2.0 BACKGROUND INFORMATION
India faces formidable challenge in meeting its energy needs and in providing adequate energy of
desired quality in various forms in a sustainable manner and at competitive prices. Target is to
achieve 8% to 10% economic growth rate over the next 25 years. To deliver this growth on
sustainable basis and to meet the energy needs of all citizens, at the very least, India needs to
increase its primary energy supply by 3 to 4 times and its electricity generation capacity/supply
by 5 to 6 times of their 2003-04 levels. India’s commercial energy supply would need to grow
from current 5.2% to 6.1% per annum while its total primary energy supply would need to grow
at 4.3% to 5.1% annually. By the year 2031-32, power generation capacity must increase to
nearly 800000 MW from the current capacity of around 160000 MW inclusive of all captive
plants. Similarly, requirement of coal, the dominant fuel in India’s energy mix will need to
expand to over 2 billion tonnes/annum based on domestic quality of coal. Meeting the energy
challenge is of fundamental importance to India’s economic growth imperatives and its efforts to
raise its level of human development. In all sectors of the economy, improving energy efficiency
before increasing energy supply is generally the more economically and environmentally
efficient national strategy. The emphasis for the future is to look for technologies to promote
energy efficiency, demand side management and conservation. The success of Government of
India’s plan lies with effective policy framework, implementation and promotion of energy
efficiency initiatives. The Energy Conservation Act, 2001; created Bureau of Energy Efficiency
(BEE) which was assigned a quasi-regulatory role looking after policy advisory and a catalyst to
promote energy efficiency in the country.
Energy efficiency assumes significance for the nation in the current environment of shortages
and concerns over climate change. It is a win-win situation for all – for facility owners increased
energy efficiency means availability of more resources and for nations energy efficiency offers a
number of benefits including improved use of natural resources, reducing energy imports,
Page 6

EOI for Empanelment of Consultants for Preparation of State-wise Energy Savings Plan / General Consultancy
and for Preparation of Detail Project Reports on Waste Heat Recovery in some Selected Units of Small &
Medium Enterprises (SME) Clusters along with Demonstration in a few of them
improved balance of trade, conservation of foreign exchange, reduced capital requirement for
new energy production facilities, and reduced environmental pollution from energy use, and
production. It offers enormous promise for a robust market to exist under the PPP model (Energy
Service Company (ESCO) based). Given that BEE has been assigned a quasi-regulatory role,
taking on implementation may lead to conflict of interest as BEE is required to suggest policies,
identify programs and then participate in the bidding process for implementing them. Hence,
there was the need to have a separate implementing agency which addresses all the
issues/barriers which impede the progress in investments in energy efficiency projects and can
take the implementation leadership position in the market.
In this regard, Energy Efficiency Services Limited (EESL) is a joint venture company promoted
by 4 Central Public Sector Undertakings (CPSUs), namely National Thermal Power Corporation
Limited (NTPC Limited), Power Grid Corporation of India Limited (PGCIL), Power Finance
Corporation Limited (PFC Limited) and Rural Electrification Corporation (REC) was
constituted. It is registered under the companies Act, 1956 on 10 th December 2009 and has
obtained the commencement of business certificate on 11 th February 2010. It will be the first
such company exclusively for implementation of energy efficiency in South Asia and amongst a
very few such instances in the world. The authorised share capital of EESL is Rs. 190.00 crores
with equal contribution from the 4 promoters.
After analysing the market potential and future scenario, business models have been devised for
various activities. In the existing scenario, EESL could work in following broad areas as given in
Fig. 1.
Figure 1: Role of EESL
EESL as ESCO
Page 7

EOI for Empanelment of Consultants for Preparation of State-wise Energy Savings Plan / General Consultancy
and for Preparation of Detail Project Reports on Waste Heat Recovery in some Selected Units of Small &
Medium Enterprises (SME) Clusters along with Demonstration in a few of them
Importance of ESCO model to propagate energy efficiency has been proven in various countries.
In India, this is still at a nascent stage. EESL can demonstrate the effectiveness of ESCO model
in taking up high risk products and demonstrate energy efficiency through this route. By
demonstrating energy efficiency measures and realising saving potential, it can set up the market
for future investments by other ESCO companies thereby leading the way and showing the path
for others to follow.
EESL as Monitoring/implementing Agency
EESL can undertake few ongoing programmes of BEE and can implement and monitor them.
The programs, which can be owned by EESL, are as under:
Standard & Labelling Programme
Certification Examination for Energy Managers & Energy Auditors
EESL as Consultancy Organization
Looking at the present scenario and rosy potential in the future of energy efficiency, consultancy
business has lot of promise and EESL can certainly capture a good chunk of consultancy market
in following areas:
• CDM projects in Industrial sector
• DSM
• Energy Efficiency
• Combined Heat and Power
EESL as a Resource Centre
Training and Capacity Building for Energy Efficiency has been considered a very important
activity in the area of energy efficiency. EESL can act as a resource centre in this regard and take
up following activities:
• Capacity building of SDAs employees
• Training/Capacity Building of Utilities
• Training /Capacity Building of other Stakeholder and Bankers
• Training under 3-L program
• Operation of Website “ www.energymanagertraining.com”
The Ministry of Power has approved a scheme for contribution to the State Energy Conservation
Fund (SECF) by the Bureau of Energy Efficiency (BEE). The BEE suggests that the funds under
the SECF may be utilized for the following activities:
• Preparation and implementation of State-wise Energy Savings Plan of the State
Page 8

EOI for Empanelment of Consultants for Preparation of State-wise Energy Savings Plan / General Consultancy
and for Preparation of Detail Project Reports on Waste Heat Recovery in some Selected Units of Small &
Medium Enterprises (SME) Clusters along with Demonstration in a few of them
• Preparation of Waste Heat Recovery Detailed Project Report for identified units in SME
clusters
• Demonstration Projects on Waste Heat Recovery
Most of the State Designated Agencies who have created their SECFs and have received the
contributions from the BEE have expressed their willingness to give EESL the task of preparing
the State-wise Energy Savings Plan and preparation of Waste Heat Recovery Detailed Project
Report for identified units in SME clusters.
Task 1: The assessment of savings potential study in all 35 states / UTs carried out by National
Productivity Council will provide the guidelines for preparation of State-wise energy savings
plan. The study focused only on estimation of the total electricity consumption and saving
potential in the following sectors of each state / UT:
• Agricultural pumping
• Municipal water and sewage pumping, street lighting
• Commercial buildings like Hotel/Resorts, Hospital, Shopping Mall/Multiplex, office
building, public park/monument having connected load of more than 500 KW.
• Small and Medium Enterprises (SMEs) which have high saving potential.
In addition to the above, the study also looks at the large industries and the household sector. For
this purpose the consumption reported in the report of Central Electricity Authority titled All
India Electricity Statistics 2009: General Review 2009, was adopted for the two sectors. The
energy saving potential was assessed based on the experience gained in implementing
programmes in industry and household sector by BEE and NPC.
The sectoral consumption on an All-India basis for the year 2007-08 has been broken down in
agriculture, commercial, municipalities, SMEs, domestic and industries. The conservative
potential for savings is about 15% of the electricity consumption. The sector wise aggregated
potential at the national level is as under:
S. No. Sector Consumption
(Billion KWh)
1. Agriculture Pumping 92.33 27.79
2. Commercial Buildings/ 9.92 1.98
EOI for Empanelment of Consultants for Preparation of State-wise Energy Savings Plan / General Consultancy
and for Preparation of Detail Project Reports on Waste Heat Recovery in some Selected Units of Small &
Medium Enterprises (SME) Clusters along with Demonstration in a few of them
Task 2: India has nearly 13 million micro, small & medium enterprises which constitute more
than 80% of the total number of industrial enterprises in the country. Small industries have a
45% share of the total manufacturing output and they contribute nearly 40% of total exports in
the economy. They are one of the biggest employers providing employment to about 41 million
people and according to recent estimates, constitutes about 8-9% of the country’s GDP. The
SME sector is one area which demonstrates high overall potential for reductions in energy
intensity ranging from 20 – 25% as per study conducted by the BEE. SMEs, especially those for
whom energy costs represent a large portion of total production costs, can reap especially high
benefits from improving efficiency of energy conversion and reduction of energy losses, yet
numerous barriers and market failures have prevented widespread adoption of these measures.
Rising energy costs can lead to higher production and distribution costs for business, eroding
long term competitiveness and profitibality. SMEs are particularly vulnerable due to limited
resources and tight operating margins. Cutting energy waste can be quick way for them to reduce
costs, but they often lack the knowledge, financing and dedicated personnel needed to identify
efficiency opportunities and implement improvements. Potential savings can be unlocked
through simple measures, one of which can be the waste heat recovery in some of the clusters.
Also, demonstration in few units will have high replicability potential as these units are located
in clusters.
The clusters will be identified by the Bureau of Energy Efficiency in consultation with the State
Designated Agencies of the respective states based on the potential of waste heat recovery that
exists in the clusters.
The empanelled consultants will essentially become partners of Energy Efficiency Services
Limited in promoting the efficient use of energy and its conservation in the country.
The consultants will be empanelled separately for each task. Any interested consultant may apply
for carrying out both the tasks or for any one of the task.
3.0 OBJECTIVE
Task 1: Based on the preparation of the assessment of savings potential report for each State, it
was felt necessary to prepare a State-wise Energy Savings Plan to explore and implement the
sector-wise assessed savings potential of each State as per the scope given below. This
Expression of Interest aims to have a pool of technically qualified empanelled consultants which
will facilitate the EESL in preparing the State-wise Energy Savings Plan for the States. The
empanelled consultants will be awarded the task for preparation of State-wise Energy Savings
Plan through a second stage competitive bidding.
Page 10

EOI for Empanelment of Consultants for Preparation of State-wise Energy Savings Plan / General Consultancy
and for Preparation of Detail Project Reports on Waste Heat Recovery in some Selected Units of Small &
Medium Enterprises (SME) Clusters along with Demonstration in a few of them
General Consultancy: The empanelled consultants will also be utilized for providing
consultancy services on energy efficiency to State Designated Agencies / DISCOMS through a
second stage competitive bidding.
Task 2: One of the deliverable to be achieved by the SDAs with the contribution to SECF by the
BEE is to explore the potential of waste heat recovery in SME clusters. This is to be achieved in
two steps. Firstly DPRs will be prepared in some units of the selected SME clusters indicating
the potential of waste heat recovery that exists and the technological interventions along with the
financial implication to achieve the same. Secondly, the findings of the DPR are to be
demonstrated in two to three units of the selected clusters. This Expression of Interest aims to
have a pool of technically qualified empanelled consultants which will facilitate the EESL in
achieving the same for the States. The empanelled consultants will be awarded the task through a
second stage competitive bidding.
The empanelled consultants will essentially become partners of Energy Efficiency Services
Limited in promoting the efficient use of energy and its conservation in the country.
The consultants will be empanelled separately for each task. Any interested consultant may apply
for carrying out both the tasks or for any one of the task.
4.0 SCOPE
Task 1: The Annual Energy Savings Plan is to be owned by the State Governments and its
preparation will be coordinated by the State Designated Agencies of the States. The plan will
clearly indicate the policy interventions required by the State Governments, listing the
notifications that are required to be issued for successful implementation of the plan. The
successful implementation of the plan will essentially comprise two parts, firstly the energy audit
part and secondly the implementation part based on the measures mentioned in the energy audit
report. The financing sources which are required for conducting the energy audit as well as for
implementation should be clarified. The plan should deliberate on the time lines for conducting
the energy audit, the means through which the energy audit will be conducted, the year-wise
implementation strategy and the gain that the State Government will accrue through reduction in
energy consumption or the reduction in peak demand that can be achieved through
implementation of the plan.
The sector-wise state specific Annual Energy Savings Plan will be prepared on the basis of the
study conducted by National Productivity Council under the guidance of the Bureau of Energy
Efficiency on assessment of savings potential in the agricultural, commercial, municipalities,
domestic, industries and small & medium enterprises sectors for each state. Following tasks will
have to be undertaken for preparation of the sector-wise state specific Annual Energy Savings
Plan:
Page 11

EOI for Empanelment of Consultants for Preparation of State-wise Energy Savings Plan / General Consultancy
and for Preparation of Detail Project Reports on Waste Heat Recovery in some Selected Units of Small &
Medium Enterprises (SME) Clusters along with Demonstration in a few of them
Step 1: The sector-wise state specific Annual Energy Savings Plan should be prepared keeping
in mind the requirement of the State Governments, since it is to be owned and implemented by
the respective State Governments. The plan should clearly indicate the policy interventions
required by the State Governments to achieve the desired reduction in energy consumption or the
reduction in peak demand, within a specified time limit. The policy interventions may in the
form of notifications or directives by the State Governments as mandated by the Energy
Conservation Act 2001. The notifications or directives that are needed to be issued by the State
Governments for implementation of the plan and also for promoting the efficient use of energy
and its conservation should be clearly deliberated upon in the report. These notifications may be
making mandatory the procurement of appliances having a BEE Star rating of 3 and above in all
Govt. purchase, making mandatory the procurement of agricultural pump sets having a BEE Star
rating of 3 and above in all Govt. purchase, making mandatory that all new and high energy
intensive commercial buildings that are being constructed be Energy Conservation Building
Code complaint and many others.
Step 2: Based on the report prepared by National Productivity Council, the sector-wise state
specific Annual Energy Savings Plan will be prepared in consultation of various departments of
the State Governments like Power Dept., Utilities, Urban Local Bodies, Agriculture Dept. etc.
The plan will essentially consist of two parts.
The first part should be the energy audit. The primary objective of conducting the energy audit is
to establish the baseline data and to explore the various possibilities of energy savings alongwith
the financial implications. For energy consumption reduction in each sector, the plan should
indicate the number of commercial buildings or agriculture pumpsets or municipalities for which
investment grade energy audits are to be conducted annually so that the savings potential in those
sectors can be harnessed within a period of five years. The plan should also include model scope
of work for conducting energy audits in commercial buildings or agriculture pumpsets or
municipalities. The scope of work should be prepared in such a manner that the energy audit
report consist of cost-benefit analysis showing the simple pay-back period, Return on Investment
(RoI), Net Present Value (NPV) and Internal Rate of Return (IRR) for every such audit reports
prepared. The scope of work should take notice of the fact that a model bidding document be
prepared along with each of the energy audit reports to facilitate the concerned departments in
expediting the implementation of the measures mentioned in the energy audit report. The plan
should state as to how the audits are to be conducted and how the finances involved for
conducting the energy audit will be met. The plan should clearly state the sources from which the
audit fees will be paid. The possibility of sharing a certain percentage from the State Energy
Conservation Fund with the concerned department / agency should be explored. The option of
conducting the energy audit and its subsequent implementation through the Energy Service
Page 12

EOI for Empanelment of Consultants for Preparation of State-wise Energy Savings Plan / General Consultancy
and for Preparation of Detail Project Reports on Waste Heat Recovery in some Selected Units of Small &
Medium Enterprises (SME) Clusters along with Demonstration in a few of them
Company route should also be explored, if the concerned department / agency agrees to consider
the ESCO route for conducting energy audit and its subsequent implementation for projects.
The second part of the plan should state as to how the energy audit report will be implemented. It
should clearly state for example the number of commercial buildings whose implementation
should be taken in the first year, how many in the second year and so on based on the energy
audit reports prepared and savings potential proposed in the energy audit report. This will be
similar for agriculture pumpsets, small and medium enterprises sector also. The plan should also
include exploring the financial implication of the various departments of the State Governments
like Power Dept., Utilities, Urban Local Bodies, Agriculture Dept. etc., concerned departments /
organizations, private firms, financial institutions and others for implementation. The plan should
clearly indicate the flow of funds from various sources for carrying out both the energy audit and
also for implementing them.
The concept of achieving the specific targets by the Energy Service Companies through the
shared savings or the guaranteed savings mode should be explored wherever possible. In the
shared savings mode, the financial risk lies with the Energy Service Companies and the savings
are shared between the ESCO and the concerned department / agency / facility owner for a
negotiated period of time. In guaranteed savings the financial risk lies with the concerned
department / agency / facility owner but the Energy Service Companies guarantees a certain
percentage of savings. In some cases, the energy audit may be undertaken by one company and
its implementation may be done by another, while in some other cases, the same company may
undertake both the energy audit part and its subsequent implementation. Both these scenarios
need to be explored and given due diligence while preparing the plan.
Step 3: The plan should clearly indicate the benefits that the State Government will accrue due
to the implementation of the Annual Energy Savings Plan. This benefit should be clearly stated
in terms of million units of energy saved for each year. The benefits should also be related to the
reduction in peak demand. The total savings potential of the State which can be achieved over a
period of five years, should be broken annually. The plan should be prepared keeping in mind
that the overall reduction is achieved in the specified time period with annual break-up of
reduction in energy consumption or reduction in peak demand which is to be achieved.
General Consultancy: The main objective is to provide consultancy support to the State
Designated Agencies on the initiatives undertaken in carrying out the Energy Conservation
Activities in the states. The activities include industry interaction, awareness campaign, coordination
with BEE, preparation of Yearly Action Plan, budget estimation, capacity building,
implementing EC projects etc. The empanelled firm will be required to depute a technically
qualified consultant to the headquarter of the State Designated Agencies as and when required.
