Adm. Farragut Returns<br />
to Mobile for Mardi Gras<br />
This Mardi Gras season, Adm. David Glasgow Farragut returned to<br />
Mobile Bay through the spirit of the USS FARRAGUT and its crew. The<br />
U.S. Navy ship, a guided missile destroyer, called on the <strong>Port</strong> of Mobile on<br />
March 4 as part of a 100-year tradition in conjunction with the city’s Mardi<br />
Gras festivities. The ship stayed at the <strong>Port</strong> until Fat Tuesday on March 8.<br />
“Having a U.S. Navy ship visit Mobile for Mardi Gras has been a tradition<br />
since the 1890s,” said Peter Reihm, special assistant to the U.S. Navy<br />
<strong>Port</strong> Coordinator Capt. Hal Pierce. “It’s a fun tradition that we are all proud<br />
of. And because of the history the name Farragut holds with our <strong>Port</strong> in<br />
particular, we were very excited to hear that the USS FARRAGUT was<br />
coming this year.”<br />
“Damn the torpedoes! Full speed ahead!” has long been engrained in the<br />
<strong>Port</strong> of Mobile history as the rallying cry of Adm. Farragut during the Battle<br />
of Mobile Bay in 1864. Credited with one of the decisive naval victories of<br />
the Civil War, Farragut became a naval hero and was the first person in the<br />
U.S. Navy to be awarded the rank of admiral.<br />
Because of the special history that Mobile has with Adm. Farragut, for this<br />
particular visit, a solemn and appropriate ceremony was held to honor those<br />
lost in the Battle of Mobile Bay. “Until Pearl Harbor, the Battle of Mobile<br />
Bay was the single greatest combat loss at sea in U.S. history,” explained<br />
Reihm. “Ninety-three sailors went down with the USS TECUMSEH after it<br />
struck a torpedo.”<br />
As part of a nearly 100-year-old tradition, the USS FARRAGUT, an approximately 509-foot<br />
long guided missile destroyer, arrived at the <strong>Port</strong> of Mobile on March 4, as part of the city’s<br />
Mardi Gras festivities.<br />

A wreath for the 93 lost at sea was thrown over the point<br />
where the TECUMSEH went down by Civil War re-enactors<br />
dressed in Union uniforms. The ship sounded one long blast,<br />
and in response, Fort Gains and Fort Morgan fired salutes<br />
from their cannons. The U.S. Coast Guard also participated<br />
with a flyover.<br />
The ship and its crew always receive a big welcome by<br />
the <strong>Port</strong> of Mobile. This ceremony included City of Mobile<br />
dignitaries, the Azalea Trail Maids, USS ALABAMA<br />
Crewmates, the Navy League of Mobile, the Mobile Jaycees<br />
and Davidson High School’s Navy Junior Reserve Officers<br />
Training Corps (NJROTC). In addition, throughout their stay,<br />
the officers and crew are integrated into many Mardi Gras<br />
festivities from balls and parties to parades.<br />
“Both the people of Mobile and the U.S. Navy treasure and<br />
cherish this more than a century-old relationship because<br />
it keeps them connected,” said Reihm. “The citizens understand<br />
what our men and women in service are doing on the<br />
front lines, and the sailors go into the community and get to<br />
know the people they protect.”<br />

What particular agenda items are a priority this year?<br />
The legislature must pass our general fund and education budgets in a timely manner.<br />
To give priority to those items in the “Handshake with <strong>Alabama</strong>:” create jobs<br />
and economic opportunities; control wasteful spending; end corruption in Montgomery;<br />
combat illegal immigration; and block the Washington, D.C., power<br />
grab. High priority will be given to legislation to support these key agenda items.<br />
We have already begun to accomplish these priority agenda items. For example,<br />
during the special session in December of 2010, the legislature passed sweeping<br />
measures to toughen our ethics laws and put an end to corruption in the<br />
<strong>Alabama</strong> <strong>State</strong> Legislature. In addition, on March 10, <strong>2011</strong>, The Rolling Reserve<br />
Act was passed to help reduce future budget concerns.<br />

What particular agenda items are a priority this year?<br />
The current fiscal year, <strong>2011</strong>, has been thrust into proration due to the economic<br />
decline nationwide. Currently, the <strong>Alabama</strong> Legislature is working to construct our<br />
FY 2012 budget, and given that the economic outlook has not vastly improved,<br />
many cuts will be necessary.<br />
What are your specific budget concerns?<br />
While the budgets will attract a lot of attention, the Republican leadership is also<br />
focused on job creation. We must not lose our focus on incentivizing businesses<br />
to come to <strong>Alabama</strong> and create jobs, and we must not forget existing small<br />
businesses in the process. Those existing small businesses are the backbone of<br />
our state, so finding creative ways to help them grow is a priority.<br />

The legislature is conducting business in an orderly fashion while focusing on<br />
key priorities during this session with the goal of adjourning early. The legislature<br />
is committed to addressing budget issues in a timely manner, which will make<br />
certain we live within our means while maintaining essential services. There’s a<br />
good chance we will adjourn early this session, which would result in additional<br />
savings for the <strong>State</strong> of <strong>Alabama</strong> and set the tone for future sessions.<br />
What are your specific budget concerns?<br />
High priority must be given to essential services provided by the state, while<br />
focusing on measures that support job creation and maintain sustainable economic<br />
development. During these times we must remember a basic public policy<br />
principle: “Only in times of dire financial straits is systemic change possible.”<br />
After depending on federal funds to prop up the budget over the last 18 months,<br />
we must evaluate our priorities and provide leadership on where best to invest<br />
our limited resources.<br />
Recently, the Legislature passed The Rolling Reserve Act that was signed into<br />
law by Gov. Bentley to reform its budget process to ensure a more stable stream<br />
of school funding year to year, even during difficult economic times. I believe<br />
Rep. Greg Canfield’s Rolling Reserve Act will have a significant impact to help<br />
end proration forever. Actions such as this by the legislature will help alleviate<br />
inconsistency in the current budget process and reduce future budget concerns.<br />

How is the <strong>Port</strong> of Mobile contributing to <strong>Alabama</strong>’s economic recovery?<br />
The <strong>Port</strong> of Mobile is a great tool that <strong>Alabama</strong> has to offer, and we believe it is<br />
an integral part of economic development for our state. We commend the <strong>Port</strong><br />
<strong>Authority</strong> for their efforts to expand, create jobs and offer a world-class seaport<br />
that benefits all of <strong>Alabama</strong>.<br />

What particular agenda items are a priority this year?<br />
The overwhelming consensus among legislators appears to be that the creation<br />
of jobs and economic stimulus legislation constitute the highest priority this year.<br />
Both the education and general fund budgets face severe shortfalls in revenue.<br />
This, coupled with the fact that shortfalls have occurred in the past two to three<br />
years, has resulted in proration.<br />
What are your specific budget concerns?<br />
Budget concerns are tied directly, this year, to agenda items.<br />
How is the <strong>Port</strong> of Mobile contributing to <strong>Alabama</strong>’s economic recovery?<br />
The <strong>Port</strong> of Mobile is the gateway to <strong>Alabama</strong>. It has a tremendous impact on<br />
the manufacturing industry in <strong>Alabama</strong>, as well as other growing markets, through<br />
importing and exporting our goods and services around the world. To date, the<br />
<strong>Alabama</strong> <strong>State</strong> <strong>Port</strong> <strong>Authority</strong> has provided 66,617 direct and indirect jobs and has<br />
had an overall economic impact of $7.92 billion+. The <strong>Port</strong> of Mobile alone has an<br />
estimated statewide impact of $8 billion annually. It is of utmost importance that<br />
the <strong>Port</strong> of Mobile is kept in a position to help <strong>Alabama</strong> compete in the 21st century<br />
global economy. While focusing on priority spending in our budget, government<br />
officials need to make sure that those operations which have a positive impact on<br />
job creation and economic development are supported and maintained.<br />

How is the <strong>Port</strong> of Mobile contributing to <strong>Alabama</strong>’s economic recovery?<br />
The <strong>Port</strong> of Mobile has long been not only a revenue-producer for the state, but<br />
also one of the most valuable tools <strong>Alabama</strong> has in industry recruitment. A targeted<br />
economic development program, aimed at those industries which would rely on<br />
shipment of raw materials and/or finished goods through the <strong>Port</strong> of Mobile, would<br />
result in the <strong>Port</strong> becoming an even greater contributor to our overall economy.<br />

What particular agenda items are a priority this year?<br />
The House Leadership is committed to delivering on the promises we made<br />
during the 2010 campaign. Our now famous “Handshake with <strong>Alabama</strong>” included<br />
proposals to:<br />
• Allow small businesses and their employees to deduct 200 percent of their<br />
healthcare costs from state taxes (HB61)<br />
• Keep <strong>Alabama</strong> a “Right-to-Work” state (HB64)<br />
• Block the implementation of any “Cap and Tax” policy pushed by liberals in<br />
Washington, D.C. (HB56)<br />
• Get control of wasteful spending and ensure proration-proof budgets by<br />
enacting “rolling reserve” budget reform (HB57)<br />
• Combat illegal immigration by empowering local law enforcement, and require<br />
proof of legal residency for government services (HB56)<br />
• Require all elected officials and their spouses to disclose contracts (HB58)<br />
There is legislative momentum behind these proposals. One, the Responsible<br />
Budgeting and Spending Act, has already been signed into law. Alabamians are<br />
accustomed to politicians saying one thing on the campaign trail and then doing<br />
another in Montgomery. Last November, voters delivered a mandate for change.<br />
Today, we are delivering on our promises to enact conservative, good-government<br />
reforms. I commend my fellow members for staying true to our commitments and<br />
coming through for <strong>Alabama</strong> taxpayers.<br />
What are your specific budget concerns?<br />
It’s clear that this legislature has some difficult choices to make. They really are<br />
no different than the choices so many families across this state and throughout<br />
the nation have been forced to make during this challenging economic time. We<br />
simply cannot spend more than we take in. Though spending cuts will be painful,<br />
the house leadership is prepared to make the reductions necessary to avoid<br />
running a deficit. We will not shy away from making these tough choices because<br />
that’s what we were sent to Montgomery to do. We must set priorities and<br />
ensure that taxpayers’ money is being spent wisely on programs that work. This<br />
challenging budget situation also presents us with an opportunity to fundamentally<br />
change the way we manage and fund state government. We can be a leaner,<br />
more efficient government while still being productive and responsive. It’s time to<br />
form a strategic spending plan that will help us craft proration-resistant budgets<br />
moving forward.<br />

What particular agenda items are a priority this year?<br />
In the regular session, we’re working on the “Handshake with <strong>Alabama</strong>.” It is good<br />
for the state of <strong>Alabama</strong> and <strong>Alabama</strong>’s citizens. For example, the budget reserve<br />
act is now law. This new law is designed to eliminate proration in coming years.<br />
This legislature, under the new leadership of Speaker Hubbard and President<br />
Pro Tempore Marsh, is working aggressively to address the needs of the people<br />
now and in future years.<br />
What are your specific budget concerns?<br />
Budgets are a grave concern in just about every state in the union and every<br />
governmental entity. We have a significant reduction in the funds available to the<br />
budgets. In the General Fund Budget, I’m concerned about essential services<br />
being funded. Some items may be seen as non-essential, but are important to<br />
the quality of life in our state. One priority of the General Fund Budget is to<br />
fund Medicaid. Up to one million people in our state receive healthcare through<br />
Medicaid. We must do the best we can in serving the people of this state with<br />
their tax dollars.<br />
How is the <strong>Port</strong> of Mobile contributing <strong>Alabama</strong>’s economic recovery?<br />
The <strong>Port</strong> of Mobile is an extremely important entity in our state, not just to Mobile<br />
County and Baldwin County. It provides the ability for those in <strong>Alabama</strong> who<br />
manufacture or grow goods to ships those goods out of the country. The work<br />
there is outstanding; Jimmy Lyons and the people at the state docks are an<br />
important part of the state’s economy. The <strong>Port</strong> is on the front line of creating<br />
and growing jobs. The <strong>Port</strong> of Mobile makes a critical contribution to our state.<br />
Committees:<br />
Rules, Ways and Means General Fund, Transportation, Utilities and Infrastructure<br />
(Vice Chair), and Mobile County Legislative Committees. He also serves on the<br />
United <strong>State</strong>s Energy Council and is the Chairman of the Permanent Oil and Gas<br />
Study Committee and the Legislative Council<br />
How is the <strong>Port</strong> of Mobile contributing <strong>Alabama</strong>’s economic recovery?<br />
<strong>Alabama</strong> has many advantages that make us attractive to companies considering<br />
investment, such as affordable power and low taxes. But another advantage<br />
we cannot take for granted is our major, modern deep-water seaport with the<br />
infrastructure and capacity to compete with any other port in the country. Our<br />
strategic investments we have made in <strong>Alabama</strong>’s <strong>Port</strong> have paid off. Our <strong>Port</strong><br />
allows <strong>Alabama</strong> businesses to be competitive in the global marketplace. That<br />
competitive advantage will be increasingly important moving forward as we work<br />
to improve <strong>Alabama</strong>’s economy.<br />

The Man for the Job:<br />
<strong>Alabama</strong> Development Office Director Seth Hammett<br />
The <strong>Alabama</strong> Development Office’s sole mission is to create jobs in <strong>Alabama</strong>. The agency targets various industries for recruitment, such as automotive,<br />
aerospace, steel and biotech to name a few.<br />
While unemployment in the state of <strong>Alabama</strong> was up to<br />
8.9 percent in the summer, the state has had the lowest<br />
unemployment in the Southeast for many months, according<br />
to Hammett.<br />
“The important thing to note is 75 percent of job creation<br />
comes from our existing business base,” continued<br />
Hammett. As part of that strategy, the ADO and Hammett<br />
have identified three components to ensure <strong>Alabama</strong>’s<br />
existing business base is not ignored:<br />
1. Recruitment (community development)<br />
2. Retention/Expansion of existing business<br />
3. Renewal in workforce training<br />
“Having sites and community development plans in place is<br />
important, so when businesses are looking for a place to<br />
grow, we have a product ready to sell,” stated Hammett.<br />
Hammett attributes a number of economic development<br />
successes—most notably the recent grand opening of<br />
ThyssenKrupp Steel USA and ThyssenKrupp Stainless USA<br />
in December, in part to the state’s infrastructure. “When you<br />
put together the highway, rail and water system, including<br />
the <strong>Alabama</strong> <strong>State</strong> <strong>Port</strong> <strong>Authority</strong>’s facilities, “I think we have<br />
a transportation network that is second to none,” he said.<br />
“There’s a very direct link with our transportation system and<br />
the economic growth that we’ve enjoyed for several years.”<br />
However, Hammett is also evaluating and anticipating<br />
challenges for the future. “It is projected that the state<br />
general fund, where ADO receives its financial support, is<br />
going to be short, so we are anticipating a budget cut of<br />
approximately 10 percent,” he said.<br />

While news about the economy has recently been on the<br />
upswing, Hammett knows there is still much to accomplish.<br />
“This has been a jobless recovery,” explained Hammett.<br />
“Even though businesses have become profitable again and<br />
Wall Street is getting better, businesses have not begun to<br />
hire yet.”<br />
Most important to Hammett is preparation. “People overlook<br />
the importance of preparation,” he stated. “I think people<br />
lose sight of the fact that economic successes like Thyssen-<br />
Krupp only happen because of years of planning.”<br />
No stranger to the work that lies ahead, Seth Hammett has<br />
worked behind the scenes in some of the state’s biggest<br />
economic development efforts for many decades, bringing<br />
numerous jobs to citizens of <strong>Alabama</strong>. “Getting <strong>Alabama</strong><br />
back to full employment is a goal of mine and the governor,”<br />
said Hammett. “Basically, I wake up every day to find out<br />
how we can do this job better.”<br />
In the wake of his inauguration in November, there is no<br />
question that Gov. Bentley has set his sights on job creation<br />
for the state of <strong>Alabama</strong>. In his closing remarks on the <strong>State</strong><br />
Capitol steps Gov. Bentley stated, “We’re going to put <strong>Alabama</strong><br />
back to work. And I truly believe <strong>Alabama</strong>’s best days<br />
are ahead.”<br />
According to Gov. Bentley, Seth Hammett is the man<br />
for the job. Speaker emeritus of the <strong>Alabama</strong> House of<br />
Representatives and the past chairman of the 16-state<br />
Southern Legislative Conference and past president of the<br />
National Speakers Conference, Hammett was appointed<br />
by the governor of <strong>Alabama</strong> as Director of the <strong>Alabama</strong><br />
Development Office (ADO).<br />
“We are very fortunate that Seth Hammett has agreed to<br />
become director of the <strong>Alabama</strong> Development Office,” said<br />
Gov. Bentley. “I have worked with Seth Hammett for the last<br />
eight years in the Legislature and I believe he has more experience<br />
in economic development and knows more about it<br />
than just about anybody in <strong>Alabama</strong>.”<br />
<strong>Alabama</strong> <strong>State</strong> <strong>Port</strong> <strong>Authority</strong> Director and CEO Jimmy<br />
Lyons was thrilled with Gov. Bentley’s selection of Seth<br />
Hammett to lead the ADO. “Seth has been a leader on <strong>Port</strong><br />
modernization and economic development in <strong>Alabama</strong> for<br />
years. He understands the state’s competition, and what<br />
steps are vitally needed in technology and infrastructure to<br />
ensure <strong>Alabama</strong> remains competitive,” said Lyons.<br />
“The ADO is the only public agency at the state level with<br />
job creation as its sole focus,” said Hammett. “The ultimate<br />
goal is to get the state’s unemployment to 5.2 percent. In<br />
December, we were back to 8.9 percent, so we have some<br />
work to do. We’re going to focus like a laser on creating jobs.”<br />
Hammett and his team continue to look at these budget<br />
shortfalls as just that–challenges. “We just have to figure out<br />
how to be more effective and more efficient with less funds,”<br />
he stated. “We will call upon our business relationships such<br />
as local chambers of commerce and the North <strong>Alabama</strong><br />
Industrial Development Association as well as prominent<br />
companies like <strong>Alabama</strong> Power. All of these organizations<br />
can play a role in what ADO does for the state.”<br />
As part of ADO’s focus on renewal in workforce training, the<br />
agency will also continue to tap the other development office<br />
resources within the state, such as the <strong>Alabama</strong> Technology<br />
Network (ATN), <strong>Alabama</strong> Industrial Development Training<br />
(AIDT) and the Governor’s Office of Workforce Development.<br />
Hammett specifically cites adult education as an improvement<br />
area. “We have more than 500,000 people in the state<br />
without a high school diploma,” he said. “Many companies<br />

“Ironworking certainly isn’t new to the Bessemer area. The<br />
industry made its first appearance in the 1880s,” explained<br />
<strong>Alabama</strong> Department of Labor Commissioner Jim Bennett.<br />
“If you include the Tannehill Furnaces, the industry has been<br />
in the area since 1830.”<br />
Bessemer was founded with the iron and steel industry in<br />
mind. Henry Fairfield DeBardeleben, an iron and steel guru,<br />
founded the town in 1886. DeBardeleben named the town<br />
“Bessemer” after Sir Henry Bessemer, who invented the<br />
open-hearth method of producing steel. DeBardeleben’s<br />
choice of name was an advertisement to the world. Five iron<br />
plants were established by 1890.<br />
In 1965, Griffin Wheel Company (Griffin) saw the same<br />
potential in Bessemer as DeBardeleben did. According to<br />
Bennett, the company manufactured railroad wheels for<br />
Pullman-Standard Car Manufacturing Company, another<br />
Bessemer factory. An economic decline forced Griffin to<br />
shut its doors in 2001.<br />
Griffin’s holding company, Amsted Rail, announced last<br />
winter that it is investing $45 million in renovations of the<br />
closed plant. After being offline for a decade, renovations<br />
are required to upgrade the technology needed to produce<br />
the latest and highest-quality railroad wheels. Reopening the<br />
plant will help Griffin strengthen their position as a leader in<br />
railroad wheel quality, design and service.<br />
The announcement came after Griffin’s parent company began<br />
to prepare for an upturn in demand for railway services.<br />
“The market for railroad wheels in North America has always<br />
been cyclical, but we are committed to being prepared for the<br />
anticipated upturn in demand stemming from projected increases<br />
in new freight car builds and rail traffic volumes over<br />
the next few years,” Amsted Rail President John Wories said.<br />

Officials speculate that the plant’s reopening will employ<br />
up to 160 area workers, and the annual payroll may top $6<br />
million. Commissioner Sandra Little Brown, chairwoman of<br />
the economic development committee in Jefferson County,<br />
said, “This will have a great impact on the local economy.<br />
Bringing the business back will be like a homecoming to<br />
the community.”<br />
“Griffin Wheel Company expects to be open for business<br />
in December <strong>2011</strong>, and they are already accepting applications<br />
for certain positions during the refurbishing,” said<br />
Commissioner Brown.<br />
With the slump in the job market, the announcement of new<br />
jobs is very stimulating for citizens as well as local politicians.<br />
“I will be really pleased to see these jobs come to the county,<br />
and what makes it even better is they will be in my district,”<br />
continued Commissioner Brown. “We feel good about it. It’s<br />
a great project.”<br />

The <strong>Alabama</strong> Music Hall of Fame works to preserve<br />

Birmingham, Ala.—The <strong>Alabama</strong> Jazz Hall of Fame pays tribute to great jazz artists with ties to the state.<br />
The <strong>Alabama</strong> Tourism Department has given us all one more<br />
reason to get off the couch and enjoy the vibrant culture in<br />
our state. <strong>2011</strong> is officially the “Year of <strong>Alabama</strong> Music.”<br />
According to marketing director of the <strong>Alabama</strong> Tourism Department,<br />
Grey Brennan, the goal of the campaign is to have<br />
local music play a role in the $9 billion tourism industry. The<br />
campaign sponsored the creation of an <strong>Alabama</strong>-shaped<br />
guitar called the “<strong>Alabama</strong> Jammer,” which will be played by<br />
musicians throughout the year. <strong>Alabama</strong> natives Eric Essex<br />
and Little Jimmy Reed played the “<strong>Alabama</strong> Jammer” at the<br />
<strong>Alabama</strong> Jazz Hall of Fame during the Jan. 20 kickoff.<br />
If you don’t believe <strong>Alabama</strong> is home to some amazing musicians,<br />
take a trip to one of the sites listed in “100 Places<br />
to Hear Live Music in <strong>Alabama</strong>,” sponsored by the <strong>Alabama</strong><br />
Tourism Department. Great places like The Blind Mule Restaurant<br />
and Bar in downtown Mobile, Zydeco in Birmingham<br />
and the Rock Bottom American Pub in Montgomery are<br />
scattered throughout the state.<br />

some of <strong>Alabama</strong>’s fantastic music festivals. The Hangout<br />
Music Festival is the newest event to shake, rattle and roll on<br />
the sugar-white sand in Gulf Shores, Ala. Last year, performers<br />
included John Legend, the Zac Brown Band, The Black<br />
Crowes and many other big names. This year’s festival is set<br />
for May 20–22, and as its website puts it: “<strong>2011</strong> aims to be<br />

Two of <strong>Alabama</strong>’s music festivals are ranked on the <strong>Alabama</strong><br />
Tourism Department’s “Top 10 Events for <strong>2011</strong>.” The W.C.<br />
Handy Music Festival in Florence, Ala. and BayFest in Mobile,<br />
Ala., sealed the seventh and eighth spots, respectively, on<br />
the list. The Handy Festival is a week-long celebration in July<br />
honoring the musical heritage of Northwest <strong>Alabama</strong> and<br />
the legacy of W.C. Handy. BayFest packs 225,000 rock<br />
’n’ rollers in the streets of downtown Mobile every October<br />
to watch some 125 live musical acts. “These 10 events<br />
celebrate milestones in tourism in <strong>Alabama</strong>…These events<br />
showcase our state’s rich music and heritage,” said Lee<br />
Sentell, director of <strong>Alabama</strong> Tourism.<br />
But the state has more than just hip venues and rocking festivals.<br />
<strong>Alabama</strong> is home to deep-laid musical roots. Remember Vern<br />
Gosdin, the Commodores and Jimmy Buffett? They are all <strong>Alabama</strong><br />
musicians, but they are not <strong>Alabama</strong>’s only claims to fame.<br />
One of the world’s most famous blues musicians is W.C.<br />
Handy. He is considered by many—including himself—to be<br />
the “Father of the Blues.” Handy was born on Nov. 16, 1873,<br />
in Florence, Ala. He jumpstarted his career when he wrote<br />
a tune for a mayoral election, “Memphis Blues.” The song<br />
was Handy’s first hit, and it was the first commercially published<br />
blues song. Handy wrote other hits including “St. Louis<br />
Blues,” “Beale Street Blues” and “Yellow Dog Blues.” In<br />
1941, Handy published an autobiography titled Father of the<br />
Blues in which he describes his passion for creating music:<br />
“With a guitar I would be able to express the things I felt in<br />
sounds.” Handy’s work has influenced generations of blues<br />
singers since.<br />
It is probably a safe bet to say no wedding is complete without<br />
Nat King Cole’s “L-O-V-E.” Cole was born on March 17,<br />
1919, in Montgomery, Ala., and is known the world over for<br />

his romantic baritone ballads. His most popular are “Unforgettable,”<br />
“Mona Lisa” and “The Christmas Song.” Cole’s remarkable<br />
talent sold more than 50 million records during his<br />
lifetime. In addition to receiving national accolades, Nat King<br />
Cole was inducted into the <strong>Alabama</strong> Music Hall of Fame;<br />
he was also inducted into the <strong>Alabama</strong> Jazz Hall of Fame.<br />
Cole received a posthumous Grammy Lifetime Achievement<br />
Award in 1990.<br />
Last, but certainly not least, is perhaps one of <strong>Alabama</strong>’s most<br />
well-known artists. Hank Williams’ music has had a powerful<br />
influence on modern country music singers and songwriters.<br />
His influence has created a lasting legacy that generations<br />
of music lovers have come to appreciate. As a result, Hank<br />
Williams received a posthumous special citation Pulitzer in<br />
2010 because his music “expressed universal feelings with<br />
poignant simplicity.” Some of the “universal feelings” are expressed<br />
in “Your Cheatin’ Heart,” “Hey, Good Lookin’” and<br />
“I’ll Never Get Out of This World Alive.”<br />

who come for the annual festival in May. Browder says that<br />
the museum and festival “bring people to Georgiana who<br />
wouldn’t normally come.”<br />
People also flock to the Hank Williams Museum in Montgomery,<br />

called Montgomery home.” Petty reports that the museum<br />

countries, including Germany, Japan and Canada.<br />

has dubbed <strong>2011</strong> as the “Year of <strong>Alabama</strong> Music”—to<br />
spike tourism. Brennan said in an article in The Birmingham<br />
News, “The Year of <strong>Alabama</strong> Music campaign will highlight<br />
hundreds of venues like Rogue Tavern, museums like the <strong>Alabama</strong><br />
Jazz Hall of Fame and music festivals statewide.”<br />

The <strong>Alabama</strong> <strong>State</strong> <strong>Port</strong> <strong>Authority</strong> (ASPA) hosted visitors from the <strong>Alabama</strong> Development Office (ADO) and the Embassy of<br />

Although his name isn’t as readily known as that of Stephen<br />
Decatur or David <strong>Port</strong>er, Thomas Truxtun ranks as one of the<br />
giants of the infant United <strong>State</strong>s Navy. In just eight short<br />
years of commissioned service, Truxtun proved his mettle as<br />
a fighting captain, a tactician and an expert in navigation, but<br />
he had made a name for himself as a daring leader long before<br />
he affiliated with the Navy. His legacy lives on long after<br />
his active service.<br />
Of Men & Ships<br />
Commodore Truxtun, American Naval Hero<br />
Thomas Truxtun was born on Long Island, N.Y., on Feb. 17,<br />
1755, and first went to sea at the age of 12 as an apprentice<br />
in the British packet PITT. He was pressed into service in His<br />
Majesty’s Frigate PRUDENT but through the aid of friends<br />
was able to be discharged from the ship. He subsequently<br />
declined a warrant as a midshipman in the Royal Navy,<br />
choosing instead to serve in the more profitable merchant<br />
marine.<br />

By the age of 20, Truxtun had command of his first ship,<br />
the merchantman CHARMING POLLY, sailing out of<br />
Philadelphia. Toward the end of 1775, the POLLY was<br />
intercepted and seized off St. Kitt’s by the British frigate<br />
ARGO, and the merchant vessel was condemned under the<br />
Restraining Act.<br />
Truxtun returned to Philadelphia and signed on as a<br />
lieutenant in the privateer ship CONGRESS, one of the first<br />
American vessels to receive a letter of marque and reprisal.<br />
The newly authorized Continental Navy was experiencing<br />
difficulty recruiting officers and men for naval service as<br />
privateers offered the lure of prize money and higher wages,<br />
and experienced sailors flocked to the burgeoning fleet of<br />
privateers. The CONGRESS took a number of prizes off<br />
Havana in 1776, and Lt. Truxtun was given command of one<br />
of these captured ships and took it into New Bedford for<br />
adjudication before an Admiralty Court.<br />
The next year, Truxtun assisted in the fitting out of the privateer<br />
brig INDEPENDENCE and took command of her when<br />
she came off the ways. The INDEPENDENCE, 12 guns, took<br />
three large ships as well as a number of smaller prizes, captured<br />
off the Azores. One of the larger prizes captured during<br />
this cruise was a British merchantman armed with 16 guns<br />
and carrying a cargo of sugar. Other prizes included a brig<br />
and a sloop, both laden with cargoes of rum and other goods.<br />
Thomas Truxtun became an early American naval hero, fighting in the War of<br />
Independence and the Quasi-War with France, leaving an indelible impression<br />
on the young officers and sailors who served under him.<br />
Upon completion of the INDEPENDENCE’s cruise, Captain<br />
Truxtun fitted out the privateer MARS, 20 guns, this time<br />
taking his depredations to the enemy’s doorstep. While<br />
cruising in the English Channel, Truxtun captured a large<br />
number of prizes, sending them into Quiberon Bay, France,<br />
for condemnation in Admiralty Courts.<br />
By 1781, Truxtun was captain of the 20-gun privateer ST.<br />
JAMES. He carried a complement of 100 men, including<br />
his third officer, William Jones, who would later serve as a<br />
U.S. Representative and go on to become U.S. Secretary<br />
of the Navy in January 1813. Truxtun was entrusted by the<br />
Continental Congress with the task of transporting Thomas<br />
Barclay, the first U.S. Consul to France. Sailing Oct. 5, 1781,<br />
Barclay was accompanied by his wife, Mary, and their three<br />
young children. The British had excellent intelligence of the<br />
diplomat’s movements, and the Royal Navy dispatched the<br />
32-gun hired sloop of war GOODRICH from New York to<br />
intercept the ST. JAMES. The enemy sloop fell in with the<br />
ST. JAMES almost as soon as the latter cleared the land and<br />
closed for action. Truxtun’s gun crews matched those of the<br />
British privateer volley for volley, inflicting enough damage to<br />

the enemy vessel that the latter was forced to haul off. The<br />
passage to France proved to be stormy, but Capt. Truxtun<br />
managed to deliver Barclay and his family without further incident<br />
and carry a profitable cargo on the return passage.<br />
Truxtun next assumed command of the 14-gun privateer<br />
COMMERCE, manned by a crew of 50. The COMMERCE<br />
transported military goods and war matériel to Philadelphia<br />
for delivery to the Continental Army, but the ship also saw<br />
her share of action. In December 1782, the COMMERCE<br />
encountered a British brig of 16 guns and a complement<br />
of 75 men sailing in company of a 14-gun schooner carrying<br />
a crew of 80. Despite the overwhelming odds against<br />
him, Capt. Truxtun immediately cleared for action, making a<br />
clean sweep of the decks and running out the guns. The<br />
COMMERCE closed for action with the nearest vessel and<br />
had been engaged in “sharp action” for 20 minutes when a<br />
British frigate hove into view. No matter how courageous an<br />
officer, there was no point in continuing the action in the face<br />
of certain defeat. Truxtun broke off the attack and made all<br />
sail to effect his escape. Nevertheless, at the end of the engagement,<br />
the COMMERCE had suffered casualties of one<br />
man killed and two wounded, while the British had suffered<br />
losses of 14 killed and 24 wounded.<br />
During the Revolution, Truxtun successfully commanded a number of privateers,<br />
capturing British prizes and transporting valuable cargoes of muchneeded<br />
supplies.<br />
Following the end of the war, Truxtun returned to the merchant<br />
marine and purchased the merchant vessel LONDON<br />
PACKET, later renaming it CANTON for one of his two trade<br />
voyages to China and back. In 1785, Capt. Truxtun accepted<br />
the assignment of transporting America’s first Ambassador<br />
to France, Benjamin Franklin, from France back to the United<br />
<strong>State</strong>s. Truxtun remained in the commercial shipping business<br />
for several years until the exigencies of war brought him<br />
back to armed conflict.<br />
With the Quasi-War with France in the offing, Thomas Truxtun<br />
accepted a commission as a captain in the fledgling<br />
U.S. Navy, becoming only the sixth commissioned officer<br />
in the new service. With its Naval Act of 1794, Congress<br />
had authorized the construction of six frigates. Three were<br />
soon put on hold, with construction continuing on three.<br />
The CONSTELLATION, under construction at Fell’s Point in<br />
Baltimore, was being built under the direction of Col. David<br />
Stodder. Upon receiving his commission, Truxtun was assigned<br />
as the prospective commanding officer of the frigate.<br />
Under Truxtun’s guidance, USS CONSTELLATION became<br />
the first U.S. frigate to put to sea.<br />
Truxtun was ordered to the West Indies, and sailed with the<br />
rank of commodore, in command of the CONSTELLATION<br />
and a squadron of smaller vessels. The CONSTELLATION<br />
fell in with a French frigate on Feb. 9, 1799, near Nevis. The<br />
Frenchman proved to be L’INSURGENTE, mounting 50<br />
Truxtun accepted a commission as a captain in the newly formed U.S. Navy<br />
and commanded the USS CONSTELLATION in her successful engagement<br />
against the larger French frigate L’INSURGENTE on Feb. 9, 1799.<br />
guns and said to be the fastest frigate in the French Navy.<br />
Truxtun’s own frigate carried an armament of only 38 guns;<br />
nevertheless, L’INSURGENTE showed Truxtun a clean pair<br />
of heels as she attempted to flee the American warship. Truxtun<br />
gave chase. A squall sprang up during the chase. While<br />
the CONSTELLATION took in sail, L’INSURGENTE’s commanding<br />
officer, Capt. Michel-Pierre Barreaut, pressed on,<br />
resulting in her topmast carrying away. The French frigate<br />
hove to as the American frigate bore down on her.<br />
As soon as he could bring his 24-pounders to bear on<br />
L’INSURGENTE, Capt. Truxtun had his gun crews fire a<br />
double-shotted volley into the Frenchman’s hull. The damage<br />
was staggering, as balls tore through bulwarks and smashed<br />

the guns of the heavier frigate. Barreaut tried to close with<br />
the CONSTELLATION to board her, but Truxtun managed to<br />
cross the French frigate’s bows, raking her decks with deadly<br />
effect as he did so. The CONSTELLATION passed to windward<br />
of L’INSURGENTE, and the port gun crews of each<br />
vessel exchanged volleys with each other. While the French<br />
frigate carried more guns, they were 12-pounders and no<br />
match for Truxtun’s 24-pounders. In the face of certain defeat<br />
and to avoid further destruction and bloodshed, Capt.<br />
Barreaut struck to the CONSTELLATION, giving Truxtun the<br />
distinction of the first major victory in an American-designed<br />
and-built frigate. French casualties included 29 killed and 44<br />
wounded. The Americans had lost one man killed and two<br />
were wounded in the engagement. Truxtun became an instant<br />
celebrity following the naval duel, not only in America but internationally,<br />
as well. The merchants of Lloyd’s Coffee House<br />
in London were so impressed with the victory that they sent<br />
the commodore a silverplate tea set valued at 600 guineas.<br />
Nearly a year later, on the evening of Feb. 1, 1800, Truxtun<br />
sighted the French frigate LA VENGEANCE, 50 guns. As in<br />
the previous engagement, the Frenchman tried to run and<br />
was chased down by the American. What followed was a<br />
five-hour running gun battle in the dark, the nighttime lit by<br />
stabs of flame from the guns as the ships exchanged volleys.<br />
At one point, Marine sharpshooters cut down the members<br />
of a would-be French boarding party, littering the deck of the<br />
larger ship with bodies. His ship a floating wreck, the French<br />
commander only managed to escape when a squall blew in.<br />
The CONSTELLATION suffered significant damage to her<br />
rigging but managed to limp into port in Jamaica and jury rig<br />
enough repairs to see her home.<br />
Congress awarded Capt. Truxtun a Gold Medal on March<br />
29, 1800, for his two victories over the French. The officer<br />
went on to command USS PRESIDENT and a squadron of<br />
10 vessels in the West Indies for a few months. In 1802,<br />
Commodore Truxtun was given command of a squadron<br />

fitting out at Norfolk, Va., for service in the Mediterranean.<br />
Truxtun wrote requesting a flag captain for his flagship, USS<br />
CHESAPEAKE. His letter was supposedly incorrectly interpreted<br />
as meaning that Truxtun was declining command<br />
of the squadron. Whatever the case, Commodore Truxtun<br />
resigned his commission in 1802.<br />
The naval officer had made an indelible impression on his junior<br />
officers, including such future stalwarts as David <strong>Port</strong>er,<br />
Isaac Hull and John Rogers, who credited his leadership for<br />
their later success. Capt. Truxtun demonstrated true leadership<br />
and a grasp of naval tactics that made him a standout<br />
during his years in service. Following his time in the Navy,<br />
Truxtun published several books, including major works on<br />
celestial navigation and naval tactics. He also wrote the forerunner<br />
of the modern Navy Regulations and developed the<br />
Navy’s first signal manual. A number of his family followed<br />
Truxtun into the service, and he had eight grandsons attending<br />
the U.S. Naval Academy at one point. One of those<br />
grandsons, William Talbot Truxtun, would see action in the<br />
Civil War as a commanding officer and would also retire with<br />
the rank of commodore.<br />

Truxtun ran an unsuccessful bid for a Congressional seat<br />
in 1810 but was elected sheriff of Philadelphia County in<br />
1816. Commodore Thomas Truxtun died May 5, 1822, and<br />
is buried at Christ Church Burial Ground in Philadelphia. The<br />
Navy has honored Truxtun with six ships named for him, the<br />
most recent an Arleigh Burke-class destroyer commissioned<br />
in April 2009. There is a Truxtun Hall on board Naval Station<br />
Norfolk, a Truxtun Park in Annapolis, Md., and the town of<br />
Truxtun, N.Y., is named in the officer’s honor.<br />
Following Commodore Truxtun’s successful engagement with the French frigate<br />
LA VENGEANCE, he was awarded the Congressional Gold Medal.<br />
