MCPON sends holiday message to the fleet
Special from Master Chief Petty Officer of the Navy
(SS/SW) Rick D. West
WASHINGTON (NNS) – Master Chief Petty Officer
of the Navy (MCPON)(SS/SW) Rick D. West released
the following holiday message to the fleet.
“Shipmates and Navy families,
Can you believe another year is almost over? It’s
amazing how quickly time passes when you’re staying
busy. It seems we were kicking off 2011 just yesterday
and here we are, about to usher in 2012.
With the traditional festivities of December upon us, I
want to wish you all the happiest possible holidays, and
to say thank you for the outstanding service and support
you provide to our Navy and nation. I continue to be
humbled by your selfless dedication and the outstanding
job you do every day around the globe.
The Festival of Lights:
a brief history of Hanukkah
By SN Roselyn Kirkelie
Gosport Staff Writer
The Hebrew word
Hanukkah (Chanukah) translates
to dedication, which is
what the Jewish people of the
second century B.C. undoubtedly
had to possess in what was
a very turbulent time in Jewish
history. Often called the Festival
of Lights, the eight-day celebration
begins each year on the
25th day of Kislev on the
Hebrew calendar. For those of
you who are less familiar with
the Hebrew calendar, Kislev is a
30-day month in autumn, much
like the Gregorian month of
November.
After Judae was taken under
control of Antiochus IV
Epiphanes, around 200 B.C.,
the Jewish religion was outlawed
and Jews were forced to
worship Greek gods. Needless
to say, this did not
sit well with many
Jewish families.
A rabbi by the
name of Mattahias
along with his five
sons decided the
only thing that
could be done was
to revolt, and so
began a large-scale
rebellion against Antiochus and
his Syrian army. Mattahias didn’t
live to see the end of the
rebellion but after his death his
son, Judah Maccabee, took the
helm and within two years the
Jews had successfully driven
the Syrians out of Jerusalem.
The Jewish people rebuilt and
“cleansed” the altar of their
sacred Second Temple that had
been desecrated when
Antichus took over. The menorah,
a gold candelabrum with
seven branches, was lit and
meant to be kept burning every
night.
According to the Talmud,
one of Judaism’s important
books, Judah Macabee and the
other Jews who took part in the
rebuilding and dedication of
the Second Temple witnessed
what could only be described
as a “miracle.” Even though
there was only enough olive oil
to keep the menorah’s candles
burning for a single day the
flames continued to flicker for
eight straight days, giving them
enough time to attain a fresh
supply of oil. The Jewish scholars
would proclaim a yearly
eight-day festival, and so began
the tradition of Hannukah.
Although, the story of
Hanukkah does not appear in
the Torah, which is the most
important text in Judaism,
because the event that inspired
the holiday happened after it
was written, it does appear in
the New Testament of the
Bible, in which Jesus attends a
“feast of dedication.”
In modern days the celebration
of Hanukkah revolves
around the igniting of a ninebranch
menorah known as the
hanukiah. On each of the eight
nights a candle is
added to the menorah
after sundown.
The ninth candle,
called the
shamash, or
“helper,” is used to
light the other eight
candles. Typically
Jewish families
quote blessings
and display their menorah in a
window as a reminder to others
of the “miracle” that inspired
Hanukkah.
Some Jews serve foods that
are fried in oil; such as potato
pancakes, known as latkes, and
jam-filled donuts called sufganiyot.
You may also find
children playing with foursided
spinning tops called dreidels
and families often
exchange gifts.
In North America,
Hanukkah is viewed as a
major holiday, due to the fact
that it falls near or overlaps
with Christmas. However,
from a religious standpoint it
remains a relatively minor
Jewish holiday that places no
restrictions on working,
attending school or other
activities.
to do so for the foreseeable future, but we will get
through them together as we have done for the past 236
years. The Navy, after all, is a team sport and in 2011, we
enjoyed many operational successes together that are
worth celebrating. They are your legacy ... the deployments,
the steady presence in difficult places, the helping
hand when natural disasters left vulnerable people in
their wake.
You and your shipmates worked hard and sacrificed
often. As you visit with loved ones, scour the shopping
malls, or hit the ski slopes during these joyous weeks,
take a moment to reflect on the special appreciation
America has for you and your family. Be proud of your
accomplishments, and share sea stories with moms,
dads, siblings, aunts, uncles and old buddies.
Most of all, be safe and enjoy the holiday season to its
fullest. Celebrate responsibly: You are important to our
Navy family and we need every one of you to return
Four-star from page 1
recharged for the next adventure. Don’t let bad judgment
ruin the new year or your life. Look out for each other,
and keep an eye on your shipmates who may be having
a difficult time.
It’s also important that we remember the thousands of
our shipmates who are deployed, on station around the
world vigilantly keeping the watch, ready to answer our
nation’s call. They are there ensuring we have this
chance to deck the halls, gather around family dinner
tables, and belt out ‘Auld Lang Syne’ in a storm of confetti.
Thank you again for serving our great Navy and preserving
our nation’s freedom. Sailors and families, you
are truly among this country’s greatest gifts.
Happy holidays shipmates.”
costs for cleanup, disposal and recycling the waste an
event generated.
Here are some ideas to help make your holidays a
little more “green:”
Segregate recyclable items. Be certain that all
recycling bins are clearly labeled and waste disposal
containers are available for unrecyclable items.
Finally, transport recyclables to the recycling center
or coordinate a pick-up. The base recycling program
accepts all types of paper including giftwrap and
cards, cardboard, plastics, all types of metal, lead acid
(car) batteries and appliances. Call the NASP recycling
manager at 452-2028 or 572-6184 to find out
more information.
Give rechargeable batteries along with your electronic
gifts, and consider giving a battery charger, too.
Limit paper invitations and send out event invitations
via email. List all events on shared electronic
calendars and use a social networking site if your
command has one already.
This installation is dedicated to reducing waste
throughout the year. As part of ongoing initiatives to
reduce solid waste, base recycling members encourage
all personnel, civilian employees and family members to
cut back on solid waste generation wherever and whenever
possible, and wish you a happy “green” event.
COMMENTARY
Old ideas, fun new tricks for gifting
By Emily Benner
Gosport Staff Writer
One of the most fun
things about the holidays, at
least for me, is gift giving. I
love finding the perfect gift
to thank someone for being
in your life – there is a lot of
satisfaction in knowing
exactly what to give someone.
But for many people,
they may find that running
to Dillard’s to buy dad that
silk tie he was admiring
might be out of their budget
this year.
Fear not. If you are still
clueless as to what gifts to
give, or are slightly lacking
in the arena of holiday spirit,
this editorial is for you.
Making snowflakes
may seem like no big deal
to some people, but my
Alaskan office-cohort had
never cut a single paper
snowflake until this year.
Worry not, dear readers, for
your home, office or car
can soon be joined by the
gentle fluttering of tiny
intricate paper snowflakes
in lieu of real snow here in
Florida. The following photographs
on the page illustrate
how to successfully
complete these wintery
cutouts.
Once you’ve decorated
and are finally in the holiday
mood, cue the Bing
Crosby music and settle
down for some fun do it
yourself (DIY) gifts.
A fresh look on coasters
is a great gift idea for sisters
Step 1
or neighbors or roommates.
They are super easy, and
really cheap to make. Go to
the hardware store and purchase
several blank white
tiles, which will run you
Step 2
about 16 cents each. Mod
Podge some scrapbook
paper to the top, glue felt to
the bottom, and coat the
whole thing in a clear
sealant that you can find at
any craft store. This is a
great craft idea because it is
very economic, and can be
made to match any home
decor based on the paper
you choose.
Another really neat DIY
craft I found was a lamp.
Not-your-average lamp,
this one is made out of
doilies and glue. Simply go
to a craft store and find
some lace or doilies, (or it
can be done with yarn, too)
Step 3
and purchase a balloon.
Blow up the balloon and
tie it off. Using Mod Podge
(its a type of glue), layer the
materials you have chosen
onto the balloon (take care
to leave space for a lighting
element).
This one will take some
time, because you have to
wait for it to dry completely.
Once it has dried, carefully
pop the balloon. Voila
– a unique lamp shell that
you can add to a string of
other similar orbs, or on its
own.
This is a really simple,
extremely cute way to add
some different lighting to
your home without going
Step 4
to Pottery Barn and blowing
$145 on a lamp made in
Sri Lanka. I’m just saying.
Spray paint it or leave it
how it is – this is the kind of
gift that I think I’ll be giving
to myself this year, if you
know what I mean.
Simple. Inexpensive.
Fun. Go to websites like
Pinterest.com for inspiriation.
There is a surprising
number of DIY projects out
there that aren’t completely
lame. I was shocked to find
that not only were they
easy, but I actually like the
ideas so much I have
already made plans to make
some of these things for my
own home (see previous
crafts in this post).
Go online and look up
some sites that offer tutorials
like www.diynet
work.com. You will be surprised
how many things are
available that you didn’t
consider making with supplies
you already have.
Since this is our last
issue, be sure to have a safe
new year. Happy holidays.
Last Gosport for the year
Today’s issue of your homebase newspaper
marks the last edition of the year.
Per our contract with the printer, Ballinger
Publishing, we print 50 issues annually, so the
December holiday period is a time the Gosport
staff takes a break and re-groups for the next year.
It has been a very busy year with various annual and
new events the paper covered, particularly the extensive coverage we devoted
to the Centennial of Naval Aviation.
Next year is the Centennial of Marine Corps Aviation and the bi-centennial
of the War of 1812, in which Pensacola and its area forts played a pivotal
role.
It should be another challenging but very exciting year.
We will continue to work hard to bring you one of the best newspapers in
the Navy and will begin our 91st year serving the Cradle of Naval Aviation.
Staffing will be light over the next two weeks but on most non-holidays,
someone will be in the Gosport editorial offices in Bldg. 1500.
All classified ads submitted after Dec. 9 will appear in our next issue, Jan.
6, 2012.
On behalf of NASP Commanding Officer, Capt. Christopher Plummer, the
NASP Public Affairs staff and Ballinger Publishing, we wish you all very
safe and happy holidays.

Gosport Staff Writer
(Above) Santa gives Prancer and Blitzen the day off and
arrives at the NASP youth center in an NASP fire truck, greeted
by a crowd of excited children. Selected children in grades
three to five (and siblings) from N.B. Cook, Cordova Park,
Myrtle Grove and Scenic Heights elementary schools were
invited to the NASP youth center Dec. 7 for fun, frivolity and a
visit with Santa. “We are very excited about the program and
that our school was invited to participate this year,” said Mary
Ellen Wiggins, principal of Scenic Heights Elementary School.
(Right) ATO Eleni Adondakis, an Atlanta native from NATTC,
Elementary School. Around 25 students were chosen from
each school based on need and good behavior.
The Naval Air Station Pensacola selected children’s
Christmas party was held Dec. 7, and more than 100 children
went home with presents to put under their tree for
Christmas morning.
The children were chosen from four area elementary
schools: N.B. Cook, Cordova Park, Myrtle Grove and
Scenic Heights. Children in grades three to five plus their
siblings were eligible to attend and were hand-selected by
staff based on need and behavior.
“The community is so good with the military presence
here in Pensacola. Organizations in town are constantly
stepping up to provide things for the people on base –
even for small things like bottled water,” said Karen
Plummer, wife of NASP commanding officer Capt.
Christopher Plummer, who was busily corraling excited
children throughout the course of the day.
The event was a success in every way. Children went
home happy, and more than 100 volunteers were left with
warm feelings from the day’s work. “We had to send
away 150 (NASP) student volunteers today,” Plummer
said about the enthusiasm of the volunteer force for the
event. “They were sad, because they are just kids themselves.”
While the kids were waiting on the big guy (who traded
in his traditional transportation options for a ride on an
NASP fire truck) they were escorted around the Youth
Center gymnasium coloring, making holiday ornaments
and gift bags, singing holiday songs and waiting in line
for the most popular activity: balloon animals, the likes
of which, parrots, swords and helmets, elaborate headdresses
and flowers, were proudly carried throughout the
day.
The event closed with an exciting visit from the jolly
elf himself – Santa Claus. Each child recieved a short visit
from the rosy-cheeked northerner, and took home a
goody-bag and presents, donated by people from an angel
tree program, to be put under their Christmas trees for
(what’s sure to be) an early morning wake-up Dec. 25.
(Above) Children arrived at the party at 9 a.m. and spent the morning coloring (far left), making holiday ornaments (far right) and gift bags and singing along to holiday tunes (second
from right). (Second from left) Maggie (5) from Scenic Heights Elementary School waits in line to see Santa. Maggie’s favorite part of the holidays is opening presents, putting out
cookies and milk for Santa, and putting out oatmeal for the reindeer. Maggie was joined at the party by older sister Emory (10) in fourth grade, who asked for duct tape for Christmas.
“I like to make things out of it; like wallets.” Emory’s favorite part of the holiday season is spending time with family because they all come together from out of town. (Below right)
Children make holiday ornaments with their “buddies” while they wait for Santa’s arrival.
(Above) Steve Robertson, the “balloon man,” practices the art of making balloon animals,
and makes an alien headdress for a young boy at the party. Some of the other popular
balloon creations included “pirate parrots,” “knight’s helmets and swords,” flowers, poodles
and more. Michele Thomas, wife of NASP XO Cmdr. Greg Thomas, gushed about
the event. “The city of Pensacola is so supportive of the military presence here. We try to
support the community as well as the community supports us. It’s our way of saying ‘thank
you’ to the people who treat our military so well.” Madalynne, age 9, from Scenic Heights
said that one of her favorite parts of the holidays is waiting for a Santa and his reindeer.
(Right) James, age 7, from Scenic Heights Elementary School, and MA2 James White,
his Navy buddy, visit with Mrs. Claus before Santa arrived at the party. Response for volunteers
was so high for this event that more than 150 NASP student volunteers had to be
sent away. “I wanted to put a hand out there to show these kids that there are people who
care about them,” said White who returned from deployment in Bahrain earlier this year.
“Now that I’m stateside, I’m able to make an impact on the community, and I’m glad to be
involved with these kids.”

Centennial of Naval Aviation (CoNA) year comes to a close
Looking back, looking ahead • Last in a Gosport series celebrating the Centennial of Naval Aviation (CoNA) –
100 years of naval aviation covering the scope of naval aviation activities, including aircraft, people, ships and events
By Mike O’Connor
Gosport Associate Editor
In 2011, NAS Pensacola, the
Navy and the nation have
recalled the historic milestones
along the flight path of 100 years
of naval aviation. With celebrations
and commemorative
events going on from coast to
coast, NAS Pensacola – as the
Cradle of Naval Aviation – took
an active role with a Centennial
of Naval Aviation (CoNA) kickoff
and base “birthday” celebration
Jan. 20.
More than 500 people,
including Florida Gov. Rick
Scott, gathered for the event to
honor the Jan. 20. 1914, arrival
in Pensacola the first naval aviators
– an aviation unit from
Annapolis, Md., consisting of
nine officers and 23 Sailors who
arrived to set up the first Navy
flying school.
NAS Pensacola hosted a
CoNA Air Show onboard at
base’s waterfront May 3-4, part
of Naval Aviation Week Navywide,
and the base as well as
NAS Whiting Field played host
to the “CoNA birds” – one type
of each training aircraft in the
Navy which was repainted with
historical paint schemes to celebrate
the centennial.
In November, the Blue
Angels Homecoming Air
Show was dedicated to the centennial
year and featured
among others, a special flying
guest: a Curtiss Pusher aircraft,
replica of that which Eugene
Ely flew off the deck of Navy
cruiser USS Birmingham (CL
2), Nov. 14, 1910, for the first
shipboard take off.
Weekly CoNA historical
pieces in Gosport throughout the
year have kept base and area
readers current, with the passage
of 2011’s months corresponding
to decades of naval aviation
(articles about the 1930s in
March, the 1940s in April, etc.).
Gosport has kept you in the
cockpit as naval aviation struggled
into the air for the first time,
led the way across the Atlantic
with NC-4’s 1919 flight, as
Navy dive bombers turned the
direction of World War II at
Midway, when Navy reconnaissance
jets gave President
Kennedy the news during the
Cuban Missile Crisis, and as
naval aviator astronauts walked
on the moon.
As 2012 comes into view, the
future of naval aviation provides
a glimpse that the pioneers in
flight could not have imagined.
Ships such as the USS
Independence (LCS 2), a littoral
combat ship that paid a port call
to NASP in 2011, display the
impressive technology that
helps keep a “smaller, smarter”
force leading the way in global
peacekeeping.
A key decision-making body
for naval aviation, the Naval
Aviation Enterprise (NAE) has
devised a capabilities-based
assessment integrated process
(NCIP) to develop the paths that
the Navy’s future aviation systems
will take.
According to NAE’s website,
nae.ahf.nmci.navy.mil, in conjunction
with Navy Aviation
Plan 2031 and the Marine Corps
Aviation Plan, aviation programs
of the future are designed
to:
• Ensure naval aviation’s relevance
by presenting credible
warfighting capabilities to deter
or defeat any threat.
• Provide aircraft, systems
and weapons that reach their initial
operational capability and
achieve the effects they were
designed to produce, and sufficiently
enhance their capabilities
to keep pace with threats.
• Optimize Navy and Marine
Corps aircraft inventories so
they have the ability to execute
the most demanding wartime
scenarios or meet surge force
and reconstitution requirements.
• Synchronize new procurements
with the sunset of legacy
aircraft.
• Emphasize joint interoperability.
Naval aviation: today and tomorrow
By MCCS(SW/AW) Dave Nagle
Naval Air Forces Public Affairs
Today’s naval aviation force
is comprised of more than
100,000 officers and Sailors
assigned to 11 aircraft carriers,
10 carrier air wings, 25 naval
air stations and 168 fleet,
reserve and training squadrons.
From pilots to aircraft maintainers,
naval aviation professionals
are supporting our
nation’s maritime strategy
around the globe.
Aircraft carriers and
embarked carrier air wings
conduct a myriad of missions
vital to America’s security,
from combat operations, closeair
support and maritime interdiction,
to countering piracy
and providing humanitarian
assistance and disaster relief.
Around the world and at home,
they significantly contribute to
cooperative security operations
through forward presence and
sustained, routine engagement
with foreign partners and allies.
USS Carl Vinson (CVN 70)
departed San Diego Nov. 30
for its Western Pacific deployment.
The ship is currently
operating in the U.S. 7th Fleet
AOR and recently conducted a
port visit in the Republic of
Korea.
USS Ronald Reagan (CVN
76), which recently deployed
for its own western Pacific
deployment, participated in the
biennial Rim of the Pacific
(RIMPAC) exercise near the
Hawaiian islands in the summer
of 2010.
As part of the Navy’s
“Global Force for Good,”
naval aviation has been on the
forefront of recent humanitarian
assistance and disaster relief
efforts. USS Carl Vinson and
Carrier Air Wing 17 were
among the first responders following
the major earthquake in
Haiti in January 2010.
The future of carrier aviation
looks strong. The first of at
least three Ford-class aircraft
carriers, USS Gerald H. Ford
(CVN 78) is scheduled for
commissioning in 2015. This
new class of carrier will
increase sortie generation rates
and significantly improve the
Navy’s warfighting capability
and flexibility.
During the next 20 years,
nearly every platform in the
carrier’s air wing will transition
to a newer, more capable
model. Manned fighters and
patrol aircraft will be complemented
by unmanned tactical
aircraft; rotary-wing aircraft
will make up a majority of the
Navy’s future air force, performing
critical anti-surface
and anti-submarine warfare,
mine countermeasures, and
humanitarian assistance missions.
Vilardi passes TW-5 Reserve Component to Vannice
Story, photo by
Lt. j.g. Tim Mosso
NASWF PAO
Capt. Guy O. Vilardi passed
command of Training Air Wing
Five’s Reserve Component to
Cmdr. Jay R. Vannice in a ceremony
aboard Naval Air Station
Whiting Field Nov. 30.
Rear Adm. John Sadler,
Commander, Naval Air Force
Reserve, Deputy Commander,
Naval Air Forces, Deputy
Commander, Naval Air Forces
Pacific Fleet, acted as presiding
officer and guest speaker.
Sadler praised Vilardi as a
leader who exemplifies excellence
in his performance and
inspires a command to follow
suit.
“Guy is about leading people,
doing the hard job, being a role
model and completing the mission,”
Sadler declared.
Vilardi’s seamless transition
from direct support of combat
efforts in Iraq to the stateside
training requirements of
TraWing-5 was evidenced by the
quality of the reserve component’s
performance during his
tenure. The TraWing-5 reservists
under Vilardi dominated the
Chief of Naval Air Training’s
Cmdr. Jay R. Vannice
2009 and 2010 awards for outstanding
performance.
“TraWing-5’s reserve component
is the largest of the four in
CNATRA … Guy’s people
swept every award in CNATRA
for 2010 for which they were eligible,”
Sadler noted.
During the course of Vilardi’s
24-month tour as the commanding
officer of TraWing-5’s
reserve component, its contribution
to naval aviation was sizable.
The wing’s reserve instructors
flew more than 52,000 flight
hours and contributed 18 percent
of TraWing-5’s total airborne
training time during the two-year
timeframe.
Vilardi was awarded the
Meritorious Service Medal for
his service to TraWing-5. The
value of the reserve component’s
contribution to CNATRA was
cited as indispensible and the
standard set by Vilardi was
hailed as exemplary.
“The cream rises to the top …
(Capt. Guy Vilardi), you make
things happen,” Sadler
remarked.
Vilardi reflected on his experience
at the air station with equal
measures of satisfaction and
gratitude. In the presence of fellow
service members and family,
the emotion of the moment
inspired Vilardi to express the
sentimental attachment to this
command that he and his family
felt.
“It’s bittersweet for us, but we
get to do it in the presence of our
Whiting Field and TraWing-5
family,” he noted.
Moreover, Vilardi offered an
emphatic testament to the value
of military families who support
service members through times
of hardship and uncertainty.
“In my house, my wife,
Leslie, is the sun around which
we orbit; I’m grateful for the support
and sacrifice of my wife, my
children and the support and sacrifice
of our military families,”
Vilardi emphasized.
He used the occasion to thank
key contributors to the wing’s
success and the reserve unit’s
performance.
TraWing-5 reservists, many of
whom travel hours from their
homes of record to support active
units, face unique challenges and
hardships in the course of their
service. Many of the officers
split their time between the
demands of commercial and military
aviation.
Vilardi, himself a captain for
Delta Airlines, was enthusiastic
in his praise of the resilience and
resolve exhibited by all contributors
to his unit’s success.
He recognized and lauded the
sacrifices of aviators, supporting
officers, enlisted personnel, and
his active-duty counterparts
within the wing.
While Vilardi’s speech was
characterized by an engaging
and emotive style, the recurring
themes of gratitude and satisfaction
stood salient in his concluding
remarks as component commander.
“Each one of those 52,000
flight hours is a silent, successful,
prodigious sacrifice … I’m
grateful to serve,” Vilardi concluded.
Vilardi’s next tour will be conducted
in support of the United
States Central Command. He
has been named as prospective
deputy commander for Maritime
Expeditionary Squadron Eight
based in Newport, R.I.
Following a formal exchange
of authority, Vannice thanked his
predecessor and introduced his
unequivocal vision for sustained
high performance.
In his opening remarks as
commanding officer, Vannice
stressed the importance of constant
self improvement, teamwork
and leadership at every
level.
“Grow and develop yourself
as leaders; I urge you to lead by
example. I have been thoroughly
impressed with all of the officers
I’ve met and our small but excellent
cadre of enlisted professionals
… we will continue to assist
the (TraWing-5) commodore to
train warriors and develop leaders,”
he declared.
Vannice expressed his total
commitment to empower all
TraWing-5 reserve personnel to
accomplish this mission.
“I will do everything in my
power to ensure you have what
you need,” he vowed.
New Sexual Assault Response Coordinator welcomed
From NASWF PAO
Naval Air Station Whiting Field’s
Sexual Assault Prevention and Response
Program (SAPR) welcomed their first dedicated
Sexual Assault Response
Coordinator (SARC) last month with the
addition of Rachel Phillips to the FFSC
team.
As the Sexual Assault Response
Coordinator (SARC), Phillips will energize
the education and prevention efforts
of a program that had previously been
managed as a collateral duty. Formerly
known as SAVI (Sexual Assault Victim
Intervention), the SAPR program is
designed to reduce the number of sexual
assaults and raise awareness as well as help
victims cope in the aftermath of such
attacks.
NAS Whiting Field fortunately has few
reports of sexual assaults, but it does happen,
and command leadership, individuals
Sailors, and civilians need to be capable of
taking the right actions in case someone is
assaulted.
“People need to be knowledgeable
about sexual assaults and what to do if it
happens to them or a coworker. Even with
the program in place, commands are seeing
the same numbers now as in 2005 and
2006,” Phillips stated.
“We need to educate young leaders as to
what they need to do and who to call in the
event of a sexual assault,” she said.
Phillips may be leading the charge, but
SAPR is not a one-person show. All command
programs rely on a core of victim
advocates to help victims through the medical,
investigative and legal process; make
referrals for assistance; explain the reporting
options available; and help them deal
with the overwhelming feelings following
the attack.
The victim advocates are trained
responders who volunteer to serve on a
rotating, on-call watchbill. More volunteers
are constantly being sought out.
“One of our challenges at Whiting is to
maintain enough advocates to keep the 24-
hour response watchbill intact,” said
Jeanine Decuir, the chief of clinical counseling
at the Fleet and Family Support
Center. “Hopefully, we can educate people
about the program and encourage them to
serve as advocates.” The statistics are
frightening. One in every four females and
one in every seven males are expected to
experience some kind of sexual assault by
the time they are 18.
High-profile sexual assault allegations
currently in the news from Penn State and
Syracuse, as well as events at the Air Force
Academy, only serve as poignant
reminders of the devastation caused by
such acts and the importance of proper
response.
“There is a strong correlation between
how a command responds to a sexual
assault and how the victim heals afterwards,”
Decuir emphasized.
That’s why she and the FFSC director
fought hard to gain approval for a dedicated
SARC at the command. Phillips has
both the educational background and experience
with the military that fit the bill for
what FFSC was seeking.
Phillips separated from the Air Force in
2010 after seven years of active duty where
she served as a SARC in addition to various
administrative, protocol and instructor
duties. She holds a psychology degree
from Baylor University and earned her
master’s degree in professional counseling
from Liberty University.
Considering that she is the first non-collateral
duty coordinator for the NASWF
program, Phillips has her hands full, but is
looking forward to the challenge.
“I have really enjoyed my interaction
with the people involved with SAPR in the
past,” she said. “FFSC staff are very professional
and knowledgeable. Working
with them to help teach service members
and leaders how to respond is truly a privilege.”
Anyone interested in becoming a victim
advocate, concerns or questions about the
SAPR program, or needing to report an
assault should call Phillips at 623-7177.
A Visit from
St.Nicholas
’Twas the night before Christmas,
when all through the house
Not a creature was stirring, not even a mouse;
The stockings were hung by the chimney with care,
In hopes that St. Nicholas soon would be there;
The children were nestled all snug in their beds,
While visions of sugar-plums danced in their heads;
And mamma in her ’kerchief, and I in my cap,
Had just settled down for a long winter’s nap,
When out on the lawn there arose such a clatter,
I sprang from the bed to see what was the matter.
Away to the window I flew like a flash,
Tore open the shutters and threw up the sash.
The moon on the breast of the new-fallen snow
Gave the lustre of mid-day to objects below,
When, what to my wondering eyes should appear,
But a miniature sleigh, and eight tiny reindeer,
With a little old driver, so lively and quick,
I knew in a moment it must be St. Nick.
More rapid than eagles his coursers they came,
And he whistled, and shouted, and called them by name;
“Now, Dasher! Now, Dancer! Now, Prancer and Vixen!
On, Comet! On Cupid! On, Donder and Blitzen!
To the top of the porch! To the top of the wall!
Now dash away! Dash away! Dash away, all!”
As dry leaves that before the wild hurricane fly,
When they meet with an obstacle, mount to the sky,
So up to the house-top the coursers they flew,
With the sleigh full of toys, and St. Nicholas too.
And then, in a twinkling, I heard on the roof
The prancing and pawing of each little hoof.
As I drew in my hand, and was turning around,
Down the chimney St. Nicholas came with a bound.
He was dressed all in fur, from his head to his foot,
And his clothes were all tarnished with ashes and soot;
A bundle of toys he had flung on his back,
And he looked like a peddler just opening his pack.
His eyes — how they twinkled! His dimples — how merry!
His cheeks were like roses, his nose like a cherry!
His droll little mouth was drawn up like a bow,
And the beard of his chin was as white as the snow;
The stump of a pipe he held tight in his teeth,
And the smoke it encircled his head like a wreath;
He had a broad face and a little round belly,
That shook, when he laughed like a bowlful of jelly.
He was chubby and plump, a right jolly old elf,
And I laughed when I saw him, in spite of myself;
A wink of his eye and a twist of his head,
Soon gave me to know I had nothing to dread;
He spoke not a word, but went straight to his work,
And filled all the stockings; then turned with a jerk,
And laying his finger aside of his nose,
And giving a nod, up the chimney he rose;
He sprang to his sleigh, to his team gave a whistle,
And away they all flew like the down of a thistle.
But I heard him exclaim, ere he drove out of sight,
“Happy Christmas to all, and to all a good-night.”
by Clement Clarke Moore
First published anonymously in 1823, the poem “A Visit from St. Nicholas,” also known as “The Night Before Christmas,” helped create the modern-day conception of Santa Claus.
One Christmas, Phil and Will built a skating rink in the middle
shortcut across the rink. The sheep, however, were afraid of the
them to the other side. “Look at that,” Phil remarked to
Will. “That guy is trying to pull the wool over our ice!”
How poor were you? When I was young, my family was so
poor that for Christmas we got batteries with a note attached
saying, “Toy not included.”

Navy training headquarters selects
analyst as Senior Civilian of the Quarter
By Steve Vanderwerff
NETC PAO
Naval Education and Training
Command (NETC) announced recently
the selection of Randall Henley as its
Senior Civilian of the Quarter (CoQ) for
the third quarter of the 2011 calendar year.
“I think it’s great that commands such
as NETC recognize civilian personnel for
their hard work, dedication and many
contributions they make within their
departments, command, Navy and
nation,” said Henley. “My supervisor
and co-workers constantly give
me advice and guidance.
They help me make
informed decisions
about work as well as
life decisions. I couldn’t
ask for a better group of
people. Each one of
them honestly cares
deeply about this organization
and its success along
with its employees. My
supervisor is always there with
kudos when I do a good job, but also there
to give me an extra nudge when needed.”
Henley retired from the Navy after 20
years of service in 2007. Before coming
to work for NETC he worked at Navy
Medicine Support Command in
Jacksonville. A little more than a year ago,
Henley says he jumped at the opportunity
for promotion and the challenge of working
in Navy training.
“Learning the NETC domain and what
we do for a living can be challenging.
NETC is unique in what we do and the
ever-changing way of doing business and
changes in training requirements keep us
busy,” said Henley.
Henley believes his upbringing
instilled in him the drive to succeed.
“I think as a child, good values, morals
and a strong work ethic were instilled in
me. I was told to always give your best
effort at everything you do. Be honest
and don’t tell a lie. To do the right thing
in life. Doing a good job brings a sense of
accomplishment and having your supervisor
and co-workers let you know
you’ve done a good job feels great,”
Henley said.
As a manpower analyst, Henley works
with The Total Force Manpower
Management System (TFMMS) Micro
Management Change application
and assists NETC subordinate
commands
update their activity
manpower documents
(AMDs) as well as
many other duties
assigned. TFMMS is a
classified mainframe
manpower system that
contains requirements,
authorizations, and end
strength data for Navy officer,
enlisted and civilian personnel billets.
“Randy is a valued member of our
team,” said Deborah Lloyd, Henley’s
supervisor. “He is enthusiastic and very
knowledgeable. He takes the lead in
accomplishing work that he sees needs to
be done and does not hesitate to take on
difficult tasks. Randy has excellent analytical
and people skills. This was never
more apparent than during the last few
months when he led the way in reviewing
and updating NETC domain manpower
documents in a limited time. He provided
direction and training to other manpower
analysts throughout the domain while
reviewing the majority of input received
from subordinate commands.”
A part-time job in the Air Force Reserve
made a difference. It gave me the time
and financial support to continue my
education and begin a civilian career.
It’s ideal because I wanted to continue
to serve but stay close to home. And
I discovered the Air Force Reserve is
offering signing bonuses up to $20,000.
If you’ve served in any branch of military,
you can join the Air Force Reserve
my rank as well as the sense of service
of all, I now serve my country from
