2.1 <strong>Policy</strong> Objective<br />

(1) This policy aims to provide advice and guidance to all Police Officers and Staff with regard to how<br />

much duty time might be allocated to learning and development activity.<br />

2.2 <strong>Policy</strong> Statement<br />

(1) Police Officers and Staff participate in a wide variety of learning and development activities for differing<br />

purposes. This policy aims to provide guidance to them and to their line managers with regard to how<br />

much duty time might be allocated to this activity.<br />

(2) Within the context of this policy, learning and development activity falls into three distinct categories:<br />

(i)<br />

(ii)<br />

Mandatory – or is development relating to current role in the organisation<br />

Developmental – activity which prepares an individual for their next role or rank.<br />

(iii) Personal Development – activity which does not have a direct link to the current or future role.<br />

(3) The policy guidance in relation to these categories is as follows:<br />

(ii)<br />

100% of the time required for the development activity should be allowed in duty time.<br />

50% of the time required for the development activity should be allowed in duty time, with the<br />

individual investing the other 50% themselves.<br />

(iii) 100% of the time required for the personal development activity should be invested by the<br />

individual.<br />

(4) Where an individual needs time to prepare for taking examinations, the recommendation is as follows<br />

(except for OSPRE exams, see Appendix A):<br />

Maximum of 1 day duty time allowed per examination<br />

(iii) No duty time allowed<br />

(5) In each case the above is guidance and the final decision will rest with the Line Manager following<br />

negotiation with the learner. Both parties will need to be mindful of operational commitments when<br />

coming to an agreement. Agreements will need to be reviewed to take into account any change in<br />

circumstances.<br />

(6) For some specific development activities there may be existing arrangements for which there are<br />

national recommendations in relation to the number of duty hours to be allocated. Where these<br />

recommendations have been adopted e.g. the Initial Crime Investigators Development Programme and<br />

the Bramshill Fellowship, or where the Constabulary has made particular local recommendations e.g.<br />

Leadership Diploma and Executive Diploma or Core Leadership Development Programme, then they<br />

will apply.<br />

(8) <strong>Study</strong> time should be formally allocated by RMUs where appropriate.<br />

(9) In order to meet the different learning styles of individuals there needs to be a flexible approach and it<br />

may be that study time is best spent at home. Line Managers are expected to support and monitor<br />

progress.<br />
