ผู้แทนพิเศษของนายกรัฐมนตรีภูฏาน และอดีตรัฐมนตรี<br />
ว่าการกระทรวงวัฒนธรรม Lyonpo Dago Tshering กล่าวถึงแนวคิด<br />
“ความสุขมวลรวมประชาชาติ” ในฐานะแนวคิดหลักในการพัฒนา<br />
ประเทศของภูฏานว่า เป็นแนวคิดที่มิได้มุ่งเน้นที่จะพัฒนาประเทศ<br />
แบบดั้งเดิมที่มุ่งเน้นการพัฒนาเศรษฐกิจ หากแต่เป็นแนวคิดการ<br />
พัฒนาที่สอดคล้องกับแนวคิดเศรษฐกิจพอเพียง<br />
ผู้แทนพิเศษฯ เน้นว่า ที่ผ่านมาภูฏานได้ใช้แนวคิดการพัฒนา<br />
ความสุขมวลรวมประชาชาติ ที่มุ่งเน้นเรื่องความสุขของประชาชนเป็น<br />
หลัก โดยบูรณาการการพัฒนาด้านวัตถุไปพร้อมกับการพัฒนาด้าน<br />
จิตใจ แนวทางนี้เป็นไปในทิศทางเดียวกับการพัฒนาคุณภาพของ<br />
สังคม ซึ่งเป็นรากฐานที่สำาคัญของการพัฒนาประชาธิปไตยของภูฏาน<br />
พระมหากษัตริย์ของภูฏานได้เสด็จพระราชดำาเนินไปทั่ว<br />
ประเทศและทรงพบว่า การพัฒนาที่มุ่งเน้นทางด้านเศรษฐกิจก่อ<br />
ให้เกิดผลเสียด้านการทำาลายทรัพยากรธรรมชาติและจิตใจของ<br />
ประชาชน<br />
ทั้งนี้ การพัฒนาในแนวคิดของความสุขมวลรวมประชาชาติ<br />
ดังกล่าว ขึ้นอยู่กับปัจจัยสำาคัญซึ่งเปรียบเสมือนเป็นเสาหลักทั้งสี่ด้าน<br />
ได้แก่<br />
1. การพัฒนาเศรษฐกิจและสังคมให้มีความเท่าเทียม และลด<br />
ความเหลื่อมล้ำา<br />
2. เป็นการพัฒนาที่คำานึงถึงระบบนิเวศ<br />
3. ส่งเสริมวัฒนธรรมที่ดีของประเทศ<br />
4. การพัฒนาด้วยหลักธรรมาภิบาล โดยเน้นเรื่อง ความ<br />
รับผิดชอบ และความโปร่งใส<br />
ส่วนของปัจจัยที่ทำาให้เกิดความสำาเร็จนั้น ผู้แทนพิเศษฯ<br />
สรุปว่า ขึ้นอยู่กับ 4 ปัจจัย คือ<br />

Cultural Affairs, The Kingdom of Bhutan<br />
Lyonpo Dago Tshering explained that one<br />
of the main factors that led to the progress of<br />
Bhutan is the concept of Gross National Happiness<br />
(GNH) as opposed to Gross National Product<br />
(GNB). GNH is a concept that grew together<br />
with democracy in Bhutan and became the country’s<br />
guiding philosophy. It cuts across all development<br />
areas and relies on four pillars: Sustainable<br />
social and economic development, protecting<br />
mountain ecology, preservation and promotion of<br />
heritage, and good governance (the golden pillar).<br />
The result of this policy of GNH is that<br />
Bhutan has seen a narrowing of the wealth gap,<br />
and strong performance towards meeting the Millennium<br />
Development Goals (MDGs). GDP per<br />
capita has risen. Bhutan’s commitment to good<br />
governance has given the country democracy. The<br />
country has also instituted new laws on decentralization<br />
and people participation to ensure that<br />
government is transparent, accountable and responsible.<br />
This system gave people full empowerment<br />
and were widely supported. Ownership in<br />
the government and country was transferred to<br />
local people. Lyonpo Dago Tshering also talked<br />
about how GNH is closely related to the To Thai<br />
values of dharma and Pan-Sila and the concept of<br />
sufficient economy. Lyonpo Dago Tshering says<br />

that democracy came not from the people but from the<br />
King of Bhutan and his belief in the rights of people and<br />
his faith in the people. Democracy came to Bhutan over a<br />
period of 30 years, as the result of systems, procedures<br />
and policies that were put in place. These included a<br />
devolution of power from the center to the district levels,<br />
and then to more than 200 local entities. Lyonpo Dago<br />
Tshering explains that this system did not come through<br />
way of conflict or a struggle but from Bhutan’s trusted<br />
rulers.<br />
Four factors have contributed to Bhutan’s transition<br />
from monarchy to democracy. These include the<br />
implementation of the concept of GNH, which promoted<br />
democratic culture; careful consultation with the people on<br />
provisions of the constitutions; timely establishment of<br />
institutions like the anti-corruption, election, and judiciary;<br />
and the role of the media. Lyonpo Dago Tshering says<br />
that the highest achievement of monarchy has been the<br />
constant nurturing of democracy. Leadership is extremely<br />
important to the success of the democratic transition in<br />
Bhutan. He concluded his remarks by stressing that in<br />
order to make social quality and democracy a reality, we<br />
must have strong leadership. He said that we need uncommon<br />
leaders with wisdom and creativity to lead the<br />
country.<br />

Professor Alan Walker presented his views on<br />
“Social Quality and Democracy” into 3 perspectives. Firstly,<br />
he viewed social quality as a tool of democracy. Secondly,<br />
he mentioned social quality in the United Kingdom and thirdly,<br />
the need for empowered participatory governance. Prof. Walker<br />
defined Social Quality as the extent to which people are able to<br />
participate in the social, economic and cultural life of their communities<br />
under conditions which enhance their well-being and<br />
individual potential. Regarding social quality as a tool, he pointed<br />
out the need for social quality as followed:<br />
1.Value changing from social value to self-interest or individualism<br />
2.The subordinate of social to economic policy<br />
3.Defense of welfare state<br />
4.Need to overcome policy fragmentation<br />
5.Exclusion of citizens from decision-making<br />
With regards to social quality in the U.K., he<br />
mentioned the domains of social quality measurement.<br />
The socio-economic security domain is measured by financial<br />
resources, housing, environment and education. The social<br />
cohesion domain is measured by trust, social networks, and<br />
other integrative norms and values. Social inclusion is measured<br />
by citizenship rights and labor market services in both public<br />
and private sectors. The social empowerment domain is also<br />
measured by knowledge base, labor market, institutional and<br />
personal relations.<br />
Regarding the need for empowered participatory<br />
governance, he asserted that this idea is derived from the idea of<br />
social empowerment, the social quality model, and direct democracy<br />
which aims to empower citizens and leads to democratization<br />
of democracy. He also viewed social empowerment as the<br />
degree to which personal capabilities and the ability of people to<br />
act are enhanced by social relations. In conclusion, since democracy<br />
needs to be democratized in various ways, social quality is<br />
a useful tool to assist this process.<br />

Professor Jaeyeol Yee, Seoul National<br />
University, Republic of Korea<br />
Professor Jaeyeol Yee opened by remarking that<br />
by economic measures and membership in<br />
international clubs, Korea is a developed country<br />
but three quarters of Koreans don’t think that it<br />
is. Professor Yee applies the social quality model<br />
to measure social conflict in Korea.<br />
He focused on techniques of measuring social<br />
quality to assess Korea’s place in transitioning<br />
from an authoritarian society to a democratic<br />
society. He remarked that while authoritarianism<br />
has been broken down, Korea has yet to find a<br />
new, legitimate source of authority for its<br />
existence as a democratic polity. Developing this<br />
new source of legitimacy will involve a focus on<br />
social quality, including social welfare for<br />
economic security, transparency for dealing with<br />
conflicts, stronger institutions and public trust.<br />

Presentation by Professor Lih-Rong Wang,<br />
National Taiwan University, Taiwan<br />
Professor Lih-Rong Lillian Wang’s presentation<br />
looked at efforts to measure subjective feelings<br />
about social inclusion in Taiwan and the social<br />
policy from this evidence. The research works<br />
on social inclusion variables by factor analysis<br />
and tests the correlation between dependent<br />
and independent variables in seven multivariate<br />
regression models from a comprehensive social<br />
quality survey. Across all models, this research<br />
suggests that the subjective feelings of<br />
social inclusion are weak in Taiwan. In addition,<br />
education, democratic satisfaction and the level<br />
of group participation are the most important<br />
variables affecting an individual’s subjective<br />
feelings about social inclusion in Taiwan.<br />
Several equation models provide concrete factor<br />
analysis of affecting factors on different domain<br />
of social inclusion such as social network, and<br />
social services and citizenship.<br />

Presentation by Ms. Laura Edger, Vice President—<br />
Partnerships and International Programming Institute on<br />
Governance (IOG), Canada<br />
Ms. Edger started her presentation with an introduction<br />
to the Institute on Governance, providing an<br />
overview of the Institution’s mission and foci. She<br />
then introduced two cases: Citizen’s Councils in Ontario<br />
and engaging youth in democracy using social<br />
media. She then outlined four principles that guide<br />
good governance: Legitimacy, direction and purpose,<br />
effective performance, accountability and transparency,<br />
and fairness and ethical behavior. She said that these<br />
principles sometimes conflict with each other.<br />
The first case that she presents is citizen groups in<br />
Ontario. In this case, Ontario introduced a mixed system<br />
of representation with two votes for each person<br />
and proportional representation. The lessons learned<br />
where that councils needed access to expertise, there<br />
was significant importance in promoting learning, that<br />
councils not overlap the learning and consultation<br />
phases, there was a need for more resources and<br />
monitoring results, more communication and outreach<br />
in the lead up to the referendum, and that the Chair<br />
played a key role, including in the creation of a structured<br />
plan.<br />
The second example was the engagement of youth in<br />
democracy through the use of social media. The IOG<br />
brought in many groups and media. The result was that<br />
over 200 questions were received, the debate had an<br />
expanded reach, and more people watched. The conclusion<br />
of this case was that social media played a key<br />
role in the political debate. The lessons learned were<br />
that social media allows for ongoing engagement, is inexpensive,<br />
government needs to keep up with this technology,<br />
and that conversations using social media need<br />
to be managed as there is sometimes a lack of respect<br />
in those conversations.<br />
Ms. Edger concluded her presentation by saying that<br />
engaging people in democracy involves finding ways to<br />
collaborate, leverage new ways to get feedback, and<br />
enabling genuine customization.<br />
