COVER STORY
Lethbridge ranks 1st in
Alberta,11th in Canada
By Lisa Doerksen
For the Lethbridge Journal
No one needs to tell Bob Tarleck that Lethbridge
is a great place to live - the mayor is
one of the city’s biggest fans.
But even he was pleasantly surprised by
Lethbridge’ 11th place ranking on the MoneySense
Best Places to Live list for 2010. The
city made a 12-spot jump from 23rd in 2009.
“I can’t tell you why we made the jump,”
says the mayor. “But I can tell you I think it’s
a reflection of the quality of living experience
in Lethbridge. People are beginning to realize
this (city) is an incredible gem.”
The annual survey rates Canadian cities
with a population over 10,000 based on climate,
prosperity, access to health care, home
affordability, crime rates and lifestyle.
While Ottawa placed first, Lethbridge’
near-top-ten placement made it the highest
ranking Alberta city, followed only by Edmonton
at 16th.
Lethbridge ranked high in the average
household income and average house pricing
categories, as well as in culture.
None of that surprises Tarleck.
“We have a vibrant cultural community,”
he says, noting the much-anticipated community
arts facility slated for the old IGA
site downtown will only serve to further the
city’s cultural reputation. “We have a strong
cultural anchor in our community.”
While the city ranked higher for crime rate
- coming in 125th out of 179 cities - Tarleck
says Lethbridge’ police force can only be
commended, especially because it’s the first
regionalized police service in the province
and operates just beyond the borders of the
country’s largest aboriginal reserve. Social issues
are often reflected in crime statistics, he
notes.
“There has been a determined effort on
the part of the Lethbridge Police Service to
establish strong working relationships, based
on respect, with the aboriginal community”.
While some of the survey categories - like
weather - are beyond control, Tarleck says
the city has worked hard to improve the areas
it can to make Lethbridge a better place
to live.
Noteworthy, he says, are the revitalization
of the downtown core and the city’s commitment
to providing adequate facilities for
the population. He’s especially excited about
the nearly-completed complex in west Lethbridge
which will house two high schools
and a library with plans in place to build two
ice arenas.
“It’s not just a number of educational
and recreational facilities, we have a strong
beginning for a social heart for west Lethbridge,”
he says. “It’s going to be a meeting
place and every part of the city needs something
like that.”
Tarleck also credits council’s inclusive mu-
nicipal planning processes for helping make
Lethbridge such a live-able city.
“We don’t operate in a vacuum,” he says.
“We meet with many community groups to
find out what kind of community it is that
they want.”
While the list of commendable aspects of
Lethbridge goes on - the river valley parks
system, post-secondary institutions, and agricultural
research facilities - Tarleck notes
the residents themselves cannot be forgotten.
“Lethbridge is very well served by a wide
number of volunteers who care about their
community,” he says. “One of the reasons
we’re able to do so much is that we have so
many volunteers.
“We are an inclusive community and a caring
community.”
And residents of all ages regularly sing the
praises of the city, says Tarleck.
“It’s one of the most live-able communities
for seniors,” he says. “Students enjoy their
time in Lethbridge. Many say when they get
a chance they’ll come back to Lethbridge - I
hear that story every day.”
Even Tarleck himself was enamored by the
city when he arrived in 1966 with the intention
of staying for one year.
While it didn’t hurt that he met his wife
shortly after arriving, Tarleck says the city itself
quickly found a place in his heart.
“After I came to Lethbridge I never wanted
to return to Vancouver,” he says. “The city experience
I had in Lethbridge told me this is
where I wanted to live.”
"Paul has continuously kept us updated on the progress of our
Restaurants
we love
The discussion came up around the water
cooler last week about restaurants on the west
side of Lethbridge. Bars and fast food places
seems to do well but your “walk in, get greeted
by a hostess, I’ll take you to your seat” type
of eating establishment is rare. And if one
does open in the Far West, it typically fails. So
why is that? And what do people really want?
I threw that out to my Lounge listeners last
week along with sending out a tweet on my
twitter page and adding it to my Facebook.
(I’m starting to embrace this social networking
thing.)
As far as what restaurants they’d love, callers
responded with Olive Garden, Applebees,
Avacado, Joey Tomato, Perkins, Red Lobster
and Bo Jangles.
Here are some of the discussions that ensued:
From Al:
“Why all national franchises? Why not a
locally-generated concept? Just saying.”
From Leonard:
“Sad fact is that it is much more difficult to
implement a successful independent business
especially, it seems with food. It is the whole
re-inventing the wheel thing. National branding,
procedures, advertising, systems give you
a real head start. Just sayin’.”
From Mike:
“Until we get more draws like theatres,
malls etc, it’s going to be tough for simply a
restaurant to keep people on the Westside.”
Interesting comments from Len Binning
who runs The Movie Mill:
“I agree that draws are important, but I
know the state of the theatre industry and
am doubtful of any developments (1st run
is locked up by Galaxy, and 2nd run would
not survive purely from a draw of the 25,000+
west-siders). West will travel South, South
rarely, if ever will travel West.
We have looked at West side expansion
seriously for almost 10 years, now, have discussed
with film companies (for product),
and always reach the same disappointing conclusions:
Toronto is convinced that Galaxy is
just a few minutes drive from anywhere in the
city - they cite that we are heavily screened
comparatively (1 screen for 10,000 population
is a typical figure - we are WAY over that)!
From Scott:
“The reason we haven’t been able to keep a
restaurant is because none of them have ever
catered to kids. Put a Boston Pizza in that spot
and it will be a licence to print money.”
From James:
Anything family friendly would be a good
addition. But something local -- like Streetside-West
-- would also be killer.”
From Jean:
“Love to see Paradise Canyon Restaurant
upgraded -- spectacular view, great staff.”
From Beaner1371: “BRING BACK THE
DUB DRIVE IN A&W drive in with car window
service would be a huge draw!”
So there’s some comments for you to agree
or disagree with. And in case you weren’t
aware, there are new restaurants just getting
started on the west side. Near the Tim Horton’s
is a new Fish & Chips place plus a new
Pasta Fresco restaurant. And opening soon in
the old Shoppers Drug Mart location is The
Taj East Indian Restaurant. I wish everyone
well.
Being a big Amazing Race fan I was thrilled
when I got to chat with one of the Oklahoma
cowboys, Cord McCoy when he competed in
the recent PBR event in Lethbridge. But that
was before we knew the coutcome of the show.
So I was able to track him down and set up another
interview for last Friday. What I wasn’t
expecting was that he was with his brother Jet
when I called. The trouble was, they sound so
much alike I had no idea who I was talking to.
The first question I had to ask was why they
didn’t knock eventual winners Dan & Jordan
out of the line-up when they cut in at the airport?
Cord said graciously, “Well The Amazing
Race has rules and you can’t touch the
other racers, otherwise….” Do you win any
money for second place?
They said that racing around the world was
payment enough. You can’t get paid enough
for what they got to do. However they did
manage to win the most legs of the race and
have some trips to cash in not to mention a
couple of sail boats. Once you saw the race on
TV were you pleased with the way it was edited?
Cord said he was really happy with that.
What you saw was pretty much the way it was.
They only edited things out for time purposes.
I still wish they would have won.
Pretty cool that RI Baker School in Coaldale
managed to nab country singing star Aaron
Pritchett to play for them as part of a fundraiser
for their grade 7 & 8 marine biology trip
for next year. The 2-hour show is at the school
on June 12 with opening act Trevor Panczak.
Coming up in the next few weeks I’ll have
fame, Kiki Dee (Don’t Go Breaking My Heart)
and Eric Burdon of the Animals. He’s playing
the Nakusp Festival in July.

I Have Tears
In My Eyes
The Victoria day long weekend is upon
us, also known as the May long weekend, also
known as May two-four, also known as the unofficial
kick-off to the summer season.
This is my favorite holiday, because there are
no known cards wishing a happy Victoria Day,
and no gift exchanging, unless you are like my
friend who thought this weekend was in honor
of Victoria’s Secret and picked up some lingerie
for his wife.
I love this holiday because it only requires a
pair of shorts, a t-shirt, and meat sizzling on a
grill. When this weekend arrives, it’s like a seasonal
marker that says you successfully made it
through another winter. This is the time campgrounds
are full of people who have been eagerly
waiting for an outdoor weekend getaway
or having lunch with friends on a patio or just
going for an evening stroll around Henderson
Lake.
I’ve always preferred summer to the other
seasons. I used to hear stories about people
sequestered in their homes during the summer
months, living like the boy in the bubble.
These people I would hear were suffering from
seasonal allergies. I never knew what allergy it
was. Fresh grass? Is there some specific type of
pollen floating around right now? Is it hay fever?
What a shame not being able to enjoy one
of the most beautiful times of the year.
Recent numbers suggest that 10 million Canadians
suffer from seasonal allergies. Actually,
you can add one more to that list. I have
become a sniffy water-eye guy. Each morning
this week, I have woken with all the signs of allergies.
So I’m sneezing and blowing and wondering
“when will it end?” “Is it permanent?” A
reactions to grasses in the late spring and summer,
and that’s followed by hay fever in late
summer to fall.
The weird part is that allergies can start at
any time in your life. A lot of kids develop allergies
and then grow out of them. You can
also develop them well into adulthood. So how
can you tell if you are suffering from an allergy
and not a cold? You’re sneezing and you’re eyes
are itchy and watering, but there is no fever or
muscle aches (unless you’ve been to the driving
range for the first time this season – then those
muscle aches are related to my ineffective back
swing.)
Another sign of allergies is that the mucous
secretions are clear and runny, very runny. The
final sign is that your symptoms last longer
than the typical cold, which is usually seven to
10 days.
Allergies will last longer than that, and in
varying degrees of intensity depending on how
ripe the conditions are in the environment. According
to the old farmer’s almanac, which has
been pretty accurate so far this spring, it’s predicting
a warmer, dryer summer than normal,
and that means allergy season will hit hard. In
the meantime, I would just like everyone to
know that when you see me with my eyes puffy
and red, I’m not emotional, it’s allergies, and yes
I’m happy to see you, and yes that is a pack of
tissues in my pocket.
Should you be choosing your summer swim
suit this weekend, Glamour magazine has a list
of tips to help you with selecting the best fit for
your body type. So with their expertise and my
common sense suggestions, you may find the
perfect outfit.
Tip number one: don’t let the guy in your life
help. He will likely pick the one he wants to see
you in, not the one you want to be seen in.
Tip number two: be brutally honest about
your body. Before going to the store, examine it
in front of a well-lit mirror at home so there are
no surprises. Although after that examination,
the likelihood that you’d still want to go to the
store to even get a swimsuit is minimal.
Tip number three: ask the salesperson for
help because they’ll be able to tell you better
which ones you shouldn’t waste your time trying
on.
Tip number four: when you do find the right
one, pull the swim suit up – both the bottom
and the top. It will look better when they’re
worn high. A word of caution, though – if you
appear to be getting even more stares than usual
at the beach, maybe you’ve got the swim suit
up too high.
Tip number five: pick suits with lots of colour
to help distract people from what’s underneath.
And finally, tip number six: seek out support
straps, especially if there’s something to support.
Remember to take lots of sunscreen, and if all
else fails, beach towels make great wraps.

Southern Alberta
stars in NHL playoffs
There was a time, in the not too distant
past, where it was rare that anyone from Lethbridge
and area suited up in the National
Hockey League.
As I grew up in the 1980s and ‘90s, there
were just a handful of athletes who made
it to The Show from our region. From the
city, Jamie Pushor played for the Detroit
Red Wings. Coaldale’s Stacey Roest, a minor
hockey teammate of Pushor, also suited up in
Detroit and later skated in Minnesota. Bow
Island’s Troy Loney played for a decade and
won a couple of Stanley Cups in Pittsburgh.
Travis Brigley, who was born in Coronation
but played minor hockey here in the
‘Bridge laced them up for Calgary and Colorado.
Darcy Wakaluk, from Pincher Creek,
bounced around from Buffalo, to the Stars
(both in Minnesota and Dallas) before finishing
in Phoenix.
And that was about it. For whatever reason,
not many players from our neck of the
woods made hockey’s biggest stage during
that era.
However, now well into a new century,
that trend seems to be changing, with Lethbridge’s
Kris Versteeg and Taber’s Devin
Setoguchi leading the way.
The duo is squaring off in the NHL Western
Conference Finals as San Jose faces Chicago.
It’s the first time these friends will meet
each other in the post season and I am sure
Southern Alberta is buzzing with anticipation.
Both made their way through the Lethbridge
Athletic Association, combining for
a memorable 2001-‘02 campaign in the Alberta
Major Bantam Hockey League with the
Val Matteotti Golden Hawks. Versteeg led
the club in scoring with 62 points. Setoguchi,
a half-year younger, topped the Hawks with
33 goals, and was second with 58 points.
From there, hockey took them on different
paths. Versteeg went on to play for his
hometown Hurricanes in the WHL. In 2004,
the winger was selected by Boston in the fifth
round of the NHL Entry Draft. A strained
relationship with then-head coach Lindsey
Hofford saw Versteeg traded from the ‘Canes
the following summer. He bounced from Kamloops
to Red Deer where he finished his
junior hockey career under Brent Sutter.
After the Golden Hawks, Setoguchi ended
up in the AJHL for one season with the
Crowsnest Pass Timberwolves. He then
made it to Saskatoon in the Dub in time for
the 2003-‘04 season. A surprise to many experts,
in June of 2005, the forward was taken
eighth overall by the Sharks in NHL Draft.
Despite his high draft position, Setoguchi
never made Canada’s National Junior Team.
He spent four full seasons in the WHL, the
last in Prince George, notching over 30 goals
in each of his last three campaigns.
Still, Setoguchi was a first-rounder, so it
was only a matter of time before he got a legitimate
shot at making the Sharks. He did as
a 21-year-old, skating in 44 games with San
Jose, splitting time on the other side of the
continent in the AHL in Worchester. Devin
notched 11 goals with the big club. His breakthrough
came the following year. Setoguchi
often skated on a line with Joe Thornton and
Patrick Marleau and tallied a career best 31
goals with 34 assists in 81 games. However,
the Sharks were bounced from the playoffs in
the first round.
As for Versteeg, his route to the NHL was a
bit more roundabout. In his first full professional
season in 2006-’07, he was dealt from
the Bruins organization to the Blackhawks.
In all, he totaled 26 goals, more than in any
of his junior years. Heading into the 2007-
2008 season, Versteeg got his first taste of the
big leagues, suiting up in 13 games for the
‘Hawks, notching his first NHL goal along
the way. Thought to be a fringe prospect,
Versteeg shattered that notion the very next
campaign. He made the ‘Hawks out of training
camp, and ended up as a Calder Trophy
Lethbridge, a natural host
for Summer Games
By Jeff Wiebe
For the Lethbridge Journal
In the summer of 2012, it will be game on
for Lethbridge
.
The city was recently chosen to the host
the 2012 Alberta Summer Games, and Carol
Thibert, community program coordinator
with the City of Lethbridge, couldn’t be happier.
Thibert sits on the sport bid committee,
which was responsible for helping the city
get the games. She says when Lethbridge
held the first ever 55 Plus Winter Games in
2009; it became the only city in the province
to have hosted every set of Alberta games,
helping make the case for summer 2012.
‘It’s part of the whole process of building
our experience and having them recognize
that we’re capable of doing good games,” says
Thibert, adding that she hopes to put in a bid
for Lethbridge to host the Western Canada
Games when they visit Alberta again, and
maybe even the Canada Games, one day.
When making the case for Lethbridge to
host the 2012 games, Thibert and the committee
were able to partially rest on the city’s
laurels and the fact that it has successfully
organized every games event that has come
its way.
The committee also had to come up with
an operating budget and prove to the Alberta
Sport, Recreation, Parks and Wildlife Foundation
that the city had adequate facilities to
host the games.
“They came to make sure our facilities
were adequate, and they were very pleased
with what they saw,” says Thibert.
JOURNAL SPORTS
“We’re in a very good position with the facilities,
with the new track at the University
of Lethbridge. So no new facilities will have
to be built – that’s definitely a positive thing.”
Sports will include baseball, BMX, football,
in-line hockey, rugby, water polo, canoeing,
and many more. Thibert says unlike
with winter games, all events will take place
within the city, with the Old Man River playing
host to canoe events.
The games are budgeted to cost about
$1,337,000, and about half that amount has
already been donated or given as gifts-inkind
from the province and the city. The rest
will have to be raised via sponsorships.
“We know we have to rely on the generosity
of the community to make these games,”
says Thibert.
“I think with any of these games, we know
that if we can get it free, if it can be reused
or donated, that’s the best and most economic
way to do it.”
The community will also play a large part
in making the games successful through volunteer
efforts, which Thibert says the city has
drawn on in previous games.
“We have a fabulous volunteer community.
We’ve never had a problem getting the volunteers
that are necessary,” she explains.
“I have a great deal of confidence in our
community. I’ve been involved in almost every
one of the games we’ve had, and they’ve
always been successful.”
More than 3,000 athletes, coaches and officials
will descend on the city for four days,
and the city will certainly feel the economic
impact of those visitors.
“You’ll find that a lot of the restaurants and
hotels do very well when we have an event
like this, because of the magnitude of it.”
Thibert has been helping organize games
for about 30 years, and it never loses its
charm.
“I love the games. Still, after all these years
I get excited and it’s such a feeling of gratification
when we pull them off,” she says.
“It’s showcasing our city, and it is a really
cool experience for anyone who gets involved.

Setting up a home aquarium
By Lethbridge Journal
editorial staff
Decorating a fish tank is like decorating
your own world, but you have to see it from
a fish-eye view. First, start with the gravel.
Some prefer to stick with natural stone colors,
but there are countless varieties available.
Glass and marble, however, are not the best
gravel choices. Bottom dwellers can get their
whiskers torn up on glass gravel, according
to tropical fish experts, and marbles can trap
dirt and make the water quality go quickly
downhill. Whatever gravel you choose, rinse
it off well and pour it in dry to the bottom
of a clean, dry tank until it fills up about 2-3
inches deep. Generally, you should use 1 to 1
1/2 pounds of gravel per five gallons of tank.
Once the gravel is in place, add any rocks,
driftwood or other decorations. Try to place
these materials so that they not only create a
scene pleasing to the eye, but that also provides
hiding places for the fish. Make sure
that whatever materials you use are aquarium
safe.
Next, decide on how you’re going to get
water into the tank, and remember that this
is the way you’re going to have to do it from
now on. There is nothing messier than having
to drag buckets of water from the tank to
the sink and back again, and the closer to the
sink, the better,
However, this isn’t always possible. There
are devices that will allow the placement of a
tank within 100 feet of a sink. These devices,
called gravel-cleaning siphons, allow you not
only to gravel clean the tank while performing
water changes, but also lets you refill the
tank afterwards. Fill the aquarium approximately
half way with conditioned tap water.
This water should be of the proper temperature
range, and de-chlorinated either by the
use of a slimy water conditioner or by allowing
the water to sit, aerated, overnight.
Once the tank is party filled, you can add
any plants, live or artificial. Plants should be
placed so as to compliment other decorations.
Once the plants are in place, CARE-
not to uproot the plants. If using live plants
two styles to choose from: a glass cover or
a full hood. A glass cover is just that; two
pieces of glass joined together by a hinge that
covers the whole tank. You will need to add
your own lighting if you go this route which
is beneficial if you are using live plants since
you can add more than one light strip. A full
hood, on the other hand, is a one-piece plastic
molded top. They usually come with a single
bulb light fixture, although double bulb
fixtures are available. No matter which manner
of cover you chose, each would have a
translucent plastic back strip. This allows you
to carefully cut portions out to allow for the
passage of the filter and any wires or tubes
running into the tank. Remember that some
fish are jumpers, so do not make the cutouts
any larger than they need to be.
Once everything is in place, plug in your
heaters, filter and light. Allow the system to
run for 24 hours, after which you will want
to check the temperature to ensure the heater
is working properly. If everything is in working
order, you can then consider adding a few
fish. Your newly setup tank may be cloudy for
the first few days, or even a week. This is normal.
This cloudiness will clear up on its own
as the filter begins to do its job.
Adding the Fish; at this point, there is always
the temptation to add too many fish to
a newly set up system. Fish should be added
gradually, generally no more than one or two
small to medium sized fish per 10 gallons.
This will allow the tank to become biologically
established without too much of an ammonia/nitrite
spike that can be stressful or fatal
to the fish. Once fish have been added, monitor
water quality periodically, taking whatever
corrective action is needed. Do not add
any additional fish until the biological cycle
has finished, generally three to four weeks.
Now you can enjoy your new fish family!
too. We need to make sure that we capitalize
on our resource-based advantages to
the fullest extent in a manner that is sustainable
for the future.
Everyone has a stake in ensuring that Canada
has a detailed, sustainable and strategic
plan for bringing our energy to market in a
responsible way.
It’s easy for us to become complacent and
to take for granted what we have here in
Canada. But we do so at great risk. Canada’s
energy sector faces serious challenges today,
and many more are on the horizon.
The challenges for Canada
The first challenge for Canada concerns
rising consumer demands for energy efficiency,
coupled with the need to respond to
climate change and to follow the best possible
environmental practices. People want
better and more sustainable choices. Canada’s
energy-rich economy must be able to
develop and implement new technologies
and strategies to respond to the challenges of
protecting our environment.
Technology is the second challenge for
Canada. We need to do a better job of leveraging
the advantages that our tremendous
natural wealth provides. That includes developing
and implementing new innovations
that both benefit and flow from the energy
sector. Canada is seen as a leader today, especially
in the oil sands, but maintaining that
leadership won’t be easy.
As things stand right now, our overall efforts
in energy-related research and develop-
ment are lagging. One study published by the
University of British Columbia found that
Canada’s public funding of energy research
is at a 30-year low. In addition, a 2009 federal
study by the Science, Technology and Innovation
Council ranked Canada second-last
in the amount spent on research and development
by companies as a portion of gross
domestic product. It cites energy as one of
the key areas for research investment in the
future.
The third challenge I want to draw to
your attention concerns growing developing
economies, such as China. Are we adapting
to the competitive pressures China is forcing
onto the global marketplace? Are we making
full use of the trade opportunities that are
opening up? To answer that, let’s consider the
current state of trade with China.
Here’s how the Financial Post summed
up the problem in an article from the fall of
2009: “China seems to have made significant
oil and gas investments everywhere but
Canada, while Canada seems to have seen
an influx of significant foreign investment in
energy from everywhere but China in recent
years.” In April, this may have turned with
Sinopec, China’s second-largest oil producer
and top refiner, buying ConocoPhillip’s stake
in Syncrude for over four billion dollars.
Foreign investment that lives by Canadian
rules should be encouraged.
China is a growing country—an emerging
superpower—and it’s expected to have a
growing demand for energy. Equally important,
it is a fierce competitor with an abundance
of low-cost labor that is making giant
strides in developing new environmental
and energy technologies. We cannot afford
to underestimate the challenges and opportunities
that are at hand with this trading
partner, among other developing economies.
The fourth challenge is the need to find
the money to implement a national strategy
for energy and the environment. Developing
new sources of energy and bringing them to
market will be extremely expensive and the
costs of dealing with climate change will be
staggering. Without a doubt, it will be the
single biggest investment we, as a country,
have ever made, but it is clear that both citizens
and governments around the world are
insisting on action.
I agree that, with our economies so deeply
integrated, we must work very closely with
the United States, but we don’t have the luxury
of simply deferring drawing up our strategies
until they have theirs in place. We will
either be in the room as negotiators when
the rules are set, or we will learn about them
JOURNAL BUSINESS
when the others come out and tell us what
has been decided. And we should not think
for a moment that other countries will not attempt
to write the rules to their own advantage
or to be the first ones to benefit from any
benefits that may be created.
It’s not enough to just wish for changes.
Our response to these issues must rely heavily
on technology and, in many cases, on technologies
that do not exist today. We need to
find new ways to invest wisely in the energy
sector, and to do so in a manner that does not
adversely affect the significant tax revenues
that it currently generates or the tens of thousands
of jobs it produces.
As you can see, each of these challenges is
daunting. Despite that, today Canada lacks a
coherent strategy. What’s worse, some of our
political leaders have taken actions that pit
one region of Canada against another. Some
of the statements made by Canadians in Copenhagen
that targeted this province can
only exacerbate the regional strains that so
often pull at the fabric of our country.
When I was in Cabinet, the Prime Minister
once commented that the easiest thing
to do in Canada is to get the agreement of
nine provinces on a policy that came at the
expense of the tenth, but the toughest thing
was to get all provinces to agree. Achieving
a national energy strategy for which there is
truly national support may be difficult, but a
strategy that does not reflect the needs and
aspirations of every region will fail.
We need a plan. It has to be a flexible, market-based
approach that encourages both
conventional and alternative energies. It has
to provide Canada with stable, secure and affordable
energy. It is essential that this plan
be supported by regulations that allow energy
projects to proceed in a timely and predictable
manner while ensuring a level playing
field for all sources. This requires clear
coordination and cooperation between the
federal and provincial governments as well
as our First Nations.
We need a plan that can take a balanced
approach to development, one that ensures
good projects proceed in a timely and predictable
manner and also considers environmental
protection and helps address climate
change.
Furthermore, it is critical that we make
large investments in research and development
and pilot projects for new technologies
to address our unique challenges of being a
large and growing producer of energy. We
must also leverage our energy endowment
Lethbridge Regional Police, in partnership
with the City of Lethbridge, anticipate
the first of three Intersection Safety Devices
will be up and running starting June 1.
Installation of the road sensors and camera
housing is slated to begin Sunday at the
intersection of Garry Drive and University
Drive West. Once the equipment is in place
the intersection will be monitored by an unmanned
camera to enforce speed and red
light violations. As the City’s construction
schedule permits, additional equipment will
be installed at 3 Avenue and 13 Street South
and 5 Avenue and Mayor Magrath Drive
South.
During the first four weeks of operation at
Garry Drive and University Drive there will
be a grace period where “warning tickets”
will be mailed to anyone who speeds through
the intersection or runs a red light. Once the
grace period ends, real summons will be issued.
Background Information
Intersection Safety Devices refer to unmanned
photo enforcement units that are
capable of enforcing speed and red light violations.
ISDs are another tool to help make
our roads safer.
Fixed ISD housings and roadway sensors
will be installed at:
• Garry Drive and University Drive
West
• 3 Avenue and 13 Street South
• Mayor Magrath Drive and 5 Avenue
South
Once the technology is operational at the
first intersection, Garry Drive and University
Drive, there will be a four-week grace period
where “warning tickets” will be issued via
mail.
The fine for running a red light is $287.
Fines for speeding through an intersection
vary depending on the speed. One to 15
km/h over the speed limit ranges from $57
to $89; 16-30 km/h over $103-$177; 31-50
km/h over $187-$351 and over 50 km/h requires
a mandatory court appearance and
fines will be at the discretion of the court.
There are no demerit points for red light or
speeding violations with ISD-issued tickets.
Speed is measured during all light cycles –
red, amber and green – and violation tickets
will be issued accordingly. However, motor-
ists who speed and run a red light at an ISDmonitored
intersection will not be doubled
ticketed. Only a red light violation will be issued
in those circumstances.
At ISD-controlled intersections sensors
that measure the position of a vehicle are embedded
under the pavement in the driving
lanes and a camera is housed atop a special
pole fixed to the ground.
All vehicles passing through ISD-controlled
intersections will be monitored, however
only those that are found to be speeding
or enter the intersection on a red light will be
photographed.
On all light cycles – green, amber and red
– vehicles passing through the intersection
trigger the sensors and the speed of a vehicle
is calculated using a time over distance
formula. On a red light cycle, the system is
activated when a vehicle triggers the sensors
by entering the intersection AFTER the light
has turned red.
.
ISD locations were selected according criteria
outlined in provincial legislation and an
analysis of local collision data.
ISDs are approved for monitoring highrisk
locations where the safety of citizens or
police would be at risk through conventional
methods, high frequency locations where
motorists ignore or break traffic laws on an
ongoing basis, high collision locations and
those with a high volume of pedestrian traffic.
The ISD program is a partnership between
the City of Lethbridge and Lethbridge Regional
Police Service. The City of Lethbridge
is responsible for installation of equipment,
calibration and movement of the camera,
while the Police Service is responsible for
analysis, deployment and ticketing.
Frequently Asked Questions
Q. Why are red light cameras now called
Intersection Safety Devices (ISD)?
A. The device is now capable of enforcing
speed and red light violations.
Q. Why was the decision made to install
Intersection Safety Devices?
A. In 2004 the Alberta government commissioned
the McDermid Report to study
traffic safety issues. The report recommended
police services should utilize technology
to enforce traffic laws and help reduce collisions.
The City of Lethbridge and Police
Service subsequently worked in partnership
to collect collision data and identify high collision
intersections. Three sites were selected
for ISDs in order to reduce speeding and redlight
running and in turn, reduce both the
frequency and severity of collisions.
Q. How much is a ticket?
A. The fine for running a red light is $287.
Fines for speeding through an intersection
vary depending on the speed.
One to 15 km/h over the speed limit ranges
from $57 to $89; 16-30 km/h over $103-
and fines will be at the discretion of the
court. There are no demerit points for red
light or speeding violations for ISD-issued
tickets.
Q. Will I get demerit points if I receive an
ISD ticket?
A. No. There are no demerit points issued
for ISD tickets or Photo Radar tickets.
Q. Are all vehicles passing though an ISDcontrolled
intersection photographed?
A. No. All vehicles will be monitored, however
only those that are found to be speeding
or enter the intersection after the light has
turned red will be photographed.
Q. If a motorist is speeding and they run a
First intersection speed camera operational in June
red light, will they receive a speeding ticket
and a red light ticket?
A. No. Only the red light ticket will be issued
in this case.
Q. Does someone review the photographs
before motorists are issued a ticket?
A. Yes. Trained personnel review every
picture to verify information and ensure the
vehicle is in violation. Tickets are mailed to
the registered owner of a vehicle when it is
clear the vehicle was speeding or ran the red
light.
Q. What about winter time when the roads
are slippery? If I slide through the intersection
will I get a ticket?
A. All situations will be reviewed on a
case-by-case basis, however drivers are required
under the Traffic Safety Act to adjust
their speed according to the road conditions.
Q. Will I get a ticket if a stop for a red light,
but cross the stop line and trigger the first
sensor?
A. No. Vehicles that stop just over the stop
line will not be ticketed.
Q. Where does the revenue from this new
program go?
A. All revenue generated from ISDs goes
into City of Lethbridge coffers. The Police
Service does not receive this revenue.
Q. Is this technology proven and effective?
A. The Insurance Institute for Highway
Safety (2006) issued a report discussing significant
collision and speed reductions associated
with the use of speed cameras on
high-risk roads in different countries. The
Centre for Transportation Safety (2005) also
conducted a review of speed camera effectiveness
and policy and concluded that speed
cameras do reduce speeding, collision severity
and collision risk.
Potential benefits with intersection safety
technology also include a deterrent effect
when used with proper signage; a reduction
in collision rates; and, an overall reduction
in the speed of vehicles exceeding the speed
limits.
Q. How do I know that ISDs will be used
fairly?
A. Automated Enforcement Technology
Guidelines were established in consultation
with police agencies to ensure that they will
be used according to specific criteria. These
time to make sure their vehicles are ready for
the spring and summer driving season.
Here are a few simple things each vehicle
owner can do to provide basic maintenance:
• Wash your vehicle inside and out.
Removing a winter’s worth of salt, sand and
grime can extend the life of your vehicle’s
body. Waxing and polishing your car is also
they are still in good working order.
Don’t forget to check the small bulb above
your licence plate.
• Your vehicle might be due for an oil
change. Most vehicles need to have their oil
changed every 6,000 km. Check your owner’s
manual and follow their suggested schedule.
• Cooling system. Make sure your
cooling system fluid level is topped up and
be sure the front of your radiator is clear of
debris, including leaves or poplar fluff.
and top them up as required. If any fluids
seem low, check for leaks.
• Electrical system. Have your battery
additional stress on your electrical system
and most batteries don’t last more than three
years, so replace if necessary.
• Belts and hoses. Make sure all belts
and hoses are in good shape with no cracks,
bulges or leaks. Summer temperatures can
make your vehicle run hotter than normal,
putting more demand on these parts.
• Examine your windshield wiper
Wiper blades should be replaced every six
months, and after several months of winter
weather, the blades may have taken a beating.
A spring/summer formula windshield wiper
fluid will work best to remove bugs and dust.
Good visibility can be critical in the glaring
summer sun or during a rainstorm.
depth and look for unusual wear patterns
that could indicate an alignment problem.
Healing ‘Sick
By Chris schimanski
For the Lethbridge Journal
Buildings’
As co-owner of a local indoor air quality company, I will
draw on my technical training to write about topics ranging
from indoor air quality to being energy efficient for homes
and businesses.
For the first article I would like to write about something
that may be affecting general health which many may not
know about, called Sick Building Syndrome (SBS).
It is defined as:
The term “sick building syndrome” (SBS) is used to describe
situations in which building occupants experience
acute health and comfort effects that appear to be linked to
time spent in a building, but no specific illness or cause can
be identified. The complaints may be localized in a particular
room or zone, or may be widespread throughout the building.
In contrast, the term “building related illness” (BRI) is
used when symptoms of diagnosable illness are identified
and can be attributed directly to airborne building contaminants.
Indicators of SBS include:
• Building occupants complain of symptoms associated
with acute discomfort, e.g., headache; eye, nose, or
throat irritation; dry cough; dry or itchy skin; dizziness and
nausea; difficulty in concentrating; fatigue; and sensitivity to
odors.
• The cause of the symptoms is not known.
Most of the complainants report relief soon after leaving
utilize video cameras right within the ducting. This gives the
Choosing lawn and
garden edgings
By Lethbridge Journal
editorial staff
Lawn edging serves many purposes. Regardless
of the landscape there is lawn edging
that will match the needs with which it requires.
Choosing one that complements the
home will not only enhance its appearance
but also increase its value. Selecting the right
lawn edging for beds, borders, walkways, etc.
will significantly reduce lawn maintenance,
such as mowing or weeding. Lawn edging is
a great way to help define borders, creating a
barrier between the lawn and other areas of
the landscape.
The material you choose and how you use
it within the landscape will ultimately determine
the overall style as natural or simulated.
This, of course, depends on the style of your
home. Lawn edging should complement the
rest of the home and surrounding landscape.
Natural lawn edgings consist of organic
plantings, mulch, rocks, and wood. Simulated
lawn edgings include materials that are
preformed such as metal, plastic, and brick.
These lawn edging materials can be smooth
or textured, dull or bright, and colored to
blend into or contrast with the surrounding
landscape.
Natural lawn edgings can be created with
plants, piled rocks, mulch, or wood. These
edging materials are less formal in appear-
ance and blend in easily with most landscapes.
Plant edging is one of the most widely
used. Ornamental grasses, groundcovers,
flowers, and small shrubs fit into this type of
lawn edging. Rocks or stone edging can be
found in many landscapes. They are available
in many styles and oftentimes are used
to create small retaining walls for beds and
other areas of the lawn. This type of edging
provides a nice finished look and stand out
well amongst flowers and foliage. Rock or
stone edging also works well for lining the
outside edges of pools or garden ponds.
Some people create a mulch lawn edging.
This is achieved by stripping grass from the
outer edges of beds, borders, and walkways
and then filling them in with mulch. This
type of lawn edging allows for flexibility in
the event that that existing area changes in
size or shape over time. Wooden lawn edging
varies in style from natural to decorative and
even simulated.
Many people prefer to use landscaping
timbers or railroad ties as edging. This is fine,
but if you choose this form of lawn edging,
there are downsides. For instance, treated
wood can adversely affect plants as well as
beneficial insects. Untreated wood will deteriorate
over time and will require replacing;
however, it’s safer for the environment and
enriches the soil. Wood edging can also be
more difficult to adjust curves but will ulti-
mately create a more natural appearance, especially
in wooded settings.
Metal lawn edging, such as aluminum or
steel, is much more pliable, working well
in curves, yet remains sturdy enough for
straight lines. This type of lawn edging will
not look as natural but will last for years. The
downside to metal lawn edging is the fact
that over time it may rust; however, the aged
appearance is oftentimes welcomed in settings
that are more rustic.
Plastic lawn edging, like vinyl, is widely
used and available in fencing styles. Plastic
edging provides formality and a crisp, clean
appearance but overtime can be prone to
cracking, especially in cold climates.
Brick and concrete lawn edgings offer formality
as well. They are available in several
styles and are good for creating interesting
patterns, especially when edging paths or
walkways. Brick and concrete are also extremely
resilient and work well in many settings,
providing edging that is more permanent.
Generally, brick edging works better in
curved landscapes while concrete is ideal for
straight lawns. The main concern with these
edgings is keeping them low enough to prevent
damage to lawn mowers.
By keeping the grass in the lawn and out
of garden beds, edging reduces the amount
of time spent on lawn maintenance. The
ideal lawn edging can be mown over easily,
from and can be decorative or inconspicuous
within the landscape.
Whatever type of lawn edging you choose;
it should always complement its surroundings.
Choose materials that will add to the
landscape, not anything that will take away
from it. Lawn edging should enhance the appearance
of the home rather than compete
with other elements. Adding lawn edging to
your landscape provides many benefits. An
Beautiful green lawn with ½ the water and no fertilizers
By Lance Fairgrieve
For the Lethbridge Journal
Water Less Lawn Care, founded by
Lance Fairgrieve two years ago, provides a
unique lawn care.
Their main goal is to provide southern
Alberta with an environmentally friendly
choice when it comes to lawn care.
A full service lawn care company, Water
Less Lawn Care is determined not to use
lawn power equipment,
Because a gas mower produces the same
amount of pollution in mowing a lawn
that a new car would use for a return trip
to Calgary the firm uses “old school”
reel mowers, which, in Lance’s opinion
“work better because the blades are sharper
than a gas mower”.
They also provide a relatively unheard-of
service called “lawn painting.”
Lawn painting is a process in which Water
Less Lawn Care
applies a dye to lawns which is
non toxic, pet and kid safe, environmentally
friendly. The dye is sprayed on with a
hand sprayer. In minutes a beautiful lawn is
created.
Whereas, developing a beautiful lawn
through traditional methods of fertilizing,
over seeding and watering takes months.
The length of time that the dye treatment
lasts is dependant on the amount of natural
rainfall received.
With a treated lawn, one won’t have to water
his lawn
as often, if at all. The treated lawn will remain
beautiful and green
all season long with or without rain.
summer and mowed it once a month; that
alone saved me time and money”.
Lawn painting started about 40 years,
first being used by professional golf courses,
baseball and athletic fields. Cities around the
world are using lawn painting to conserve
Now, home owners are using it to conserve
water and reduce the use of chemicals
to keep a lawn green.
APPLICANTS BEWARE: In the day and
age of social networking - the things you
do and say are not so easily forgotten. A
recent poll shows 93% of Human
Resource Managers admit to ‘Googling’ a
prospective employee’s name as part of
their hiring process!
How to keep them engaged
JOURNAL
At a recent class, I asked participants: “If
you are asked to make a five minute presentation
during a business meeting, how many
minutes are you responsible for?” Class
members looked confused and wondered
what I was getting at. After all, wasn’t the
answer obvious? A five minute presentation
occupies five minutes of a meeting. Not necessarily!
Consider a meeting with six people present
in addition to yourself.
While your five minute contribution occupies
five minutes of the agenda, in another
sense you are occupying 30 minutes of time.
Each of the six
individuals present is giving you five minutes
of their time.
Whether you are speaking to a small group
or several hundred, your goal should be to
engage each person present, to add value to
their life.
This requires thorough preparation. The
following tips may serve as helpful guidelines
for both your preparation and presentation:
* Pay particular attention to your opening
Ask the Coach
By Greg stonehocker
For the Lethbridge Journal
Q: How do I develop better customer
service in my business?
A: First off, you need to ask yourself,
what is your business’s most valuable asset?
If you didn’t say customers then you’re kidding
your self. A business is nothing without
customers, and knowing this is the first step!
My mother in law once told me a story
WAY FOR BUSINESS
Your opening provides your first impression
to the audience. Know the audience and
the purpose of the presentation. Find out
what they might expect from your remarks
and what they may already know about
about how we need to “Cuddle our Customers”,
and it has stuck with me ever since. She
expressed that it’s not good enough anymore
to just take care of our customers, but that it’s
required now to do a little more and “cuddle”
them. It may sound a little, should we say
“fluffy”, but there is a big difference here.
So let’s discuss how we can do this. Here
are three things that can help you define you
customer service, in order to cuddle those
customers.
1) Deliver consistently. This is by far the
the topic.
Consider how you will grab the audience’s
attention. If you need to deliver bad news,
consider ways to connect with the audience
from the beginning of the presentation. Be
well prepared for the opening, as it sets the
tone for your entire presentation -- leave
nothing to chance.
* Focus on a Few Key Points
Know the major points you want to make.
This will help ease your worry and increase
your confidence. Outline the key concepts
in your electronic visuals, on a note card,
or better still use a memory technique such
as stacking or linking to enable you to remember
your key points. Avoid trying to
memorize your presentation, as it will sound
canned and stiff as opposed to comfortable
and real.
* Support Ideas with Evidence
It is always important to provide evidence
most important of the three. You must invest
the time and effort to build the systems and
train your team to ensure that orders are processed
systematically, and that the services
are delivered with regularity so that customers
can trust coming back and even refer others
to buy from your business.
2) Make it easy to buy. This includes everything
from the ability to reach the “right”
people, website navigation and phone and email
protocol, to payment methods, delivery
choices and post-purchase follow-up. You
must do your “market research” to make sure
buying from you is both simple and satisfying.
3) Deliver the WOW factor. Do the unex-
Dale Carnegie is accepting enrollments for Lethbridge Fall Programs:
to support your main points.
Supporting evidence will reinforce your
points to the audience and give you a chance
to explain your points more fully.
* Close with a Call to Action
This will be the last impression your audience
has of you and your presentation. It is
important to look at the purpose of the presentation
and then determine a proper close.
Emphasize the key action, or actions, you
want the audience to take after hearing your
presentation. This will serve as a nice summary
of your content and assures they leave
with a clear direction.
* Prepare for Future Success
View each presentation you give as a development
opportunity.
Enjoy the experience. Use each presentation
as an opportunity to enhance your confidence
and skill for the next presentation.
pected; it doesn’t have to be big, just genuine
and different from your competitors. Check
your industry to determine basic standards,
and then build in a strategy to WOW them.
All three of these steps are important but
without the first two, the WOW factor is irrelevant.
Remember, without customers – there is
no business.
Page 30 - LETHBRIDGE JOURNAL - WEEK OF MAY 20, 2010
By Bill Axtell
For The Lethbridge Journal
When Lil Radley joined the Lethbridge
Public Library in year 2000, little did she
know back then how much the program she
coordinates would changes so many lives
from persons facing at times insurmountable
difficulties into “smooth sailing.”
Lil’s Adult Literacy Program, called “Read
On,” provides volunteer tutoring for students
needing help with English. It all takes places
on the lower level of the Library next to the
children’s section.
“Sometimes the area is completely full of
students and their tutors,” she said as she explained
the great need and demand for the
tutoring.
“Just think about your own daily life,”
she said, provoking thoughts of how those
of us who grew up knowing English would
feel about being in another nation where an
unknown language is spoken. “For example,
what if you couldn’t read labels on products
you buy in the store? Or what if you couldn’t
read street and traffic signs?” she questioned.
“There’s a lot we take for granted.”
Lil pointed out that “you can’t be a consumer
without literacy,” adding that literacy
“is the cornerstone of our daily lives.”
Students are often drawn into the program
because they face a crisis in their lives, only
to realize how badly they need to improve
their literacy skills. Often, they are from
countries where other languages are spoken.
“Sometimes,” she added, “they are from Canada
but for various reasons left school with
less literacy skills than they need for their
daily lives.
“For example,” Lil said, some people want
to upgrade so they can enter college or a trade
school program. Sometimes they need more
literacy skills in order to apply for improved
jobs.” Lil said that when students come to her
program, “we help them achieve what they
want and need to be able to do.”
“However,” Lil said thoughtfully, “Everyone,
even those who have spoken English
all their lives, should continually improve
their literacy skills—yes, even those with ad-
vanced education.”
Last year, Lil’s program served 145 students
through the help of 107 volunteer tutors.
Some tutors worked with more than one
student. “Read On” is a student-centered,
volunteer based program, she said. Students
must be either Canadians or permanent residents
to join the program.
The Lethbridge Library’s program is one
of 72 such volunteer literacy programs in Alberta,
all sponsored by the Provincial Government.
“The grant from the government is supported
very generously by the Lethbridge
Public Library,” Lil said.
Historically, a study was made in the fall
of 1980 to determine the need for a literacy
program at the Library. “Once the need was
clearly determined, a program was begun in
1981 on a part-time basis.
Later, special construction resulted in Lil’s
area being custom built specifically to house
the Read On program.
But beyond the physical facilities, Lil make
an effort to match her students with volunteers
who have either similar interests or
who have skills the student needs for their
own pursuits. “For example,” she explained,
we matched a retired medical doctor volunteer
with a student interest in going into the
field of health care.”
“Sometimes,” she said, “limitations people
face are due to cultural differences, rather
than strict limitations caused by language
differences. In other words,” she continued,
“some may not understand our different
ways of doing everyday things, and the tutor
can help the student sort through such
differences to make their lives run more
smoothly.”
She pointed out that some students receive
instruction in computer usage while others
receive help with finances.
Lil commented that she has “great support
from her co-worker, Elizabeth Entz, who
works with her in co-ordinating the Read
On Program.
Lil said they are now training 30 new vol-
unteers, who receive 12 hours of tutor training
before being paired with students.
Lil summed it all up this way: “A synonymous
word for library is ‘life long learning’.
It’s good that both Lil and Elizabeth are both
people of such widely ranging interests and
abilities, so as to adapt to the far reaching
needs of so many students who receive assistance
without limits.
literacy skills and the lives of their mostly adult students.
