Likewise, documents submitted by a foreign partner in a Joint Venture<br />
Agreement (JVA) shall also conform with the aforementioned requirement.<br />
5.4 Bidders must have completed, within the period specified in the Invitation<br />
to Bid and BDS 12.1(a)(iii), a single largest contract that is similar to this<br />
Project, and whose value must be at least fifty percent (50%) of the ABC<br />
for non-expendable supplies, or at least twenty five percent (25%) of the<br />
ABC for expendable supplies.<br />
For this Project, the single largest similar contract (SLSC) shall refer to the<br />
sale of any <strong>ISO</strong>/ <strong>Anti</strong>-<strong>Terrorism</strong> <strong>Equipment</strong> under PNP DRD Manual 2011<br />
Edition. (See attached list at the back)<br />
The bidder shall submit the following documents as proof of its SLSC:<br />
1. Copy of the contract of sale, or Purchase Order;<br />
2. BIR authorized Official Receipt, or, in case of a foreign bidder,<br />
appropriate equivalent document;<br />
3. Proof of acceptance or its equivalent, such as but not limited to<br />
certificate of acceptance, airway bill (in case of letter of credit);<br />
and<br />
4. If the value of the SLSC was adjusted to current prices using the<br />
<strong>National</strong> Statistic Office (NSO) consumer price indices, a<br />
certification duly issued by the NSO.<br />
Equivalent documents aforementioned shall be subject to final<br />
determination as to their admissibility by the BAC upon recommendation<br />
of the TWG during the post-qualification.<br />
The foregoing documents shall comply with the required formalities as<br />
provided under Clauses 5.2 and 11 of the Bid Data Sheet (BDS).<br />
Failure to comply with these requirements shall be ground for<br />
disqualification.<br />
5.5 Bidders must submit a credit line certificate issued by a Universal or<br />
Commercial Bank, stating therein that the latter shall extend credit line to<br />
the bidder, which must be specific to the Project, in the amount equivalent<br />
to at least ten percent (10%) of the ABC, if awarded the contract for this<br />
project;<br />
or<br />
a computation of its Net Financial Contracting Capacity (NFCC) which<br />
must be at least equal to the ABC. The NFCC computation shall be<br />
certified to be true and correct by a certified public accountant and<br />
sworn under oath before a notary public (BDS Form 1).<br />
Failure to comply with this requirement shall be a ground for<br />
