EOI for Empanelment of Consultants for Preparation of State-wise Energy Savings Plan / General Consultancy and for Preparation of Detail Project Reports on Waste Heat Recovery in some Selected Units of Small & Medium Enterprises (SME) Clusters along with Demonstration in a few of them This also includes promoting Demand Side Management (DSM) by the utilities. The empanelled firm will be required to depute technically qualified consultants, located within the utility and will be responsible for the design and coordination of the DSM programme. The consultants should have knowledge of the electricity regulatory systems, DISCOM operations and DSM design. Task 2: The scope of work to achieve the deliverables are: Step 1: Preparation of DPR in Selective Clusters a) The empanelled consultant will prepare a “Status Report” of the selected cluster from collection of secondary data from reliable sources or going through a rapid energy audit of the cluster. The report should depict the brief overview of the cluster, no. of units, major products, production process/technology, age of the units, operational practices and potential for waste heat recovery. b) The consultant will identify 2-3 units in the cluster in consultation with BEE / SDA / Industry Association for preparation of the Detail Project Report (DPR). c) The empanelled consultants will prepare DPRs for the selective two to three units in each of the identified clusters. The maximum number of DPRs to be prepared in a State will not exceed 20. d) For preparation of the DPR, detailed field study in the selected units with actual measurement of process parameters is to be conducted. Suitable gadgets may be used for measuring flue gas quantity, temperature, %CO 2 or %O 2 in flue gas etc. e) Estimation of WHR potential with the use of Standard Empirical relations. f) Preparation of a DPR depicting findings, observations, design for suitable WHR scheme, bill of quantity, probable usage of waste heat and the simple payback period. g) The design criterion of the units as depicted in the DPRs to be finalized after the same is reviewed by a technical committee comprising officials from the Bureau of Energy Efficiency. The units which have the maximum potential of waste heat recovery will be preferred for demonstration. Selection of ‘Demonstration Unit’ will be done in mutual consultation of BEE / SDA / Industry Association the consultant and the unit representative. b) Develop fabrication / modification of the existing structure as per the design scheme. This may include ducting, channeling, electrical and civil works. c) Trial run of the scheme and measurement of all parameters after the implementation. d) Fine tuning of the process parameters after successful utilization of the waste heat. e) Estimation of actual saving through standard empirical relations and suggest for suitable monitoring mechanism. f) Preparation of the project report with findings at each step of the project. g) Conduct workshop / training programmes to disseminate the findings of the successful demonstration on site. The consultant will also prepare a 2-page leaflet describing the project activities. The consultants will be empanelled separately for each task. Any interested consultant may apply for carrying out both the tasks or for any one of the task. 5.0 TIMELINE The time period for preparation of State-wise Energy Savings Plan is approximately six months from the time of starting the task. The time period for preparation of Detail Project Reports to explore the potential of waste heat recovery in some selected units of small & medium enterprises (SME) clusters along with demonstration in a few of them is also approximately one year from the time of starting the task. However, the time period for achieving the deliverables of both the tasks may vary as per the requirement of the State Governments. 6.0 SELECTION PROCESS 6.1 Pre-Qualification Criteria of Consultants / Consortium of Consultants The Consultant interested in being considered for Task 1 must fulfil the following criteria: Should be a firm/company registered/incorporated in India. Should have at least 3 BEE Certified Energy Auditors/Energy Managers as on the date of applying. A photocopy of the certificates of BEE Certified Energy Auditors/Energy Managers should be enclosed as proof. Page 15
