State of California Funding Sources<br />
This section discusses potential funding sources from State agencies and organizations.<br />
Bicycle Transportation Account-State<br />
The State of California Bicycle Transportation Account (BTA) is an annual statewide discretionary<br />
program that funds bicycle projects through the Caltrans Bicycle Facilities Unit. Available as grants to<br />
local jurisdictions, the program emphasizes projects that benefit bicycling for commuting purposes. Out<br />
of $7.2 million available statewide, the maximum amount available for individual projects is $1.2 million.<br />
The local match is a minimum of 10% of the total project cost.<br />
BTA projects intend to improve safety and convenience for bicycle commuters. For the SCRT this can<br />

New bikeways removing travel barriers to potential bicycle commuters<br />
Installation of traffic control devices to improve the safety and efficiency of bicycle travel<br />

<strong>Final</strong> design<br />
Right-of-way acquisition<br />
Construction and/or rehabilitation<br />
Environmental Enhancement and Mitigation Program (EEMP)<br />
EEMP funds support projects that offset environmental impacts of modified or new public<br />
transportation facilities. These projects can include highway landscaping and urban forestry projects,<br />
roadside recreation projects, and projects to acquire or enhance resource lands. EEMP grant funding<br />
could support funding for enhancements along the SCRT such as restoration and tree planting along<br />
Victoria Avenue.<br />
California Coastal Conservancy<br />
To achieve its goals, the Coastal Conservancy may award grants to public agencies and nonprofit<br />
organizations that qualify under Section 501(c)(3) of the United States Internal Revenue Code and<br />
whose purposes are consistent with Division 21 of the California Public Resources Code (commencing<br />
with section 31000). The Coastal Conservancy funds projects that improve public access to and along the<br />
coast, natural resource protection and restoration in the coastal zone or affecting coastal areas,<br />
restoration of coastal urban waterfronts, protection of coastal agricultural land, and resolution of land<br />
use conflicts. 8 The Coastal Conservancy has shown strong support for the <strong>Santa</strong> <strong>Clara</strong> <strong>River</strong> Parkway, in<br />
which the SCRT is a key segment.<br />
