retail sales, and other economic<br />

indica<strong>to</strong>rs are on the<br />

rise. The cost of living in<br />

the area is below the<br />

national average, based on<br />

the American Chamber of<br />

Commerce Researcher’s<br />

Association Report for the<br />

first quarter of 2000.<br />

Area residents’ deep<br />

sense of faith is evident in<br />

the more than 200 churches,<br />

representing over 35<br />

denominations in the area.<br />

A unique and interesting<br />

blend of deep-south tradition,<br />

French-Acadian,<br />

English and Indian heritage,<br />

the area offers a<br />

multitude of activities,<br />

opportunities and experiences<br />

which makes<br />

<strong>Southwest</strong> <strong>Louisiana</strong> a<br />

great place <strong>to</strong> live, work<br />

and enjoy life.<br />

HISTORY<br />

Imperial Calcasieu was<br />

originally inhabited by<br />

Indian tribes. Vestiges of<br />

Indian culture live on in<br />

local names and places<br />

such as the Coushatta<br />

Indian Reservation in<br />

El<strong>to</strong>n, 45 miles northeast of<br />

Lake Charles.<br />

The first homestead in<br />

this area was established<br />

six miles east of Lake<br />

Charles in 1781, by a<br />

Frenchman from<br />

The Lake Charles City Court building on Ryan Street in down<strong>to</strong>wn Lake Charles was originally<br />

constructed in 1911 as the new City Hall. After serving as City Hall through 1978, it<br />

became the Ward 3 City Court Building. A $2 million res<strong>to</strong>ration project that began in May<br />

1999 "modernized" the building’s wiring, peeling plaster and other problems. The original<br />

wooden floors and woodwork maintain the building’s his<strong>to</strong>ric value.<br />

LeBleu. In 1803, Charles<br />

Sallier, also from France,<br />

married LeBleu’s daughter<br />

Catherine, and built a log<br />

cabin on the lake giving it<br />

his name.<br />

The river flowing<br />

through our community was<br />

called Quelqueshue by the<br />

Indians. Eventually, the<br />

river and the surrounding<br />

area became known as<br />

Calcasieu. In 1840, 6,000<br />

acres of <strong>Southwest</strong><br />

<strong>Louisiana</strong> were organized<br />

in<strong>to</strong> six parishes,<br />

<strong>Louisiana</strong>’s equivalent of<br />

counties.<br />

The influence of the<br />

French Acadians is present<br />

in the cuisine of local<br />

restaurants as well as in the<br />

architecture of homes and<br />

buildings. Acadian language,<br />

cus<strong>to</strong>ms and music<br />

are also evident. In fact<br />

“Cajun” French is still spoken<br />

in many small <strong>to</strong>wns in<br />

the bayou country near<br />

Lake Charles.<br />

AREA COMMUNITIES<br />

The population of<br />

<strong>Southwest</strong> <strong>Louisiana</strong> is<br />

more than 279,100. It is<br />

comprised of Calcasieu,<br />

Cameron, Allen,<br />

Beauregard and Jefferson<br />

Davis. Calcasieu Parish is<br />

the center of the area with<br />

a population of 183,400. The<br />

city of Lake Charles is the<br />

financial, medical and<br />

entertainment center of the<br />

parish, with the major<br />

industry and workforce<br />

located within the metropolitan<br />

area. Other cities in<br />

the area are DeQuincy,<br />

Iowa, Sulphur, Vin<strong>to</strong>n and<br />

Westlake.<br />

Allen Parish, created in<br />

1912, is one of the newest<br />

parishes in the state. It is<br />

covered by dense forest and<br />

has rich agriculture as well<br />

as cattle and timber production.<br />

Comprised of the<br />

<strong>to</strong>wns and cities of<br />

Elizabeth, Kinder, Oakdale,<br />

Oberlin, Reeves and the<br />

Coushatta Indian<br />

Reservation, it has a population<br />

of 24,300.<br />

Forestry and lives<strong>to</strong>ck<br />

are thriving enterprises in<br />

primarily rural Beauregard<br />

Parish. Comprised of the<br />

<strong>to</strong>wns of DeRidder, Dry<br />

Creek, Fields, Longville,<br />

Merryville, Singer,<br />

Sugar<strong>to</strong>wn and Ragley, it<br />

has a population of 31,000.<br />

Cameron Parish,<br />

<strong>Southwest</strong> <strong>Louisiana</strong>’s<br />

largest parish based on<br />

land area, is almost entirely<br />

Gulf marshland. Its economy<br />

is based on oil, natural<br />

gas, agriculture, fishing and<br />

trapping. The coastal <strong>to</strong>wn<br />

of Cameron has been the<br />

nation’s leading commercial<br />

fishing port. The <strong>to</strong>wns<br />

of Hackberry, Grand Lake,<br />

Grand Chenier, Johnson<br />

Bayou and Creole comprise<br />

the rest of the parish. It has<br />

a population of 7,700.<br />

Jefferson Davis Parish is<br />

among the foremost oil producing<br />

parishes in<br />

<strong>Louisiana</strong> with 15 oil and<br />

gas producing fields. It has<br />

a population of 31,400 and<br />

is comprised of Jennings,<br />

El<strong>to</strong>n, Lacassine, Welsh,<br />

Lake Arthur and Fen<strong>to</strong>n.<br />

Fat Tuesday is <strong>Southwest</strong> La.’s last hurrah before Lent<br />

Mardi Gras takes its<br />

name from French: “Fat<br />

Tuesday.”<br />

The term Mardi Gras<br />

refers <strong>to</strong> the ancient Druid<br />

cus<strong>to</strong>m of using an ox in celebrations<br />

commemorating<br />

the end of winter and the<br />

coming of spring.<br />

After the beast was ceremoniously<br />

paraded through<br />

the village streets and countryside,<br />

it was hoisted above<br />

a wooden grate and sacrificed,<br />

becoming the final<br />

meat meal before the start<br />

of what would later be<br />

known as the Lenten season.<br />

The young Catholic<br />

Church adopted and purified<br />

the ritual, thus<br />

Carnival as a pre-Lenten<br />

celebration was born.<br />

Carnival, loosely translated<br />

as “farewell <strong>to</strong> flesh,”<br />

stems from the Latin “carnelevare.”<br />

It is the season<br />

from Twelfth Night, or<br />

Epiphany (Jan. 6), until<br />

Shrove Tuesday, the day<br />

before Ash Wednesday. As<br />

Mardi Gras may occur on<br />

any Tuesday from Feb. 3<br />

through March 9, and is<br />

always 46 days before<br />

Easter.<br />

While not every group<br />

uses it, the term “krewe”<br />

has become the generic<br />

word for Carnival organizations<br />

since it was introduced<br />

in 1857 in New<br />

Orleans by the Mistick<br />

Krewe of Comus. The rich<br />

world of Greek, Roman and<br />

Egyptian mythology is the<br />

source of many of the krewe<br />

names.<br />

The New Orleans version<br />

of Mardi Gras descended<br />

most directly from France.<br />

On Mardi Gras day in 1699,<br />

the French explorer<br />

Iberville camped near the<br />

mouth of the Mississippi<br />

River and name the site<br />

“Point Mardi Gras.”<br />

Descriptions of some<br />

form of organized street<br />

masking in <strong>Louisiana</strong> do<br />

not exist prior <strong>to</strong> 1837. The<br />

first newspaper accounts of<br />

New Orleans Mardi Gras<br />

appeared that year, and the<br />

first recorded parade consisted<br />

of maskers in decorated<br />

carriages, on horseback<br />

and afoot.<br />

New Orleans Carnival is<br />

world-renowned for its<br />

elaborate parades, but its<br />

origin is actually in the ballroom.<br />

The first so-called<br />

Carnival Maskers were<br />

probably only attending a<br />

ball masque.<br />

The early street processions<br />

were mostly the work<br />

of either idle students or of<br />

playful Creoles. By 1838,<br />

some of the maskers had<br />

adopted the European cus<strong>to</strong>m<br />

of <strong>to</strong>ssing sweet meats,<br />

such as sugared almonds <strong>to</strong><br />

some of the ladies along<br />

their parade route, and so<br />

the cus<strong>to</strong>m of “throws” was<br />

introduced.<br />

Mardi Gras in New<br />

Orleans managed <strong>to</strong> survive<br />

the Civil War, World War I,<br />

Prohibition and the<br />

Depression, but World War<br />

II canceled four Carnival<br />

seasons. The Korean<br />

Conflict caused the cancelation<br />

of the 1951 season.<br />

Animated floats first<br />

appeared in the 1940s,<br />

and the number of New<br />

Orleans area parades<br />

tripled with the spread<br />

of the celebration in<strong>to</strong> the<br />

suburbs.<br />

■ Minimize the distance<br />

you must travel <strong>to</strong> reach a<br />

safe location; the further<br />

you drive, the higher the<br />

likelihood of encountering<br />

traffic congestion and other<br />

problems on the roadways.<br />

■ Select the nearest possible<br />

evacuation destination,<br />

preferably within your<br />

local area, and map out<br />

your route. Do not get on<br />

the road without a planned<br />

route or a place <strong>to</strong> go.<br />

■ Choose the home of the<br />

closest friend or relative<br />

outside a designated evacuation<br />

zone and discuss your<br />

tropical s<strong>to</strong>rm is an organized<br />

group of spinning thunders<strong>to</strong>rms<br />

with sustained<br />

winds between 39 and 73<br />

mph. The National Weather<br />

Service will issue a tropical<br />

s<strong>to</strong>rm warning if one is<br />

headed <strong>to</strong>ward your area.<br />

This level of s<strong>to</strong>rm is dangerous<br />

for people in temporary<br />

housing and homes<br />

that have not been repaired<br />

since last hurricane season.<br />

If a tropical s<strong>to</strong>rm is slowmoving,<br />

the levels of rain<br />

produced can cause dangerous<br />

inland flooding.<br />

Residents should evacuate<br />

all temporary housing<br />

CATEGORY 1 HURRICANE<br />

Once sustained winds<br />

reach 74 mph, the s<strong>to</strong>rm<br />

becomes a Category 1 hurricane,<br />

the lowest on the<br />

Saffir-Simpson scale.<br />

CATEGORY 2 HURRICANE<br />

As a s<strong>to</strong>rm intensifies, a<br />

Category 2 hurricane is<br />

declared when sustained<br />

winds reach 96 mph. This<br />

type of s<strong>to</strong>rm will destroy<br />

temporary housing, damage<br />

roofs, windows and doors<br />

on permanent structures<br />

and blow down trees. The<br />

s<strong>to</strong>rm surge from this level<br />

of s<strong>to</strong>rm is typically six <strong>to</strong><br />

eight feet high and flooding<br />

is dangerous from the coast<br />

<strong>to</strong> inland rivers and<br />

streams.<br />

Louisianians may<br />

remember Hurricane<br />

Georges that blew across<br />

the Caribbean and in<strong>to</strong> the<br />

Gulf as a Category 2 s<strong>to</strong>rm<br />

in 1998. Georges damaged<br />

six countries, killed 603<br />

people — two in <strong>Louisiana</strong><br />

— and caused nearly $6 billion<br />

dollars worth of damage.<br />

In New Orleans during<br />

the height of the s<strong>to</strong>rm,<br />

14,000 people <strong>to</strong>ok shelter<br />

in the Superdome, the levees<br />

were <strong>to</strong>pped by nine<br />

feet of water and hundreds<br />

of thousands lost power.<br />
