Alignment Evaluation Criteria<br />
In order to develop a preferred alignment, an evaluation matrix was constructed to inform the strengths<br />
and weaknesses of each potential alignment, as well as highlight the alignments most likely to result in a<br />
successful trail route. The evaluation criteria include:<br />
Safety and Security<br />
Conform to state and federal standards and guidelines.<br />

Reflects input from the VRSD, VCWPD, <strong>River</strong> Ridge Golf Course and the City of Oxnard Police<br />
Department, planners and engineers.<br />
Reflects traffic crash data.<br />
Access and Connectivity<br />
Provides access to trail users of all abilities.<br />

Provides direct and convenient access to other trails or bikeways, schools, parks, commercial or<br />
employment areas and neighborhoods.<br />
Provides access to multiple types of users, i.e., recreational and commuter users.<br />
Separation of trail from vehicular traffic.<br />
Line of sight and “eyes on the route” that exist along a given alignment (this refers to the visual<br />
proximity and access to and from occupied homes, businesses, and other people near the route).<br />
Maintenance<br />
Minimizes future maintenance needs and operational costs.<br />
Education<br />
Provides context and opportunity for placement of an educational component (e.g., interpretive<br />
signage at various points) into trail design.<br />
Environmental Sensitivity<br />
Avoids or minimizes any negative impacts to the natural environment.<br />
Partners<br />
Minimizes negative impacts to property owners and adjacent properties.<br />
Cost/Implementation Opportunities<br />
Needs major investments for trail construction and improvements.<br />
<br />
<br />
Needs major investments in land, right-of-way or easement acquisition.<br />
Costs of construction, right-of-way acquisition and design services for trails can be leveraged<br />
into other planned developments or public projects.<br />
