Minutes of the 7th meeting of the <strong>InSEA</strong> <strong>Europe</strong>an Regional Council<br />

Meetings held at Heidelberg on the 17 th July 2007 and on the 20 th July<br />

2007 , commencing at 13.30 h.<br />

2. Approval of the agenda<br />

The draft agenda for the meeting was approved (nem con).<br />

3. Minutes of the previous meeting<br />

The minutes of the previous 6th meeting in Viseu were approved as an<br />

accurate record.<br />

4. Reports<br />

The following reports were received and discussed from the chair of ERC and<br />

from the Council members<br />

4.1. Report from the chair<br />

Angelika Plank informed the attendants about her contacts with the <strong>InSEA</strong><br />

members in <strong>Europe</strong> and her efforts to enlarge the membership, of both<br />

individuals and organisations, and to improve the relationship between<br />

<strong>Europe</strong>an organisations and individual <strong>InSEA</strong> members, she acknowledged that<br />

<strong>InSEA</strong> organizations are increasing in several countries. She also informs the<br />

council members about the website <strong>InSEA</strong> <strong>Europe</strong>, about the need for<br />

keeping updated the list of the members and the need to have one person in<br />

each country to take care of the membership.<br />

4.2. Reports from the Council members<br />

Oral and written reports were received from Sweden, The Netherlands; Croatia,<br />

Finland, Austria, Latvia, Spain, Cyprus, Russia ,Poland, Slovenia, Estonia and<br />

Latvia.<br />

<strong>InSEA</strong> organisations in Sweden, Poland, Finland and Spain organised or are<br />

planning to organise local seminars, workshops and congress about art<br />

education. Tatiana Degtyareva from Russia informed the council members<br />

about the many difficulties that her colleagues in Russia are experiencing,<br />

however they still can promote international workshops in St. Petersburg (if<br />

helped by other northern <strong>Europe</strong> <strong>InSEA</strong> organisations). Members from Cyprus<br />

expressed their interest in promoting an <strong>InSEA</strong> conference in the future. Estea<br />

in Estonia was considered a model of <strong>InSEA</strong> local organisation.<br />

Youth art exhibitions will be continued in Muizniece’s Riga School of Art in<br />

Latvia continuing the project created by the <strong>InSEA</strong> eminent member Mara<br />

Muizniece. The council expressed her recognition to Mara’s work in art<br />

education and a minute of silence was respected in her memoriam.<br />

Members are requested to forward copies of the reports by e-mail to Angelika<br />

Plank, for posting on the <strong>InSEA</strong> <strong>Europe</strong> website.<br />

5. <strong>InSEA</strong> <strong>Europe</strong> web site.<br />

Angelika Plank informed the members that <strong>InSEA</strong> <strong>Europe</strong> webpage has been<br />

hosted and maintained thanks to the support of the University of Art and<br />

Industrial Design in Linz and Angelika Plank’s young colleague Regina Time.<br />

However there is a need to find financial support for maintaining the site and<br />

she suggested the possibility of adding advertising banners in the site to help<br />

the costs of the site.<br />

Angelika Plank reminded the members about the possibility to use the<br />

<strong>Europe</strong>an <strong>InSEA</strong> webpage to publish information or to host <strong>Europe</strong>an <strong>InSEA</strong><br />

organisations WebPages. Members of the council were asked to send contents<br />

to the <strong>InSEA</strong> <strong>Europe</strong> Webpage. Marjan Prevodnik and Teresa Eça proposed<br />

the members to send a brief résumé about the state about art education in their<br />

countries.<br />

6. Proposals for The World Council,<br />

The issue of membership fees for <strong>InSEA</strong> and registration fees in <strong>InSEA</strong><br />

congresses was discussed and although the regulations of <strong>InSEA</strong> are in the<br />

process of being revised it was considered important to send to the World<br />

Council the next suggestions:<br />

- World council members should maintain free registration fees in Insea<br />

Congress however this should not hold true any more for “their<br />

accompanying spouses “ (Congress Rules 6.6.)<br />

- By signing a memorandum of agreement with future congress organizers<br />

attention should be given that according to the Congress Rules (1985):<br />

- 6.3. Congress participation or registration fees should be kept to the<br />

minimum necessary to cover the costs of the Congress and take into<br />

account the salary levels of participants who are classroom teachers,<br />

particularly those in Third World countries. And that<br />

- 6.4 Student participation fees normally should be set at about half the<br />

normal rate. Evidence of bona-fide studentship should be required for individuals<br />

registering as students. Students should be allowed to pay reduced fees for<br />

registration in <strong>InSEA</strong> congresses.<br />

7. ERC’s relationship with the EU<br />

It was decided to create a working group for studying ways to conduct projects<br />

which could be supported by EU programmes. The working group includes<br />

Andri Saavva, Diederik Shönau, Mariusz Samoraj, Andrea Karpati, Pilar<br />

Viviente and Teresa Eça. The group will start to collect information about EU<br />

programmes to publish at the <strong>InSEA</strong> <strong>Europe</strong> web site and later will create a<br />

network to find partners for projects and to facilitate dissemination of results.<br />

8. Future Congresses.<br />

Andrea Karpati and Emil Gaul announced their intention to make a formal<br />

proposal to the next <strong>InSEA</strong> World Council in Hungary.<br />

Hakan Pehlivan and Nur Gökbulut from Gaza University in Istambul also<br />

announced their intentions about a proposal for an <strong>InSEA</strong> World Congress in<br />

2011 in Istanbul.<br />

Diederik Shönau informed that the next World Congress should take place in<br />

2011 and recommended to the proponents to submit their formal submissions<br />

to the next World Council which will take place on August 2007 in Seoul. They<br />

can have access to the regulations for submissions at the <strong>InSEA</strong> Web page.<br />

Martina Paatela-Nieminen announced that Finland will prepare the next <strong>InSEA</strong><br />

<strong>Europe</strong>an Regional congress.<br />

Marie Fulkova announced that a research projects symposium focusing on<br />

research methods and theory in art education will be held in Prague in 2009,<br />

the organizers will make later a formal proposal.<br />

9. <strong>Europe</strong>an oriented activities in Art Education<br />

Diederik Shönau suggested to work on art education projects supported by<br />

<strong>InSEA</strong> and he reminded the possibility to announce events, project results, and<br />

seminars at the <strong>InSEA</strong> web page.<br />

10. <strong>InSEA</strong> Journal<br />

Rachel Mason informed the presents about the financial difficulties of the <strong>InSEA</strong><br />

journal and the problems with the membership list which was not recently<br />

updated. She apologised for possible delays with the journal distribution and<br />

asked the members who are not receiving the <strong>InSEA</strong> journal to write directly to<br />

her.<br />

11. Next ERC meeting<br />

It was agreed that the next ERC meeting should be held during the next World<br />

<strong>InSEA</strong> Congress in Osaka , 5-9 August 2008.<br />

12. Any other business<br />

There being no further business, the chair thanked those present for their<br />

attendance and closed the meeting in the 20 th July at 14.30h.<br />
