Phasing<br />
The primary purpose for a trail phasing plan is to ensure a logical sequence of implementation that<br />
provides a high degree of success as each phase is built, thereby building momentum for each future<br />
phase of the project. Success is directly correlated with a substantial level of use, strong public and<br />
political support, and proven effective management of the trail as each phase is implemented.<br />
Grant amounts are unknown, but grants for other multi-use trail projects similar to the <strong>Santa</strong> <strong>Clara</strong> <strong>River</strong><br />
<strong>Trail</strong> (SCRT) in California have typically been in the $1 million to $3 million range. Phasing<br />
recommendations target levels of funding within this range.<br />
Success of the first built phase is critical to securing future funding. The first phase must be well received<br />
by the public and become a model for all other future phases.<br />
Figure 2 is the Phasing Diagram that illustrates the trail segments to be completed by phase and a brief<br />
description of each follows:<br />
