The <strong>NAS</strong> <strong>Pensacola</strong> Morale, Welfare and Recreation<br />
(<strong>MWR</strong>) department is the recipient of a Christmastime<br />
surprise from Commander, Navy Installations Command<br />
(<strong>CNIC</strong>).<br />
Following a new accreditation review process – the<br />
first of its kind – the base <strong>MWR</strong> program was recognized<br />
with a <strong>four</strong>-<strong>star</strong> accreditation from <strong>CNIC</strong>.<br />

The evaluation standards<br />
were developed<br />
by <strong>CNIC</strong> for<br />
programs<br />
t h a t<br />
include<br />
fitness;<br />
single Sailor (Liberty); library; outdoor recreation;<br />
auto skills; and Information, Tickets and Travel (ITT).<br />
Base size determines the criteria for required facilities,<br />
equipment and manning. It’s a two-year accreditation<br />
cycle with a performance data call submitted each year to<br />
validate the standards. Combined customer satisfaction<br />
scores (based on surveys); employee satisfaction and<br />
turnover numbers; and financial performance all determine<br />
an accreditation score.<br />
An accreditation team was sent out to all bases submitting<br />
for the awards. There were no five-<strong>star</strong> accreditations<br />
for 2010-2011, the first year of the award.<br />
Eleven bases worldwide were recognized with <strong>four</strong><strong>star</strong><br />
awards, with five of those being in Southeast region.<br />

containers recently, you can help <strong>NAS</strong><br />
<strong>Pensacola</strong> have an environmentally<br />
“green” Christmas this year.<br />
While planning your party or while<br />
preparing your shopping list, one<br />
thing that should be recognized is<br />
how celebrations affect the environment.<br />
Just think of the prepared food,<br />
decorations, cards, invitations and<br />
miscellaneous items that are associated<br />
with celebrating the holiday season.<br />
Everyone should be aware that<br />
alternatives exist to make events more<br />
eco-friendly, and that the ultimate<br />
costs for all functions and events need<br />
to take into account the<br />

the following holiday message to the fleet.<br />
“Shipmates and Navy families,<br />
Can you believe another year is almost over? It’s<br />
amazing how quickly time passes when you’re staying<br />
busy. It seems we were kicking off 2011 just yesterday<br />
and here we are, about to usher in 2012.<br />
With the traditional festivities of December upon us, I<br />
want to wish you all the happiest possible holidays, and<br />
to say thank you for the outstanding service and support<br />
you provide to our Navy and nation. I continue to be<br />
humbled by your selfless dedication and the outstanding<br />
job you do every day around the globe.<br />

The Festival of Lights:<br />
a brief history of Hanukkah<br />

The Hebrew word<br />
Hanukkah (Chanukah) translates<br />
to dedication, which is<br />
what the Jewish people of the<br />
second century B.C. undoubtedly<br />
had to possess in what was<br />
a very turbulent time in Jewish<br />
history. Often called the Festival<br />
of Lights, the eight-day celebration<br />
begins each year on the<br />
25th day of Kislev on the<br />
Hebrew calendar. For those of<br />
you who are less familiar with<br />
the Hebrew calendar, Kislev is a<br />
30-day month in autumn, much<br />
like the Gregorian month of<br />
November.<br />
After Judae was taken under<br />
control of Antiochus IV<br />
Epiphanes, around 200 B.C.,<br />
the Jewish religion was outlawed<br />
and Jews were forced to<br />
worship Greek gods. Needless<br />
to say, this did not<br />
sit well with many<br />
Jewish families.<br />
A rabbi by the<br />
name of Mattahias<br />
along with his five<br />
sons decided the<br />
only thing that<br />
could be done was<br />
to revolt, and so<br />
began a large-scale<br />
rebellion against Antiochus and<br />
his Syrian army. Mattahias didn’t<br />
live to see the end of the<br />
rebellion but after his death his<br />
son, Judah Maccabee, took the<br />
helm and within two years the<br />
Jews had successfully driven<br />
the Syrians out of Jerusalem.<br />
The Jewish people rebuilt and<br />
“cleansed” the altar of their<br />
sacred Second Temple that had<br />
been desecrated when<br />
Antichus took over. The menorah,<br />
a gold candelabrum with<br />
seven branches, was lit and<br />
meant to be kept burning every<br />
night.<br />
According to the Talmud,<br />
one of Judaism’s important<br />
books, Judah Macabee and the<br />
other Jews who took part in the<br />
rebuilding and dedication of<br />
the Second Temple witnessed<br />
what could only be described<br />
as a “miracle.” Even though<br />
there was only enough olive oil<br />
to keep the menorah’s candles<br />
burning for a single day the<br />
flames continued to flicker for<br />
eight straight days, giving them<br />
enough time to attain a fresh<br />
supply of oil. The Jewish scholars<br />
would proclaim a yearly<br />
eight-day festival, and so began<br />
the tradition of Hannukah.<br />
Although, the story of<br />
Hanukkah does not appear in<br />
the Torah, which is the most<br />
important text in Judaism,<br />
because the event that inspired<br />
the holiday happened after it<br />
was written, it does appear in<br />
the New Testament of the<br />
Bible, in which Jesus attends a<br />
“feast of dedication.”<br />
In modern days the celebration<br />
of Hanukkah revolves<br />
around the igniting of a ninebranch<br />
menorah known as the<br />
hanukiah. On each of the eight<br />
nights a candle is<br />
added to the menorah<br />
after sundown.<br />
The ninth candle,<br />
called the<br />
shamash, or<br />
“helper,” is used to<br />
light the other eight<br />
candles. Typically<br />
Jewish families<br />
quote blessings<br />
and display their menorah in a<br />
window as a reminder to others<br />
of the “miracle” that inspired<br />
Hanukkah.<br />
Some Jews serve foods that<br />
are fried in oil; such as potato<br />
pancakes, known as latkes, and<br />
jam-filled donuts called sufganiyot.<br />
You may also find<br />
children playing with <strong>four</strong>sided<br />
spinning tops called dreidels<br />
and families often<br />
exchange gifts.<br />
In North America,<br />
Hanukkah is viewed as a<br />
major holiday, due to the fact<br />
that it falls near or overlaps<br />
with Christmas. However,<br />
from a religious standpoint it<br />
remains a relatively minor<br />
Jewish holiday that places no<br />
restrictions on working,<br />
attending school or other<br />
activities.<br />
to do so for the foreseeable future, but we will get<br />
through them together as we have done for the past 236<br />
years. The Navy, after all, is a team sport and in 2011, we<br />
enjoyed many operational successes together that are<br />
worth celebrating. They are your legacy ... the deployments,<br />
the steady presence in difficult places, the helping<br />
hand when natural disasters left vulnerable people in<br />
their wake.<br />
You and your shipmates worked hard and sacrificed<br />
often. As you visit with loved ones, scour the shopping<br />
malls, or hit the ski slopes during these joyous weeks,<br />
take a moment to reflect on the special appreciation<br />
America has for you and your family. Be proud of your<br />
accomplishments, and share sea stories with moms,<br />
dads, siblings, aunts, uncles and old buddies.<br />
Most of all, be safe and enjoy the holiday season to its<br />
fullest. Celebrate responsibly: You are important to our<br />
Navy family and we need every one of you to return<br />

recharged for the next adventure. Don’t let bad judgment<br />
ruin the new year or your life. Look out for each other,<br />
and keep an eye on your shipmates who may be having<br />
a difficult time.<br />
It’s also important that we remember the thousands of<br />
our shipmates who are deployed, on station around the<br />
world vigilantly keeping the watch, ready to answer our<br />
nation’s call. They are there ensuring we have this<br />
chance to deck the halls, gather around family dinner<br />
tables, and belt out ‘Auld Lang Syne’ in a storm of confetti.<br />
Thank you again for serving our great Navy and preserving<br />
our nation’s freedom. Sailors and families, you<br />
are truly among this country’s greatest gifts.<br />

“Our job as Blue Angels is to credibly represent the<br />
Sailors and Marines who are forward deployed all<br />

for families across the world to the Snowball<br />
Express event, where children and surviving spouses<br />

Here are some ideas to help make your holidays a<br />
little more “green:”<br />
Segregate recyclable items. Be certain that all<br />
recycling bins are clearly labeled and waste disposal<br />
containers are available for unrecyclable items.<br />
Finally, transport recyclables to the recycling center<br />
or coordinate a pick-up. The base recycling program<br />
accepts all types of paper including giftwrap and<br />
cards, cardboard, plastics, all types of metal, lead acid<br />
(car) batteries and appliances. Call the <strong>NAS</strong>P recycling<br />
manager at 452-2028 or 572-6184 to find out<br />
more information.<br />
Give rechargeable batteries along with your electronic<br />
gifts, and consider giving a battery charger, too.<br />
Limit paper invitations and send out event invitations<br />
via email. List all events on shared electronic<br />
calendars and use a social networking site if your<br />
command has one already.<br />
This installation is dedicated to reducing waste<br />
throughout the year. As part of ongoing initiatives to<br />
reduce solid waste, base recycling members encourage<br />
all personnel, civilian employees and family members to<br />
cut back on solid waste generation wherever and whenever<br />
possible, and wish you a happy “green” event.<br />

The <strong>Gosport</strong> nameplate pays homage to the<br />
100th anniversary of naval aviation in 2011: the<br />
Centennial of Naval Aviation, or CONA.<br />
The image on the left side of the nameplate<br />
depicts Eugene Ely taking off in a Curtiss pusher<br />
bi-plane from the USS Pennsylvania Jan. 18,<br />

While Ely had taken off from the USS<br />
Birmingham two months earlier after his plane<br />
had been loaded on the ship, the USS<br />
Pennsylvania event was the first time a plane<br />
landed on and then took off from a U.S. warship.<br />

Established in 1921 as the Air Station News,<br />
the name <strong>Gosport</strong> was adopted in 1936. A<br />
gosport was a voice tube used by flight instructors<br />

The name “<strong>Gosport</strong>” was derived from<br />
<strong>Gosport</strong>, England (originally God’s Port),<br />
where the voice tube was invented.<br />

One of the most fun<br />
things about the holidays, at<br />
least for me, is gift giving. I<br />
love finding the perfect gift<br />
to thank someone for being<br />
in your life – there is a lot of<br />
satisfaction in knowing<br />
exactly what to give someone.<br />
But for many people,<br />
they may find that running<br />
to Dillard’s to buy dad that<br />
silk tie he was admiring<br />
might be out of their budget<br />
this year.<br />
Fear not. If you are still<br />
clueless as to what gifts to<br />
give, or are slightly lacking<br />
in the arena of holiday spirit,<br />
this editorial is for you.<br />
Making snowflakes<br />
may seem like no big deal<br />
to some people, but my<br />
Alaskan office-cohort had<br />

Last <strong>Gosport</strong> for the year<br />
Today’s issue of your homebase newspaper<br />
marks the last edition of the year.<br />
Per our contract with the printer, Ballinger<br />
Publishing, we print 50 issues annually, so the<br />
December holiday period is a time the <strong>Gosport</strong><br />
staff takes a break and re-groups for the next year.<br />
It has been a very busy year with various annual and<br />
new events the paper covered, particularly the extensive coverage we devoted<br />
to the Centennial of Naval Aviation.<br />
Next year is the Centennial of Marine Corps Aviation and the bi-centennial<br />
of the War of 1812, in which <strong>Pensacola</strong> and its area forts played a pivotal<br />
role.<br />
It should be another challenging but very exciting year.<br />
We will continue to work hard to bring you one of the best newspapers in<br />
the Navy and will begin our 91st year serving the Cradle of Naval Aviation.<br />
Staffing will be light over the next two weeks but on most non-holidays,<br />
someone will be in the <strong>Gosport</strong> editorial offices in Bldg. 1500.<br />

The Naval Air Station <strong>Pensacola</strong> selected children’s<br />
Christmas party was held Dec. 7, and more than 100 children<br />
went home with presents to put under their tree for<br />
Christmas morning.<br />
The children were chosen from <strong>four</strong> area elementary<br />
schools: N.B. Cook, Cordova Park, Myrtle Grove and<br />
Scenic Heights. Children in grades three to five plus their<br />
siblings were eligible to attend and were hand-selected by<br />
staff based on need and behavior.<br />
“The community is so good with the military presence<br />
here in <strong>Pensacola</strong>. Organizations in town are constantly<br />
stepping up to provide things for the people on base –<br />
even for small things like bottled water,” said Karen<br />
Plummer, wife of <strong>NAS</strong>P commanding officer Capt.<br />
Christopher Plummer, who was busily corraling excited<br />
children throughout the course of the day.<br />
The event was a success in every way. Children went<br />
home happy, and more than 100 volunteers were left with<br />
warm feelings from the day’s work. “We had to send<br />
away 150 (<strong>NAS</strong>P) student volunteers today,” Plummer<br />
said about the enthusiasm of the volunteer force for the<br />
event. “They were sad, because they are just kids themselves.”<br />
While the kids were waiting on the big guy (who traded<br />
in his traditional transportation options for a ride on an<br />
<strong>NAS</strong>P fire truck) they were escorted around the Youth<br />
Center gymnasium coloring, making holiday ornaments<br />
and gift bags, singing holiday songs and waiting in line<br />
for the most popular activity: balloon animals, the likes<br />
of which, parrots, swords and helmets, elaborate headdresses<br />
and flowers, were proudly carried throughout the<br />
day.<br />
The event closed with an exciting visit from the jolly<br />
elf himself – Santa Claus. Each child recieved a short visit<br />
from the rosy-cheeked northerner, and took home a<br />
goody-bag and presents, donated by people from an angel<br />
tree program, to be put under their Christmas trees for<br />
(what’s sure to be) an early morning wake-up Dec. 25.<br />

along the flight path of 100 years<br />
of naval aviation. With celebrations<br />
and commemorative<br />
events going on from coast to<br />
coast, <strong>NAS</strong> <strong>Pensacola</strong> – as the<br />
Cradle of Naval Aviation – took<br />
an active role with a Centennial<br />
of Naval Aviation (CoNA) kickoff<br />
and base “birthday” celebration<br />
Jan. 20.<br />
More than 500 people,<br />
including Florida Gov. Rick<br />
Scott, gathered for the event to<br />
honor the Jan. 20. 1914, arrival<br />
in <strong>Pensacola</strong> the first naval aviators<br />
– an aviation unit from<br />
Annapolis, Md., consisting of<br />
nine officers and 23 Sailors who<br />
arrived to set up the first Navy<br />
flying school.<br />
<strong>NAS</strong> <strong>Pensacola</strong> hosted a<br />
CoNA Air Show onboard at<br />
base’s waterfront May 3-4, part<br />
of Naval Aviation Week Navywide,<br />
and the base as well as<br />
<strong>NAS</strong> Whiting Field played host<br />
to the “CoNA birds” – one type<br />
of each training aircraft in the<br />
Navy which was repainted with<br />
historical paint schemes to celebrate<br />
the centennial.<br />
In November, the Blue<br />
Angels Homecoming Air<br />
Show was dedicated to the centennial<br />
year and featured<br />
among others, a special flying<br />
guest: a Curtiss Pusher aircraft,<br />
replica of that which Eugene<br />
Ely flew off the deck of Navy<br />

Ships such as the USS<br />
Independence (LCS 2), a littoral<br />

to <strong>NAS</strong>P in 2011, display the<br />
impressive technology that<br />
helps keep a “smaller, smarter”<br />
force leading the way in global<br />
peacekeeping.<br />
A key decision-making body<br />
for naval aviation, the Naval<br />
Aviation Enterprise (NAE) has<br />
devised a capabilities-based<br />
assessment integrated process<br />
(NCIP) to develop the paths that<br />
the Navy’s future aviation systems<br />
will take.<br />

departed San Diego Nov. 30<br />
for its Western Pacific deployment.<br />
The ship is currently<br />
operating in the U.S. 7th Fleet<br />
AOR and recently conducted a<br />
port visit in the Republic of<br />
Korea.<br />
USS Ronald Reagan (CVN<br />
76), which recently deployed<br />
for its own western Pacific<br />
deployment, participated in the<br />
biennial Rim of the Pacific<br />
(RIMPAC) exercise near the<br />
Hawaiian islands in the summer<br />
of 2010.<br />
As part of the Navy’s<br />
“Global Force for Good,”<br />
naval aviation has been on the<br />
forefront of recent humanitarian<br />
assistance and disaster relief<br />
efforts. USS Carl Vinson and<br />
Carrier Air Wing 17 were<br />
among the first responders following<br />
the major earthquake in<br />
Haiti in January 2010.<br />
The future of carrier aviation<br />
looks strong. The first of at<br />
least three Ford-class aircraft<br />
carriers, USS Gerald H. Ford<br />
(CVN 78) is scheduled for<br />
commissioning in 2015. This<br />
new class of carrier will<br />
increase sortie generation rates<br />
and significantly improve the<br />
Navy’s warfighting capability<br />
and flexibility.<br />
During the next 20 years,<br />
nearly every platform in the<br />
carrier’s air wing will transition<br />
to a newer, more capable<br />
model. Manned fighters and<br />
patrol aircraft will be complemented<br />
by unmanned tactical<br />
aircraft; rotary-wing aircraft<br />
will make up a majority of the<br />
Navy’s future air force, performing<br />
critical anti-surface<br />
and anti-submarine warfare,<br />
mine countermeasures, and<br />
humanitarian assistance missions.<br />

leader who exemplifies excellence<br />

“Guy is about leading people,<br />
doing the hard job, being a role<br />
model and completing the mission,”<br />
Sadler declared.<br />
Vilardi’s seamless transition<br />
from direct support of combat<br />
efforts in Iraq to the stateside<br />
training requirements of<br />
TraWing-5 was evidenced by the<br />
quality of the reserve component’s<br />
performance during his<br />
tenure. The TraWing-5 reservists<br />
under Vilardi dominated the<br />
Chief of Naval Air Training’s<br />
Cmdr. Jay R. Vannice<br />
2009 and 2010 awards for outstanding<br />
performance.<br />
“TraWing-5’s reserve component<br />
is the largest of the <strong>four</strong> in<br />
CNATRA … Guy’s people<br />
swept every award in CNATRA<br />
for 2010 for which they were eligible,”<br />
Sadler noted.<br />
During the course of Vilardi’s<br />
24-month tour as the commanding<br />
officer of TraWing-5’s<br />
reserve component, its contribution<br />
to naval aviation was sizable.<br />
The wing’s reserve instructors<br />
flew more than 52,000 flight<br />
hours and contributed 18 percent<br />
of TraWing-5’s total airborne<br />
training time during the two-year<br />
timeframe.<br />
Vilardi was awarded the<br />
Meritorious Service Medal for<br />
his service to TraWing-5. The<br />
value of the reserve component’s<br />
contribution to CNATRA was<br />
cited as indispensible and the<br />
standard set by Vilardi was<br />
hailed as exemplary.<br />
“The cream rises to the top …<br />
(Capt. Guy Vilardi), you make<br />
things happen,” Sadler<br />
remarked.<br />
Vilardi reflected on his experience<br />
at the air station with equal<br />
measures of satisfaction and<br />
gratitude. In the presence of fellow<br />
service members and family,<br />
the emotion of the moment<br />
inspired Vilardi to express the<br />
sentimental attachment to this<br />
command that he and his family<br />
felt.<br />
“It’s bittersweet for us, but we<br />
get to do it in the presence of our<br />
Whiting Field and TraWing-5<br />
family,” he noted.<br />
Moreover, Vilardi offered an<br />
emphatic testament to the value<br />
of military families who support<br />
service members through times<br />
of hardship and uncertainty.<br />
“In my house, my wife,<br />
Leslie, is the sun around which<br />
we orbit; I’m grateful for the support<br />
and sacrifice of my wife, my<br />
children and the support and sacrifice<br />
of our military families,”<br />
Vilardi emphasized.<br />
He used the occasion to thank<br />
key contributors to the wing’s<br />
success and the reserve unit’s<br />
performance.<br />
TraWing-5 reservists, many of<br />
whom travel hours from their<br />
homes of record to support active<br />
units, face unique challenges and<br />
hardships in the course of their<br />
service. Many of the officers<br />
split their time between the<br />
demands of commercial and military<br />
aviation.<br />
Vilardi, himself a captain for<br />
Delta Airlines, was enthusiastic<br />
in his praise of the resilience and<br />
resolve exhibited by all contributors<br />
to his unit’s success.<br />
He recognized and lauded the<br />
sacrifices of aviators, supporting<br />
officers, enlisted personnel, and<br />
his active-duty counterparts<br />
within the wing.<br />
While Vilardi’s speech was<br />
characterized by an engaging<br />
and emotive style, the recurring<br />
themes of gratitude and satisfaction<br />
stood salient in his concluding<br />
remarks as component commander.<br />
“Each one of those 52,000<br />
flight hours is a silent, successful,<br />
prodigious sacrifice … I’m<br />
grateful to serve,” Vilardi concluded.<br />
Vilardi’s next tour will be conducted<br />
in support of the United<br />
States Central Command. He<br />
has been named as prospective<br />
deputy commander for Maritime<br />
Expeditionary Squadron Eight<br />
based in Newport, R.I.<br />
Following a formal exchange<br />
of authority, Vannice thanked his<br />
predecessor and introduced his<br />
unequivocal vision for sustained<br />
high performance.<br />
In his opening remarks as<br />
commanding officer, Vannice<br />
stressed the importance of constant<br />
self improvement, teamwork<br />
and leadership at every<br />
level.<br />
“Grow and develop yourself<br />
as leaders; I urge you to lead by<br />
example. I have been thoroughly<br />
impressed with all of the officers<br />
I’ve met and our small but excellent<br />
cadre of enlisted professionals<br />
… we will continue to assist<br />
the (TraWing-5) commodore to<br />
train warriors and develop leaders,”<br />
he declared.<br />
Vannice expressed his total<br />
commitment to empower all<br />
TraWing-5 reserve personnel to<br />
accomplish this mission.<br />
“I will do everything in my<br />
power to ensure you have what<br />
you need,” he vowed.<br />
New Sexual Assault Response Coordinator welcomed<br />

Naval Air Station Whiting Field’s<br />
Sexual Assault Prevention and Response<br />
Program (SAPR) welcomed their first dedicated<br />
Sexual Assault Response<br />
Coordinator (SARC) last month with the<br />
addition of Rachel Phillips to the FFSC<br />
team.<br />
As the Sexual Assault Response<br />
Coordinator (SARC), Phillips will energize<br />
the education and prevention efforts<br />
of a program that had previously been<br />
managed as a collateral duty. Formerly<br />
known as SAVI (Sexual Assault Victim<br />
Intervention), the SAPR program is<br />
designed to reduce the number of sexual<br />
assaults and raise awareness as well as help<br />
victims cope in the aftermath of such<br />
attacks.<br />
<strong>NAS</strong> Whiting Field fortunately has few<br />
reports of sexual assaults, but it does happen,<br />
and command leadership, individuals<br />
Sailors, and civilians need to be capable of<br />
taking the right actions in case someone is<br />
assaulted.<br />
“People need to be knowledgeable<br />
about sexual assaults and what to do if it<br />
happens to them or a coworker. Even with<br />
the program in place, commands are seeing<br />
the same numbers now as in 2005 and<br />
2006,” Phillips stated.<br />
“We need to educate young leaders as to<br />
what they need to do and who to call in the<br />
event of a sexual assault,” she said.<br />
Phillips may be leading the charge, but<br />
SAPR is not a one-person show. All command<br />
programs rely on a core of victim<br />
advocates to help victims through the medical,<br />
investigative and legal process; make<br />
referrals for assistance; explain the reporting<br />
options available; and help them deal<br />
with the overwhelming feelings following<br />
the attack.<br />
The victim advocates are trained<br />
responders who volunteer to serve on a<br />
rotating, on-call watchbill. More volunteers<br />
are constantly being sought out.<br />
“One of our challenges at Whiting is to<br />
maintain enough advocates to keep the 24-<br />
hour response watchbill intact,” said<br />
Jeanine Decuir, the chief of clinical counseling<br />
at the Fleet and Family Support<br />

frightening. One in every <strong>four</strong> females and<br />
one in every seven males are expected to<br />
experience some kind of sexual assault by<br />
the time they are 18.<br />
High-profile sexual assault allegations<br />
currently in the news from Penn State and<br />
Syracuse, as well as events at the Air Force<br />
Academy, only serve as poignant<br />
reminders of the devastation caused by<br />
such acts and the importance of proper<br />
response.<br />
“There is a strong correlation between<br />
how a command responds to a sexual<br />
assault and how the victim heals afterwards,”<br />
Decuir emphasized.<br />
That’s why she and the FFSC director<br />
fought hard to gain approval for a dedicated<br />
SARC at the command. Phillips has<br />
both the educational background and experience<br />
with the military that fit the bill for<br />
what FFSC was seeking.<br />
Phillips separated from the Air Force in<br />
2010 after seven years of active duty where<br />
she served as a SARC in addition to various<br />
administrative, protocol and instructor<br />
duties. She holds a psychology degree<br />
from Baylor University and earned her<br />
master’s degree in professional counseling<br />
from Liberty University.<br />
Considering that she is the first non-collateral<br />
duty coordinator for the <strong>NAS</strong>WF<br />
program, Phillips has her hands full, but is<br />
looking forward to the challenge.<br />
“I have really enjoyed my interaction<br />
with the people involved with SAPR in the<br />
past,” she said. “FFSC staff are very professional<br />
and knowledgeable. Working<br />
with them to help teach service members<br />
and leaders how to respond is truly a privilege.”<br />

The number of volunteers who are available to help at<br />

who can <strong>star</strong>t receiving their classroom and on-the-job<br />

New language learning study<br />
A Navy research project testing an innovative language<br />
learning program called the Integrated System<br />
for Language Education and Training (ISLET) has<br />

Navy training headquarters selects<br />
analyst as Senior Civilian of the Quarter<br />

Naval Education and Training<br />
Command (NETC) announced recently<br />
the selection of Randall Henley as its<br />
Senior Civilian of the Quarter (CoQ) for<br />
the third quarter of the 2011 calendar year.<br />
“I think it’s great that commands such<br />
as NETC recognize civilian personnel for<br />
their hard work, dedication and many<br />
contributions they make within their<br />
departments, command, Navy and<br />
nation,” said Henley. “My supervisor<br />
and co-workers constantly give<br />
me advice and guidance.<br />
They help me make<br />
informed decisions<br />
about work as well as<br />
life decisions. I couldn’t<br />
ask for a better group of<br />
people. Each one of<br />
them honestly cares<br />
deeply about this organization<br />
and its success along<br />
with its employees. My<br />
supervisor is always there with<br />
kudos when I do a good job, but also there<br />
to give me an extra nudge when needed.”<br />
Henley retired from the Navy after 20<br />
years of service in 2007. Before coming<br />
to work for NETC he worked at Navy<br />
Medicine Support Command in<br />
Jacksonville. A little more than a year ago,<br />
Henley says he jumped at the opportunity<br />
for promotion and the challenge of working<br />
in Navy training.<br />
“Learning the NETC domain and what<br />
we do for a living can be challenging.<br />
NETC is unique in what we do and the<br />
ever-changing way of doing business and<br />
changes in training requirements keep us<br />
busy,” said Henley.<br />
Henley believes his upbringing<br />
instilled in him the drive to succeed.<br />
“I think as a child, good values, morals<br />
and a strong work ethic were instilled in<br />
me. I was told to always give your best<br />
effort at everything you do. Be honest<br />
and don’t tell a lie. To do the right thing<br />
in life. Doing a good job brings a sense of<br />
accomplishment and having your supervisor<br />
and co-workers let you know<br />
you’ve done a good job feels great,”<br />
Henley said.<br />
As a manpower analyst, Henley works<br />
with The Total Force Manpower<br />
Management System (TFMMS) Micro<br />
Management Change application<br />
and assists NETC subordinate<br />
commands<br />
update their activity<br />
manpower documents<br />
(AMDs) as well as<br />
many other duties<br />
assigned. TFMMS is a<br />
classified mainframe<br />
manpower system that<br />
contains requirements,<br />
authorizations, and end<br />
strength data for Navy officer,<br />
enlisted and civilian personnel billets.<br />
“Randy is a valued member of our<br />
team,” said Deborah Lloyd, Henley’s<br />
supervisor. “He is enthusiastic and very<br />
knowledgeable. He takes the lead in<br />
accomplishing work that he sees needs to<br />
be done and does not hesitate to take on<br />
difficult tasks. Randy has excellent analytical<br />
and people skills. This was never<br />
more apparent than during the last few<br />
months when he led the way in reviewing<br />
and updating NETC domain manpower<br />
documents in a limited time. He provided<br />
direction and training to other manpower<br />
analysts throughout the domain while<br />
reviewing the majority of input received<br />
from subordinate commands.”<br />

Volunteers are needed for terminal hospice patients<br />
throughout Escambia County. Active-duty or veteran<br />
volunteers are also needed for “Hospice for Heroes.”<br />
