EOI for Empanelment of Consultants for Preparation of State-wise Energy Savings Plan / General Consultancy
and for Preparation of Detail Project Reports on Waste Heat Recovery in some Selected Units of Small &
Medium Enterprises (SME) Clusters along with Demonstration in a few of them
Activities in the states. The activities include industry interaction, awareness campaign, coordination
with BEE, preparation of Yearly Action Plan, budget estimation, capacity building,
implementing EC projects etc. The empanelled firm will be required to depute a technically
qualified consultant to the headquarter of the State Designated Agencies as and when required.
This also includes promoting Demand Side Management (DSM) by the utilities. The empanelled
firm will be required to depute technically qualified consultants, located within the utility and
will be responsible for the design and coordination of the DSM programme. The consultants
should have knowledge of the electricity regulatory systems, DISCOM operations and DSM
design.
Task 2: The State Designated Agencies will identify some clusters of SME in the State where
the potential of waste heat recovery is maximum in consultation with the Bureau of Energy
Efficiency. The first task for the empanelled consultants will be preparation of DPRs in some
units of the selected SME clusters indicating the potential of waste heat recovery that exists and
the technological interventions along with the financial implication to achieve the same. The
second task will be to demonstrate the findings of the DPR in two to three units of the selected
clusters.
This study will be conducted by a consultant having experiences in preparation of DPRs to
explore the potential of waste heat recovery in small and medium enterprises clusters and
implementation of technological interventions to facilitate the recovery of waste heat in small
and medium enterprises. The consultant / firm will work in close relation with SME associations
and with SDA officials. Reports and deliverables will be produced providing elements on points
described above and as per the requirement of the SME Association / State Designated Agency.
The empanelled consultants will essentially become partners of Energy Efficiency Services
Limited in promoting the efficient use of energy and its conservation in the country.
