Southwest La. offers rich history, modern amenities 

Southwest Louisiana is a 

community of diverse people 

and industries. 

Exemplified by downright 

southern hospitality, the

The area offers individuals 

and families a variety of 

choices as to where and 

how to live. It provides 

numerous services geared 

towards education, health, 

safety and enjoyment. An 

upward trend continues to 

be seen in the area’s economy. 

Employment figures, 

total wages paid, taxable 

retail sales, and other economic 

indicators are on the 

rise. The cost of living in 

the area is below the 

national average, based on 

the American Chamber of 

Commerce Researcher’s 

Association Report for the 

first quarter of 2000. 

Area residents’ deep 

sense of faith is evident in 

the more than 200 churches, 

representing over 35 

denominations in the area. 

A unique and interesting 

blend of deep-south tradition, 

French-Acadian, 

English and Indian heritage, 

the area offers a 

multitude of activities, 

opportunities and experiences 

which makes 

Southwest Louisiana a 

great place to live, work 

and enjoy life. 

HISTORY 

Imperial Calcasieu was 

originally inhabited by 

Indian tribes. Vestiges of 

Indian culture live on in 

local names and places 

such as the Coushatta 

Indian Reservation in 

Elton, 45 miles northeast of 

Lake Charles. 

The first homestead in 

this area was established 

six miles east of Lake 

Charles in 1781, by a 

Frenchman from 

The Lake Charles City Court building on Ryan Street in downtown Lake Charles was originally 

constructed in 1911 as the new City Hall. After serving as City Hall through 1978, it 

became the Ward 3 City Court Building. A $2 million restoration project that began in May 

1999 "modernized" the building’s wiring, peeling plaster and other problems. The original 

wooden floors and woodwork maintain the building’s historic value.

LeBleu. In 1803, Charles 

Sallier, also from France, 

married LeBleu’s daughter 

Catherine, and built a log 

cabin on the lake giving it 

his name. 

The river flowing 

through our community was 

called Quelqueshue by the 

Indians. Eventually, the 

river and the surrounding 

area became known as 

Calcasieu. In 1840, 6,000 

acres of Southwest 

Louisiana were organized 

into six parishes, 

Louisiana’s equivalent of 

counties. 

The influence of the 

French Acadians is present 

in the cuisine of local 

restaurants as well as in the 

architecture of homes and 

buildings. Acadian language, 

customs and music 

are also evident. In fact 

“Cajun” French is still spoken 

in many small towns in 

the bayou country near 

Lake Charles. 

AREA COMMUNITIES 

The population of 

Southwest Louisiana is 

more than 279,100. It is 

comprised of Calcasieu, 

Cameron, Allen, 

Beauregard and Jefferson 

Davis. Calcasieu Parish is 

the center of the area with 

a population of 183,400. The 

city of Lake Charles is the 

financial, medical and 

entertainment center of the 

parish, with the major 

industry and workforce 

located within the metropolitan 

area. Other cities in 

the area are DeQuincy, 

Iowa, Sulphur, Vinton and 

Westlake. 

Allen Parish, created in 

1912, is one of the newest 

parishes in the state. It is 

covered by dense forest and 

has rich agriculture as well 

as cattle and timber production. 

Comprised of the 

towns and cities of 

Elizabeth, Kinder, Oakdale, 

Oberlin, Reeves and the 

Coushatta Indian 

Reservation, it has a population 

of 24,300. 

Forestry and livestock 

are thriving enterprises in 

primarily rural Beauregard 

Parish. Comprised of the 

towns of DeRidder, Dry 

Creek, Fields, Longville, 

Merryville, Singer, 

Sugartown and Ragley, it 

has a population of 31,000. 

Cameron Parish, 

Southwest Louisiana’s 

largest parish based on 

land area, is almost entirely 

Gulf marshland. Its economy 

is based on oil, natural 

gas, agriculture, fishing and 

trapping. The coastal town 

of Cameron has been the 

nation’s leading commercial 

fishing port. The towns 

of Hackberry, Grand Lake, 

Grand Chenier, Johnson 

Bayou and Creole comprise 

the rest of the parish. It has 

a population of 7,700. 

Jefferson Davis Parish is 

among the foremost oil producing 

parishes in 

Louisiana with 15 oil and 

gas producing fields. It has 

a population of 31,400 and 

is comprised of Jennings, 

Elton, Lacassine, Welsh, 

Lake Arthur and Fenton.

Fat Tuesday is Southwest La.’s last hurrah before Lent 

Mardi Gras takes its 

name from French: “Fat 

Tuesday.” 

The term Mardi Gras 

refers to the ancient Druid 

custom of using an ox in celebrations 

commemorating 

the end of winter and the 

coming of spring. 

After the beast was ceremoniously 

paraded through 

the village streets and countryside, 

it was hoisted above 

a wooden grate and sacrificed, 

becoming the final 

meat meal before the start 

of what would later be 

known as the Lenten season. 

The young Catholic 

Church adopted and purified 

the ritual, thus 

Carnival as a pre-Lenten 

celebration was born. 

Carnival, loosely translated 

as “farewell to flesh,” 

stems from the Latin “carnelevare.” 

It is the season 

from Twelfth Night, or 

Epiphany (Jan. 6), until 

Shrove Tuesday, the day 

before Ash Wednesday. As 

part of the Christian religious 

observance of the

describing the Shrove 

Tuesday, or the French 

Mardi Gras, “farewell to 

flesh” was coined. 

Mardi Gras may occur on 

any Tuesday from Feb. 3 

through March 9, and is 

always 46 days before 

Easter. 

While not every group 

uses it, the term “krewe” 

has become the generic 

word for Carnival organizations 

since it was introduced 

in 1857 in New 

Orleans by the Mistick 

Krewe of Comus. The rich 

world of Greek, Roman and 

Egyptian mythology is the 

source of many of the krewe 

names. 

The New Orleans version 

of Mardi Gras descended 

most directly from France. 

On Mardi Gras day in 1699, 

the French explorer 

Iberville camped near the 

mouth of the Mississippi 

River and name the site 

“Point Mardi Gras.” 

Descriptions of some 

form of organized street 

masking in Louisiana do 

not exist prior to 1837. The 

first newspaper accounts of 

New Orleans Mardi Gras 

appeared that year, and the 

first recorded parade consisted 

of maskers in decorated 

carriages, on horseback 

and afoot. 

New Orleans Carnival is 

world-renowned for its 

elaborate parades, but its 

origin is actually in the ballroom. 

The first so-called 

Carnival Maskers were 

probably only attending a 

ball masque. 

The early street processions 

were mostly the work 

of either idle students or of 

playful Creoles. By 1838, 

some of the maskers had 

adopted the European custom 

of tossing sweet meats, 

such as sugared almonds to 

some of the ladies along 

their parade route, and so 

the custom of “throws” was 

introduced. 

Mardi Gras in New 

Orleans managed to survive 

the Civil War, World War I, 

Prohibition and the 

Depression, but World War 

II canceled four Carnival 

seasons. The Korean 

Conflict caused the cancelation 

of the 1951 season. 

Animated floats first 

appeared in the 1940s, 

and the number of New 

Orleans area parades 

tripled with the spread 

of the celebration into the 

suburbs.

When hurricane approaches, know where to go and what to do 

When the National 

Weather Service announces 

a hurricane warning for 

Louisiana, a storm with 

winds over 74 mph will 

strike within 24 hours. 

Remember, hurricane 

warnings are almost always 

accompanied by tornado 

warnings, thunderstorm 

and gale warnings, and 

coastal or inland flood 

warnings. Prepare for those 

threats as well. 

Twenty-four hours prior 

to the storm, take the final 

steps necessary to keep 

yourself and your family 

safe.

Do you need assistance with 

food, rent, utilities, or shelter? Are 

you looking for information on 

local churches, civic organizations, 

support groups, or schools? 

You can even volunteer your 

time to help your community. 

2-1-1 serves all groups and 

organizations in the seven 

parishes of Allen, Beauregard, 

Calcasieu, Cameron, Jeferson 

■ Minimize the distance 

you must travel to reach a 

safe location; the further 

you drive, the higher the 

likelihood of encountering 

traffic congestion and other 

problems on the roadways. 

■ Select the nearest possible 

evacuation destination, 

preferably within your 

local area, and map out 

your route. Do not get on 

the road without a planned 

route or a place to go. 

■ Choose the home of the 

closest friend or relative 

outside a designated evacuation 

zone and discuss your 

plan with them before hurricane 

season. You may 

also choose a hotel or motel 

outside of the vulnerable 

area. If neither of these 

options is available, consider 

the closest possible public 

shelter, preferably within 

your local area. 

■ Use the evacuation 

routes designated by 

authorities and, if possible, 

become familiar with your 

route by driving it before an 

evacuation order is issued. 

■ Contact your local 

emergency management 

office to register or get 

information regarding anyone 

in your household 

whom may require special 

assistance in order to evacuate. 

■ Prepare a separate pet 

plan, most public shelters 

do not accept pets. 

■ Prepare your home 

prior to leaving by boarding 

up doors and windows, 

securing or moving indoors 

all yard objects and turning 

off all utilities. 

■ Before leaving, fill your 

car with gas and withdraw

TROPICAL STORM 

This type of storm is your 

first warning that a hurricane 

may be on the way. A 

tropical storm is an organized 

group of spinning thunderstorms 

with sustained 

winds between 39 and 73 

mph. The National Weather 

Service will issue a tropical 

storm warning if one is 

headed toward your area. 

This level of storm is dangerous 

for people in temporary 

housing and homes 

that have not been repaired 

since last hurricane season. 

If a tropical storm is slowmoving, 

the levels of rain 

produced can cause dangerous 

inland flooding. 

Residents should evacuate 

all temporary housing 

before tropical storm winds 

arrive. 

CATEGORY 1 HURRICANE 

Once sustained winds 

reach 74 mph, the storm 

becomes a Category 1 hurricane, 

the lowest on the 

Saffir-Simpson scale.

Unanchored mobile homes 

and weak permanent structures 

can be damaged or 

destroyed and homes in 

flood areas may be vulnerable. 

Pay attention to local 

officials and evacuate as 

directed. Never assume a 

Category 1 storm is weak or 

safe. Louisianians may 

recall damage caused by 

Hurricane Lili in 2002, a 

Category 1 storm that killed 

16 people and created $415 

million worth of damage. 


As a storm intensifies, a 

Category 2 hurricane is 

declared when sustained 

winds reach 96 mph. This 

type of storm will destroy 

temporary housing, damage 

roofs, windows and doors 

on permanent structures 

and blow down trees. The 

storm surge from this level 

of storm is typically six to 

eight feet high and flooding 

is dangerous from the coast 

to inland rivers and 

streams. 

Louisianians may 

remember Hurricane 

Georges that blew across 

the Caribbean and into the 

Gulf as a Category 2 storm 

in 1998. Georges damaged 

six countries, killed 603 

people — two in Louisiana 

— and caused nearly $6 billion 

dollars worth of damage. 

In New Orleans during 

the height of the storm, 

14,000 people took shelter 

in the Superdome, the levees 

were topped by nine 

feet of water and hundreds 

of thousands lost power. 


Hurricane Katrina landed 

as a Category 3 storm.
