<strong>EOI</strong> <strong>for</strong> <strong>Empanelment</strong> <strong>of</strong> <strong>Consultants</strong> <strong>for</strong> <strong>Preparation</strong> <strong>of</strong> <strong>State</strong>-<strong>wise</strong> Energy Savings Plan / General Consultancy<br />

and <strong>for</strong> <strong>Preparation</strong> <strong>of</strong> Detail Project Reports on Waste Heat Recovery in some Selected Units <strong>of</strong> Small &<br />

Medium Enterprises (SME) Clusters along with Demonstration in a few <strong>of</strong> them<br />

Task 2: India has nearly 13 million micro, small & medium enterprises which constitute more<br />

than 80% <strong>of</strong> the total number <strong>of</strong> industrial enterprises in the country. Small industries have a<br />

45% share <strong>of</strong> the total manufacturing output and they contribute nearly 40% <strong>of</strong> total exports in<br />

the economy. They are one <strong>of</strong> the biggest employers providing employment to about 41 million<br />

people and according to recent estimates, constitutes about 8-9% <strong>of</strong> the country’s GDP. The<br />

SME sector is one area which demonstrates high overall potential <strong>for</strong> reductions in energy<br />

intensity ranging from 20 – 25% as per study conducted by the BEE. SMEs, especially those <strong>for</strong><br />

whom energy costs represent a large portion <strong>of</strong> total production costs, can reap especially high<br />

benefits from improving efficiency <strong>of</strong> energy conversion and reduction <strong>of</strong> energy losses, yet<br />

numerous barriers and market failures have prevented widespread adoption <strong>of</strong> these measures.<br />

Rising energy costs can lead to higher production and distribution costs <strong>for</strong> business, eroding<br />

long term competitiveness and pr<strong>of</strong>itibality. SMEs are particularly vulnerable due to limited<br />

resources and tight operating margins. Cutting energy waste can be quick way <strong>for</strong> them to reduce<br />

costs, but they <strong>of</strong>ten lack the knowledge, financing and dedicated personnel needed to identify<br />

efficiency opportunities and implement improvements. Potential savings can be unlocked<br />

through simple measures, one <strong>of</strong> which can be the waste heat recovery in some <strong>of</strong> the clusters.<br />

Also, demonstration in few units will have high replicability potential as these units are located<br />

in clusters.<br />

The clusters will be identified by the Bureau <strong>of</strong> Energy Efficiency in consultation with the <strong>State</strong><br />

Designated Agencies <strong>of</strong> the respective states based on the potential <strong>of</strong> waste heat recovery that<br />

exists in the clusters.<br />

The empanelled consultants will essentially become partners <strong>of</strong> Energy Efficiency Services<br />

Limited in promoting the efficient use <strong>of</strong> energy and its conservation in the country.<br />

The consultants will be empanelled separately <strong>for</strong> each task. Any interested consultant may apply<br />

<strong>for</strong> carrying out both the tasks or <strong>for</strong> any one <strong>of</strong> the task.<br />

3.0 OBJECTIVE<br />

Task 1: Based on the preparation <strong>of</strong> the assessment <strong>of</strong> savings potential report <strong>for</strong> each <strong>State</strong>, it<br />

was felt necessary to prepare a <strong>State</strong>-<strong>wise</strong> Energy Savings Plan to explore and implement the<br />

sector-<strong>wise</strong> assessed savings potential <strong>of</strong> each <strong>State</strong> as per the scope given below. This<br />

Expression <strong>of</strong> Interest aims to have a pool <strong>of</strong> technically qualified empanelled consultants which<br />

will facilitate the EESL in preparing the <strong>State</strong>-<strong>wise</strong> Energy Savings Plan <strong>for</strong> the <strong>State</strong>s. The<br />

empanelled consultants will be awarded the task <strong>for</strong> preparation <strong>of</strong> <strong>State</strong>-<strong>wise</strong> Energy Savings<br />

Plan through a second stage competitive bidding.<br />
