Introductory Note
The current edition ofthe 'Toponymic Guidelines ofPoland' is a
revised, expanded version of 'The Polish Toponymic Guidelines'
published in 1993. January 1st, 1999 saw the entry into force ofa new
administrative division ofthe country. Therefore it became necessary
to include information on it.
This publication is designed to serve the international
community. The Editors hope that it will be of assistance to those
seeking information on Polish geographic names and to the users of
Polish maps as well as other sources ofinformation.

I. LANGUAGE
1. General Characteristics
The official language of Poland is Polish. It is spoken by the
majority ofinhabitants ofPoland (Poland had 38.7 million inhabitants
in 1997 - after the 'Rocznik statystyczny 1998' - '1998 Statistical
Yearbook').
Historically, Polish belongs to the Slavic group of the Indo­
European languages. Typologically, Polish is an inflected language
with three genders (masculine, feminine, neuter) and two numbers
(singular and plural). In both number nomina have seven grammatical
cases. Within the nomina group nouns and adjectives are particularly
important for geographical and place names. Formants are used to
create adjectives from nouns inPolish.
There are two types of sounds in the Polish phonological
system: vowels (oral and nasal; front and back; high, mid, low) and
consonants (hard and palatal; voiced and voiceless; sonants and
obstruents. Three consonant series: A-[s, z, (s, dz], B-[f, 3, if, dS],
and C-[~, ;, (~, J~] are characteristic ofthe Polish language.
Consonants are used in Polish words much more often than
vowels. Also, there are quite many consonant groups. The stress in
Polish usually falls on the penultimate syllable.
Literary Polish has a several hundred-year tradition. Its rules are
codified in dictionaries and grammar books. The rules of spelling and
pronunciation are also established. Regional dialects ofPolish are not
usually reflected in geographical names, which are most often used in
standardized literary forms.
Ethnic minorities in Poland do not exceed 2% of the total
population. Germans live in southwestern and northeastern parts of
Poland. Slovaks live in southern part, and Ukrainians, Belorussians,
Lithuanians and Russians along the eastern border. Their languages,

as well as the languages of other dispersed ethnic minontles
(Romanies, Tartars, Armenians, Greeks, Czechs, and French), as well
as the languages of ethnic groups (Kashubians, Lemkos) are not used
as official languages. Some of the minorities have their own
organizations, schools, theaters and similar establishments in which
they use their national languages. The 'Ustawa 0 urz~dowych
nazwach miejscowosci i obiekt6w fizjograficznych' (Act on Official
Place Names and Names ofPhysiographic Objects) which is currently
being legislated provides that an additional official name in the
language ofan ethnic minority can be established.
The Polish Alphabet
2. Polish Literary Language
Poles use Latin alphabet, to which a number of diacritical marks
were added. Also, the letters q, v, x were omitted (they are used only
in words of foreign origin). In international publications the API
Phonetic Alphabet is used as a rule. The Slavic phonetic transcription
is used much less often.
The Polish alphabet has 32 letters:

The letters q, ~,
n never appear at initial positions of words.
Therefore, capital letters are only used when each letter in a word is
capitalized e.g. D4BKJ, CZF;STOCHOWA, POZNAN.
Sounds, which do not exist in Latin, are designated by letters
together with diacritical marks as well as by digraphs. The following
diacritical marks exist in Polish:
- accents (l'accent aigu) over letters 6, c, n, 05, t,
- oblique line crossing the letter I,

- dot over t,
- hooks bent to right under q and~.
In vowels these hooks represent nasality. The accent over 6
reflects its former pronunciation (a sound between 0 and u).
In consonants, accents over 6, 11, oS and i represent palatal sounds
and are written before a consonant letter e.g. Srem or at the word-final
position, e.g. Poznan. Their palatalization before vowels is marked by
the letter i, e.g. Siedlce.
A dot over t represents a postalveolar consonant, as oppose to a
dental z.
The oblique line crossing I represents a dental sound (as oppose
to alveolar I), which tends to disappear (see Pronunciation Table) and
is a relic ofhistoric phonetics (like 6).
The following digraphs exist in Polish: ch, CZ, dz, di, di, rz, sz.
In alphabetical lists digraphs are not represented as separate letters,
but are listed under their first letter, and then in a strict alphabetical
order e.g. ch is placed between c~ and ci, cz between cy and d
respectively.
Below is the list of Polish letters and digraphs together with
their phonetic equivalents in international transcription. These
examples refer both to generic terms and geographic names.

Basic Rules ofPolish Spelling
Polish spelling originated during the Middle Ages. It was then
modified and improved over the next few centuries. Current Polish
spelling is based on the rules codified in 1936 with a few minor
changes.
The following rules apply to the Polish spelling (which
sometimes are in conflict with each other):
- the phonetic rule, stating that each voice should be
represented by a unique letter as in dom, [as, woda,
- the morphological rule, stating that a link between different
forms of one word or its derivatives should be maintained despite the
fact that their current pronunciation may differ e.g. prog, gen. sg
progu, bor sg, bory pI,
- the historic rule, which maintains different orthography of
sounds formerly pronounced differently (compare rzeka and iulawy,
bor and pustynia, rosocha and hUla), and
- the conventional rule e.g. capitalization ofgeographic names.
Rules ofPronunciation
There are 36 phonemes in Polish. In Polish spelling these
phonemes are represented by particular letters or by their
combinations. A single letter can ,correspond to more than one
phoneme variants, and also two separate letters can represent the same
phoneme (e.g. ch - h, rz - i). In particular the rules refer to the
pronunciation ofnasal vowels and voiced consonants.

Rules for Spelling ofGeographical Names
The rules for spelling of geographical names can be found in
spelling dictionaries e.g. in 'Nowy slownik ortograficzny PWN' (The
New PWN Spelling Dictionary of Polish), edited by E. Polaitski and
published in 1999.
Capitalization
Both one-word and multiword geographic names are written
with a capital letter in Polish e.g. Tatry, Przemysl, Wigry, Dqbrowa
G6rnicza, Dolny Slqsk, Wielki Staw, Na Klesniskach, U Wierzbki.
Prepositions which are not components of a geographic name are not
capitalized unless they are at initial positions, e.g. Naklo nad Noteciq,
R6wnia podSnietkq, Kanal w Lqce.
Generic terms are not capitalized unless they are parts ofa geographic
name, e.g. miasto L6di, rzeka Wisla,jezioro Goplo (but Nowe Miasto,
Stara Rzeka).
Also, adjectives formed from geographic names are written with small
letters unless they are components of a geographic name e.g. Mak6w
Mazowiecki, Wyiyna Malopolska, Jezioro Rajgrodzkie.
Hyphen Use
The hyphen is used only in the case of names composed oftwo
previously existing names e.g. Bielsko-Biala, Skariysko-Kamienna,
Kanal Wieprz-Krzna.
Also, two equivalent elements of a multiword adjectival
geographic name are also divided by a hyphen e.g. Wyiyna
Krakowsko-Cz~stochowska,Pojezierze Chelminsko-Dobrzynskie.

a. Adjectives formed from two-word geographic names ar~ spelled
as a single word if a noun exists in a name e.g.nowomiejski from

c. Adjectives formedfiom two-word geographic names spelled
with a hyphen are also spelled with a hyphen e.g. golubsko-dobrzynski
from Golub-Dobrzyn, k?dzierzynsko-kozielski frOIl) K?dzierzyn-Koile.
d. Adjectives formed from two independent geographic names are
spelled with a hyphen e.g. strzelecko-drez4enecki from Strzelce
(Krajenskie) and Drezdenko, warminsko-mqzurski from Warmia and
Mazury. .
3. Dialects of Polish
The Polish-speaking area is traditionally divided into five
dialectal groups: Kaszubski (Kashllbian), Malopolski, Mazowiecki
(Mazovian), SlllSki (Silesian), and Wielkopolski. In recent research
also two dialects spoken in the Polish-Lithuanian, Polish-Belorussian
and Polish-Ukrainian borderlands are discerned. These are called
P61nocnokresowy and Poludniowokresowy - (of northern and
southern borderland). It is spoken not only by the. inhabitants of these
areas, but also by people who moved to the northeastern part of the
country after the World War n. The younger generations usually
speak mixed dialects.
Kashubian dialect, sometimes considered a separate language,
closely related to Polish. It is spoken in a small area of northern
Poland in Pomorskie Voivodship. Archaic forms of names like
Starogard, Karwina are unique to Kashubian (Starogr6d and Krowina
in the remaining areas).

Malopolski dialect occupies the largest part of Poland. It is
characterized by geminate [s], [~] (e.g. Ossolin). The [xv] group is
changed to [f], e.g. Falej6wka from former Chwalej6wka.
Silesian dialect is characterized, among others, by the
pronunciation offormer long a as ° e.g. 20ry instead oftary.
In the Wielkopolski dialect we note the difference between the
suffixes of -ov- (after a hard consonant) and -ev- (after a formerly
palatalized consonants) e.g. Wilkowo, but Kowalewo.
Mazovian dialect changes the [xv] group to [1], e.g. Falenica
from former Chwaleniea and also -ar- to -er-, e.g. [tertak] 'tartak'.
Kresowe (borderland) dialects are characterized by the semipalatal
pronunciation of [e,], [z,], [fe,], with a stronger stress, which
causes a prolonged pronunciation ofthe stressed syllable and a partial
reduction ofunstressed vowels.
Certain features are characteristic ofareas larger than the area of
a single dialect. These features are reflected in certain geographic
names (compare 20ry in Silesia and 2ary elsewhere, Dqbr6wno in
Kujawy and Dqbrowno in southern Poland, Redlowo in northern
Poland and Radl6w elsewhere, Pleszew in Wielkopolska and Plasz6w
in Malopolska).
4. Origin of Geographical Names in Poland
The oldest geographic names in Poland are from pre-Polish
period. These are usualIy names of large objects like mountain ranges
(Sudety, Karpaty), rivers (Wisla, Odra). Lake and river names in
northeastern Poland usually have Baltic origin (Prussian, Yatvingian,
Lithuanian), e.g. Mamry, Pregola. However, these old names are not
very frequent.
The majority of geographic names in Polish lands are either
those specific to the whole Slavic territory (e.g. Studzieniea,
Kamienna, Potok), or those, whose phonetics is specifically Polish
(e.g. Dqbrowa, Broo, Czarna Rzeka)
Some geographic names, especially in borderland, are of foreign
origin. The majority is of German origin, which is a result of the
former language neighborhood and also of German settlers coming to
the Polish lands since the Middle Ages. Also, German names appeared

in western and southern Polish lands after the fall ofPoland in the late
18 th century, when significant areas of the former Poland were
annexed by Prussia and Austria. These areas belonged to Prussia and
Austria until the end ofthe World War 1.
Besides the original names, also a number of names established
by authorities, which were not used by inhabitants ofthese areas, can
be found on maps published during this time. During the Nazi
occupation a large number of Polish geographic names was changed
to German.
Names of German origin (e.g. O/sztyn) are also common in
northeastern part ofPoland, which is a result ofthe Teutonic Knights'
conquest in the Middle Ages.
German traces can be also found in roots of certain geographic
names (e.g. Rychwald, Szymbark, Czorsztyn) and also in Germanized
spellings of former Slavic names (e.g. Opo/e - Oppe/n, Wroclaw ­
Bres/au).
In borderlands many names originate from the neighboring
languages, e.g. Eastern Slavic forms exist along the eastern border
(e.g. villages Berezka, Czystohorb, Dub6w), Czech and Slovak ones in
southern part of the country (e.g. rivers Slanica, Mutnik, Branica). A
number of Romanian names (e.g. Mlaka, Magura, Kiczera) can be
found in Beskidy Mountains, which is a result of the medieval
shepherd's settlement. Many names of Baltic origin (Prussian,
Yatvingian, and Lithuanian) can befound in northeastern Poland (e.g.
Gie/ba, Wadqg, Dejna).

1I. GEOGRAPHICAL NAMES STANDARDIZATION
IN POLAND
1. History and Organization of the Geographical
Names Standardization
Collection and standardizat,i~~,of~eqgrap~iC names has a long
tradition in Poland. It can be tracedl~ack tptlle'lS th century, when first
maps and gazetteers covering the wholecou'rttry or its large parts were
published.
On the turn of the 19 th century fifteen volumes of the 'Slownik
geograficzny Kr6lestwa Polskiego'· (Geographic Dictionary of the
Kingdom ofPoland) appeared in print. It listed a very large number of
names ofvillages, towns, rivers, mountains and lakes. Also the entries
of that dictionary contained the first attempt to standardize Polish
geographic names.
When Poland regained independence in 1918, it became
necessary to standardize geographic names of objects in areas
formerly annexed by Prussia, Austria and Russia. It resUlted in a new
systematic approach to these issues. Therefore, two editions ofofficial
gazetteers were published during that time. Also first research
activities on toponyms were initiated.
After the World War n it became vital to standardize geographic
names, and to establish new names on large areas. The Commission
for Establishing Names of Localities and Physiographic Objects,
which was established before the World War n, was reestablished
shortly after the war. The Commission underwent several
organizational changes. It currently is a part of the Ministry of the
Interior and Administration.
The activities of the Commission resulted in publication of the
lists of standardized names such as 'Slownik nazw geograficznych
Polski Zachodniej i P6lnocnej' (Dictionary of Geographic Names of

Western and Northern Poland} by S. Rospond - published in 1951
(over 30,000; geographic ,and place! names), 'Urz~dowe nazwy
miejscowosci i obiekt6w fizjogratiCznych' (Official Place Names and
Names ofPhysiographic Objects), 197 volumes published before 1974
c01,ltaining.lis~s of geographic pames covering half of the country ­
each' volume" covered a separate county), and also 'Wykaz
urz~dmrych nazw miejscowosci w Polsce' (Index of Official Place
Names in Poland), published in 1982 (about 100,000 names).
The UN recommendation to publish national gazetteers gave
rise to the new activities in this field. In late 1970s the Head Office of
Geodesy and Cartography initiated a project aiming at the preparation
of such a g~etteer in Poland. It was published in 1991. The 'Nazwy
geograficzne Rzeczypospolitej Polskiej' (Geographical Names of the
Republic of Poland) contained a selection of 30,000 place names
based on a 1:500,000-scale map. The names were standardized by the
Komisja Ustalania Nazw Miejscowosci i Obiekt6w Fizjograficznych
(Commission for Establishing Names ofLocalities and Physiographic
Objects).
Owing to the procedure of the Commission's activities, only a
small number of Polish geographic na~es are standardized so far.
Certain standardization activities are carried out by geographers,
surveyors and cartographers during the map. editing process. Also, a
number of linguistic monographs on different kinds of geographic
names appeared in print.
It is estimated that about 1 million names are yet to be
standardized. These are especially names of hamlets, streams, hills,
parts of lakes and the like. Small part of these names can be found in
the already existing databases.
In the early 1970s the Komisja Standaryzacji Nazw
Geograficznych poza Granicami Polski (Commission for
Standardization of Geographical Names Outside Poland) was
established. It is responsible for the collection and standardization of
foreign geographic names. It prepared a 4-volume 'Polskie nazwy
geograficzne swiata' (Polish Geograpllic. Names of Foreign Areas)
(199~-96) and also several other publications: 'The Polish Toponymic
Guidelines' (1993), 'Nazwy panstw swiata,ich stolic i mieszkanc6w'
(Names of Countries, their Capitals and Inhabitants) (1996), and

,Slownik terminow uzywanych przy standaryzacji nazw
geograficznych' (Glossary Terminology used in the standardization of
Geographical Names) (1998).
2. Rules of the Standardization of Geographical Names
When standardizing geographic names it is vital to collect
sources that should include:
- full name,
- form ofgenitive (Genetivus),
- local variant names,
information on the type of an object and its geographic
location.
The following criteria of correctness are applied when
establishing a standardized form ofa geographic name:
- contemporary pronunciation
- most frequently used form
- conformity with the standard Polish, less often with a
regional standard,
- name etymology,
- traditional form.
The names of large objects are usually conformable to the
literary Polish. The names of small objects of local importance (e.g.
those ofmeadows, gamekeeper's cottages, small lakes, and streets) are
more often conformable to a dialectal form.
All legal issues on geographic and place name standardization
are regulated by the act of 1948 (no. 36, act 251) recently amended in
1990 - 'Dziennik Ustaw Rzeczypospolitej Polskiej' 1990, no. 34, act
198. A new act on geographic and place names is currently being
legislated. It lays down the regulations on:
- establishing, changing and canceling official place names
- establishing, changing and canceling official geographic
names
- establishing, changing and canceling official geographic and
place names in the languages ofethnic minorities
- publishing official lists of place names and other geographic
names.

3. Geographical Names Authorities
There is no separate agency with legal responsibility for
standardizing place names in Poland. However, there are advisory
boards responsible for preparation of projects on standardization

2. Gazetteers
The only Polish gazetteer contammg geographic coordinates
published so far is the. 'Nazwy geograficzne Rzeczypospolitej
Polskiej' (Geographical "ijames of the Republic of Poland),
Warszawa 1991. It contains approximately 28000 geographic and
place names, which corresponds to the typical set of names contained
on a 1:500,000-scale topographic map. Amendments are listed in
'Zarz(ldzenie ministra-szefa Urz~du Rady Ministr6w z dnia 11 grudnia
1996 r. w sprawie ustalenia i zmiany nazw niekt6rych miejscowosci'
(Monitor Polski Nr 79, 14 grudnia 1996, poz. 713).
The 'Katalog jezior polskich' (Catalog of Polish Lakes) by A.
Choiilski, vol. I-Ill, Poznail1991-1992 is a similar publication. It is a
list of 7000 lakes larger than 1 hectare (with their location on
1:50,000-scale maps).
The 'Wykaz urz~dowych nazw miejscowoSci w Polsce' (Index
of Official Place Names in Poland), vol. I-Ill, Warszawa 1982 is an
earlier publication of this kind. It locates places by former
administrative units (new administrative division was introduced on
January 1, 1999).
The names of newly established natural reservations can be
found in 'Rozporz(ldzenie Ministra Ochrony Srodowiska, Zasob6w
Naturalnych i Lesnictwa' ofDecember 23, 1998. Acts no. 1219-1234.
