP network video recorders and an IP
based video management system (VMS).
Operators can then obtain full megapixel
benefits such as live or retrospective digital
zooming, whilst the converter provides suitable
video from the IP megapixel cameras to the
existing analogue system.
One example of IP Video-to-analogue convertors
is the GANZ MPD – nine SIF/CIF streams captured
and presented as single composite video/S-
Video/HDMI output.
This hybrid analogue and digital IP CCTV system
can be extended to include viewing and
playback from those DVRs on site that have
unused IP-based connectivity within an IP VMS
system.
Examples of IP connectable legacy DVRs
controllable from IP VMS systems are: Vista
Triplex or Triplex2 DVRs using Vista Graphica2,
and Dedicated Micros NetVu enabled DVRs using
GANZ VSoIP or ImPerium Integration Ltd’s
ImPerium.
Assist human CCTV operators by adding 24/7
intelligent monitoring
Ensuring constant live surveillance of all CCTV
feeds is impractical. However, by reusing IP
connectible DVRs, matrices connected to
analogue-to-IP converters (such as Codestuff's

own multi-channel encoder), and new IP-based
megapixel cameras in a hybrid CCTV system, IPbased
video content analysis (VCA) servers can
be used.
A VCA server provides alarms at near real time
speed, and can alert human operators using an
IP video management suite, an IP-based eventdriven
Video-wall, or by directing video to an
analogue spot monitor via an IP Video-toanalogue
convertor.
An example of an add-in IP VCA is Codestuff’s
Quorum Detect server. Recommended IP Videowalls
are available from Vista, GANZ and
Codestuff.
Providing evidential incident reports compliant
with local, European or international standards
By adopting a hybrid approach - reusing IP
connectible DVRs, adding analogue to IP
converters and incorporating new IP cameras -
video content containing evidential,
watermarked video footage from a number of
video sources can be extracted and packaged
along with log information ready for distribution
by Blue-ray or DVD.
IP-based VMS products provide comprehensive
tools which assist authenticated users to quickly
generate packets of evidence from multiple
sources. This removes the need for police
authorities to remove local recording devices,
which would cause unanticipated partial or
complete loss of current recording capacity.
ImPerium and Graphica2 are examples of IP VMS
products that provide multi-camera export
packaging and reporting.
Cross-boundary access to recorded data
A significant issue raised in the Report is the
question of how evidential footage held at a
remote location should be accessed.
For example, courts have been replacing tape
playback hardware with DVD players to allow
playback of exported footage. However, the
Report questions the wisdom of taking this
approach without considering the possibility of
direct secure access to the remote repository
storing this data.
Since 2006, Codestuff has been refining a
broadcasting and transcoding streaming
solution which transmits MPEG4 video over RTSP.
This streaming approach is designed to be
standards compliant from the ground up,
meaning that IP video sourced from a hybrid
analogue digital IP CCTV site can be viewed
remotely using RTSP players such as Apple
Quicktime, as well as Codestuff's Quorum
products.
By using RTSP streams and communications
security technology such as secure virtual
private networking (VPN), Codestuff can take
video content (either live or recorded) from a
hybrid analogue digital IP CCTV system and
deliver it to the courtroom. In keeping with the
Report's recommendations, this is done using
widely adopted video encoding and network
transmission standards rather than a
proprietary mechanism.

Tool from NG Systems
The Gap between
the Analogue and
IP CCTV worlds –
GANZ View
NG Systems have added a new instrument to their highly successful 'Ranger'
CCTV test equipment range that has been specifically designed for the
engineer involved in the installation and maintenance of IP CCTV systems.
PINGER is a small, lightweight, rechargeable battery-operated unit with a preprogrammed
range of camera manufacturers search algorithms combined
with specialized software and hardware features that can dramatically
reduce the amount of time required to set up an IP camera or locate
problems within an IP video network.
The accumulation of every additional hour of on-site time saved, during
installation and maintenance, can make a substantial difference to the
bottom line.
Pinger now incorporates a FOCUS METER! Manually focusing an IP camera
can be a major problem due to network latency and the difficulty in
assessing optimum focus on a laptop or IP monitor screen, especially if
viewed in bright sunlight!
The Pinger focus meter takes away the guesswork by representing optimum
focus in the form of a bar-graph display and as such, is not dependent on
the resolution of an LCD monitor or the engineer’s eyesight!
By connecting Pinger directly to a camera, its current IP address, subnet
mask and gateway may be found and re-assigned in seconds, which is
particularly useful on cameras where these details have been lost or
forgotten!
Pinger can search a network to discover and report the existence of all the
cameras it finds*, displaying their make, model, IP address, MAC address and
port number on its backlit LCD screen.
Pinger will also report on any IP camera, printer, PC, Server, Ethernet switch,
router etc, that support uPNP or SNMP protocols, displaying any relevant
data published by the device.
Individual IP addresses may be PINGed or a range of addresses may be
scanned for active devices and their IP address and domain name displayed
if available. Power-over-Ethernet (PoE) points may also be analysed in terms
of the measured voltage level and source (End-span or Mid-span).

Everyone seems to be celebrating IP CCTV and touting it to be the next best
thing to sliced bread in the security industry. Why not, it truly is – it has too
many cost and performance advantages not to do so. While every
manufacturer is racing against time to come out with their version of the
pure IP range of IP cameras, Megapixel, etc, we are being blinkered to look at
the end rather than the means to the end.
It is without any doubt that all of us believe that a few years down the line,
there will be no coax, there will be no ugly Matrix, there will be no DVR, there
will be no banks of monitors and it will be purely IP with IP Virtual Matrix,
Large Plasmas/LCDs, NVRs, Remote Management, etc. But, the reality is, that
users have invested in DVRs, in Video Switchers, in expensive Control Rooms.
These investments cannot be thrown out of the door, just because there is a
new piece of technology for the future. Most manufacturers today say you
can salvage most of your current investment by putting an encoder behind
every analogue camera. However, you will need to bin your DVRs as you will
need to record on their NVRs.
We at CBC believe that more needs to be done in the IP sphere where even
the DVR investment can be protected. In our last write up, we spoke about
our new Video Management Suite – VSoIP(C). In this write up we specifically
focus on how VSoIP helps you maximise your return on investment by
salvaging most of your previous spend in legacy equipment and gear you for
the future complete IP infrastructure.
Advanced Analogue System Management
If you buy a DVR today, you get a management software to go with it. If you
wanted to expand your analogue system and you bought another DVR from
another manufacturer in phase 2, you get another management software. The
difficulty is now you have two management suites which do not work with
each other. One of the key drivers behind the philosophy of VSoIP was to
provide the user with a management system which would encompass all the
DVRs on site using IP. This unique system then gives the benefit of using a
single management system and also multiple points of review and log in. All
this in a simple drag drop and click philosophy.
Alarm Management
VSoIP also provides an interface to manage all alarms and outputs on the
DVR using a complex yet simple to use binary approach. This then enables the
user to have complex alarm actions involving devices connected to multiple
DVRs across multiple local or remote sites. Alarm actions can be activating
PTZ actions, bringing up certain cameras, activating analytics, turning lights
on, turning audio on – the options are limitless.

Maps
Cameras on each DVR can be logically placed on floor plans or maps of sites.
Incidents/Alarms occurring in the field of view of these cameras are
highlighted on the maps for easier review and post processing. Maps can be
layered or hierarchical where a top level map has various sublevel maps.
Management of a large number of cameras is made easy by having a map
approach.
More bang for the buck
Using VSoIP higher performance can be drawn out of an analogue system
where more than 30 days of storage is required. Additional data from these
cameras can be sent to an NVR i.e. a Server in the same network. It can also
be used for business continuity where the customer may choose to have a
back up of data on all their DVRs. It can also convert a single point failure
system into a completely distributed architecture based on IP.
Security audits
One of the areas that conventional DVR applications stopped were audit trails.
VSoIP lets you generate comprehensive audit reports even for analogue
systems. The security manager would have more control, visibility and can
command accountability from staff.
Visualisation
VSoIP provides a sophisticated user interface which can provide live views,
playbacks, administration, maps. The benefit is these features can be applied
to DVRs from multiple makes. Video can be viewed on large TFT/Plasma
screens using our VSoIP Video Wall software. Smart sequences, salvos and
guard tours can be programmed and assigned to users.
Plus IP
In addition to what you can achieve with DVRs VSoIP can also work with new
age pure IP products like IP Cameras, Encoders, NVRs, IP Video Walls,
Decoders, etc. VSoIP can therefore do all that we spoke about in the first
paragraph about run of the mill IP manufacturers. Top this up with Analytics,
which can be applied to IP Video streams or streams from DVRs, you have a
one of a kind product in the market which maximises return on investment
from legacy equipment and new age infrastructure.
Summary
VSoIP is focussed on the means to the end and the end itself, where the end
is pure IP and the means to the end is to gradually build up towards IP where
all the new extensions are pure IP cameras while you continue to utilise old
infrastructure like DVRs. Once the digital age truly dawns, you have a system
which is ready to take on it.

NVR 4200V In-
Vehicle Video
Recorder

Rendsburg Fire Station, Germany, has successfully
trialled Plustek’s mobile network video recorder
and is now deploying the systems throughout its
fleet.
The Rendsburg Fire Station has installed on each
vehicle one Plustek NVR 4200V and two AXIS
209MFD network cameras. The solution includes
wireless data transmission to allow true 'real time
monitoring' from either back at base or any
PC/laptop/phone with access to the Internet. This
solution will help to monitor emergency driving
and incident reporting in order to help drive down
accidents from fire engines on the road and
increase their efficiency.
The security installation provides emergency staff
with video access to all vehicles over IP, allowing
the viewing of live or recorded video from the NVR
4200V’s internal hard disk drive. The ability to
review a fire engine’s course of action in an
emergency callout is vital for
improving safety standards
and minimising road accidents.

The IP-in-Action LIVE programme for 2009 concluded
at a great new venue, the MK Dons Stadium, home of
the 1st Division football club
Even before the day started over 20 members and
guests gathered together on the evening before the
event for the Network Dinner. Providing a great
opportunity to chat with colleagues and peers the
evening consisted of drinks in the hotel bar followed
by a meal in the restaurant and a few more drinks in
the bar!
The Exhibition area had once again sold-out in advance
of the day and the 90 plus guests and members had
the opportunity to spend quality time viewing and
discussing the excellent display of the very latest
products and services using IP technology from more
than 30 exhibitors.
Comprehensive Seminar Programme
With the Vertical theme of “Retail Applications” and the
Technical theme of "Convergence and Integration" IPin-Action
LIVE Bucks included an excellent seminar
programme that provided a full Agenda of informative
and educational presentations.
Following introductions the first presentation of the
day was “Retail Traffic Analysis” presented by Peter
Weller from Verint Systems. Peter explained how a
standard CCTV system could be used to analyse
shoppers behaviour in a retail environment, including
marketing tools such as counting and tracking shoppers
through the stores. He also identified the managerial
advantages of being able to measure the success of
“end-caps” (the displays at the end of aisles) and
promotions along with workforce optimisation.
IP UserGroup Doubles-Up in Ireland with
a Two-Centre IP-in-Action LIVE Event.

Association and the CSIT (Queens University,
Belfast).
Following the great success of the Dublin event in
2008, it was always our intention to return and now
with a kind invitation from the CSIT (Centre for
Secure Information Technology) to host an event at
their base, Queens University Belfast we introduce:
IP-in-Action LIVE Ireland (North & South).
This two-centre event is planned for the 7th and 8th
July 2010 and is expected to be a very popular
event with Affiliates, Members and guests alike (just
like Dublin in 2008). Each of the days will follow the
same successful model of a full programme of
Educational Seminars along with our ever popular
table-top Exhibition Area.
In conjunction with the Irish Security Industry
Association, the Dublin event will be held at the

This was followed by Jason Hill, Managing Director at
Merit LILIN who provided an introduction to the ONVIF
initiative. “All about ONVIF – Open Standards for IP
Video” included an explanation that ONVIF (Open
Network Video Interface Forum) was the open industry
forum for the development of a global standard for the
interface of network video products, how it affected
the market and the benefits associated with it. Jason
also provided a comparison with the PSIA initiative and
idenitied the differences between the two programmes.
Following a short break for refreshments and some
time in the exhibition area, Ramon Grado, Managing
Director EMEA at IQinVision gave a lively and amusing
presentation “The Benefits of MegaPixel Technology in
Retail”. Ramon took a look at the argument for
investing in network infrastructure and megapixel
cameras in retail applications, raising the issues of ROI
through reduced shrinkage, improved merchandising
performance and generally improving profit and loss.
Further presentations included “Wireless Technology
for CCTV and Physical Security” from Ray Heppel, UK
Manager for Fluidmesh Networks, who reviewed this
fast growing area and taking a look at wireless
infrastructures and industrial automations and Luis
Coello, VP Business Development at Axxonsoft who
presented “The SafeCity Project – Controlling over
150,000 Cameras”. In this impressive case study
presentation, Luis showcased the use of an open
platform video management system to overcome the
challenges faced by delivering this citywide solution
using both IP and analogue cameras as well as ANPR
emergency points.
Regency Hotel on Wednesday 7th July – an excellent
venue, with the Belfast event the following day,
Thursday 8th July, at the CSIT complex on the
campus of Queens University Belfast.

Siqura VMS is Now More Proficient
than Ever Before
Optelecom-NKF announces the release of its recently improved video
management system (VMS) software application, Siqura VMS 5.4.
Siqura VMS 5.4 is a software management
application intended for security purposes in
which reliable and high-resolution recording and
search options are of the utmost importance for
preventing calamity and controlling crime.
Allowing up to 20 servers and 640 video, audio,
data, and I/O channels, Siqura VMS 5.4 is ideal for
both local and extended systems. The software
includes features such as intelligent motion
detection, continuous 24/7 recording, real-time
monitoring, and playback of recorded video, and it
can handle video with MPEG-4, MJPEG, or H.264
compression. Since Siqura VMS 5.4 is compatible
with an extensive range of third-party products,
this software is easy to integrate into an existing
system or to use as networks expand.
Consequently, any organization, from a shop or
bank to a chain of petrol stations, can easily install
Siqura VMS 5.4 on a standard Windows PC and rest
assured that should an incident (such as a crime)
occur, it can tackle the situation at hand and

Paris Tunnels
Optelecom-NKF has been awarded a contract with
the Direction Interdépartementale des Routes d’Ilede-France
(DIRIF) to implement a video surveillance
system for acquiring, transmitting, and recording
video in 23 tunnels in the Paris area.
Directed and financed by the French Ministry of
Equipment, it is the largest traffic monitoring
project of its type ever implemented in Europe and
the first to fully utilize automatic incident detection
(AID) applications. Terms of the multi-year contract
were not disclosed.
“We’re pleased to join companies such as SDEL,
Satelec, Clemessy, Traficon---all working to make
France’s highways among the safest in the world,”
said Dave Patterson, Optelecom-NKF’s CEO and
president. “This is a major endeavor. The overall
project includes 1800 cameras that will stream
MPEG-4 encoded video via Siqura video servers for
real-time viewing and recording on Siqura intelligent
network video recorders (i-NVRs). The project’s
Siqura video servers are H.264 ready, making this
installation future proof for upgrades over time.”

London Overground Rail Operations Implementing Nextiva
Verint Systems have announced that
London Overground Rail Operations
Ltd.(LOROL) is in the process of
implementing the Nextiva® IP-based video
solution from Verint Video Intelligence
Solutions across 40 stations.
The solution is being delivered in partnership
with Amey, itself a key partner of LOROL and
Network Rail.
LOROL, a joint venture between MTR
Corporation of Hong Kong and Deutsche Bahn
AG of Germany, was formed to create a worldclass
transportation system for London. Verint
will deploy more than 1,500 Nextiva IP cameras
integrated with its Nextiva Video Management
software. The solution is designed to enhance
passenger safety, deter vandalism and crime,
and improve passenger rail travel experiences.
The Nextiva solution will be integrated to a
series of platform-based passenger “helppoints”
across the network of stations, with
video managed from a central control room in
London.
LOROL selected Nextiva in August 2009 based
on its proven application in the rail industry,
according to Alistair Shutler, Software Manager,
Consulting for Amey. “Verint demonstrated the
ability to provide end-to-end IP solutions and
integrate seamlessly with other technologies on
the network,” he explains. “The technical
understanding of IP and CCTV that Verint has
demonstrated, combined with the quality,
robustness and reliability of the technology,
were key factors in its appointment.”

Bodø airport in Norway – video system based on widearea
surveillance provides more security
Bodø airport is situated in Norway’s Nordland province. In
addition to flights to Oslo and other larger Norwegian towns,
regional airlines fly from Bodø to the Lofoten islands. In 2007,
the airport counted about 1.5 million passengers. To monitor
security-related areas indoors and outdoors, Siemens
supplied and installed an intelligent video surveillance
system. Working with Avinor AS Norway, the airport operator,
which is responsible for almost the entire airport network.
Avinor wanted an efficient video solution capable of
effectively monitoring important sections of the airport
building, such as baggage handling, the security check area,
and the so-called ”Critical Part of the Security Restricted
Area“ (CSRA). In addition, there was a requirement to ensure
the security of parked airplanes and to improve the daily
work processes at the airport.
Avinor’s security manager Haavard Breivik: “We chose
Siemens as security partner for Bodø airport to improve
security of critical areas within the airport. With a completely
tailored security solution to suit the specific needs, they have
heighten security while increasing the efficiency and
operating reliability of the airport.”
The initial stage of the project covered the design of the
system. This included site visits to determine the exact
positions of the individual cameras and their viewing angles –
mandatory requirements. Especially in the case of intelligent
video solutions, such as Siveillance SiteIQ and Siveillance
People, it is extremely important to position the cameras as
accurately as possible, thus making certain that the best
detection results are obtained. Also, Norway’s special weather
conditions had to be taken into consideration, particularly for
outdoor installation. The findings from the project were
written down in a detailed report and served as a basis for
the technical description of the system.
The systems that were installed are Siveillance SiteIQ and
Siveillance People – two innovative and intelligent video
solutions. Siveillance SiteIQ ensures surveillance of very
large areas with only one display. An aerial photograph of the
airport is used to display movements in the form of classified
icons showing people, cars, trucks and airplanes. Crucial
alarm zones were set up. In the event of an alarm, the
respective video image appears on the display “picture-inpicture“
and on defined alarm monitors.
Siveillance People allows the use of various types of video
content analysis plug-ins, such as Queue, Crowd or Baggage.
At Bodø airport, the Queue plug-in was installed for the first
time. This device monitors the queue at security check to
determine the number of people waiting, enabling the system
to inform about the anticipated waiting time for leaving
passengers and for staffing planning.
The core of the plant is the video center consisting of two
system cabinets. Accommodated in these cabinets are the
servers of the intelligent video surveillance systems, the IVM
video management systems with I/O server, the digital
SISTORE CX 8 video recorder and a SIMATRIX NEO video
crossbar. SIMATRIX NEO ensures operation should the network
fail. The cameras are connected to the center via fiber optic
transmission. Another challenge was integration of the
existing dome cameras into the new system.
The entire video surveillance system is monitored and
operated from a control center using the IP network or a
redundant operator panel with analog monitors. If an alarm is
set off either automatically or manually, relevant camera
images appear directly on the alarm monitors.
A sophisticated user and access right concept was developed
in cooperation with the client. This concept allows certain
users with individual user rights to access the system or parts
of it from designated locations across the entire airport.
Airport personnel attended specific training courses to
become familiar with the system’s functions and operation,
ensuring optimization of the work processes at the airport.
The airport at Bodø now operates a video surveillance system
perfectly tailored to its special needs. All security-related
areas are reliably monitored, camera images are recorded
and, in the event of an alarm, a quick response is ensured. In
particular, surveillance of critical open spaces with only one
TFT display is very user-friendly. What’s more, the statistical
information provided by the system about the waiting area at
security check will help make optimum use of personnel.
German footwear specialists uses Basler video motion
detection to avoid break-ins and vandalism
A German company, HAIX has been developing special
footwear for firefighters, police, military personnel, and
hunters since 1948. For their new production facility in
Croatia, HAIX were looking for a flexible, highperformance
video surveillance system for indoor and
outdoor surveillance of the production facility. The
cameras had to provide the ability to adjust to varying
lighting conditions from very bright during the day to dim
at night.
HAIX also needed motion detection functionality that
would help prevent break-ins and property damage.
Bandwidth consumption was an additional concern,
requiring the video surveillance solution to have specific
compression capabilities while still delivering high-quality
images.
This combination of requirements pointed to an IP-based
video surveillance solution.
Solution and Benefits:
HAIX uses two different Basler IP camera models. For
indoor use, HAIX OBUCA decided on Basler BIP-640c
cameras that can automatically adjust the iris opening,
exposure time, and gain in response to changing lighting
conditions.
To allow for outdoor surveillance, even at night with
almost no external light available, HAIX OBUCA uses
Basler BIP-640c-dn cameras with true day/night capability.
These cameras are equipped with a mechanism that
places an IR cut filter in front of the sensor in day mode
and removes the filter in night mode. This allows the
cameras to correctly represent colours using the visible
light available during the daytime and to produce high
quality black and white images when there is only IR light
available at night. To protect the cameras from dust,
moisture, and extreme temperatures, they were placed in
protective housings.
All of the cameras are connected to a central monitoring
station via an Ethernet network. Basler IP cameras each
have the ability to transmit up to three image streams. All
of the streams can be encoded as motion JPEG, and one
of the streams can also be encoded as either MPEG-4 or
H.264. On each stream, the user can adjust the output
scaling, frame rate scaling, AOI, and encoder mode to
lower the amount of bandwidth that the camera is using.
At the central monitoring station, the surveillance system
is controlled and images are evaluated using NETAVIS
Observer Video Management Software. The operator can
make use of the different camera functions such as
motion detection and alarm buffering. This means that if
the camera detects a person approaching the production
facility, an alarm can be issued via email, FTP, HTTP,
software, or an electrical output signal. An alarm buffer
can be set up so that images are captured and stored
both a few seconds before and a few seconds after an
alarm event is detected. An operator can play back the
buffer and easily see what triggered an alarm event. This
way, a potential break-in can be stopped instead of just
being captured by a camera.

SynopSYS Security & Building
Management Solution at Lincolnshire
County Council
Lincolnshire County Council acquired a new office
complex in which they sublease offices to different
companies. A leading system integrator in the UK
contacted RISCO Group to provide a high-end
integrated system solution for the project.
The Challenge
The new office complex consists of 48 offices located
on 3 floors, each floor has 2 areas with 8 offices in
each area. Lincolnshire County Council required one
system solution to monitor all sub-leased offices while
providing a customized and individual security and
access control solution to each company in the
complex.
Access control points were required for all areas, while
each office required its own security system for
independent use. In addition, the office complex has its
own car park intended for office users only and access
control of the car park barrier was required.
Additionally, the security management system needed
to handle different entry authorization levels for
different personnel working on different schedules. As
companies run their operations varyingly and often
work on weekends and in the evenings, the system
had to provide flexibility to support this.

The Solution
RISCO Group s SynopSYS Security & Building
Management software platform was chosen as a
solution that met all requirements. The security
solution in the building is comprised of ProSYS
Integrated Security System together with iWISE
detectors in each office; an additional ProSYS is
installed in the shared building space to protect the
stairwell and the main entrance. RISCO Group s Access
Control system manages access of different personnel
with different authorization levels into each area in
the building. The car park barrier is controlled by the
Access Control system using the same card access
given to each of the 150 employees working in the
building. A caretaker checks the status of the system
via SynopSYS and ensures each office is armed at the
close of each working day. In case an authorized
worker enters the building during the evenings or on
the weekend, SynopSYS identifies the employee
according to the access card ID and the caretaker
disarms the relevant partition in the main ProSYS to
allow the employee entrance to the relevant area and
office.
The Highlights
•SynopSYS enables control and management of the
whole complex from one user interface, allowing to
set/unset the security system, lock down doors with
ease and alert the authorities in case of an intrusion
attempt.
•The system is extremely flexible, easy to manage and
operate; and serves the building's purpose of subleasing
office space.
•Currently over 150 people are using the system, and
additional users are added immediately as required.

Utilising existing analogue cable runs and network infrastructure shows
how this Mega Pixel solution can drastically improve image and system
performance whilst retaining existing investment and infrastructure. The
mega pixel cameras have been positioned in high risk areas, where
identification and indisputable detail is required. Using Avigilon JPEG2000
visually lossless compression, allowed the system design to be based on
Avigilon’s mathematical design tools to provide a system fit for purpose.
Using other compression methods would mean more guess work and less
mathematical design and therefore more risk for the system not meeting
the end user requirements.

Hikvision Monitors High-rollers at
Agadir, Morocco Casino
Network megapixel cameras and IP-addressable
speed domes from Hikvision, the leading supplier
of digital video surveillance products, are being
used at a casino within the five-star Atlantic
Palace Hotel in Agadir, one of Morocco’s premium
gambling resorts. The Casino Agadir Atlantic
Palace offers slot machines, roulette and many
forms of poker.
Local installers CST required integration of
network megapixel cameras with IP-addressable
speed domes. They also insisted both camera
types should be compatible with the Aimetis
Symphony intelligent video surveillance software
that had been chosen to provide video
management and analytics.
The casino is using network cameras from
Hikvision which offer 1.3 megapixel data, vandalresistance
as well as video preview and support
for Power over Ethernet (POE.) Speed dome
cameras have long been a staple in casino
installations and this venue is deploying
Hikvision’s IP-addressable speed domes which
offer 360º pan range, 400º/s pan preset speed
and 160º/s tilt preset speed.
Casinos demand exceptional optical performance
with varying fields of view needed from cameras
operating under divergent lighting conditions
across card tables, roulette wheels and gaming

machines. Footage must be of a quality that will
satisfy evidential demands.
The Atlantic Palace is benefiting from instant
playback at high resolution which is vital for
prompt resolution of disputes and revenue
protection. Casinos must assess many aspects of
visitor behavior, guarding against sleight of hand,
substitution of dice, theft of chips and
inappropriate card counting.
The Hikvision network megapixel cameras support
dual compression streaming, network intercom
functions, sensor alarm input and motion
detection. The speed domes are similarly featurerich,
and compact dimensions contribute to covert
surveillance. The need to cover all 17 of the
Atlantic Palace gaming tables at high frame rates
throughout operational hours produces enormous
RAID demands and the dome units optimise
storage requirements by employing Hikvision’s
H.264 dual stream real-time compression.
A platform that can support multi-screen preview
and playback as a high-definition preview is
crucial in gaming environments where pit bosses
strive to keep play continuous and resolve
disputes promptly. An IP network which could
function with minimal transmission delay using IP
keyboards was high on the client’s requirements
together with smooth pan/tilt/zoom functionality
that was free of time lag. Like any company
operating a gambling venue, management here
must detect subtle behaviour from would-be
fraudsters such as programming of slot machines
using hand-held devices, palming of chips and
card switching. Movement associated with this
activity can be barely discernible to the human
eye, and transmission delay or degradation of
image through limitations in equipment
performance is not acceptable.
Managers needed to ensure the installation could
receive data from legacy third-party analogue
cameras, a task that was achieved using
Hikvision’s DS-4016HCI compression boards which
exploit H.264 and variable bitrate coding to
provide high compression ratios while preserving
image quality. Security staff at the casino have
commented on longer recording times, system
reliability and reduced maintenance costs since
the optimising of RAID usage.
Comments from pit bosses suggest return on
investment (ROI) has been immediate. A table is
usually shut down while management reviews
disputes, so disruption associated with examining
footage must be minimised, with search, playback
and analysis being streamlined.

The Whitegate Health Centre, a new NHS Primary Care
Centre located in Blackpool, Lancashire, was opened to the

such as x-ray, physiotherapy, dental services, general
practitioners, a walk-in centre, sexual health clinic, podiatry
and children’s services under one roof to enable hospitals to
concentrate on the provision of emergency, surgery and
specialist health care.
The Situation
A comprehensive integrated security solution was required
to protect and monitor the patients, staff and visitors who
use the facility. The security installer Black Box Security,
based in Preston, Lancashire, has worked with Eric Wright
Construction, the primary building contractor, for over 25
years and drew on a wealth of necessary experience,
expertise and product knowledge to supply the right
solution for this project. The security solution specified
required integrated digital video recording, access control,
intruder detection and CCTV (IP and analogue cameras).
Working with Honeywell to supply the complete product
range meant that Black Box Security benefited from a
smooth and uncomplicated contracting process.
“The challenge from our point of view was how to integrate
the intruder system, access control, digital recording and
CCTV, whilst making the installation and maintenance
process as smooth as possible,” stated David Barnes at
Black Box Security. “As you can imagine, health facilities are
high risk sites, so every detail must be accounted for.”
The Solution
The challenge was to combine access control, CCTV (IP and
Analogue) and intruder systems into a cohesive integrated
and user-friendly system. Honeywell was selected because
of the seamless interoperability of WIN-PAK®, Fusion Digital
Video Recorders (DVRs) and the Galaxy Dimension intruder
control panel which ultimately creates a robust and reliable
end-to-end solution.
For this project the Honeywell WIN-PAK access control
system includes 104 smart card proximity readers and
twenty seven N1000 control panels. Expandability is the
most important feature of many access control systems. The
N-1000 can operate as a standalone two or four door
controller, and up to 31 N-1000's may be connected on an
RS485 drop-line as needs increase. This includes the readers
for the public lifts, thus only allowing public access to the
appropriate floors.
WIN-PAK with Galaxy integration provides a single user
interface that integrates access control with video and
intrusion to create a more robust platform with increased
functionality. Functions that have traditionally been tied
together through physical relays and input devices are now
controlled logically. Full-scale system management of single
or multiple locations is possible - resources can be moved,
controlled or shared across multiple locations simply by
logging on to a system.
From a video perspective, WIN-PAK offers complete
enhanced digital video integration to the two Fusion DVRs
installed in the centre’s security control room. Integration
allows video to be linked to both access control and Galaxy

intrusion events and alarms. Video clips can easily be
recalled with the software, based on time or event. With
integration, users can have complete camera control,
including pan, tilt and zoom, and can verify live users with
stored images using the video verification option.
The Honeywell EQUIP ® HCD554IPX IP cameras were installed
in the health centre canteen area as a means of preventing
shrinkage and monitoring movements and activity within
this area of the building. This particular camera is
specifically designed for object recognition which is required
in locations where variable and low light conditions exist –
like a canteen. Set-up is quick and easy and can be
customised through a web client or from a Network Video
Recorder (NVR).
“The breadth of the Honeywell product range and our
integrated solutions meant that Black Box could specify a
complete security system from a single reliable supplier,”
said Barnes. “And with the knowledge that we would assist
them during the entire process to ensure that the customer
was completely satisfied with the solution.”
As a unit of an NHS Primary Health Care Trust, Whitegate
Primary Health Care Centre is responsible for providing a
safe and secure environment for patients, staff and visitors.
It is accountable to the NHS, the government and the
taxpayer. Therefore security is of the utmost importance.
The Benefits
Hospitals and Health Centres are considered to be prime
targets for crime. The Honeywell solution incorporating
Fusion DVRs and IP cameras provides a robust, accurate and
dynamic video system to monitor, capture and record
images and footage. The speed, accuracy and efficiency of
the system will aid security staff in dealing with any issues
which may occur, either in real time or in providing evidence
for later actions.
The seamless integration and interoperability provides
major benefits to the customer. For example, the doors
controlled by the WIN-PAK access control system are also
monitored by cameras enabling the security manager to
gain visual verification of all people accessing the controlled
doors. The 104 door readers installed throughout the
building control access to many different rooms; access to
some parts of the centre is strictly controlled so only
authorised personnel may enter. WIN-PAK enables security
staff to know exactly who is in the building and in a
particular zone at any given time, combined with integrated
video surveillance staff can monitor the building in real
time and thus deliver a safer and more secure
environment for all.
The Health Care Trust is now planning to expand the current
system by increasing the number of on-site cameras and
doors which are access controlled. This is simple to achieve
with the WIN-PAK system and allows additional areas of the
building to be opened to the public whilst maintaining the
appropriate level of security throughout.

out so we are able to correct any issues before they turn
into problems,” commented Dave Hamilton, Facilities
Manager at Eric Wright Group. “The safety and security of
the staff, patients and physical assets of the health centre is

The latest in the series of interviews with those influencing
the future of security and surveillance technology. IPfocus
quizzes those in the know and gains an insight into opinions
that will be shaping the industry in the future.
Q. How do you see the IP networking market developing in the short and long
term?
A. In the short term it is still a slow education process, explaining the features
and benefits of using IP is a protracted process however we seem to be
winning the battle, slowly but surely. In the mid to long term IP will be the only
way forward and those installers that have embraced it at an early stage are at
the ‘front of the line’ to reap the rewards. Crucial to moving forward at a faster
pace is the adoption of Open Platform Software like “Milestone” and Single
Platform Protocols such as “ONVIF” which will allow the market to develop at a
far greater speed and open up new opportunities to those manufacturers that
are involved.
Q. Where is RISCO GROUP placed in the market?
A. I would say “well placed”, our 25 years of security experience in manufacturing
and distribution has ensured that we have remained customer focused as well
as being driven by the developments in technology and being privately owned
has allowed us to react to the market quicker than most companies that are
stock market listed. To give you an example - around 7 years ago we realised
that IP was the future for not only CCTV but also Intruder, Access control, voice
and BMS. The challenge would be to provide a site specific format rather than
an expensive bespoke solution to the problem. We understood that having a
solution to run all these individual disciplines from a single Graphical User
Interface would be demanded by clients who would be motivated by the
opportunity for more efficient control and the operational cost savings that
could be achieved from integration, if it could be provided in a cost effective
package – this is what we have tried to achieve with our SynopSYS command
and control platform.
Q. What new plans does RISCO GROUP have to help installers make the jump?
A. We are developing a new Partner Programme for the “RISCO Solution” which,
coupled with our World famous “RISCO University”, where we provide Basic &
Advanced training courses for clients who want to work more closely with us,
should ensure that those companies that want to ‘make the jump’ can do so
safe in the knowledge that we will be there to support them and to assist in
their long term development.
Q. How can traditional security/CCTV/Access Control installers win contracts
against IT integrators? What is the best piece of advice you could give?
A. The simplest bit of advice I can give would be to get the support of a
manufacturer such as RISCO that knows what they are doing when it comes to
IP, and that can offer a complete solution that is backed up with all the support
they could possibly require.
Q. How does RISCO GROUP regard the general UK installer knowledge level?
A. Continually developing, would be the best way to describe it, we find that
most professional installers recognise that they need to adapt and learn
new skills if they want to continue to be successful. Our two dedicated
trainers are busier than ever as a result of the increasing demand.
Q. Do installers respond well to training or are they slow?
A. Considering the fact they have identified they have a training
requirement, most respond very well. The training courses we offer are
bespoke to fit the trainees own knowledge level and desired starting
point, this allows for an easier transition from current skills to the ones
they want for the future development of their business.
Q. Is there a type of Installation Company which will never use IP?
A. I’m sure there will be those that will be resistant to change, but trying to
give you a specific type of Company is impossible really. I think that it is
fair to say that those that are unwilling to adapt will ultimately fall by the
wayside if they do not react to customer demand.
Q. Are companies leaving IP to the ‘young geeks in the office’?
A. I think that is the perception of a lot of people but in reality we have been
pleasantly surprised by all the different age ranges and skill levels that
have attended our training courses.
Q. How does RISCO GROUP regard their dealings with traditional installers as
opposed to IT integrators?
A. The traditional security installer has been central to our ‘core market’
over the years and we know how they think and operate, allowing us to
help them more closely and to offer the right level of support. We have
found that IT integrators tend to need less technical support, but will
require some security knowledge to complete a project – for example:
they may sub-contract the skills of a locksmith to complete the access
control part of a system.
Q. Why are IT integrators said to be winning out over traditional installers?
A. From our experience it’s because they can offer other additional services
in addition to “just” security, which means that the customer/end user
only has a single company to deal with when it comes to all of their
Networking issues.
Q. Do IP installers need a particular mindset?
A. I don’t think so; they just need to be adaptable and willing to learn new
skills or be ready to accept that they might need to sub contract some
parts of the contract where necessary.

Q. Does RISCO GROUP support the idea of independent consultants
representing installers?
A. Consultants can be essential when large projects are being designed, but
they are not always required for the majority of smaller projects.
Q. Are IP-trained installers now demanding higher rates for their wider
security/IP skills?
A. We know that the acquisition of new IP skills will allow installers to charge
more for what they offer, whether they do or not is another thing,
particularly in the light of recent market events.
Q. Where does the UK and Europe sit with IP in regards to the rest of the
world?
A. Both the UK and Europe are embracing IP but at varying rates, for example:
90% of access control system installations in Sweden are IP but I doubt that
it is currently more than 25 - 30% in the UK. One of the factors affecting UK
take up rates is legacy product as it is often perceived to be easier to
provide system expansion and “add-ons” using traditional Beldon cable
unless the system manufacturer can provide a hybrid option with IP on
board. Outside of Europe, the USA has similar issues to the UK but in
developing markets where these legacy systems do not exist it is far easier
to leapfrog hard wired systems and go directly to IP, for example: in Brazil,
China and India. However, the UK is at the cutting edge when it comes to
implementing new security technology and we have found that an ever
increasing percentage of new build projects are specifying IP as the
standard requirement.
Q. How do UK installers and consultants compare to those in other countries
(a) in their general skills level and (b) in their attitude to IP?
A. In the UK we have been fortunate to work with installation companies &
consultants that are willing to learn about our technology and then factually
inform their clients of which solutions are best suited to their specific
requirements. It is difficult for me to comment for the rest of the World on
this subject.
Q. Is the UK CCTV and Access Control market too mature for wholesale IP
penetration?
A. As I mentioned before there is a huge amount of “Legacy Product” in the
market place in the UK which does limit IP penetration, however there are
products on the market that allow existing cabling infrastructure to actually
become the equivalent of network cabling and more manufacturers are
providing hybrid solutions with IP on board, as costs slowly decrease and
systems come to the end of their life cycle it will allow existing systems to
be upgraded or replaced by IP based solutions.
Q. What other countries are big potential areas for IP?
A. As previously stated, the USA is a huge potential market but South America,
China and India are where we see immediate growth opportunities for our IP
based solutions.
Q. Will IP penetration be mainly via hybrid, add-on systems in the UK? Is this
the ideal way to start and will the rest of the world follow?
A. For existing system upgrades in the UK it will predominately be hybrid,
however new build projects will be solely IP. It’s not necessarily the best way
to start it’s just the way it has to be for the UK market, with regards to the
rest of the World and in markets that are not as saturated have greater
flexibility to go IP from the outset.
Q. How long will it be before IP penetrates the access control and intruder
alarm sectors in the same way as it has with CCTV?
A. More and more Access Control systems are being specified as IP and
Intruder will follow, our ProSYS intruder panel already has IP capabilities and
with RISCO Bus Technology it allows installers to use the same cabling
principles as they would with a networked solution.
Q. Do you see the IT industry taking a closer look at Security and Safety as the
next killer application?
A. I think it has already begun, many of the IT integrators we already deal with
have indentified security allied to safety as a new and lucrative sector.
Q. Will Hosted Services, Virtualisation, SaaS (software as a service) and Cloud
computing technologies impact on the deployment of Security and Safety
solutions?
A. They will become more popular as more people understand the technology
and the benefits, RISCO’s New Access Control system, that we are launching
this year, can be “Hosted” remotely for clients, allowing integrators to sell
the benefits of reduced cost of ownership while gaining access to additional
and reoccurring revenue streams.
Q. How do you see the role of the IP UserGroup and IPfocus developing in the
coming Months and Years?
A. The IP UserGroup and IPfocus were at the vanguard by proposing IP based
solutions to the security market, and I would expect to them to continue to
do so by helping and supporting manufactures like RISCO to provide
information and education to those that want it. The acceptance of IP as
part of the complete solution is growing at an ever increasing rate and the
Security Industry will surely look to the IP UserGroup and IPfocus to point
the way forwards.

Q: In March, Videotec joined PSIA.
Can you tell us more about it?
A: PSIA is a pool of companies who decided to
work out a common interface for
communication between security systems.
The aim of this undertaking was to provide
more and easier interaction between the
systems of different manufacturers.
Q: What’s the pro of having the different
systems speaking a common language?
A: If the systems speak a common language,
new products development and integration
will be smoother and at the same time final
users will be able to access a broader range
of compatible products which will guarantee
their video-security system a longer life.
Q: So what did Videotec actually do as a new
member?
A: We participated in a large number of
conference calls on the efficiency of
communication and we tried as much as
possible to take part in the workgroups
because that is the only way to gain a
thorough knowledge of the protocol.
Q: And are we ready to integrate this new
protocol?
A: We are actively working on it.
The aim of ALBERT Group is to become part of
PSIA and to be integrated into third party’s
software such as Milestone or Synectics with
which I am already in touch for arranging the
tests. In future the same Albert coding is
likely to be used also for controlling Videotec

Look to the Future - Engage
with the Pink Fluffy Cloud
Over the past 3 years the IPfocus and IP UserGroup team have been taking a
very close look at where there is direct convergence between what the Security
and Safety Sector and the IT and IP infrastructure players are involved in.

As a great advocate of Hosted business
services such as CRM (customer relationship
management), Web building solutions, serverside
storage and email marketing as a service.
I am only too aware of the possibilities
available to the Security and Safety business
should some of these fundamentals be
employed.
The terms Cloud computing, Virtualisation and
Saas (Software as a Service) are no longer
exclusive to the IT and Network Infrastructure
arena, but increasingly crossing the divide
into ALL areas of business life.
Recently Alastair Hayfield, Research Manager
at IMS Research commented “In the year
ahead there are a host of new trends that will
keep the industry talking and drive market
resurgence.” And in bringing together the top
ten trends, placed the following at the top of
the list:
“2010 will see Video Surveillance as a Service
(VSaaS) emerge from the shadows and take
the limelight. 2010 will see a raft of companies
announce VSaaS solutions.”
In truth Saas and Virtualisation in one form or
another has been part of the Security,
Surviellance and Safety world for several
years, but now the IT boys are seeing it as a
major opportunity and using Security and
Safety to leverage investment in the network
infrastructure.
That Pink Fluffy Cloud!
For far too long we have been satisfied to
treat anything the other side of the ADSL hub
or router as a pink fluffy cloud, but are we
missing a trick? The IT industry certainly
believe that there is mileage in providing
products within the cloud and are already
providing many business services to both
enterprise and SME customers.

IT and the network infrastructure are key
elements in any 21st Century Security or
Safety solution. An underlying knowledge of
Information Technology and the way that the

In the Opening Keynote, “Security Master Planning,”
Timothy D. Giles, CPP, PSP, President, Risk/Security
Mgmt & Consulting and former Director of Security at
IBM, focused his presentation on operating in today’s
economy. Customers want you to “Show Me the
Money,” his presentation title suggested.
Technology migration requires you to be an integral
player in a company’s risk assessment process. “Assist
clients with planning for moving into the next level of
technology,” said Giles. “By linking security systems to
risk reduction you have an alternate way of
demonstrating the value of the expenditure to the
business.”
According to Giles, most companies that do not

currently have IP security technology have never put a
plan before Executive Management for migrating to it.
Attend meetings with Executive Management and the
IT Department to help them understand the savings to
the business they achieve, he stated.
“They need to develop budget funding in the out years
for replacement of these systems and/or parts of the
systems which can also address upgrading to newer
technology such as IP,” Giles pointed out.
